A. Paige Managing Director
LEES LIMITED
<TS S^ 4
MONDAY, OCTOBER 24, 1910.
THE HOSPITAL SITE.
The derision of the managers of the
Royal Columbian hospital, to build
the new structure upon a fresh site,
is. we consider, altogether a wise one.
Jt was evident from the lirst that It
would be both inconvenient and inadvisable to build lhe new hospital
upon the present site tit Sapperton.
This, not only because from a number
of circumstances, such as the growth
cf population, the Increase in the
number of industrial works in the
vk'inity, the larger amounl of traffic
on the river, and the ousier car line,
the neighborhood litis become too
noisy to be anj longer suitable for the
location of the instil ution in Hs
midst, but also for the reason that the
construction of the new building adjacent to Ihe ol il one, could only be
carried on under difficulties, as well
as being a source of annoyance and
pain to the inmates. These are what,
may be termed reasons of a sentimental character, and whilst they are
entitled to considerable weight, inasmuch as sentiment must enter largely
into the circumstances governing
fitich an institution, there are other
reasons of a more business-like nature which require to be considered in
this matter
At present the managers of the
hospital have but one hundred thousand dollars iof which thirty thousand will be contributed by the city
under the authority of the by-law;
passed last vear) towards the cost of
the new building, which is estimated
at two hundred thousand, but if they
can obtain a new site free of cost,
then the sale of the present site will
realize the balance of the sum required to complete the new hospital.
It will be evident that the mana -tors j
require to obtain a site free of cost,'
and sell the Sapperton land in order
to he able to erect the new structure.
There is another point in connection with the sale of the present site
which is of importance, At pre- ml
this, as the location of the hospital,
docs not contribute anything in the
way of taxes, but when sold it will at
once become taxable and pay into the
city treasury aboul two thousanj dollars*! yeai' upon tlie piesent rate of
assessment. This will represent an
advantageous return upon the thirty '
thousand contributed .to the rJiospital
building fund by the city, which 1ms
been borrowed for flfty years, and is
repayable at the rate of eighteen hundred dollars yearly, for interest and
sinking fund. But a very few yeais
hence, when the present hospital properly has been developed, it will produce a far larger revenue; upon a not
too sanguine estimate this may be
place 1 at ten thousand dollars annually at no distant time hence.
As to the location of the new site,
that proposed at the southern extremity of Queens park is In every respect
most suitable. It. is central and con-'
venient of access, which is important I
lor accidents and urgent cases; while
the area i.s sufficiently ample in ex-
tcnt to admit of the new building being disposed in the most artistic and
advantageous manner; and being high ;
land the situation will bo much more
salubrious than that al. Sapperton.
We understand that if the Queens
patk site is conveyed to the hospital,
il is lhe intention of lhe managers to
lay oul the grounds as landscape gar-
ileus, which win vastly improve the
aspect of the at present semi-wild
area of this odd corner and unused
portion of Queens park.
Thii; site the mayor and council
agreed to convey to the hospital, and
it now only remains for the ratepayers
to confirm the gift, which they will
lune an opportunity of doing on .November 4. This opposi-
. tion Is mainly based on the assump-
tlon that the location of the hospital
[here will affect the value of surrounding property. Very little consideration will, however, dissipate this idea.
Lei us take a parallel case, that of St.
Mary's hospital. The presence of this
has not In any way affected the value
or eligibility of surrounding: properties. Again, the existence of
the provincial hospital for the insane
; has never In anv way affected the
property lying around it. li cannot
therefore he fairly urged that a handsome brick and stone building, stand-
lng in a large area of nicely laid out
grounds, even though used as a general hospital can prejudice adjacent
property. In fact the beautifying of
ihis section of Queens park, as is proposed, will rather add to than detract
from the attractive character of its
vicinity,
LAND ACT NOTICE.
New Westminster Land District.
Take notice that James Davis Smith
of Vancouver, B, C, occupation builder, intends to apply for permission to
purchase the following described
lands'.
Commencing at a post marked "J.
D.
