It is amazing how the weather seems to have an\naffect on people. If you see a frown on their faces and they drag their feet along\nthen for sure its fall, But if you see a spring in their walk, a cheery smile\nwhich seems to tell as if they have purchased a real bargain, then for sure\nyou know that spring is here and summer is not too far away.\nTalked with a car sales person two days ago and he too had a happy face\non him. He laughed and told us that good things are in store for all in the\nValley. He had sold 6 cars and the month of March is only half gone. The\nreal estate people are also humming along with the increase of activity in\ntheir industry and are hopeful that the year 2000 is going to be a great year\nfor all. Why about a\nmonth ago, my four-year-old nephew who was visiting us with his parents\nfell ill suddenly and the doctor at the walk-in clinic referred us to the\nhospital. I just could not believe when we had to wait for close to 3 hours\nbefore the pediatrician to showed up to see him. Efficiency this is\ndefinitely not and I guess you cannot blame anybody for wanting to work\nunder these conditions. It is\nimportant to me that the fisheries ministry stay alive, and I am\nhappy to report that this is the case and the good work will\ncontinue under Minister Corky Evans.\nOn January 6,20001 accompanied Rick Hansen, Chair of the Fraser River Sturgeon Conservation\nSociety, on a sturgeon tagging outing. The tagging program was begun after many sturgeon\nwere found dead in 1994. The Conservation Society received $20,000 in February of this\nyear from the provincial government to help with the ongoing sturgeon preservation project\nPeople in Mission-Kent are concerned about salmon habitat\nenhancement. Many community groups, schools and local\ngovernments have benefited from grants from the Fisheries\nMinistry and Fisheries Renewal BC for habitat restoration,\nurban stream and salmonid renewal projects. The goal is to\nhave a sustainable, diverse fishery that will employ people\ntoday and in the future.\nIn February of 1999 the District of\nMission received $40,000 to complete a\nwatercourse mapping project to assist\nwith land use planning. A total of\n$82,537 was allocated for fisheries-\nrelated projects in the Central Fraser\nValley.\nIn April I joined 100 students from Stave\nFalls Elementary to stock Rolley Lake\nwith 1500 rainbow trout. Rolley Lake is\none of 1100 lakes and streams to be\nstocked with 10-million trout, char and\nkokanee each year.\nIn September, ten Agassiz youth\ncompleted work on a project to improve\nfish habitat in the Maria Slough\nwatershed through the Environmental\nYouth Team (E-Team), a Youth Options BC program directed\nat youth aged 16 to 24. The program offers work experience\nand training in stream ecology, public relations, first aid,\ncomputers, environmental awareness, fisheries enhancement\nand career planning. Six E-Team members finished work in\nOctober on a watershed stewardship project with the\nLakahahmen First Nation.\nEDUCATION\nBC continued to invest in education, which resulted in school\ndistricts getting a per student funding increase in March of\n1999. This meant an increase in funding for School District\n#75 despite lower enrollment in Mission that would have\notherwise resulted in a reduction in funding.\nA number of portables in the riding were dispensed with after\nadditions were made to Mission Central- and Cherry Hill\nelementary schools. A major addition was made to Kanaka\nCreek Elementary in neighbouring Maple Ridge, and I was\npleased to attend the opening of the long-awaited Whonnock\nElementary in my own neighbourhood.\nIn post-secondary education, tuition fees were frozen for the\nfourth straight year, and Youth Options BC program of\nearning tuition credits for volunteer work gave young people\nanother avenue to access post-secondary education. The BC\ngovernment continued to call on the federal\ngovernment to restore over $1 billion that it\nhas cut from post-secondary funding\nCanada-wide since 1995.\nCOMMUNITY\/HERITAGE\nI consider it a privilege to attend community\nand social events when my schedule permits.\nAnnual events such as the opening of\nHeritage Park, Canada Day, Remembrance\nDay, and Candlelight Parade are highlights\nfor me and my wife Linda. Functions of the\nOld Age Pensioners' Organization,\nMcConnell Creek Farmers' Institute,\nMission Archives and Mission Folk Music\nFestival showcase the diversity of our\ncommunity and the volunteer spirit that\ndrives these groups.\nI remind everyone to attend the British\nColumbia Book Tour which visits Mission at\n10 a.m. on March 29 at the Norma Kenney\nHouse in Heritage Park. The book will travel\nto more than 200 communities across BC to\ngive British Columbians an opportunity to\nmark the new millenium by adding their\nsignature to this historic text.\nI got my Mark Kenney pennant signed by the 'true western\ngentleman' himself, on the occasion of Mart's 90th birthday,\ncelebrated March 5,2000 by hundreds of well-wishers at\nNorma Kenney House in Heritage Park.\neasier to do business in British\nColumbia. Communities along the\nFraser River received an influx of\nprovincial assistance to upgrade dikes\nlast spring during the flood threat.\nTrouble spots in Silverdale, Dewdney,\nNicomen Island and Kilby areas were\nfixed, sandbags were stockpiled, and\nriprap rock was prepared for emergency\nuse. Over the past three years, BC spent\nmore than $7 million to assist local\ngovernments with flood protection\nwork. It paid off, as the river crested\njust below main dike levels, breaching\nthe dike in just a few low spots.\nOther provincial government\ncontributions to local infrastructure\nincluded nearly $1 million to the\nDistrict of Mission towards a sewer\nproject for Cedar Valley, $18,750 to the\nFraser Valley Regional District for\ncommunity planning, and $132,500 to\nFVRD to improve the Deroche water\nsystem.\n. I was pleased to present a $600 cheque to Satwinder Bains,\ninstructor for the Gum Nanak Mission Punjabi School for textbooks\nand resource materials, under the Heritage Language Program on\nFebruary 22,2000\nINFRASTRUCTURE\nMuch has been accomplished in the past year with regard to\ninfrastructure improvements in Mission-Kent. The highlight\nfor me was being able to secure funding for an engineering\n\u2014\u201e study of the eastern leg of the bypass to\ndivert Lougheed Highway traffic\naway from Mission's downtown core.\nI arranged for Highways Minister\nHarry Lali to meet with the Mission\nDowntown Business Association,\nwho requested my help to address the\nproblem of dangerously increasing\ntraffic on First Ave. The result was\napproval of $50,000 to study this\noption.\nThe Ministry of Transportation and\nHighways invested $5.3 million\ntowards several restoration projects in\nMission-Kent last year, from the\nMission interchange, to widening of\nthe Lougheed Highway from 240\"1 St.\nto the Albion Slide, to upgrade work\non the Harrison River Bridge and Highway 7 at Mount\nWoodside.\nLegislative amendments to the Motor Carrier Act removed\nrestrictions that hindered log and gravel haulers. BC's\nhaulers now compete on a level playing field with their out-\nof-province counterparts. This is just one example of\nlegislative change and red tape reduction that is helping to\nexpand the economy, support the private sector and make it\nOn March 22,19991 announced approval of a $50,000 project\nto study the option of an eastern leg of the Mission bypass,\nwhich would divert through traffic out of the downtown core.\nHere, I survey the site with a highway official.\nI visited Abbotsford Community Services on January 30,2000 where then-Labour Minister Joan\nSmallwood spoke to staff and seasonal workers about the 'Know Your Rights' outreach campaign -\nto educate workers and employers about workers' rights under the Employment Standards Act\nSOCIAL SERVICES\nChild care continues to be a priority for this government, and I\nwas pleased to present cheques totalling over $200,000 to the\nChehalis Indian Band and Sto:lo Nation for new daycare\nfacilities. Upgrades were made to other day care facilities in\nthe area:   $4,000\nfor Happy Days\nChildren's Centre\nwhich is pperated\nthrough   Mission\nCommunity\nServices,   and\n$5,000 to Silver-\nhill Daycare Society for emergency\nrepairs.\nThe Fraser Valley\nreceived close to\n$800,000 for job\nand   training\nopportunities\nunder   the   BC\nBenefits   Youth\nProgram.    Youth\nCommunity Action and Student Summer Works make it\npossible for young people to earn the money they need to\nsupport themselves during their studies.\nHEALTH\nConcern about health care and the future role of Mission\nMemorial Hospital has been the biggest single issue in the\nriding in recent months. While the hospital will remain open\nand core services maintained, there is still much debate about\nservices, staffing and changes brought about by\nregionalization. I have spoken with front line workers, the\nHealth Board, concerned groups, and individuals in the\ncommunity. I have taken the concerns of Mission residents to\nthe Minister of Health, and I will continue raising these\nconcerns with the new minister.\"\nBright spots on the health front in the past year include a\nmajor capital upgrade to nursing stations which is currently\nunderway at Mission Memorial Hospital, and an increase of\n$7 million over the previous year for the Fraser Valley Health\nRegion, bringing the operating budget to Sl 83.2 million. As she drove\nthe car towards the highway, her son jumped up and down in the back\nseat!   The boy was now in the greatest danger of his young life.   Car\ncrashes are the number one killer of our youth and it's our duty as parents\nto minimize the risk.\nThe mother may or may not have known she washreaking the law. Worse\nthan that, she was obviously unaware that should be involved in even a\nminor crash her child would probably suffer significant injury, as his tiny\nbody slams against the seat or windshield at the same speed as the car is\ntraveling.\nStudies show that using a child restraint system correctly can reduce\nthe risk of serious injury or death in a crash by up to 80 per cent. In\norder to provide the best protection for their children parents must\nmake sure of three things. Firstly, the child restraint they use is the\nright type of car seat for their child (infant, convertible or booster).\nSecondly, they have it correctly installed in their vehicle. The number of new jobs\nin British Columbia's has increased by 341,000 in the last decade, and in 1999 over\n42,000 new jobs were created, an increase of 2.2 per cent over 1998, our plan is\nworking.\nMore people have flooded into the labour market; indicating confidence in the\neconomy has risen. New jobs are concentrated in the full-time sector and spilt\nbetween both goods and services and women and men. The unemployment rate\nfor BC youth has dropped dramatically in the last two years from 19% in January\n1998 to 12% in January 2000.\nThe economic recovery has also been fueled by the largest single year financial\nrebound of the forest sector. A turnaround of 1.6 billion in forestry revenue from\nlast year can be attributed to positive government policies such as: reducing red\ntype, strategic investments, lowering operating costs, as well as rising lumber prices.\nThrough government intervention and repayable loans, 300 jobs were preserved at\nMeeker Cedar Products of Mission, and 200 at J.S. Jones Timber's Boston Bar\nmill. The government pushed through the\nproject without any proper analysis of what it would cost, and without so\nmuch as a business plan. As a result, taxpayers are now on the hook for $463\nmillion money that should have gone to hospitals or schools. And every day\nthese money-losing ships remain in the water, the financial losses grow.\nThis waste and mismanagement never should have happened. If the NDP\nwant to make sure it doesn't happen again, they have to start by determining\nexactly how and why this project was allowed to proceed in the first place.\nBritish Columbians have a right to know. f&M\nUjjal Dosanjh said as much himself, when he was campaigning for the NDP\nleadership. On January 26, the day after government members used their\nmajority to shut down a review of the fast ferry project by the Legislature's\nall-parry Public Accounts Committee, Mr. Dosanjh stated: 'It is my view that\nthe public has a right to know and it's important that their rights be protected\nin the most transparent way possible.'\nBut just one month after saying the public has a right to know how the fast\nferry fiasco occurred, Mr. Dosanjh is now breaking his commitment by\nrefusing to launch a public inquiry into the project. That's simply not\nacceptable. Mr. Dosanjh clearly has no interest in getting to the bottom of this\nmatter, and is trying to sweep the whole issue under the carpet, just like Glen\nClark and Dan Miller tried to do.\nThe only way the public will get the answers they deserve is through a full,\npublic inquiry, where all the people responsible for this project are required to\ntestify under oath. For example, we know from the Auditor General's report\nthat the NDP Cabinet approved capital spending for this project, despite clear\nwarnings and concerns from Treasury Board staff about the project's financial\nviability. The question is, why?\nWe also know the Auditor General found no evidence that anyone on\nTreasury Board, including Mr. Dosanjh and his Deputy Premier Joy\nMacPhail, or former Ferries Minister Dan Miller, ever bothered to act on staff\nconcerns about cost overruns, or make inquiries once the construction delays\nbecame apparent. Why not?\nThe government's closure of the Public Accounts Committee's fast ferry\nhearings confirmed that the NDP have no interest in answering British\nColumbians' questions voluntarily. If Mr. Dosanjh really meant what he said\nabout the public right to know, he would.require himself and his Cabinet\ncolleagues to testify under oath before a full, public inquiry, to explain how\nand why it was possible for them to allow this project to proceed.\nEqually important, we need a full public inquiry so that government can learn\nfrom this mistake, to make sure it never happens again. A public inquiry\nwould identify the changes that government needs to make, and enable it to\nseek recommendations for how capital projects should be administered.
