It ts a safe\nbet that this would cure them into\nCanadian citizens.\n\"I know from experience that gentle\nmeasures are of no use In dealing\nwith type of Doukhobor and that\na stern imprisonment ts about the\nonly thing which can make any Impression on them. As far as I can aee\nthat ls the only possible solution for\nthe situation, Mr. Baskin declared,\n(LKAKn   VCKIU1N\nAsked regarding a prevalent opinion\nhere that the fanatics were forced out\nof tbe community by the harshness\nand cruelty of Peter Verlgin, Mr. Baskin stated that Verlgin had not deliberately expelled the fanatics. He\nhad merely demanded that tbey pay\ntheir taxes and send their children\nto school. They had refused to do\nthis and Peter Verlgin, backed by the\nmembers of the community, bad taken\nthe natural step of telling them to\nget out.\nIN4I KINO  COMMMl MTY j\nMr. Baskin went on to explain that\nthe Sons of Preeoum were Injuring\nthe community by their obstinate refusal to pay taxes and send their child-\nto school. For, taking the question\nof their refusal to pay taxes, the\ncommunity members must make up\nthe deficit In taxes from the Sons of\nFreedom from the pockets of Its\nmembers, as taxes were paid by the\nheads of the community. Taking the\nquestion of sending their children\nto school. Mr. Baskin stated that\nwhen a part of the community refused\nto send its children to school, the\nBritish Columbia government naturally blamed the whole community.\nMost of thc Doukhobors had been protesting for some time against tbe\nfact that the fanatics were forcing\nthem to shoulder the blame and were\nglad to get rid of theonus of lt. All\nbona fide members of the community\nsend their children to school willingly.\nMr. Baskin explained.\nNEW   KVSTEM\nUpon the arrival of Peter Verlgin\nto rule the Doukhobors over a year\nago, he Inaugrkted a new system of taxation In the community. He divided\ntbe entire community Into 60 divisions\nknown as families, and containing\nabout 100 persons each. Each family\nelected an overseer who collected a sum\namounting to about $10 a quarter\nfrom every person in tbe family under\nhim.
