R, Roy, Dominion Engineer, arrived at Fort Steele on
Sunday last. Mr. Roy's mission
js to examine the Kootenay River
as to its improvement and report
••the result of his investigation to
the Dominion Government, At
the last Session of the Dominion
Parliament, through the energetic efforts of our member, Mr.
Bostock, §5,000 was appropriated tor the improvement of the
river between Fort Steele and
the International boundary.
The residents of Fort Steele,
mine owners and miners all over
the district have foi' years been
asking the Government to improve the Kootenuy River: tlie
necessities and possibilities of
the district as to the future have
■been represented in a just and
■forcible manner. It was shown
that a small amount of money
expended would be'of Immense
'benefit to this district and would
insure at least eight months of
navigation on the river; that
there was only five gravel bars
that obstructed navigation to
such an extent that steamboats
could not ascend the river at a
low stage of water. The attention of the department was call-
fid to the fact that a large
.amount of ore, some 3,000 tons,
was in course of transit, and
with the river improved a much
larger amount could and would
be shipped, and the arrival of
Mv, Roy tends to show that tho
Government; through the direct
efforts of Mr. Bostock, has real-
faed that the river is an import-
•■ant means of transportation to
this district,
As a means of transportation a
water route is at times much to
be preferred to railway facilities,
and the near approach of the
Crow's Nest Railway may seem
to some as affording sufficient
means of transportation, but this
is not so. The river can be
made available for the transportation of ore to the railway
from points along the river that
the railway does not come iu direct connection with. It will
take a few years to gird the district with a railway system that
will afford the necessary means
of transportation to the ores
mined in tho district, and in the
meantime tho river affords a di
rect and quick moans of trans
portation. In fact, the steamboats will become feeders to the
railway, thus euabling the mine
owners prompt and efficient
transportation at this time, and
in the future will be a source of
competition, thus affording cheap
.rates to the district.
A large number of the citiaens
of Fort Steele and mine owners
from all over the district waited
on Mr. Roy and impressed on
that gentleman that the district
lit large wanted the river im
proved; that it was necessary to
tho future wolf-are of the district
that the improvements should
.commence as soon us possible,
Mr. Roy statod that he was here
to examine and report as to tho
cost and what was needed to improve the river, and that as soon
as the stage of the water would
permit work would be commenced, possibly In October;
that a small amount had been
appropriated this year, and that
}t would bo expended on the
places in tlie river where it wns
found most ueeded.
, Mr. Croaitsdale, representing
the Hall Smelter Co., suggested
that as a small amount of money
had heen appropriated it should
be localized as much as possible
so as to make the river a natural
feeder to the railway.
Mr. T, G, Procter, a prominent mine owner in the district,
stated that in all probability
there would be a very large output of mineral in the near future,
as there were strong developments going on,
Mr. John Fink said that the
improvement was a direct necessity to the whole district, and
would bo the means of a large
saving to the people. It was a
popular and important movement.
A number of other business
men coincided with these gentlemen, saying that it effected the
whoie district, enabling mine
owners along the rivor front direct means of transportation,
thus bringing the mines in touch
with tho railway.
Mining Notes,
The North Star company are
doing the assessment work on 21
claims in the vicinity of the
North Star.
We learn thai it is the intention of the North Star company
to sink a shaft 800 . feet on the
property. They are still sink
ing on the workings near the
Midnight line, having a well*
defined lead.
R, O. Jennings has just re*
turned from the Deane mine.
Mr. Jennings reports that he has
a good showing of ore on this
property.
The tunnel of the Gold Bug
Fraction has a tunnel in 50 feet
with a good showing of carbonates.
The assessment work has been
performed on the Silver Bug
claim.
A tunnel wilt be run 100 feet
on the Big Chief mineral claim.
A small force of men are at
work on the Wynstay and Burton claims.
R. EL, July 28,—
The Spanish prisoners contined
at Seavy's island were paid off
by the Spanish government today, the money being received
from Admiral Cervera, at Annapolis, the men receiving from
%H- to $1.0 in American currency.
Manila Surrenders to Americans.
London, July 29.—A Madrid
telegram to the New York Herald
says that the government has received a telegram announcing
the surrender of Manila to Admiral Dewey.
Madrid has been singularly
truthful in announcing defeat of
Spanish arms at Manila, hence
the above dispateh has all the
ear-marks of truth.
It indicates that the second ex
pedition of American volunteers
from San Francisco for the Phil
ippines must have landed and
that nearly 7,000 troops of the
United States are in the city to
preserve order. According to
the calculations of the govern
ment that expedition has had
ample time to reach Dewey.
Major General Merrill, in such
case, will assume charge of the
city and will be governor general,
American Plans.
The purpose of the administration is to accomplish everything
on this side of tlie Atlantic,
which it had hoped to accomplish before fall, to complete the
occupation of Porto Rico, to
clean up the work in eastern
Cuba, and then if Spain fails to
ask for terms to send Watson's
fleet over to strike from her
hands her only remaining weapon, the lleet under Admiral Camara
When the time comes for this
decisive stroke It is thought that
the European powers, which
have just been assured that Wat-
sou will not be instructed to
bombard Spanish cities, may
step in and convince Spain that
her honor does not require a further continuation of the light,
Should Watson cross the Atlantic and drive Carnal-it's Hoot,
into a Spanish port, it might be
found that the Americans would
have to repeat on Spanish soil
the tactics of the Santiago campaign; and that iu destroying the
enemy's ships they would be
forced to bombard fortifications.
land troops and take possession
of a city. Anything of this kind
would be sure to alarm the European powers which are interested iu preserving the integrity
of the Spanish peninsula, and
they might be depended on to
use.all their influence with the
government at Madrid to render
such a demonstration superfluous.
Emperor William's Message.
Washington, July 28. — Emperor William has sent a message to President McKinley.
which is exceedingly gratifying
in tone. It was communicated to
the president,,just before the
cabinet meeting by the German
ambassador. The exact nature
of the communication cannot be
learned. It is guarded with exceptional care, aud great precautions " have been taken to
prevenlOS>.„i'i an intimation of
the cha,.,v;/.isi' of the message escaping official circles,
From this it is believed that
the comtniinication may be the
forerunner of others from which
the administration expects important results, and that it is the
beginning of negotiations of a
weighty character. All that is
known now is that the message
was most friendly in tone and
that its receipt has given great
pleasure to the president and his
advisers.
Officially there has been no
correspondence between Washington and Berlin which has
been at all stiff and unfriendly.
So far as the conduct of the German ships in the Philippines is
concerned, it appears to be a
matter thus far purely between
Admiral Von Diedriche and Admiral Dewey. The government
at Washington has made no representations to the government
at Berlin with regard to the incident in Subig bay, and the wisdom of the restraint appears now
in the friendly approaches whicli
have just been made.
WATSON TO SAIL IN MIGHT.
His Squadron Will Be Enlarged to
A PoworfulJFleot.
Under tlie new arrangement
the eastern squadron, not yet
officially designated a lleet, will
consist of the protected cruiser
Newark, Goiuniodoru Watson's
flagship; the armored cruiser
Brooklyn, Commodore Schley's
flagship; the lirst class battleships Oregon, Massachusetts and
Indiana, the second class battleship Texas, the auxiliary cruis
ers Yale, Yosemite and Dixie,
probably the gunboat Princeton,
now undergoing some alterations
at the Washington navy yard,
and perhaps the protected cruiser
New Orleans.
It cannot be definitely ascor:
tained that the Yosemite and the
Dixie will remain as part of the
squadron, but in all probability
they will not be detached, although some fast auxiliaries are
desired for blockading purposes.
Every armored cruiser aud
battleship in the navy is to be
included in the squadron with
the exception of the New York,
Admiral Sampson's flagship, and
the Iowa, Captain Robley D.
Evans. The Iowa is badly in
need ol an overhauling and will
probably be brought to the
United Statos to be dry docked.
It is rumored that the Iowa
suffered greater damage than
was supposed at the time from a
Spanish shell, which struck her
during one of the bombardments
ut' the Santiago forts.
Another interesting that has
come out is the fact that the
naval authorities are considering
the advisability of assigning
Commodore Schley to the command of the Second division of
the formation. It is probable
that the decision will be affirmative. Such action will put an
end to all the talk- that the administration does not want to
give Schley a fair chance to distinguish himself, tts the work
mapped out for the eastern
squadron to perform is the most
important that will be undertaken by the government in a
naval way during the war.
RT S
Co,
(LIMITED LIABILITY.!
PORT STEELE m WARDNER
British Columbia
We direct special attention to QUI*!
