Th?\npremier promised immediate consideration.\nMET DISASTER\nWinston Churchill Defeated\nTEACHERS;jWVENTIONo\nOFFICERS ELECTED FOR THE ENSUING YEAR\n(Special to The Dal'y News)\nOttawa, April 24.\u2014The premier this\nafternoon presented to the house the\nreply of the railway commission to the\ncharges ot major Hodgins, who was dismissed from the position of engineer\nfor the district of the Transcontinental\nat Kenora after three years' service.\nThe.premier after reading the reply announced that he wouid move on Monday\nfor a special committee of the house to\nlook Into the whole matter. He laid\non the table all correspondence on the\nmatter. This shows friction over classification, the contractors complaining\nof not being fairly treated and of Hodgins' methods delaying work. Hodgins\nfinally proposed, as the contractors were\nlosing money, to abandon the contract\naltogether and allow the contr-icioftj the\nactual cust plus 10 per cent for profit.\nThis the ommlssloners refused tJ accept\nand It was apparently the principal reason .for Hodgins' dismissal. Referring\nto the major's recently published letter,\nchairman Parent said : \"There were Insinuations and statements in it which\nshould not go unchallenged. Without\nlaying specific charges the major made\ngeneral accusations that were absolutely\ngroundless and plainly intended to\ncause us annoyance without regard to\nthe truth or the public interest. If the\nmajor had any evidence of irregularl-\n. ties or wrong doing, then he should\nhave submitted them to the commission,\nand had they refused to look into them\nthen he might be justified in making\nstatements to the public.\"\nTaking up seriatim the allegations:\n1. That the government .was. paying\npadded accounts for work done, the\nG. T. P. making no objection, as they\nhave only the Interest to pay. Mr. Parent says this ls without foundation, the\ncompany making objection when they\nsaw fit and their objections being looked\ninto with due care. *\n2. That the commissioners wanted to\n\"change my Ideas founded on many\nyears' experience.\" This also was without foundation. The Quebec classification was looked over and found agreeing with the contract and specifications\nand therefore perfectly regular.\n3. That engineer Poulln was appointed by Mr. Parent and has allowed the\nIntroduction of a classification simitar\nto the one in use In Quebec, this accounting for the increased cost, amounting to three or four millions. It was\ntime-the public demanded an explanation. In the first place, Mr. Parent says,\nPoulln was appointed by the board on\nthe recommendation of the chief engineer and not by Mr. Parent, and the\nclassification comes from the chief engineer and not from the chairman of the\ncommissioners.\nSince leaving Mr. Hodgins talked a\ngood deal more openly, much more than\nprofessional dignity and a proper sense\nof justice, would seem to permit. Tonight the number of killed\nis estimated at close to 20 and the Injured at over 100, with many portions\nof the afflicted districts yet to hear\nfrom. Most of the dead are negroes.\nPerhaps a dozen whites were caught in\nfalling buildings and either fatally injured,or seriously disabled. J., AprlrT4.\u2014\u2022Former\npresident Grover Cleveland, about whose\ncondition there has been much speculation during the past tew days, U slowly\nbut steadily regaining his health.\nLondon, April 24.\u2014-Canada has put a\nstop to the Indiscriminate emigration to\nthe dominion by charitable organizations of the surplus population of London and other English -cities. During\nthe past few weeks the Canadian immigration officials in London refused to\ngive their sanction, which was required\nby the steamship companies for the Immigration of 50 persons whom the\nChurch army proposed to send over, and\nthe offlcals have been taken to task by\nthe bead ot that organization for their\nrefusal.\nThe Immigration representative of\nCanada here replied that Canada would \\\naccept only those whose fitness as set-j\ntiers he Is assured of. The stocks on hand\nwere all produced under conditions of\nhigh priced labor and it was generally\nstated by the lumbermen as a well\nkonwn fact that there was no margin of\nprofit in selling this lumber at present\nprices, especially when together with\nthe cost of labor are considered the high\nrates of interest and the fixed charges\naccumulating on stocks carried over\nfrom last year. Hence there was no\nchange made in the present price list.\nPrices are thought likely to be firm\nwith a probable advance in the near future.\nA strong delegation from the coast'\nmills attended the meeting of the Mountain lumbermen in the afternoon to discuss the action of the dominion government in regard to Clause 12 of the\nTimber Regulations Act. This insists\non license holders erecting a sawmill on\ntheir limts within six month and cutting;\n100,000 feet yearly for every square mile\nof timber land held under license. He came to B.C.\nfrom Manitoba in 1895. He joined the B.C.\nbrigade of garrison artillery at Victoria\nas gunner of No. 3 company, and was subsequently .awarded a sliver cup for general\nefficiency in handling the big guns. Being a graduate of South Kensington school\nof art, ho worked as an artist and taxidermist at Victoria until the spring of 1897,\nwhen he Joined the provincial police forces\nas a constable and wns stationed at Wellington, Vancouver Island. In 1898 be was\ntransferred to Howser in the Kootenay police district during the construction of the\nLardeau-Gerrard line and was subsequently\nBtatloned at Procter during tlie construction\nof the branch from Nelson. In 1900 he was\nmoved to the head office of the Kootenay\npolice district at Nelson and served under\nchief constable . Bullock-Webster continuously until the fall of 1907, when he left the\nservice. During the absence of chief constable Bullock-Webster at Victoria, where\nthat official was acting as superintendent\nof provincial police in 1904. Mr. Young was\nIn charge of this district as chief constable\nfor seven months and his services were\nhighly praised by the acting superintendent\nand he was thanked by the attorney general's department.\nInterviewed last night after Mr. Young's\nappointment, Mr. Bullock-Webster said that\nin his opinion the police commissioners of\nNelson and the citizens in general were to\nbe congratulated upon having secured for\ntheir chief of police, an officer who was'\none of the most efficient, courteous and\nplucky men in the police service in British\nColumbia and that after 15 years' service\nhimself, he felt in a position to form an\nopinion of Mr. Young's qualities.
