March 4\nThe Council's Plea For Mercy\nIn the \"offldsl advertising medium for the City of Prince Rupert\" there\n1 ppeand last niKht an article in its editorial column pleading for mercy for the\ncity council. It had all ihe earmarks of an inspired article.\nThe plea was based OD the ground of consistency; that because the Optimist\nat the close of last year protested against the campaign of abuse and falsehood\nagainst the old council lhal therefore it ought to be silent against the shortcomings\nand Incompetence of the present council.\nConsistency has been called \"the vice of small minds.\" In the present case\nthe appeal to consistency is Foolishness and disloyalty. There is no parallel between\nthe honest, legitimate and courteous criticism which the present council has received\nfrom the Optimist, and the charges of trying to steal the telephone franchise, and\nthc flood of \"The Mayor is a Liar\" editorials which m.tligned the old council.\nAnd not even the Journal would have the audacity to deny thai, the old council\nwere a met- of giants, compared with the preset.t council. \u2014\nThe Optimist has no desire to hurt the feelings of any of the members of the\ncouncil. As private citizens they are all estimable gentlemen. But as a body\nof civic administrators it is hard to grow enthusiastic over them.\nWiih no desitc to press criticism on them, let their record stand without comment. They inherited office, found the departments organised and the work of\ncivic development in progress. The electric light plant was well on its way; the\none great quest ion was to secure a new water supply for the city.\nRut what has the council done? They commenced by abolishing the efice\nof permanent city solicitor, and placed the lejiul patronage on the patronage list.\nTley 'ook away from the cily eiiKinoer his privilege of appointing his own staff,\nand placed the engineering appointments on the patronage list. In order to fulfil\ntheir election pledges to the Industrial Workers on whose votes the present\ncouncil with the exception of Alderman Pattullo were elected to office, the council\nbrought the ratepayer.-., the contractors and the workingme into conllict, with\nthe result that the workingmen are no.v i n strike, the contrac ors are at a standstill, and the latepayers are dissatisfied.\nIf the Journal can find anything to enthuse over in that, it is welcome to its\njoy. For our part we decline to I rep .-il nee, much less to join in the chorus of\npraise led by the Journal.\nThere is real work to be done by the council, and it would be the worst kind\nof di.-tl.-y. Ity to stifle criticism of a council that shows no serious attempt to tackle\nthe larger pr blems which confront the city. We will remind thc Journal of its\nplea later on if a water famine vMta the city, and finds the council still peddling\npatronage instead of building waterworks. A water famine will \"knock Prince\nRupert\"; honest criticism of its council will not.\nIn the meantime we would remind the council of our pledge on the day\nfollowing hell el ction:\n\"The Optimist will stand loyally by the new council in its enterprises\nlaunched in good faith, and carried out with regard to public economy. But\nany attempt to sacrifice the public weal to satiate the machine, will meet\nwilh a iigor..us and unflinching criticism.\"\nThat promise still stand--'.\nHold Down These Stocks\n(Toronto Globe)\nThe Montreal Star has been making an appeal to Sir Wilfrid Laurier, \"the\none man who can save Canada.\" A month ago, according to The Star, certain\nvery foolish, if not, indeed, treasonable, members of his Government went down\nlo Washington and were given a present of \"a Trojan Horse.\" The Star feels\ncertain thai reciprocity horse will bring ruin upon us. Listen:\u2014\"If we turn thc\nswollen stream of our food exports away from the west-east lines that carry it to\nthe Britiih market and send it along north-south lines to the American market\u2014\nor rather, the American 'middleman' we will utterly shatter the cosily steel\ntnmework of this nation and debase the Dominion lo a string of subject Province\nserving ihe convenience of the nearest American centres. The 'bridge' over the\nwOderneea norlh of Lake Superior will be broken. Confederate n will be cut at\na half-dozen vital points. \"\nThat is a very lamentable prospect. For a few days after The Star's prophecy\nbusiness men held their breath awaiting the first tremendous crash of \"the costly\nsteel framework of this nation.\" But a curious thing happened. The C. P. Word to this effect was received at the provincial police oflne\nthis morning.\nMcElvoy, accompanied by Gus Miller\nand Alfred Hegg, left Rock Bay about\na week ago on a prospecting expedition\nthrough the mountains. After traveling\nfor a couple of days they lost their w:.y\nin the storm. As their food supply was\nvery scanty and starvation stared them\nin the face unless relief could be obtained, Miller and Hegg volunteered\nto no back to a cabin some eight miles\naway and obtain assistance. McElvoy,\ntired from his already strenuous tramp,\ndecided to remain.\nThe two prospectors obtained assistance and hurried back to the spot which\nhad been arranged us a meeting palce.\nMcElvoy was not wailing and a search\nfailed Lo disclose his whereabouts.\nLater on the body of McElvoy was\nfound face downwards about three\nhundred yards from thc spot where\nthe trio had originally separated. His\nfood supply had been entirely exhausted\nand only a few charred embers remained\nto mutely tell the story of the last struggle which the unfortunate prospector\nhad made for his life.\nWith no trail down the mountain side\nand with a storm raging, it was impos-\n\u25a0ibel to curry the body down to Rock\nBay.\nMcElvoy came from Hillsdale, Ont.,\nand since coming west had made Vancouver his headquarters. Seamen's voices\nfirst hailed at the wharf, and the news\n\"Strike On\" was shouted to the officers\nby the shore officials. In a body\nthe men then marched oil lo their hall\nshouting and cheering as they passed\nthrogh the city. At the hall a meeting\nwus held for t a benefit of the newcomers, and the situation was explained\nto them more fully than had been\npossible ut the landing.
