AUG. 14. 1909.\nNO. 1\nWork Is Active on\nRoads and Trails In\nthe Alberni District\nThe new Provincial government work\n\u2014a road around Sproat Lake to the\nmouth of Taylor river\u2014was commenced\nthis week, and there are now ten men\non the job. William Lindsay and\nRobert Erickson are marking out the\nroadway, while Sam Handy, with a\ncrew of seven men, is following up in\nthe work Of slashing. The work will\nbe carried on vigorously throughout the\nseason. A new bridge will also be put\nin this side of Reeve's place.\nOn the Cowichan trail George Kilpatrick is at work with a crew of four\nmen, and good progress is being made.\nJames Andrews and Fred Saundeis\nare at work on the Home Lake trail.\nThe Cox Lake trail has been cleaned\nout, and is now in good shape for pack\nhorses.\nWork is also in progress from the\nUcluelet end of the Clayoquot-Ucluelet\ntrail. R. B. Brown and a crew of five\nmen being on the job.\n_ H. C. Rayson, government agent,\nwill go up to Clayoquot next week to\ncomplete arrangements for the active\ncommencement of work on the Alberni-\nClayoquot trail from the Clayoquot end.\nHe will also initiate work on the Kennedy Lake trail. This trail has been\nrendered unfit for travel by floods\ncaused by the creeks having become\nblocked with fallen timber. It is estimated that the work of putting it\ninto good condition again will cost\n$1000. The obstructions will all be\nremoved  from  the  creeks.\nWork at  Quatsino:\nThere is jubilation among the settlers\nat Quatsino these days for they are\nabout to see the realization of a long\ncherised wish in the construction of a\ntwelve.foot wagon road through the\nsettlement, says the Victoria Colonist\nof Tuesday. For the last two months\na large body of men have been working\non this road, with the result that the\nmost gratifying progress has been\nmade.\nThat part of the road which has already been completed changes the\naspect of the district by converting a\nwilderness into a beauty spot. Few\nparts of the Island are so densely\nwooded as the Quatsino district and\nto the Stirling qualities of the pioneer\nsettlers, in the face of almost superhuman difficulties, is due the fact that\ntoday an acreage is planted into orchards and gardens. The inhabitants\nclaim that nowhere either on the island or the mainland are such healthy\napple trees and such a superabundance\nof small fruits to be found this summer. They say that Quatsino with its\nmagnificent harbor, its marvellous\nresources in minerals, timber and fish,\nand its beautiful scenery is one of the\nmost favored spots on the island. It\nwas recently described in the Colonist\nas a future city of destiny, and 'the\nsettlers are sanguine that this prophecy\nwill be fulfilled.\nThe building of the wagon road by\nthe provincial government is proving a\ngreat boon to the residents. They\nconsider that the development both at\nQuatsino and in the San Joseph Valley\nis a tribute to Premier McBride's far-\nseeing policy and a testimony to the\nfact that he caters, not only to the\nneeds of the more thickly populated\ndistricts, but also has an eye to the\nwelfare of the remoter parts.\nFor Victoria Fair.\nFive days' horse racing, in which will\ncompete some of the most celebrated\nrunners and trotters of the Pacific\nnorthwest; the daily ascension of a\nmodern airship, which will cavort above\nthe grounds and show that man has almost solved the problem of aviation; a\nhorse show, in which will be entered all\nthe finest equines of British Columbia\nand the nearby States; an illuminated\nportrayal of the bombardment of Alexandria, to say nothing of a comprehensive display of pure bred stock, of\nagricultural products, and of industrial\nware, are some of the features that\nwill mark Victoria's exhibition to be\nheld from the 20th to the 25th of September. The fair, in a word, gives\npromise of being the finest in every\nrespect yet held in the Canadian northwest. The entries in all classes will\noutnumber those of the past while the\nentertainment programme will provide\nthrilling interest and an uninterrupted\nround of fun from the opening day to\nthe closing evening Thousands are\nexpected to attend and preparations\nare being made for their reception and\nwelcome. Cheap rates for people and\nfor exhibits from as far east as Winnipeg will be inaugurated.\nUrging Government\nto Build Road Across\nNorth End of Island\nCapt. Townsend Dead.\nCapt. John O. Townsend, who for\nmany years commanded the steamers\nQueen City and Tees on the West Coast\nrun, and who was personally known to\nnearly every resident of this district,\ndied in Vancouver last Saturday\nnight after having undergone an operation for appendicitis. The body was\nshipped to Victoria for burial. About\nsix months ago Capt. Townsend resigned command of the Tees, and was\nlater appointed skipper of the Otter.\nFor a short time prior to taking ill he\nwas in charge of the Princess Ena.\nCapt. Huff Will Open\nNew Whaling Station\nNew Views.\nWhile on a recent trip up the West\nCoast, Leonard Frank secured a number of excellent views on Bear River,\nClayoquot Sound, Long Beach, Wreck\nBay and Ucluelet, which he will shortly\nhave issued on souvenir postcards.\nMr. Frank's postcards are now on sale\nin a great many places, and find their\nway to all parts of the world. They\ncan now also be had at the postoffices\nat Ucluelet, Clayoquot and Tofino.\nThe' construction of a first-class road\nfrom Campbell River on the west coast\nof Vancouver Island, is a project which\nis being promoted by John Stinson, a\nprominent Vancouver citizen with large\ntimber holdings in the Island interior.\nHe believes that he can convince\nPremier McBride and his colleagues of\nthe necessity of such a highway. He\nasserts that in his petition he has behind him all the residents of that section.\nMr. Stinston is of the opinion that\nsuch a road would do much towards\nopening up the more inaccessible\nparts of this portion of British Columbia. It would result in the encouragement of settlement and besides\nafford a third means of crossing from\ncoast to coast, which, he claims, is\nbadly needed. At present one living\nbetween Cape Scott and Port Renfrew,\nin order to reach the East Coast of the\nIsland has three alternatives. He may\ntake the boat, a trip of a week or more,\nfollow the trail from Alberni, which,\nif he is located between Barclay Sound\nand the north end, is a long journey:\nor he may take the blazed track from\nQuatsino. The proposed road from the\npoints indicated, it is claimed, would\ngive those situated between Alberni and\nQuatsino an immediate means of\nreaching the East Coast, thus getting\nto Vancouver or Victoria in much\nshorter time than now is occupied by\nsuch a journey. Mr. Stinson affirms\nthat the highway is a public necessity,\nthat sooner or later with the development of Vancouver Island its necessity\nwill become imperative and that, if the\nauthorities can be pursuaded to undertake the work immediately, it will\nfacilitate the exploitation of the timber\nand other resources of the interior.\nThis line it is alleged is the best\navailable from coast to coast. It is a\ndistance of twenty-five miles approximately and the highest point\nreached is seven hundred feet above\nsea level. Thus the expense would not\nbe as great as would appear at first\nblush.\nMr. Stinson is most enthusiastic over\nthis project. He feels that it would so\nhelp the Island by bringing populated\ncommunities in touch with a region\nlittle known and teeming with potentialities that it would soon encourage\nthe settler and have such important\neffects on timber and mining industries that it is most important that the\nGovernment, in the interests of British\nColumbia as a whole, should undertake\nit without delay.\nCapt. Huff, of Alberni, is in the city,\nsays the Victoria times of Tuesday.\nHe is on his way to the Queen Charlotte\nIslands to make final arrangements for\ninstalling the equipment for the new\nwhaling station which is to be located\nthere. Capt. Huff has decided upon\nthe location which is at the extreme\nsouthern end of Moresby Island in\nHouston, Stewart channel, which separates the island from Prevost the most\nsoutherly of the group.\nA surveyor will be taken north with\nCapt. Huff and the arrangements made\nfor wharves, buildings, water supply,\netc.\nAs soon as the machinery which has\nbeen ordered has been installed work\nwill commence at the station.\nThe reports are that whales are exceedingly plentiful in the waters off the\nQueen Charlotte Islands. Further announcement next week.\nHunting   Regulations.\nThe following regulations, of interest to Alberni, in regard to game have\nbeen passed by Provincial order-in\ncouncil dated July 28:\nOn Vancouver Island south of a line\ncommencing at the mouth of the Little\nQualicum river, thence following that\nstream westerly to its junction with\nthe Alberni road, thence following the\nAlberni road to the Alberni canal, the\nhunting, killing or taking of elk or\nwapiti shall be prohibited until August\n31, 1914.\nThe shooting of ducks of all kinds and\nsnipe on Vancouver Island and the\nadjacent islands shall be permitted from\nOctober 1 1909, to February 28, 1910,\nboth dates inclusive.\nThe shooting of cock pheasants, quail\nand grouse on Vancouver Island, except\nin North and South Saanich, shall be\npermitted from October 1 to December\n31, 1909, both dates inclusive \"\nSix years ago by a provincial order-\nin-council the shooting of elk, wapiti\nand moose was prohibited for a period\nof six years. It has been thought advisable to continue this regulation in\nsome districts for a period of three\nand in others for a period of six years.\nThe shooting of small game on Vancouver Island will commence one month\nlater this year than last.\nPheasants and quail have not been\nparticularly plentiful and the department has thought it better to set the\nopen season back a month.\nHotel at Cameron Lake.\nA Victoria news report says: Arrangements are known to be under way\nfor a C. P. R. hotel at an advantageous\npoint on Cameron Lake. No better\nlocation for such a hotel could be chosen\non the Island. Cameron Lake is one of\nthe most picturesque spots in this part\nof the country. Mount Arrowsmith\nraises its great peak 7,000 feet above\nthe level of the sea, directly back of\nthe lake. Its rugged crown is perpetually snow-powdered. The surrounding country is rich in game and\nfish and the general character of the\nlandscape is such as pleases the tourist's heart.\nThis hotel will be built as soon as\nrailway connection can be established and that this will be before long\nis assured. Gill.\nWith this issue the Alberni Pioneer News enters upon the third year of its\nexistence.\nThe occasion is one on which a lot of talk about the accomplishments of the\npast is generally expected, but to meet that expectation is not the purpose of\nthis article.\nThe Pioneer News, like nearly ever other business concern in Alberni, has\nhad its troubles in keeping the \"Dr.\" mark out of its bank book, but with a\nnever faltering faith in the early dawn of a more prosperous era, has been content with the proceeds of times that were dulled by an unexpected and prolonged delay in the commencement of railway construction, and that is all there\nis to be said that does not deal with the brighter side of life\u2014The Future.\nThe Railway Is Coming !\nMany a time before has this been said in these columns, and as many times\nas it was said there was good reason to believe that the coming was close at\nhand. Now it is all but a settled fact that building operations will be under\nway within two or three months.\nThe coming of that rsilway will mean a great transformation scene all over\nthis fertile valley, throughout this resourceful district, and particularly at the\nhead of the canal where an industrial city is destined to rise and flourish.\nThe main industry\u2014lumber manufacturing\u2014promises to be established on a\nscale to warrant a population that will reach the 5000 mark inside the next\nthree or four years. And when we look around us and take a comprehensive\nsize-up of the other possibilities we are made to feel that before Alberni has\nattained a normal growth some other young and ambitious cities of British\nColumbia will be distanced.\nFavored, as we are, by an almost inexhaustible supply of the best standing\ntimber in the world, by a surrounding country that can be made to produce all\nthe garden and field stuffs necessary for home consumption, and more for export, we have a guarantee that, with the promised transportation facilities,\nwe are to take rank as an important industrial and commercial center.\nWhen we study, also, the nature of the transportation projects, assured and\nin prospect, the abundance and variety of raw resource in addition to timber, in\nthe district, together with the natural power to move the machinery that will\nconvert it all into finished wares, and the crying demand of the easily accessible\nmarkets of the world for just such goods as we can turn out, we must hesitate\nto place limitations on our future.\nThe publisher of the Pioneer News realizes that in order to keep abreast of\nthe times, and hold his own, he must admit that the days when a weekly newspaper will not suffice to meet the demands of his constituency will soon be here,\nand be prepared for expansion of business operations. Much of the necessary\npreparation has already been made.\nWithin the next two months a type-setting machine, and a new and larger\npress, will be installed, and other important additions to the plant will be made.\nFollowing this the paper will appear twice a week and in larger form.
