The reason that lie\ndoes charge this price is that it is fixed by\nthe wholesalers.\nTHE COST OF LIVING\u2014There is\na universal outcry against the increased cost of living. The fact\nthat it is universal points to a common\ncause, and indicates that it is not dependent\non local conditions, although they may accentuate it. The common cause is the uni-\nMR. BORDEN'S PROGRAMME\u2014\nThe Liberal organs are working\nover-time in an effort to convince\nthe public that -Mr. Borden will be so overwhelmed with difficulties that he will hardly know wliieh way to turn. They picture\nhim as embarrassed to a degree in the selection of his Cabinet; they declare that\nhe will be unable to control his party; that\nhe will be crushed between the Nationalists of Quebec and the Loyalists of Ontario\nand altogether one would imagine that the\nonly course for him to pursue would be\nto inform the Governor-General that he is\nnot equal to the task of forming a Government, and that the only heaven-sent statesman whom Canada has known should be\nsent for again to take the helm. The Liberal\npress is a little \"previous,\" it can well afford\nto possess its soul in patience. Mr. Borden has shown himself able to champion a\ncause whicii has resulted in the absolute\nrout of the heaven-sent statesman and his\nfollowers, lie is hardly likely to fail in\nthe initial stages of government. There\nwill be plenty of time later on for the\nLiberal press to criticise the composition\nof the Cabinet ,the naval policy, the cancellation of corrupt public works contracts\nand many other matters which will naturally conic within the scope of Mr. Borden's\nreview. Any anticipations of his intentions which lhe Liberal press may form are\nlikely to he very wide of the mark. THE WEEK, SATURDAY, OCTOBER 7, 1911\nNow that the theatre season is\nfairly upon us, and from a glance at\nthe preliminary notices it would appear to be a crowded one, it may not\nbe amiss to write a few words with\nregard to the nuisance known as the\nlate theatre-comer. Last year the\nmanagement of the Victoria theatre\ninaugurated the practice of preventing any who arrived after the rise of\nthe curtain, from taking their seats\nuntil the close of the Act. In thus\nsafeguarding the comfort and convenience of the majority of their\npatrons the management was but following the practice now in vogue at\nmost of the London theatres. The\nmeasure was hailed with approval by\nmore than nine-tenths of the regular\npatrons of the theatre who showed\ntheir appreciation by making a point\nof arriving on time. Some \"kickers\"\nthere were, of course, but as they\nwere the habitual late-comers with\nwhom total disregard for the comfort of others marched hand in hand\nwith an idea that discourtesy was a\nmark of high breeding, their complaints, vociferous though they were\nin some cases, counted for nothing.\nThis year I have noticed that the\nsame excellent rule has by no means\nbeen rigidly enforced, but I do most\nsincerely trust that this is not a premonition of what we are to expect for\nthe future. The management of the\nVictoria theatre may rest assured\nthat in this matter they have their\nregular patrons with them and that\nfor every disgruntled enemy they\nwill number a host of friends. Make\na rule and stick to it is the surest\nway of winning the liking and respeet\nof all, even of those whom the enforcement of the rule most inconveniences. With the shows starting\nat 8.30 there is no excuse for lateness\nand the salutary treatment of offenders last year proved that all can be\non time when they know that a\nfailure to do so entails their missing\nthe first Act. * * *\nA word about another theatre nuisance of a slightly different variety. I\nrefer to the mid-Act pest, who stalks\naround the auditorium, seeking whom\nhe may devour, and when he has\nspotted his victim, button-holes him\nin the most ostentatious fashion possible, leaning, it may be, over two or\nthree- occupants of intervening stalls,\nin order to carry on a conversation.\nPersonally I am inclined to think that\nthis particular pest is suffering from\nthat overwhelming amount of conceit\nwhich loves notoriety and fancies that\nthe latter is gained by studied attitudes in crowded places. It will usually be found that the conversation so\ncarried on is of the thinnest description and would keep till a more suitable time, whilst in most cases it\nwould be the better for keeping for\never. But in order to gratify his vanity, for needless to say the offender\nis always a man, the pest strolls round\nwith the completest indifference to all\nethics of courtesy, to intrude his personality on utter strangers in order\nthat he may have a few words with\nsome acquaintance. Do you know\nsuch an one, reader? I trow you do.\nSo do I, and when I see his familiar\nfigure wending its way towards my\ncorner. T thank the powers that bc\nthat the seat which I occupy is on\nthe outside so that though I may be\nvictimized, I at least have the consolation of knowing that my acquaintance is not causing inconvenience to\nany of my neighbours.\nThey say that there is a special Providence that looks after children and\ndrunken men, ancl a little observation exercised on Yates street between noon and one o'clock would go\nfar to strengthen the conviction that\nthe former at any rate exist under\nsome tutelar deity. It is the hour\nwhen men are to be seen speeding up\nand down the street on their bicycles\non their way to or from dinner, and\nthe hour also when the school children, released from the Central\nSchool, indulge themselves in play on\nthe public thoroughfare. I use the\nword \"speeding,\" but in so doing I\ndo not mean to imply that the riders\nare in the habit of exceeding the\nlimit in any way, but a bicycle ridden\nwell within the speed limit becomes\na source of danger to small children\nwho thoughtlessly blunder into its\npath. Now the question is whether\nthe cyclists ought to be prohibited\nfrom using the public road for a perfectly legal purpose or whether the\nchildren ought to be prevented from\nplaying about in places where they\nhave no earthly right. I think that\neverybody except the children and\nmaybe a few foolish parents will\nagree with me that it is the children\nwho should be confined to the proper\nspace'provided for them. There is a\nwide open space laid out around the\nCentral School for the express purpose of providing a play-ground. It\nis the duty of the children to confine\ntheir play to that space; it is the\nmoral duty of the teachers to enforce\nthis doctrine on them, and if they\nstill persist in becoming a nuisance\nand a source of danger to themselves\nand the public it is the duty of the\nCity to provide a constable to look\nafter them. Only a few days ago a\nsmall boy ran into a cyclist who was\nmaking every effort to keep out of his\nway; the small boy was knocked\ndown and rose with a badly bumped\nhead, but he had only himself to\nblame. I don't suppose anyone would\nhave felt sympathy for the cyclist if\nhe had come off second best in the\nencounter, but fortunately he did not.\n* **-. -4\n\"Packing-cases\" is becoming a familiar expression in these columns\u2014\nnearly as familiar as they are on\nBroad Street\u2014but there is another\nfeature to this perpetual nuisance on\nwhich I have not touched lately.\nThere is a by-law which compels\nmerchants to clean up the debris\noccasioned by their unpacking in public and this by-law is observed\u2014in\nthe letter. That is to say that every\nevening the passer-by may observe\none or two men engaged in sweeping\nup and tidying the side-walks against\nthe fall of night. But the spirit of the\nlaw is not observed. If it were we\nshould not see so many nails, pieces\nof wire binding and kindred enemies\nof the pneumatic tyre lying about at\nall hours on the streets. And in this\nMessrs. David Spencer, Ltd., are by\nno means the only, or the worst, offenders. If the office-boy in the adage\nnow grown to man's estate and therefore presumably engaged in nail collecting in preference to pin-picking\nwere doing business in Victoria today\nhe would attain affluence within a\nvery short time. It would be interesting to know how many nails could\nbe picked up off our streets say between ten o'clock in thc morning and\nfive in the afternoon. A walk by\n\"Eyes\" (Principal character in \"Eyes\nand No-Eyes) round the area bounded by Fort, Douglas, Johnson and\nWharf streets with careful attention\nto Government and Broad would disclose such a wealth of nails and wire\nas would suffice to set a smart man\nup for life in the hardware business.\nNo wonder that automobiling proves\nsuch a costly pastime when one considers how much damage one little\nnail can do in an expensive tyre.\n* * *\nWith fear and trembling I ventilate\na grievance, the inconveniences of\nwhich 1 know full well and for the\nreform of which I hardly dare to\nhope. Who am I that T should lift\nmy voice and register a complaint\nwhich affects that dread figure who\noverawes all bachelors and wields the\nbaton of a conqueror over all her\ntrembling subjects? Still, it is not\nfor nothing that I have undertaken\nmy role of \"Righter of Wrongs\" and\nso with fear gnawing at my heart\nbut with steely determination in my\nfinger-tips I ply the typewriter and\nmake solemn protest at the neglectful\nmanner in which boarders are treated\nwith respect to telephone calls. There\ncould be no more hopeless task set\nby a modern Eurystheus to a twentieth century Hercules than the ringing up of a boarder at one of our\nboarding establishments. In seven\ncases out of ten the telephone ring is\nnever answered. In two of the remaining cases the ring is answered\nby a fellow-boarder who takes no\nmore trouble in the matter when he,\nor mostly she, finds out that the ring-\nis intended for another, ancl in the\nlast case the landlady answers it and\nit all depends on her neuralgia or\nother landlady affliction as to whether\nshe takes the troublu to find out if\nthe person wanted is in or out. In\nmost cases she saves her legs at the\nexpense of her veracity. Is this a\ntrue indictment or not? You poor\nboarders in boarding-houses who have\nhad personal expetience from the\nother end, tell me. If so, band yourselves together and demand that an\nattendant be employed to answer telephone calls. Remember the countless jobs you have lost through this\ncareless inconsideration for your welfare ancl make it a \"sine qua non\" of\nyour agreement to remain a boarder\nthat every effort be made to ascertain\nwhether you are on the premises\nwhen you are rung up. Fight for\nyour rights. And even as I conjure\nyou to do this I thank my Guardian\nAngel that I am not as you are, for\nI know your end. To me the boarding-house lady is a mystical figure endowed by legend with supernatural\npowers than whom I would rather\nface a raging lion. About twenty-nine years ago one company was\nformed in the city of Toronto, and it has been pursuing its function\nin a successful, dignified and honourable way to the present time. It\nhas not had a meteoric career for the reason that it took a long time to\nschool the public of Canada in the advantages of a corporate executor,\ntrustee and administrator; but, by virtue of steady, persistent effort,\nthe public came to recognize its value, and there came to be discharged\nby that company many varied and important duties, which, in the hands\nof an individual, would have been almost impossible of fulfilment.\nTrust Company Ethics\nThis pioneer indirectly brought into being other similar institutions\nof equal worth and reliability, all pursuing tbe same avocations, but in\nan increased degree and with marked ability and enterprise.
