HILDITCH RAISES HIS VEX-\nED QUESTION\nAnd li Charged With Talking a Lot\nto Make Political Capital. The\n\"Vitchea\" Seem to Bother Him a\nBit.  \"Waiting List\" tor Workers.\nUnder the head of \"unfinished business' at last night's city council meeting\nAid. Hilditch spoke on a subject now\nmore or less generally associated with\nMm, namely, the claims of the resident\nand tax-paying wo.kmen of Prince\nRupert to have a preference over\ntransient laborers when there is city\nwork going.\nAid. Hilditch said that within the last\nfew days he had had quite a number of\napplications from such \u2022 resident workmen conmplaining of hard times in the\ncity and of the impossibility of getting\nwork, and asking if it were not fair that\nthey should have the preference over\nnon-permanent residents of the city in\nregard to city labor. Aid. Hilditch\nthought these people's claim was a just\none, that those helping to pay city taxes\nshould have the first privilege of working\non city jobs for city wages. He said\nthe men of this class applying to him\nfor help were good husky fellows yet\nmany of them had been turned down\nrecently in their search for work not\nonly by the city but by the contractors\nfor city works. He proposed bringing\nthe matter before the Streets committee\nand other committees in the hope that\nMmething might be done with it.\nAid. Mobley remarked that a little\n\u2022f this had come under his notice too,\nbut he had been able in all cases to\nput the applicants onto jobs. He did\nnot think the cases were as numerous\nas Aid. Hilditch would imply, and\nsuggested that Aid. Hilditch should\nfive the names of the men applying\nto him. He referred to the case of one\nman who had come to him grumbling\nbecause a certain city contract had not\ncome his way.\nAid. Hilditch said it wasn't so much\nthe contractors as the laborers and\nartisans he meant. He said that on\nlooking down the pay roll of the city\nworks' departments he had been appalled at the number of names he had\n\u00ab*n there ending with \"vitch\" or some\n\u00abKh foreign looking tale. He had\nWed Mr. Thompson about this and\nJ\"d been informed that the \"vitches\"\nbad been engaged in a time of pressure\nwhen\nmen were  wanted  in   a  hurry.\nAid. As for people's names, the\nDominion of Canada was going to great\nexpense every year to bring people,\nof all nationalities into the country,\nspending annually thousands of dollars.\nPeople were wanted to help build the\ncity, and it was poor policy seemingly,\nfor Prince Rupert to reverse the method\nof the Dominion at large and find no\nuse for people with foreign names.\nAid. Hilditch said he was rather\namused at Aid. Pattullo's remarks. In\nreference to the Dominion's spending\nlarge sums to bring in people, he said\nthere was a big difference between the\n(CONTINUED ON PAGE 5.)\nELECTRIC LIGHT SITE\nReply Received From Grand Trunk\nFavorable to Application\nSome time ago the city council applied to the Grand Trunk Pacific for a\nsite for the city lighting plant, but meantime purchased a site. Aid. Smith remarked this morning that Superintendent Mehan was in receipt of a letter\nfrom Mr. Chamberlin to the effect that\nthe application of the city had been\ngranted by the company.\nOnly Ten Days Now\nIn order that workmen who cannot\neasily get away to register their names\non the voters' list between the hours of\n10 a.m. to 4: 30 p.m. at the City Hall,\nAid. Hilditch last night suggested that\nthe city assessor might perhaps attend\nto the registering between the hours of\n7 and 8 p.m. After some little discussion it was decided to look into the\nmatter and see what can be done to\ngive everybody qualified a chance to\nget entered as a voter in the ten days\nnow available for the purpose.\nBell'a  Little  Jag\nIn the police court this morning J. Brin Furniture Co. wish to announce that it will\nbe available for dances, parties, and all\nsocial functions for this coming winter.\nBANKS ISLAND\nIS EXPLORED\nPermit Granted\nThe Westholme Lumber company will\nbe permitted by the city to build a dry\nmasonry wall on Second avenue opposite\nLo^s 65 and 66, Block 7, Section 1, subject to the approval of the city engineer.\nThe Streets committee's report to this\neffect was approved and adopted at\nlast night's city council.\nPrince Albert on Run Again\nThe Prince Albert left at seven\no'clock last night, with twenty-five passengers for Stewart, Masset, Skidegate,\nQueen Charlotte City and Ikeda Bay.\nShe will be back here on Sunday morning.\nROVER BOATHOUSE MOVED\nNEW   NORTHWEST   PASSAGE   IS\nDISCOVERED\nP. M. Maher and the Minnesota\nParties Are All Pleased with Soil\nand Climate\u2014Meadows Large in\nExtent Found Few Miles Inland.\nThe Empress theatre show last night\nwas first rate, and the theatre is evidently\npopular judging from the houses it\ndraws. Tonight's show and Saturday's\nwill be specially attractive as Prof.\nHoyle will be present to give his marvellous exhibition.\nThe Maher expedition to Banks island,\nwhich left here a week ago in the Topaz,\n-eturned last evening, and Captain\nBragg, of the little steamer, told the\nsame story of bad weather as most of\nthe navigators have the last few days.\nDuring the heaviest part of the storm,\nhowever, they were riding at anchor in\na harbor off Banks island which is\nunchartered, unmapped and unnamed.\nCaptain Bruin was in charge of the\nexpedition and the party suggests that\nhis name be changed to Ursa Major\nbecause of his exploit in having discovered a northwest passage on Banks\nisland. The party sailed from here on\nthe afternoon of the 13th and anchored\noff Elliot island for the night. The next\nmorning they reached Banks island,\ntwenty-five miles from there and anchored in an inlet \"unchartered, unmapped and unnamed,\" but which\nprovided a safe anchorage notwithstanding. The next day they proceeded\nto Deadman's Inlet, four miles southeast\nof the inlet unnamed.\nThere the party landed soon after\nseven in the morning at once proceeded\non an exploration of the interior. About\neight miles inland they arrived at the\ntract mapped out and found every\nthing satisfactory. They found flowery\nmeadows of good grass from one to three\nmiles wide and ten miles in length, which\ncalled forth the admiration of Mr.\nLarkin, who is spying out land for\nMinnesota parties.\nThe next day Captain Bruin and Mr.\nLarkin took two days provisions and\nset out to cross the island from east to\nwest. A short distance out they struck\nPrincipe channel and being unable to\ncross had to retrace their steps and\nfollowing what they believed to be the\ncoast line managed to reach Hecate\nStraits on the west. But here they found\nthey were lost on an island and could\nfind no way of getting back to the\nmainland of Banks island. This is\nwhere the mysterious northwest passage\ncomes in. The two explorers were out\nfour days instead of two, but they had\ntheir guns with them and geese and\nduck were exceedingly plentiful.\nMessrs. Larkin and Rudy, the two\nMinnesota men, are well pleased with\nthe soil and climate of the part of the\nisland located, but Mr. Maher, who\nleft last' night on the Prince Rupert for\nthe home office in Vancouver, says his\nfirm is not likely to take any attive\nsteps for the colonization of the tract\nfor tha next two years, as much has to\nbe done before that. The tract located\ncontains 41,600 acres.\nIn Good Shape After Grounding and\nWork in Full Swing\nThe Rover boathouse and workshops\nof the Prince Rupert Marince Iron\nWorks and Supply company wore towed\nyesterday from the position in which the\nhigh tide and wind had placed them\nashore from their former moorings, and\ntaken to a new position at Hays Creek.\nH. Dixon Robinson states this morning\nthat the boathouse and workshops are in\ngood shape after their grouning, and are\nnow safely settled in their new position\nwhere work will be continued as formerly\nuntil further notice.\nA Local Linguist\nA rumor was heard the other night at\nthe Prince Rupert Club that the assistant steward there is an expert\nlinguist. It is even whispered that he\nspeaks excellent Chinese.\nTO USE UNION STATION\nGrand  Trunk  Pacific  Will  Use  the\nOne at Vancouver\nVancouver, Oct. 18.\u2014L. C. Gilman,\nvice-president of the Great Northern\nrailway stated that the recent refusal\nof the provincial executive to approve\nthe city's plan for development at the\nhead of False creek merely covered the\nstated point and did not comprehend\nthe general merits of the case He said\nhe had been assured by the attorney-\ngeneral and premier that the government would aid through special legislation any development scheme of which\nthe city approves.^-Tlie*matterwas one\nto be treated'in a commercial sense and\nnot in a political spirit.\nOn the strength of these assurances\nthe Great Northern would go ahead\nwith its plans for trminals at the head\nof False Creek and these would be presented shortly to the railway commission. The city is asked to aid in the\nwork of securing enlarged grants to\nthe bed of the creek. Mr. Gilman stated that the Great Northern would use\na union passenger depot for its Vancouver\nbusiness, Mr. Mann having approached\nhim on the matter in Chicago two weeks\nago. Grand Trunk Pacific officials had\nalso intimated that they would use the\nstation.\nERECTION OF\nWAREHOUSE\nFOR STEWART MOBLEY   AND   J.\nPIERCY MORRIS CO.\nWork Begun on Large New Double\nBuilding Today. To Cost Between\n$15,000 and $16,000. E. Kauffman\nIs Contractor.\nThe contract for the fine new double\nwarehouse building to be erected on\nFirst avenue and the waterfront for\nMessrs. Setwart and Mobley and Messrs.\nJ. Piercy Morris & Co., has been let\nto Emil Kauffman, the contractor\nwho erected the new Kelly Douglas\nbuilding now almost completed.\nWork commenced today on the excavation necessary for the foundations,\nand with a large group of men on the\ncontractor expects to have this part of\nthe work speedily completed. The\nactual work of erection of the building\nis under the terms of the contract\nexpected to be completed on or before\nJanuary fifteenth. As a matter of fact,\nhowever, the contractor expects to\nhave the warehouse completed fully a\nmonth earlier.\nThe coat of the actual structure will\nrun to a matter of $13,000 but that is\nmerely the bare building. Before the\nwarehouse is complete with fittings, and\npainter work finished the outlay for it\nwill reach somewhere between $15,000\nand $16,000\nThe expense is of course shared mutually by the firms mentioned as the\nwarehouses though separate within are\nto be erected as one building to nil\nappearance outside. Proctor is\nthe architect.\nUNGA ISLAND MINE\nAlaska Property  to Be Opened    Up\nThis Winter\nA movement is on foot to open up\nthe Sitka mine on Unga island thia\nwinter, and it <s reported that the\nLouis Herman property on Popoff\nIsland, Sand Point, will be opened\nup. It has long been conceded that\nthese roperties have an excellent showing, but the locators have been unable\nto open them up themselves, and the\nprices asked for interests have deterred capital from taking up the\nprospects. Now, it is announced, satisfactory arrangements have been reached,\nand the mines will soon be developed.\nPEACE RIVER PROGRESS\nCouncil Meetings Cut Down\nIt was proposed by the Mayor last\nnight, that as city council business is\nnow not piling up so much as it used to,\nthree nights a week for council meetings\nare too many. The Mayor thought one\nmeeting would be enough, but Aid.\nMobley was in favor of two meetings\nowing to the arrangements made for\nmeetings of committees. After some\nlittle discussion it was moved by Aid.\nPattullo and seconded by Aid. Mobley\nthat in future council meetings should\nbe held on Monday and Thursday\nnights and the motion was carried.\nCountry Now in Touch With Civilization By Wire\nPeace River Crossing, Alta., Oct. 18.\u2014\nThe telegraph line reached this point\non the 16th instant. A gathering of the\nresidents was held at the place in the\nevening where the office was cut in and\nmuch friendly rivalry existed as to who\nshould have the honor of transmitting\nthe first message. Location.\nIt. is a matter of common knowledge\nthat the Ikeda Bay mines were located\nin. 1906 by the Japanese firm of Awaya,\nIkeda and company, of Vancouver, but\nnot everyone knows the particular circumstances, under, which, the ore body\nwas first discovered that was destined\nto draw attention to this part of the\ncoast, and bring fame and fortune to\nsome obscure Japanese fishermen.\nIt appears, that Ikeda was a popular\nson of Nippon with some prospectors\nwho were investigating the mineral\npossibilities of Moresby Island. No\ndoubt he had rendered them various\nlittle services by transporting their\nmail and supplies, and supplying them\nwith fresh fish from time to time.\nOne day one of the propsectors, who\nwas examining some surface ore which\nhad been brought into camp, showed\nthe specimen to Ikeda,and in a friendly\nway advised him to do a little prospecting on his own account, at the same\ntime pointing to one. of the adjoining\nbays. He told Ikeda that if he examined the ground very carefully he\nmight discover valuable ore which\nwas similar and could be sold as a mine\nwhen times were ripe in Vancouver\nfor interesting the festive real estate\nbroker.\nIkeda respected the advee of the prospector, and determined to put it to the\nteat, no doubt figuring.that it would be\na much easier way of accumulating-the\nlucre than harassing the finny tribe.\nHe therefore called upon all of his compatriots, after a council of war to aid\nhim in the search, i nd they responded\nto .. man. Ikeda directed the attack\nand chose the next bay, which, no doubt,\nlooked as good to him as any other indentation on the coast. He landed his\ncompany on the shore and then lined\nthem up and addressed them military\nfashion, explaining exactly by ocular\ndemonstration, what they were to look\nfor.\nIkeda may not have known much\nabout prospecting, but he was eminently a practical man, like the rest of his\ncountrymen, and agreed that given a\nsufficient number of men to the square\nmile, there was little opportunity for\nanything in the shape of a surface\nboulder larger than the breakfast egg\nbeing overlooked. His logic bore excellent fruit, for not long after the\ncompany had taken up their positions\nin skirmishing order and advanced up\nthe hill some distance, a joyful sound\nproclaimed that something unexpected\nhad happened. Hurrying up, Ikeda examined the find, which proved to be a\nsurface outrcop of the prettiest copper\nore he could have pictured in his imagination.\nWork was immediately stopped for\nthe day on the prospecting and a vigorous campaign of claim staking indulged in. The claims were duly recorded, and under Ikeda's direction again\na plan of development work laid off,\nthe governing principle of which was\n\"keep close to the ore,\" So closely was\nthis followed out that.although the miners were inexperienced in the modern\nmethods employed in this country, they\ndemonstrated that unity made the\nstrength, by shipping in the years 1907\nand 1908 over 8,000 tone of ore averaging about $16 per ton. The extraction\nof this ore represented hundreds of' feet\nof cross-cutting and drifting, and the\nwhole record of the Ikeda mines is one\nthat the Japanese have every reason to\nfeel proud of. T. P., whether\nwith or without reason, has some caustic comments on the recent Grand Trunk\nPacific news items. They are worth reading whether one agrees with them or not:\n\"It commences to look very much as though the Grand Trunk Pacific anvil\nchorus has been given the high sign to put the soft pedal on the shortage of labor\ndirge.\nAfter filling western newspapers with the story that there were not men enough\nin.the country to keep a fair-sized steam shovel fired up, Mr. Hays reversed the\nwhole literature in Winnipeg by giving out the statement that the only shortage\nthat existed, if there were any, was due to the demand for harvest hands.\nNow Jack Stewart, the guiding spirit of the firm of Foley, Welch & Stewart,\ntells the Coast papers that there is no truth in the story that he refused the contract\nfor the central mountain section, on account of labor shortage or for any other\nreason.\nReading between the lines one would guess that the Grand Trunk Pacific\ncrowd had heard a whispered message from Ottawa or thereabout that to continue\nthe agitation for the importation of celestials would result in getting themselves\nand their political friends disliked.\nHowever that may be, the country is the wiser through having had an opportunity to learn just what Mr. Hays and his friends really think about the amtter.\"\nGRADES OF TWO LINES COMPARED\nOf all the transcontinental roads running to the Pacific coast, the new line\nof the Grand Trunk Pacific will have the easiest grades of any of these great systems, both American and Candian, and will have a comparatively level stretch\nof country for the rest of the way.\nIn the comparison of the Grand Trunk Pacific, the Canadian Pacific, Great\nNorthern, Northern Pacific, Union Pacific, on the Omaha to San'Francisco route,\non the Omaha to Portland route, the Western Pacific and the Santa Fe system, the\nnew line has but 6,990 feet ascent to overcome on the eastbound route, and 6,890\nfeet westward. There is but one summit on this line, that at the Yellowstone Gap.\nThe highest point above sea level in the pass is but 3,712 feet. The maximum\ngradient in feet per mile westbound is 26, and eastbound 21.\nThe Canadian Pacific has two summits to overcome, and a total ascent in feet\nof 23,106 feet eastbound and 23,051 westbound. The heights of these summits\nare 5,299 and 4,308 feet respectively. The maximum gradient eastbound, per\nmile, is 237 feet, and westbound 116 feet.\nAid. Hilditch is bothered by the number of names ending with \"vitch\" on\nthe payroll for certain city work. Canada wants transient\nlaborers to build'her roads and railways,\nPrince Rupert needs citizens to make\ntheir homes here, people who will settle,\nown a piece of ground, pay taxes, and\nhave families. It was not fair, he\nthought, to give the city's work to\ntransients. He added that he was not\nat all surprised that the laborer out\nof work did not go to either Aid.\nPattullo or Aid. Mobley with his trouble.\nAid. Pattullo returned the compliment by saying pretty forcibly that he\nfancied Aid. Hilditch had spoken a good\ndeal simply to make a point. In plain\nlanguage Aid. Hilditch was trying to\nmake capital out of the situation. For\nAid. Hilditch to state that grievances\nof this kind exist, was not to clear the\nsituation.\nThe Mayor said that probably no\nmember of the city council knew more\nabout the unemployed than he did\nhimself for the simple reason that\neveryone in search of work as a rule,\ncame to the Mayor. He had never\nfailed, he said, to place any laboring\nman applying to him for work though\nhe said that in the case of a skilled\nworkman he had met with more difficulty.\nAid. Hilditch said that no fewer than\nthree men had approached him on this\nsubject in two days, and all he could\ndo was to say that he would try to\nsee what Mr. Thomson could do for\nthem.\nThe Mayor then suggested that bona\nfide applicants for work of the resident\nclass might apply at the City Hall and\nleave their names and addresses. Then\nas far as possible work could be put\nin the way of those who were deserving\nas citizens. As far as he knew no man,\nwhether a resident or a transient, who\nhad applied to him for work had been\nturned down if a genuine searcher for\nemployment.\nAid. Hilditch proposed that the city\nclerk should keep a list of the applicants'\nnames.\nAid. Pattullo remarked that there was\nlittle need for workmen to go to any\nalderman seeking for favors. He believed the condition existed more in Aid.\nHilditch's mind than anywhere else\nafter all\nAid. Barrow said that it seemed that\ntheir idea of securing for the workmen\nhaving families an eight hour day so\nthat they might have \"some time at\nhome, was not turning out exactly as\nthey had intended. He spoke in defence\nof the men whose names ended with\n\"vitch\" or other foreign terminations,\nsaying that many of Prince Rupert's\nforeign workers were Montenegrins and\nexcellent fellows. There must be stuff\nin a nation whicn had preserved ita\nindependence for so long. He had\ntalked with S. P. MeMordie on the subject of the nationality of laborers in the\ncity work and , while this contractor\nwas indifferent as to the nationality\nof any good workman he learned from\nhim that at least seven English speaking\nmen had left the city grading work\npreferring such jobs as carpenter's\nassistants, etc. They did not generally\ndesire city grading labor evidently,\n\"and,\" said Aid. Barrow, \"after all, we\ncan't compel people to work on our\nstreets.\" At the water works Aid.\nBarrow had seen for the most part\nEnglinh speaking men\u2014not the class\nwho specialized in big families though!\nSeveral men had applied to him for\nhelp to find work, and he always recommended for the city work such men as\nhe would have liked to employ himself.\nSome he could not recommend because\nhe would not himself have employed\nthem.\nAid. Mobley then rose saying that now\nhe came to think of it Aid. Hilditch\nrather reminded him of the boy who saw\nthe three hundred cats in the back\nyard. He quoted the immortal words\nof Robbie Burns:\n\"Oh, wad some Power the giftie gie us\nTo see oursel's as ithers see us!\"\nin reference to Aid. Hilditch, and declared himself ready to devote as much\ninterest to finding work for the resident\nworkman in the city as Aid. Hilditch\nor any other member of the council\nwithout making a big cry out of it to\nraise political capital.\nAid. Hilditch said he was not making\nany cry to raise capital. He was only\ntrying to help those in need of work. He\nhad employed all he could himself, and\ndone his best for those he could not\nsemploy.\nAid. Pattullo asked what he had done.\nAid. Hilditch replied that he had\nseen the foreman of the streets' works,\nthe only man he had any say with. He\nthought some other committees should do\ntheir share in this too, and moved that a\nlist should be made available at the City\nHall for those bona fide resident workers\nin need of employment to register their\nnames so that preference might be\ngiven them for city work.\nAid. Naden emphasized the idea that\na waiting list of this kind could not\nbe efficiently maintained with fairness\nto the applicants unless they called\nregularly at the City Hall daily so as to\nensure their being found when any\nwork was there for hem.\nThe Mayor pointed out that they muts\nalso take into consideration the length\nof time the workman had been in the\ncity. He said there might be at any\ntime an influx of unemployed from\nStewart now that the snow was coming\nthere, and it would be necessary to\ndiscriminate between said applicants and\nthe regular citizen workmen.\nAid. Hilditch said that that expressed\nhis idea exactly. It was the tax paying\ncitizens who should have the first\npreference.\nAid. Barrow pointed out that the road\ntax payers were probably the most\nentitled to any preference, as they were\nmore likely to need work than those\nwho could afford to buy a lot.\nAid. Pattullo remarked that it was a\npity owing to some circumstances that\nthey could not employ larger numbers\nof workmen on city work. He had\nhoped this winter to have seen work\nin hand for at least 300 extra men. '\nAid. Barrow suggested with a twinkle\nthat, incidentally, the city clerk might\ncollect a little revenue from the applicants which might help matters a\nlittle financially.\nAt which there was a general smile\nand the motion was then put and\ncarried.'\nmine in the past three weeks. A big\ntonnage of high grade ore is fast ao-\ncummulating at the mine and the shipments are only limited by the ability to\nsecure transportation. George Beirnes,\nwho has the contract for the packing,\nis pressing into service every available\npack horse, which are necessarily limited,\nbecause of the big demand for goods to\noutside points. Preparations will be\nmade during the winter months to\nfacilitate the handling of big shipments\nin the early spring and summer which it\nis calculated will be only limited to only\nthe capacity of the river boats\nDr. Ewing, president of the company\nvisited the mine last Saturday a d upon\nhis return to town said that the property\nnever looked so well. The new tunnel,\nNo. 3, is well statred and has a line\nshowing of ore, being in about thirty\nfeet. No. 2 tunnel is in about eighty feet\nwith good ore all the way. All\nthe banking business is done by tha\nbranches, each enjoying considerable\nindependence, but all subject to the\nsupervision and control of the head\noffice. The law places no restrictions\nupon the number or location of branches.\nCanadian banks, therefore.have branches\nin foreign countries as well as in Canada.\"\n\"The general bank act, under the\nterms of which every bank obtains\nand holds its charter, is subject to revision every ten years. Its present\nform goes back substantially to 1890.\nNo bank can be organized with a capital\nsmaller than $600,000, of which all\nmust be subscribed and one-half paid\nin before a new bank can open.
