London.'May 8.The capture of Wyndburg by the British is confirmed and the main advance on Pretoria continues. By the occupation of Wyndburg General lam Hamilton puts himself, nearly parallel with Lord Rob- erls and only 29 miles eastward, while he has the additional advantage of being connected with his chief.by means of the railroad that runs from Smalldeel or the Wyndburg road station, as it is sometime* called at Wyndburg. Lord Roberts is now nine miles north of the Vet and 03 miles north of Bloemfonloin. .Evidently he is not letting the grass grow under his> feet, though the Boers are equally as anxious to retreat towards Kropnstad and are so doing. The critics of the newspapers view the situation with Ihegreat- est satisfaction. A special dispatch from Smalldeel, May 0. gives the details of the occupation of Wyndburg by the British. It says: _ fifty per cent were better ('quipped for the duties of the ministerial office than Mr. Ryder. The'latter admits that, he was surprised when a portfolio was tendered him. 'He certainly could not have, been' more surprised than the electonite generally. At the end of one month exactly from the date of his appointment. Mr. Ryder has been allowed to slip quietly out of office and lapse into native obscurity. His successor. Mr. J:C. Brown of New Westminster, commonly known as "Winchester Brown", is a man of infinitely greater weight, and will be a decided acquisition'to'the strength"-'of the, cabinet.' He, has for a number of years been a prominent, figure in municipal and political affairs in' the ^Province. . No one disputes his great'financial ability, for ever since his undergraduate days at the Royal Academy; and at the Queen's College. Belfast., he has made a speciality of financial problems. His greatest weakness, politically, lies in his espousal of theories which have [ not yet been sufficiently tested to escape vulgar classifications as fads. Despite this he. is a man of great probity, and on the lower mainland of British Columbia is regarded as being possessed not only off ability, but. also of that rarer political quality, sincerity. The effect of his acceptance , of office under "Fighting Joe" will undoubtedly be to reassure the Libemljelect- ors in the constituencies of the lower Fraser. of which New Westminster is still as much of the capital as when the Government was administered there. .Even the purchase' of the New Westminster newspaper the Columbian by the Conservatives which is just announced, will scarcely counteract the favor able impression which Mr. do it. The Liberals there readily fell in with the suggestion, but told him by telegraph that- Martinism was so unpopular in the constituency that he must '.repudiate the Premier before accepting nomination. Upon this subject Mr. Mclnnes hedged, and notwithstanding the pressure brought to bear upon him he declined to be bound by such- condition. Finally he allowed' the South Nanaimo nomination to go by 'default, and accepted the candidature of the Liberals in North Nanaimo, where he was .not bound by any such conditions. He will have a stiff fight with John Bryden. the present representative; of that riding, and who is manager of tho Dunsmuir coal mines, and a man of considerable weight in tlie district. Yet his chances of win- ' ning are undoubtedly good, for the young member has ii great many friends and admirers in the Nanaiinos. If elected to the House he will undoubtedly have a cabinet portfolio, and there is an impression abroad which frequently finds expression, that a distinct understanding existed between the Governor and Mr: , Martin, when the latter wascall- ed upon to form a Government, that the Governor's' son should be taken into the cabinet. While many of these things have tended ,to strengthen the' Premier, he has still to reckon with a large element in the Lib- earal party, represented, by such men as the, Hon. The appalling- results of ox- ]>lo.sions and the da Hirers of dust in mines and oilier places being recognized, and extended knowledge having boon gained by recent 'experiments and ' observations, the highest importance may be attached lo tho prevention of accumulation and methods devised for decreasing the danger. It is admitted and proved beyond doubt, where explosions have taken place, that the explosive force and flame is most de.striiotive.in the main galleries whore newly made dust is being continually carried.'- The results of the experiments show that we ,, must treat mines where the , element of dust is0 found witli as much care as a powder magazine. Many attempts have been made U. water or damp the dust lying on the roads, walls and chambers in coal mines. An ar- < ' rangement lias been perfected for lightly wetting the- coal and dust on top of. each tub as it leaves the siding , in tlie mines where the engine setts, mil at a ,high rate of speed against strong "currents of air, and the.same arrangements can be applied to dust' at the screens and coal , stores, and to1 pulverized coal- to be sent lo coke ovens, where ex- plrfsionsand accidents have taken place as a result of dusty coal. A newly devised' method for, ob- viating and diminishing the" risk . of loss from coal dust explosions was described by E. Harlo. in,.a paper, read before the North of .England Institute of Mining and Mechanical Engineer*, and published in' Transactions of the Mining Engineers. Thcarrange- nient consists of means for auto , mat'icaUy damping each tub so as to prevent.th'o escape of dust 'and to moisten it to the same extent as in damp'ihinos. Jn uch mines no trace of dust can be" 'tfound and few" explosions (if any) cither from, shot,'tiring or dust ihave taken place and this safety con (inns the theory that damp i.s effectual in mitigating tlie of-' ..Xect of coal dust explosions. The apparatuses fixed ;il' the outer end of tho^siding where the tubs arc arranged to start on their journey to the shaft. It consists of a perforated pipe or sprayer and allows water, to spray over (lie area of each tub as it passes under the apparatus. The valve of the sprayer may be actuated by wheels passing over a pro-. jecLion in the vails or some part of the tub. It has been founcfiu practice that one pint of water .sprayed over each tub is sufficient to moisten the, dust and prevent it from risinsr, so that^i tank' containing'-about seventy gallons is sufficient lo moisten an output of l"iO 1,ons per day. Scientific American. :n praise ol tlie Bn1is.Ii .sioieiMn and patriotism. , Amoricaiis- real Americans, ilia! is do not wi.-li Great !3ritain any harm but i hey have gotten very tired of having held up as a model for them. This is 'exactly the way that Americans look on the conduct of the British at p'resenl.' Gerald Sanford. of London, has been in this country and has talked entertainingly of Lord Roberts and , of . tlie. Boer war. ToHniy mind, this mighty struggle between Briton and Boer, which, has been so replete with sad scenes and pathetic incidents, contains none sadder than the death of young Roberts on the banks-of the far Modder river.,,. What hopes of the future were blasted that day and what a hopeless future left to the great commander of our army in South Africa!.> Should Lord Roberts win Pretoria and establish British supremacy over the Orange Free State and. tlie Transvaal, there are none who would venture to say what honors may not be his.
