HAYS?\nWhat the Assessor Asks\nPayment of a sum of $101,497.50, being payment at the rate of 15 mills on\nan assessment of $7,291,600.00. This\nis thc assessment of Mr. A. Cuthbert,\nwho was appointed by the Provincial\nGovernment to assess the property in\nPrince Rupert in March last.\nWhat Board of Trade Asks\nThat the Grand Trunk Pacific taxes\nbe reduced to $25,897.50, being a rate\nof 15 mills on a proposed reassessment\nof the railway company's property at\n$1.72'\"i,500.00. This was the suggestion\nof the committee of five appointed by\nthe Board of Trade.\nWhat the Company Offers\n\"A sum of $5,000 per annum for a\nperiod of twenty years in lieu and in\nfull of all taxes and assessments of\nevery nature payable during that period in respect of its property in the city\nol Prince Rupert used for railway purposes,\" vide Mr. Hays' letter.\nof the particular block out of which\nalienation is made, be rebated in proportion to the amount of land thus\nalienated.\"   This would be agreed to.\nCondition No. ;l \"That the RailwJy\nCo. donate to the city (a) A City Hall\nsite. (b) Cemetery grounds. (c) A\nreservoir site,\" must be dependent on\nthe city's action in the other reapecta\nunder discussion. The properly which\nI understand is desired for the purposes\nnamed is valued at approximately\n$215,000. Outside Canada-Daily, $8.00 per year; Weekly,\n$2.50 per year, strictly in advance.\nDaily Edition.\nFriday, Nov. 4\nSELL THE GOVERNMENT LOTS\nThe suggestion made by Premier McBride at yesterday's conference with\nthe city council that the Government lots in Section 1 had better be sold before\nthe expiration of the fiscal year is one that should be made the subject of an order\nat an early date. Some such proceeding is certainly due to the remainder of the\nproperty owners in that section upon whom otherwise would fall the burden of\nimproving the Government lots as well as their own. If for no other reason than\nfor the clear and forceful way in which the various members of the council laid\nthis matter before the Premier, the council is deserving of praise. The physical\nconformation of Prince Rupert's site, makes it necessary that large initial expenditures be made for the grading of roadways. Contracts for the rough grading\nof the remaining four und a half miles of streets in Section 1 were entered into\nlast night. These will total about $400,000. That they will return dollar for dollar\nwith interest is certain. But this is no reason why the property owners of the\nsection should improve one hundred and sixty Government lots for nothing.\nThere is another aspect of the question too. The rating for these improvements\nwill have to be made this year. This rating cannot be added to or taken from after\nit is fixed. For twenty years thc property owners in Section 1 will be paying for\nthese improvements. If the sale of the Government lots is deferred past the end\nof the year, then they will be immune from taxation for these local improvements\nfor the whole of that period. It would mean civic anarchy for one portion of the\nproperty owners to be paying the whole of the improvement bill, while the latecomers, who may later on purchase the Government lots, would sit with their hands\nin t heir jeans, watching their neighbors pay the bills.\nWe may all sympathize with Premier McBride's difficulties in his desire to\nget as much as possible for the Province for the lots, without retarding the progress\nof the city. By means of a micrometer attached to an astronomical telescope\nthe apparent diameter of the balloon\ncould easily have been measured, and\nthis would have furnished a means of\ncalculating its altitude independent of\nthe record of the barometer which it\ncarried.\nThe barometer and thermometer were\nfurnished  with  automatic  pens  driven'\nby   clockwork,   by   means   of   which;\ndiagrams   of   the   changes   of   pressure\n> and temperature that the balloon experienced were obtained. At the height\nof about seven and three-fourths miles\nthe thermometer marked a temperature\nof sixty degrees Fahrenheit below zero.;\nThen the ink  in  the  registering  pens\nof both the thermometer and barometer,\nbecame  frozen,  and  the records  were j\ninterrupted.\nBut as the baloon continued to rise\nthe ink was thawed again, and at the\nten-mile level the automatic records\nwere renewed. The temperature registered there was only about six degree* below zero. The increase of\ntemperature is ascribed to the effect of\nthe unclouded sun heating the air in\nthe basket that contained the instruments. An item of interest was the\npresentation of an address of welcome\nfrom the club, which, soon after the\nPremier's arrival was read to him by\nPresident Roerig and duly presented.\nThe Premier made a brief and appreciative response and was then presented with a life membership in the\nclub. The certificate of his membership\nis a dainty work of art, beautifully\nbound in burnt leather work and carrying\na silver plate upon which the name of\nthe distinguished holder of the certificate\nwas engraved. T. P. He\nwent over the story of the council's\ndealings with Mr. Hays and the request\nfor a proposition from him which they\nwould put to the people.\n\"The mention of the people,\" said\nthe Mayor, \"sent the thing up in the\nair. From what I know of the people\nhi this city,\" he went on. \"I don't\nthink they will  feel like granting any\ngreat exemptions. And I don't care\nto see the G. T. P. come to the peopla\nwith a proposition only to get turned\ndown.\" The Mayor suggested that an\norder in council should be passed for a\nnew Court of Revision.\nThe Premier said that he understood\nthat the objections of the G. T. P. referred chiefly to taxes on track areas\nnot lots, and Aid. Pattullo said that this\nwas so.\nThere followed some tentative discussion during which the Premier said\nthat the British Columbia Provincial\nGovernment had given the G. T. P.\nexemption for ten years after completion\nof the line through the province, and\nAid. Lynch asked the Premier what he\nwould suggest the city's attitude should\nbe.\n\"Candidly gentleman,\" said the Premier, \"where you as a city are just in\nthe early stages of development as at\npresent in Prince Rupert it is well to\nweigh the cost of any attitude you may\nassume towards a corporation whose\ninterests affect yours as in this case. I\nbelieve that the city is entitled to grant\nexemptipn to the G. T. P. as much as\nthe Government. Speaking as the friend\nof all concerned, I hope to see the\nG. T. P. going ahead with these works as\nsoon as possible.\"\nAid. Hilditch asked the Premier if\nthe proposition should come from the\ncity first or from the G. T. P.\nThc Premier: \"Certainly it should\ncome from the company. There is no\nreason for you to be suppliants.\"\nAid. Hilditch said he was anxious\nfor things to go in harmony, but it\nmust be remembered that Prince Rupert\nwas not just like Victoria or Vancouver.\nThe G. T. P. had already realized large\nsums of money from the sale of Prince\nRupert lots.\nThe Premier: \"They are going to\nput it all back though.\"\nAid. Hilditch: \"That may be, but\nwe have to spend large sums on sewers,\nstreets, etc.\"\nThe Premier went on to say that\nafter all thc people are the judges of the\nmutter, and can satisfy themselves of\nthe capacity of the men they appoint\nto manage municipal affairs. T.\nP. of course would have to make out\na very strong rase.\nThe Mayor asked the Premier about\nthe holding of another Court of Revision\nbut the Premier Beemed to think this\nwould be u difficult mutter to arrange.\nHe would approach such a proposal\nwith the greutipst possible rare. Mr.  Tate  had   imformed   him\nI that theae had been filed with the\nRailway department at Ottawa but it\nseemed that Mr. Tate had been mistaken. The Premier did not think that\nthe B. C. Government would have any\npower to interfere. Mr. Hays had\nrepresented that the intention of the\ncompany was to put ten tracks in here,\nthe idea being to have terminal facilities\nfor handling rail traffic at rock bottom\n< prices.\n(5) Government lota now unsold\npay no ahare of the coat of improvements under the Local Improvement Plan, although they receive\nthe aame benefit aa property which\ncarries the taxation for aame. The\ncity requests either that these lota\ncontribute their proportion or that\nthey be aold immediately so that\nimprovement taxea can be collected\non them.\nThe Premier after hearing the arguments on this matter suid that it semed\n' to him the city was pressing the Government pretty hard to sell these lots.\nHe added, however, that he thought\nthe best way would be to have a sale\nand wind tbem up.\n(6) The city requests that park sites\nbe set aaide and reaerved for a\nMunicipal park along both aidea of\nHaya Creek, and alao from tide water\nat Shawatlana Pasaage, thence along\nboth ahorea of Shawatlans Lake and\nembracing   about   500   acrea   at   the\n' upper end of the lake.\nThe Premier requested thut u memo,\nsetting forth the vurious portions of\nland suggested us purks Ih- prepared\nund sent him. It would lie neeip*sury to\npass an act of parliament on the matter,\nbut this would have early attention.\n(7) That all school aitea in the city\nbe tranaferred to the city, to be uaed\nby the municipality for school\npurposes only.\nThe Premier will receive a memo, also\nupon this matter and promises early\nattention to it.\ns Title to reservior aite, and right-\nof-way for water pipe line.\nThe Premier said he would see that\nthis was granted\n(9) That government reserve be\nplaced on watershed and drainage\narea of Woodworth Lake to preaerve\nthe purity of the water.\nThe Premier asked if there were any\ntimber claims involved in the area\nmentioned and was told there were none\nbut there might be an Indian reserve.\nHe asked that plans showing the watershed and completed survey be sent\nhim and promised his attention to the\nmatter.\n(10) Cemetery site.\nRegarding  this  matter the   Premier\nexpressed the opinion that tho portion\n; of the townsite suggested for the ceme-\n; tery seemed to him so situated as to\n| give   a   depressing   impression  to the\n' visitor approaching the city from the\nharbor if used as a cemetery.   He asked\nthat a memo, on this subject also be sent\nhim  saying  that  the  matter was one\nrequiring careful consideration as after\n; difficylties were apt to arise over property\n| adjoining cemetery sites granted.\n(II) Incorporation Act amended re\ninscribed stock.\nAfter hearing City Solicitor Williams\ni on this matter the Premier said that he\nthought this could lie very well provided\n{ for under the General Act which seemed\nI to him a very suitable way of financing\n! municipalities.\nHAYS' LETTER\nTO COUNCIL\nCONTINUED FROM PAGE 1\nCondition No. 4 \"That the Railway\n!
