The\ncouncil of workmen's delegates, or the\nstrike committee, are manifestly encouraged by the extension of the strike\nin St\/Petersburg; various organizations, including the bank clerks, telephone girls and some of the professional\nleagues have voted to join the movement- Moreover It is certain that the\nworkmen's council have received my-\nBterlous supplies of funds and consequently they present a bolder front.\nPractically all the pretexts based on\neconomic demands have beeu abandoned, but the eight hour day demand figures in the oratory at meetings in order\nto hold the workmen who have no\nthought except improvement iu their\nmaterial condition.\nThe workmen's council have returned\na scornful reply to count Witte's pergonal appeal lo his \"brother workmen,\"\nridiculing the government's profession\nof solicitude for the workmen and renewing their demands for the immediate\nabolition of martial law in Poland, etc.\nCount Witte's attempt lo negotiate\ndirectly with the strike leaders has come\nto naught although lie offered concessions in the case of the Cronstadt mutineers, in the event of their being condemned to death, but the leaders refused all compromise. \"All or nothing\" was their response.\nThe text of the resolution adopted\nbeing as follows: \"Tho council of workmen's delegates expresses astonishment at the emperor's favorite, who\npermits himself to call the workmen of\nSt, Petersburg his brothers. The proletariat Is not related to him in any\n\u2022way.\n\"Count witte appeals to us to he\ncompassionate of our wives and children. The council iu replying invites\nthe workmen to count the widows and\norphans who have been added to the\nranks of thc workmen since the day\ncount Witte assumed power.\n\"Count Witte reveals the benevolent\nintentions of the emperor towards thc\n\u2022working classes. The council reminds\nthe proletariat of 'Bloody Sunday.'\n\"Count Witte begs ns to give tho government time and he will do all possible for the workingmen. The council knows count witte has already\nfound time to give Polaud Into the\nhands of the military executioners. The\ncouncil does not doubt count Witte will\ndo all possible to strangle the revolutionary proletariat.\n\"Count Witte calls himself a man\nwho is benevolent towards us and wishes our good. The council declai'03 lhe\n\u25a0working classes have uo need of tbo\nbenevolence of a court favorite but demand a popular government on the basis of universal  and direct and secret\nroad battalions. The resumption of\ntraffic on this road insures supplies for\nthe capital.\nProfound depression over the situation exists in the liberal camp. Many\nleaders now believe they made a fatal\nblunder in rejecting count Witte's request for their cooperation with the\ngovernment in working out reforms, as\nthey thereby practically surrendered\nthe leadership of the antl-govermnent\nmovement to the radicals, with whom\nthe liberals have as little sympathy as\nthey had with the old regime. The result is that the radicals, intoxicated by\ntheir taste of power, aro trying to drive\nthe country into anarchy. Liberal\nsympathy is rapidly alienating itself\nfrom tbem and rather than the present\nstate of demoralization, a large portion\nof the better classes would almost prefer repression.\nA mutiny in the Manchurian army is\nthe latest sensational rumor in this\ncity. According to the report the emperor has received a despatch from general Linevitch, telling .him of a revolt\namong the troops which was only suppressed after a regular fight ln which\nmany soldiers were killed or wounded..\nForty-two officers are reported to have\nbeen shot for participation in the conspiracy. No confirmation of the rumor\nis obtainable from the officials of the\nwar office.\nDzereula, Caucasus, Nov. 17.\u2014A railroad switch was thrown open here today\nresulting in a collision between two\nmilitary trains. Fifteen -soldiers were\nwounded. Alter the collision the trains\nwere fired upon from the hills, the soldiers defending themselves behind the\nrailroad embankments.\nKutals, Transcaucasia, Nov. 17.\u2014\nThe assistant manager of the railroad\ndepot was shot and killed here today.\nThe assassin escaped.\nPoti, Transcaucasia, Nov. 17.\u2014The\nrailroad employees here have struck.\nThe rails have beon torn up and thrown\nInto the Black sea. All the buldlngs, which\nwere Iron and steel and regarded as flre\n\u25a0proof, were completely destroyed.\nSt. Petersburg, Nov. 18.\u2014(1,48 a.m.j\n-\u2014Though, according to surface indications yesterday; the outlook for the\nSpeedy ending of the strike was gloomy,\nthe revelations made at a meeting last\nnight of the council or workmen's delegates showed that a large portion of tlie\nworkmen were breaking loose from the\ncontrol of the leadens, and were anxious to return to work, anil a plebiscite\nwill be taken today in which the various\nfactories probably will reach a decision\nto abandon the strike on iftondny.\nAt 'the meeting of the council, which\nwas held In tlie same hall where father\nGapon, Gorky and other leaders denounced the emperor on the eve of January 12, (Red Sunday), delegate after\ndelegate from different factories arose\nami reported that the workmen, under\nthe Influence of the ultimatum issued\nby tho employers, announcing that the\nfactories would be shut down indefinitely unless work was resumed on\nMonday, and with the pleading of their\nwives and of the conservatist workmen\nringing in their enrs, were demanding\nthat the strike should be ended. This\nprecipitated a hotly contested debate\nbetween the radicals and the moderates\nwho declared that the strike in the first\nInstance waa a strategical mistake and\nthat it would be a graver error in tactics to attempt to force the men to remain in liue.\nOne fiery speaker, who mounted the\nbalcony from which father Gapon, In\ndisguise, had delivered his last address\nin that hall, thundered his denunciation of those who wished to discontinue\nthe struggle.\nAfter a long discussion, a motion lo\ncall off the strike was rejected, aud It\nwas decided to call meetings of workmen in the factories today to lay the\nsituation before them and to abide by\ntheir decision. The leaders, however,\nwere determined not to permit tlie strike\nto die without a final demonstration Of\ntheir power to render St. Petersburg a\n\"dead city.\"\nIn the meeting the advocates of the\nstrike laid stress upon thc oncouraging\nnews from the interior which they said\nthey had to place hofore tlie worttmon\ntoday, but last night's despatches showed little confirmatory evidence of such\nnews. Tlie news from Moscow is even\nless encouraging. The railroad* are\nstill running and the telegraphers have\nilittly refused to consider a strike for\npolitical aims.\nThe workmen's committee have addressed the following appeal to thc soldiers and sailors: \"Comrades and\nbrothers.\u2014For a long time we bave misunderstood each other. Your officers\ntaught you to regard us as enemies of\nthe fatherland aud as criminals whom\nyou should shoot, beat with your whips,\nand butcher with your bayonets.\n\"Our struggle for the people's freedom and ihe people's well-being has\nbeen depicted to you as a revolution\nagainst the fatherland which you are\nobliged to suppress. Many of you believing this have shot down your own\nbrothers, tilling the streets of our town\nwith their blood.\n\"The ease is now altered. The eyes\nof many of the soldiers and sailors have\nbeen opened. They understand that all\nof us are brothers and that we are sous\nof the nation, whose common enemies\nare your comniandena and those In\npower. They understood that the liberty of the people Is their own liberty\nand tho good of thc people, their own\ngood.\n\"The men of the Black sea fleet and\nat Cronstadt stood against their-commanders and signified that they wanted\nto lead tlie lives of men, that they\nwanted liberty, and Ihey associated\nthemselves With the cause of the people.\nA hundred sailors at Cronstadt have\nbeen handed over to a court martial, and\nmay tomorrow be executed.\n\"The workingmen of St. Petersburg\nstruck, demanding the release ol! our\nsoldier and sailor brothers and the abolition of court martinis and the death\npenalty, ls it possible that you soldiers\nand sailors will not arise and help your\nbrothers at Cronstadt? Ts It possible\nthat you wll remain hand in hand wilh\nthe murderers of your brothers at Cronstadt?\n\"Let not a shut be fired by you against\nIhe people down with your blood thirsty\ncommanders. Long live a free government and a free people\"\nThe council have broken off all negotiations with count Witte.\nThe ringleaders of the Cronstadt\nmutiny have been sent to Sohltsselburg\nfortress where they will stand trial. At\nthe navy department it was stated that\nthere Is no intention to try the great\nmass of mutinous sailors, the outbreak\nbeing regarded more as a drunken riot\nthan as a mutiny and for which the\nofficers themselves were largely respon\nsible. Only the leaders will be tried and\ntheir punishment will be as light as possible. The bulk of them wll be sent to\nsea on a punitive cruise.       \\\nThe United States charge ^d'affaires\nhas received notification that the U. S.\ncruiser Minneapolis, now at Cherbourg,\nafter leaving that port will proceed to\nCopenhagen and if he thinks it advisable she will continue her cruise to the\nBaltic sea in order that she may be\navaflable to meet any emergency. Mr.\nEddy, however, is notifying the state\ndepartment that the Neva will be icebound in ten days and is advising\nagainst the sending the cruiser here,\nThe despatches from Poland indicate\na break in the ranks of the strikers.\nThe Vienna-Warsaw line is open and\nstreet cars are running at Warsaw.\nShould thc strike collapse in Poland it\nnecessarily will weaken the movement\nhere. M. Namehaiff, the minister of\ncommunications sent a notification yesterday to all the railway employees and\nofficials to be at their posts today ready\n-to resume work otherwise they will be\ndismissed from the service.\nIn some quarters the belief is expressed that martial law will be proclaimed in St, Petersburg loday. It is\nexpected that the emperor and grand\ndukes insist on this step against the\ncounsels of count Witte.\nThe empoyers during the day finally\ninformed the workmen that they had\ndecided against tlie eight hour day, and\ngeneral Dcbulin prefect of police lias\nissued a proclamation calling on the inhabitants not to yield to the demands\nof the strikers for the cessation of work,\nwhich demands. It is pointed out, are\nsometimes accompanied by threats.\nit is the intelligent middle class,\nhowever, which fs beginning to really\nsupport the government In its efforts to\nrestore something like order and public\ntranquility. Many of tlie liberals, who\nfought, the government actively before\nthe proclamation of the emperor's manifesto, nre now convinced that their\nleaders blundered frightfully by refusing to lend their support to count\nWitte in hii difficult task because he had\ndeclined to accept the unqualified conditions laid down by them. They see\nthat now It is too late that they missed\nthe great opportunity of becoming the\nloading Influence, and that they, by their\ninaction have become a negligible quantity. The leadership, which they fondly\nimagined they possessed has passed over\nto the extreme socialist cement, with\nwhoso extravagant program for the\nlevelling of all t-anloa they have nothing\nin common . They realize that the restoration of public tranquility is an immediate necessity, as otherwise tlie gov-\nermont will soon have to chose between\nropresaiouaand anarchy.
