He said the Conservatives if returned to power\nwould put into effect the government ownership of a terminal\nelevator, and the government own-\nscrhip and operation of the Hudson\nBay Railway.\nRemanded Again\nThe two Chinamen who were\narrested on a charge of procuring\ntwo young white girls, were remanded again today. They will\ncome up for preliminary trial on\nThursday. A large quantity of\nopium, cocaine and other poisons\nwhich was in their possession .is\nbeing held by the police.\nReorganisation of the city engineering staff to effect a saving\nof 19819.92 per annum in till\nstaff pay roll,and fabulous sums\nin expenditure on city work is\nrecommended by the special committee   to   look   into   the  matter\nof the department. The committee\nreported last night, Alderman Newton alone signing the report as\nchairman.\nIn the reorganised staff Colonel\nDavis has no place, and A. W.\nAgnew's name is also missing from\nthe list of the select seven who\nwith a stenographer are to compose\ntile ideal engineering department\nfor the city for the present. Sweeping allegations of blundering were\nmade in the report.\nAfter remarking that since the\nwork on existing contracts must\nsoon end, and as it is impossible\nto do any more for the city except\nthc Hydro-Electric sthenic, the\ncity will shortly have no use for\nthe present engineering department, Alderman Newton's report\ngoes on to condemn in sweeping\nmilliner the work of the engineering\ndepartment. Congratulating the\ncity on the fact that by the employment of Engineer Thompson\nof Seattle, they have the promise\niif his advice as consulting engineer\nwithout further fee during the\nprogress of  the   Hydro-Electric\nscheme, Alderman Newton winds\nii]i his report with a general\naccusation of discourtesy on tin-\npan of the engineering department\ntowards the aldermen athirst for\ninformation in the past.\nCaused a Scrap\nFrom Alderman Morrissey came\nthe motion to adopt the report.\nAlderman Newton posed as seconder.   Instantly AldennaH Hilditch\nrose to the defence of the department. Before the battle was terminated temporarily by lhe calling\nof a truce until Wednesday night,\nhe had earned for himself honorable\nscars. Called \"higgerunt\" or \"two-\nfaced\" or both, by his foes, he still\nsmilingly returned the compliment\nand challenged Alderman Newton\nto produce a more efficient engineering department in the length\nand breadth of the Province of\nB.C.\nBlamed Unjustly\n\"The engineering department.\"\nhe said, \"has been blamed in this\nreport for many things for which\nthey are not gtiilty.\" He offered\nto prove his words with the single\nexception of the retaining wall\nallegation. As for the cost of\nthe department he believed it was\nonly two per cent of the cost of\nthe works. Vancouver and Seattle\nhe was pretty sure paid their\nengineering departments at least\nlive per cent. He gave Colonel\nDavis crtilit for having prepared\nthe Woodwortil Waterworks scheme which Engineer Thompson only\napproved with \ufffd\ufffd\ufffd few suggestions\nafterwartls, the main change being\na reduction in the extent of the\nscheme to suit a population half\nthat estimated by the City Engineer (which is what you might\nexpect from a Seattle man). He\nshowed how tremendous had been\nthe task tackled by Colonel Davis\nwho had come here an absolute\nstranger with an absolutely new\nstaff to organise, unique problems\nto combat, and a new council to\nwork  with.    Without  wishing  to\nblame the first council, Alderman\nHilditch pointed out thai the\nCity Engineer had acted in fulfilment of his instructions. The\nfirst council went to work with\nthe understanding that each property holder would construct his\nown retaining wall portion, therefore provision was not made in\nthc estimates at first. The light\nplant was intended only as a temporary street lighting expedient\nat first. It was lighting the\nstreets antl many business premises loo. Alderman Hilditch was\nready to refute every single one\nof the accusations made against\nthe department in the report signed\nby Alderman Newton with the\nsingle  exception   of  the  retaining\nwall item.\nMorrissey  Regrets\nVery courteously Alderman Morrissey \"regretted to have to take\nexception to his friend Alderman\nHilditch's remarks on this matter.\"\nHe begged to point out to the\nAid. mi.m certain Irregular things\ndone by the engineering department, notably the retaining wall\nincident. With the great\nareas that are now opened up, it would be possible for the Government\nto put large gangs of men at work, properly equipped with the best\nmachinery and methods, to clear the land by the most economical\nmeans. The lumber thus removed might lie sawn, and from it a sufficient revenue be obtained to pay for the work of clearing. With a large\nvariety of ways in which the work could be financed, so as to fall\neasily on the resources of the settlers, statesmanship should not find\nany great difficulties in arranging the details of a land clearing scheme.\nIn the State of Washington where conditions are somewhat\nsimilar to British Columbia a movement is on foot to induce the\ngovernment to take up this matter nf land clearing, using the liest\nattainable system, the cost of the process being made a charge Upon\nthe land, but repayable over a period of from ten to twenty years at\na reasonable rate of tinterest. It is estimated that if this were done\ndie country' would Ire put forward at least twenty-five years in the\nmatter of development.\nIt is pointed \"tit by those who favor this scheme that lhe work\nif undertaken by the government on an extensive scale, could be\ndone at a much cheaper rate than could la- thc case where only a\nsmall amount of clearing is required.
