M'MORRIS   PROPOSES  THAT   ELECTRICAL APPLIANCES    BE    80LD   ON    IN\nSTALLMENT PLAN\u2014FIRE CHIEF\nWANT8 NEW FIRE STATION.\nAt the city council'meeting last\nevening a report was read from lire\nchief Uutnde in which It was recommended, auioag othttr tnings, that the\nstation should be moved) to a more advantageous site. A report from this\ncity electricjan was also received giving an account of lae .work (Lne at the\nnew. power station during the saast\nmonth. \u2022 The question of the school estimate was again brought un and resulted in the matter being relerred\nto the finance committee. The council adjourned at 9:50.\nThe chairman of the board ot works\nhanded ln the estimates for the year,\nmade by that committee. It was decided that these eatitnaitas should ba\nleft over until the other committees\n'had made their estimates, so that all\nUie reports imlgnt Ate considered as\na whole. .     \u25a0    \u25a0   ,\nThe report ot the work done on the\nnew power plant was then read and\nwas as follows:\nI have the Ihonor to report as follows\nin l-aspeot to the work done on the\nconstruction of the civic power plant\nin the month of January, 1909:\nmrom Jan. 1 to Jan. 4, we were engaged in excavating loose rock from\nthe.wheel pit of the new unit. HUre\nensued o period of very cold weather\nand outside operations tad to be suspended, the only work being done waa\nsome improvements made in the interior of the existing building.\nOn Jan. 19 work was resumed by\ncleaning off the Immense amount ot\nice and snow that had acoumutaited\nduring the previous cold weather. In\nthe recess for the penstock, a column\nof tee, eight feet wide by si*. <*\u00ab*-\nthlok and forty feet high had to he got\nrid of; this slid down into the wheel\npit and then had to be lifted out over\nthe weir walls Into the river. As soon\nas the ice was disposed of, the lower\nhalf of the draft tube form was lowered Into position and centered.\nOutside ot this form, a ring of concrete ot approximately two feet in\nthickness was laid, and outside ot thif,\nftlltng in the space between the concrete and the wails, loose rook was\npiled. On Jan. 30 the upper half <v\nthe draft tube form was placed ln position and concrete poured around lt up\nto the level of the old turbine floor\n\u25a0elevation. A carload of 800 sacks of cement was unloaded aud brought across\nthe river.\nOn Jan. 31 we started to lay concrete\nfor the crosswaM between units No. 3\nand 3 and to fill up the bottom or the\nspace between the weir well and tile\nwall of the building with stone and\nconcrete.\nThe total amount of money expended in labor for the construction purposes during the month was $1379.80.\nR. BROWN,\nGeneral Superintendent.\nOhief Guthrie, in the usual monthly\nreport from the tire department re-\nconimended that a new site should he\nselected for the fire station as he considered that the present position was\nnot adapted to mpld attendance of the\nbrigade at fires. He also recommended\nthat an electric apparatus should be\ninstalled for letting the horses loose\nas time was lost by the present method of undoing the fastenings by\nhand. The alarm bell should also. In\nthe chief's opinion, be operated, by\nelectricity. After ideating with a proposal Iby means of which Mr. Guthrie\nhoped to obtain a \"more efficient bri-\nSnjue service at a slightly increased j\ncost, the report concluded by recommending that a certain number of new\nfire boxes should, bo Installed and\nthat the city should purchase SCO feet\not extra hose. Mr. Guthrie considered\nthat such an amount should be obtained every year.\n\u2022 The report was referred to the fire,\nwater and light committee for consideration.\nA letter from the secretary of the\nschool board was read' ln whioh Dr.\nArthur stated that the members of the\nboard were of the opinion that the\nestimates which they had submitted to\nthe previous council meetlnjt had complied with the School act. The only\nItem ln the estimates which could be\ngiven exactly was that of salaries\nwhioh could be verified from January\nexpense list. It was Impossible to g've\nother than estimated figures for the\nother items,.\nAfter some discussion, owing which\nthe city clerk mentioned that the government grant was paid according to\nthe number of teacher, and with the\ntwo extra one. employed this year t*e\ngrant totaWed $8000, as against -J6760\nIn 1908, It was moved l>y Aid. 'Father Attthoff, said\nith'at part of the building had been resold to A. Dow, who wished permission\nto move lt over 'the city streeta to a\nsite nearly opposite the Snarbrooke\nhotel on west Baker strest. it was decided that the city clerk should he Instructed to \u00abive the necessary permission with the proviso that Mr. Daw\nshould make good any wires, etc., he\nmight move ln the course of carrying\nthe building along the streets.\n\u25a0AH Hale called the attention of the\nmayor and! council to an advertisement which was appearing ln the\n(Manitoba Free Press, in which it was\nasserted that Winnipeg wias supplied\nwith eleotric light and power mora\ncheaply than any other city In Canada.\nMr. Brown was applied to and stated\nthat Nelson supplied power and light\nat an average price much lower than\nWinnipeg,\nAid. nu'Morris quoted figures showing that this city supplied power much\ncheaper than does the company operating in Winnipeg.\nAid. Kerr pointed out that the city\nstables were ln bad and dangerous\ncondition.\nLeslie Craufurd. city engineer, stated that he had inspected the building\nand found that the roof was. -in. very\nbad repair but that the floors' and sides\nwere in fair condition. He expplalntd\nthat a previous council had sold the\nstructure and had then rebought it,\nand that during the time It was out of\nthe city's hands a quantity of mate,~-\nUul had been taken away. Mr. Craufurd mentioned that two days' work\nwould put the building straight and\nthat the matter should be seen to at\nonce.\n\u25a0Aid. MoMonrls stated that he had\nbeen preparing 'a sugggestdon for the\nfire and water committee and would\nlike the opinion of the council upon\nthe proposal, He would advise that tbe\ncity electrician should push the sales\nof electrical domestic appliances on\nthe Installment plan. The\nscore at the call of time stood 16-U\nand the total number of penalties was\n17. The two teams shared the latter\npretty evenly. The Moyle team Is a\nheavy one and the players use their\nbodies pretty freeely; they also use\ntheir sticks and their feet in tripping.\nThe Nelson team apparently believes\nin fighting lire with lire and so retaliated with the result that penalties came\nwith regularity.\nJudging by their showing last night\nthe Moyie team has not had much practice this year. Their team work was\nweak, while their forwards were uot\nfast enough to cope with these on tlie\nNelson line-up. Comparatively, their\ndefence was much stronger than the\nforwards and It is due to the good work\nof Grady in goal and Donahoe at point\nthat the score wns not even larger than\nIt was. Especially in the second half,\nthose two players saved the situation\nseveral times. On the other hand, it\nis only fair to the forwards to say that\nHarry Bishop did some good work iu\ngoal for Nelson, but he was not called\nto stop nearly so many as was Grady.\nBawlf was undoubtedly the best man\non the Moyie forward line. He played\ngood clean hockey throughout and scored two of the three goals counted by\nthe team.\nTo Archie Bishop belongs the credit\nfor scoring half the goals credited to\nNelson; He put up n rattling good\ngame throughout, his cork-screw rushes\nproving a mystery to the visitor's.\nFrank and Lester Patrick played good\neffective hockey ami both assisted In\nthe scoring. Joe Thompson was in the\ngame from start to flinlsh while Les\nSteele showed up to better advantage\nthan In any game this season. He and\nThompson may not tully often but they\nare always busy, as the opposing team\ncan tell to Its cost. Tim Dunne at\ncoverpoint did excellent work. McMORRIB  Muster\nREFORM OF THE SENATE.\nThe subject of senate reform has\nbeen brought up at Ottawa by a motion\nintroduced by Hon. R. W. Scott, lata\nsecretary of stale and date government\n\u25a0leader In the upper house, providing\nfor a change in the constitution of\nthat house. How far the government\nis prepared to support this measure\nIs not known, for Mr, Scott made It\nplain that It was not a government\nmeasure.\nThe news that such a subject has\nbeen Introduced by a man holding such\nia prominent place In his party as does\nMr .Scott, will be refreshing to those\nwhose memories take them back to the\ndays when sir WilDrld Uaurler led her\nmajesty's loyal opposition. In those\ndays, denunciation of the senate,\ncoupled with pledges of r*eform In regard to It If the party were returned\nto power, took up a portion of the time\nof many liberal speakers when nd-\ndressing the free and Independent\nelectorate.\nJudging by the utterances of the liberal leaders at that time, sir Wilfrid\nIncluded, the senate, as it then existed,\n\u2022was absolutely bad and Immediate reform was necessary in the interests\nof the country.\nIn view of this pre-election at.ltiwle\nof sir Wilfrid and his leading supporters, when the illiberal party was returned to power on June 23, 1896. the\npeople of Canada looked to see some\ndefinite measure of fen-ate reform Introduced forthwith. Nearly 13 years\nhave i>assed since then and no action\nhas yet been taken by the government,\nunless senator Scott's resolution is to\nbe taken up by it.\nor course, It Is hardly correct to say\nthat no chanire has taken place ln the\nsenate since 1896. As ta matter of fact\nsir Wilfrid Ijaurier has practically entirely \"reformed\" the senate; that is.\nhe -has filled it with reformers, or at\nleast, supporters of what was once the\nreform party. It would be manifestly\nunfair to say that many of sir Wilfrid's appointments have not been good\nones, but it would not be in keeping\nwith the truth to say that some, at\nleast, of them were calculated to raise\nthe upper chamber in the eyes of. the\npublic.\nThe plan of reform proposed by Mr.\nScott Is, roughly apeafclng, that two-\nthirds of the senate should be elective\nand one-third appointed by the crown.\nThe term of office of both tlie appointed and elected senators would be eight\nyears. After each change of government (t.he (incoming adimini strut bn\n(would have the right to -appoint ons\nsenator from each province In order to\nassure it of a majority In both houses,\nbut It would be provided that the next\nvacancy among the uppointed members from each province should not be\nfilled, thus reducing -the membership\nof the senate to its original -figure.\nSenator Scott proposes that for the\npurpose of the election of senators, the\ndifferent provinces- should be divided\ninto districts, while the appointed\nsenators would represent the province,\nfor which they were appointed, at\nlarge. The members of the -present\nhouse would, according to Mr. Scott's\nplan, contlnnue to hold offfce. being\nappointed either for one of the districts or for one of the provinces at\nlarge, hut as they died or retired, new\n\u25a0men would be elected or appointed ln\ntheir places for eight years.\nOne   of the objections to   senator\nScott's plan, but'\"perhaps It Is one that\nwill arise in connection with any\nscheme of senate reform, is that the\npurging of tite'upper house, an opsra-\ntlon that Is essential to the establishment of public confidence in that -body,\nmust await its accomplishment by\ndeath, a process neither pleasant to\ncontemplate nor as expeditious -as the\npeople of Canada desire. While there\nIs a general -daslre for senate reform,\ntllianks to some of the appointments\nmade by sir Wilfrid Laurier, the desire for a purging of the senate of men\nlike Hon. Robert Watson. Hon. T. O.\nDavis and others of like Ilk Is far more\ngeneral. This Jotter desire Is so widespread that it Is an open question\nwhether the people of this country\nwould not, If cailleld upon tomorrow to\nvote on tho subject, declare for the\nabolition of tl\\e senate rather than lis\nreformation.\nOne of the features of the election of\nsenators, as proposed by Mr. Scott, Is\nthe fact t\/hat compulsory voting is to\nbe provided for. That is, every perron\non the list must vote in the senatorial\nelections or be punished.\nWhile this country as a whole would\n\u25a0perhaps be g^aitef-ul for any measure\nof senate refoilm that would through\ntime, if not immediately, tend to make\nthat house a more representative body,\nthere stilil remains the question of Why\n\u25a0the government did not Introduce this\nreform on taking office, as It was\npledged to -do, instead of leavlns the\nmatter over until lt had that house\npractically filled with its support-era,\nwhose sinecures it Is bound to protect\nat all costs. Had such a measure as\nIs now proposed by (senator Scott been\nIntroduced In 1896. 1t would now have\nbeen in efifeet and whatever else the\nsenate might be at the present time it\nwould be a representative body, instead of the resting place, at $2500 per\nyear, of worn-out and discredited liberal politicians.\nEDITORIAL NOTES.\nThe conservatives of Comox-Atlln\nhave decided to oppose the return of\n\u25a0Hon. Ever since the crime the pro-\nvinoiail police have been working on\nthe case and through the confession of\na Gailiijian named Krafeenko, (have tat\nlast got on tlie trail of the murderers.\nKruteenko was -a member of a gang\nthat committed de-predations of all\nkinds throughout western Canada but\nwas not at Elkliorn at the time of the\nmurder. He is now doing time in the\n\u25a0Manitoba penitentiary and has confessed the whole affair.\nThe men implicated in the murder\nare now serving short terms for minor\ncrimes and, it is alleged, the names of\nthe guilty parties are Powell, 'Blake\nand Hanson, and it Is beOieved the former fired the fatal shot.
