Three\nmajor planning initiatives were\nbegun - a Strategic Plan for the\nLibrary, the Library Automation\nProject, and the Phase I Building\nPlan. These addressed the major\ngoals and objectives set out for the\nLibrary in the Report of the University Librarian for the previous year.\nMany librarians and staff\nmembers actively participated in the\nwork of committees and task forces\nthat were established as part of the\nplanning process, often in addition\nto an already heavy workload. To\nthem I would like to express my\ngratitude. The Library's human\nresources are its greatest asset, and\nare essential to its mission of\nproviding the highest quality of\nservice to the University community\nand the Library's other users.\nIt is important as well to\nacknowledge the contributions of\nthe many other stakeholders who\ncare about and shape the Library-\nthe deans and administrators, and\nmost importantly the faculty- who\nregard the Library as their lifeline to\nknowledge. The desires and effort of\nall of these people make the Library\nthe 'Great Library' that it is.\n\\\nu-^dPjK1&\nRuth J. Patrick, PhD.\nUniversity Librarian XI\nThe University of British Columbia Library Annual Report\nThe UBC\nLibrary's\nMission:\nTo provide\noutstanding\naccess to\nthe universe\nof recorded\nknowledge\nand\ninformation\nINTRODUCTION\nIn August 1990, the new\nUniversity Librarian, Dr. Ruth\nPatrick, sent a questionnaire to all\nLibrary staff asking them to list\nmajor issues facing the UBC Library.\nThe responses identified a number\nof deep concerns, particularly in the\nareas of planning, technology,\nfacilities and equipment, human\nresources, and organization.\nDuring the past year, the\nLibrary's staff has undertaken a\nnumber of initiatives to deal with\nthese concerns. These, along with a\nreview of core Library activities,\nare presented in this Report,\nfollowed by the Library's goals\nand objectives for the coming year\nand a series of statistical and\ninformational appendices. The University of British Columbia library annual Report\nXI\nTHE LIBRARY'S\nSTRATEGIC PLAN\nA strategic planning process\nwas initiated with the hiring of a\nconsultant, Jeff Gardner, from the\nAssociation of Research Libraries'\n(ARL) Office of Management\nStudies in Washington, DC. In\nOctober 1990, the consultant\nfacilitated a strategic planning\nretreat attended by 27 Library staff\nfrom all parts of the Library, including both librarians and support staff.\nThe main goals of the retreat were\nto examine the Library's organizational values, consider a vision of\nthe Library of the future, and outline\na process for creating a strategic\nplan for the Library.\nAfter the retreat, all Library\nstaff were invited to participate in\nthe definition of the Library's\norganizational values, and in the\nclarification of a vision for the\nfuture. A Planning Co-ordination\nTeam (PCT), consisting of volunteers from among the retreat\nparticipants, was formed to coordinate planning activities and be\nresponsible for preparing the\nstrategic plan. A number of environmental scanning task groups,\nconsisting of volunteers from\nthroughout the Library, were also\ncreated to examine the major\nexternal factors which might\ninfluence libraries in general, and\nthe UBC Library in particular, over\nthe ensuing decade. They reported\non areas ranging from demographics, the economy, and University\nprograms, to the publishing world,\nand new information technologies.\nIn December 1990, the PCT\nmet again with the ARL consultant\nto discuss formulation of strategies,\nand the writing of the strategic plan.\nThe first draft of this document was\nreviewed by the PCT in June 1991,\nand a revised first draft was circulated to all staff in July. Following\nnumerous comments from staff, a\nsecond draft was reviewed by the\nPCT in early September, and\ncirculated to the University Administration, the deans, and the Senate\nLibrary Committee.\nAlthough beyond the reporting year, it is useful to note that at\nthe end of September 1991, the\nLibrary Administration and\nDivision and Branch Heads\ndiscussed the strategic plan at a\nLibrary management retreat,\nfacilitated by ARL consultant,\nSusan Jurow. Priorities for the\ncoming year were identified and\ntheir implementation discussed.\nThe draft strategic plan is to be\npublished in UBC Reports later.\nThroughout the year, staff\nmembers were encouraged to\nparticipate in meetings held to\ndiscuss various planning documents, or to submit their comments\nin writing. Their contributions have\nbeen a very important element in\nthe planning process. The Library's\nmany planning initiatives are\ndirected towards creating a flexible\nand dynamic organization able to\nprovide its user communities with\nappropriate library and information\nservices into the 21st Century. The University of British Columbia Library Annual Report\nUBC LIBRA\"\nThe LAP\nproject\norganization\nwas based\non the\nextensive\nand active\nparticipation\nof over sixty\nlibrary staff\nfrom all\nareas of the\nUBC\nLibrary\nLIBRARY AUTOMATION\nPROJECT (LAP)\nThe UBC Library Automation\nProject (LAP) was initiated in\nSeptember 1990 to undertake a\ncomprehensive review of the\nLibrary's automated systems\nrequirements and evaluate the\noptions that would best serve the\nLibrary in the coming years. The\nproject involved many library staff\nand required a full year to complete.\nThe LAP project organization\nwas based on the extensive and\nactive participation of over sixty\nstaff members from all areas of the\nUBC Library. The bulk of the\npreparation of a Requirements\ndocument and a Request for\nProposals OxFP); its review and\nevaluation; the subsequent preparation, review and evaluation of the\nNotice to Short Listed Vendors\n(NSLV); participation in vendor\ndemonstrations and other LAP\nrelated activities were done by the\nfollowing staff Task Groups:\n\u2666 Acquisitions\/Serials\/\nFiscal Control\n\u2666 Bar Coding\/Conversion\n\u2666 Cataloguing\n\u2666 Circulation\n\u2666 Commercial Databases\n\u2666 Hardware\/Communications\n\u2666 Online Public Access\nCatalogue (OPAC)\nA LAP Evaluation Team\nconsisting of the Library Administration, Task Group chairs and\nseveral other Library staff provided\noverall project management. This\ngroup was also responsible for the\nfinal evaluation of proposals,\nidentification of systems options,\nand provision of recommendations\nto the LAP Review Group and the\nUniversity Administration. The\nLAP Review Group was comprised\nprimarily of key University and\nLibrary administrative staff.\nSeveral other University\npersonnel were also involved in the\nLibrary Automation Project. Mr.\nAllan Lackie, Major Contracts\nOfficer, UBC Purchasing Department played a key role in the\ndevelopment and issuance of the\nRFP and NSLV to vendors. Mr.\nDenis O'Reilly, UBC Networking\nand Communications; and Mr.\nAllan Ballard, University Computing Services, participated on the\nHardware\/Communications Task\nGroup.\nMr. Rob McGee, President of\nRMG Consultants, assisted the\nLibrary throughout the project.\nRMG is the largest library automation consulting group in North\nAmerica. The entire process was\nbased largely on organizational\nstructures and procedures developed and refined by RMG. RMG\nprovided considerable background\ninformation including draft Requirements and RFP documents. Cost\nsummary analyses based on the RFP\nand NSLV responses were also\nprepared by RMG. Mr. McGee\nmade regular visits to the UBC\nLibrary during the past year to assist\nwith the key evaluation steps.\nAll Library staff were kept\ninformed of the project's progress\nthrough LAPtalk, an irregular\nnewsletter, and other memos and\nreports. All Library staff were also The University of British Columbia Library Annual Report\ninvited to sessions during the\nvarious vendor presentations and\nseveral general update sessions on\nthe LAP project.\nAfter a very thorough\nreview, comparison, and evaluation of commercially available\nautomated library systems and the\nUBC Library's existing Library\nDatabase Management System the\nfollowing recommendation was\nmade to the University Administration:\nThat the UBC Library\ncontinue to use the LDMS system\nto redevelop the existing circulation system; to enhance the online\npublic access catalogue system;\nand to operate and maintain other\nlibrary application modules.\nThis recommendation was\nbased on a functional evaluation\nthat collectively rated the combined\nLDMS modules higher than any of\nthe commercially available systems.\nSome of the vendor systems ranked\nhigher for specific modules, but this\nwas offset by poor evaluations for\nother equally important modules.\nIt was also supported by a\ncomprehensive cost analysis\nthat indicated continued local\ndevelopment was the most cost-\neffective option available for\nthe UBC Library at this time. A\ndetailed project control plan for\nthe re-development of the\nLibrary's present circulation\nsystem and a five year technology plan were also included in\nthe report to the University\nAdministration.\nThe LAP project was a very\nworthwhile process that accomplished much more than its stated\nobjectives. It provided UBC Library\nstaff with a comprehensive understanding of the current state of\ninformation technology and an\nappreciation of the issues that must\nbe addressed.\nIt also introduced a methodology or discipline that will be applied\nduring the next three years as the\nLibrary implements several major\nsystems projects that will provide a\nmuch improved online system for\nall users. The aging punchcard-\nbased batch circulation system will\nbe replaced by a barcode-based\nonline system that will be more\neffectively integrated with the\nLibrary's catalogue and other online\nfiles. The circulation status of every\nitem will be readily available online\nto all users. Additional features such\nas online holds facility will be\nintroduced. UBCLIB, the present\nonline public asscess catalogue\n(OPAC) system, will be enhanced to\nprovide more search features and\nimproved user interface. More\nterminals and workstations will be\ninstalled in Library branches and\ndivisions.\nThese projects will ensure that\nthe Library's automated systems are\ndeveloped and expanded in an\nappropriate, timely, and cost-\neffective way during the 1990's. The University of British Columbia Library Annual Report\nUBC LIBRARY\nThe Phase I\nbuilding,\nwhich will\nincorporate\nthe present\nSedgewick\nLibrary, is\nslated to\nbecome the\nnew\nHumanities\nand Social\nSciences\nLibrary\nLIBRARY SPACE AND\nEQUIPMENT\nAfter a lengthy process of\nstudy and analysis, a site for the\nPhase I Library Building was\napproved by the Board of Governors on May 23,1991. The site\noccupies the area immediately to the\nwest of the Sedgewick Library,\nbetween that building and the\nMathematics Building. The Library\nand Campus Planning and Development then began the process to\nidentify an architect for the new\nbuilding, which is scheduled to be\ncompleted by 1995. At the time of\nthe writing of this Report, a recommendation has been forwarded to\nthe Board of Governors.\nVarious committees have been\ninvolved in planning the new\nbuilding, of which the two main\ncommittees are the Library Building\nCommittee - Phase I, and the Phase I\nDesign Committee. In addition, a\nLibrary Long-Range Planning\nCommittee began to study Library\nspace and facilities needs for the 21st\ncentury.\nThe Phase I building, which\nwill incorporate the present\nSedgewick Library, is slated to\nbecome the new Humanities and\nSocial Sciences Library. The following areas from the Main Library are\nexpected to move to the new\nLibrary: the Circulation Division,\nthe Information and Orientation\nDivision, the Humanities and Social\nSciences Division, the Government\nPublications and Microforms\nDivision, and Interlibrary Loans.\nAlso expected to be included in the\nnew library from elsewhere in the\nLibrary system are the Data Library\nand the Social Work Library.\nPlans for the new building\nhave also led to a review of the\nLibrary's organization. The\nintegration of Main Library units\nand the Sedgewick Library is\ncurrently being studied by the\nHeads of those units and the\nLibrary Administration.\nAs part of the building\nplanning process, a functional and\nstructural analysis of the Main\nLibrary was carried out by a\nconsulting engineer, John Graham.\nThe report noted a number of\nfunctional problems with the\nbuilding, and indicated that the\ncost of resolving these as well as\nthe cost of bringing the building\nup to the current building code\nstandards were prohibitive, and\nwould lead to the net loss of space.\nBuilding new space was more cost-\neffective than a wholesale renovation of the Main Library. While\nthe heritage core of the building\ncould be salvaged for other\npurposes, the remainder of the\nstructure should be replaced in the\nlong run. The Graham report was\nmade available to Library staff and\nother interested parties.\nThe Senate Library Committee reviewed the report and\nreported to the Senate that \"it is\nimperative, in our opinion, that the\nuniversity administration and\nBoard of Governors move towards\nthe development of a Phase II for\nthe Library to allow for replacement of the Main Library Building\nsome time in the 1990's.\" The University of British Columbia library Annual Report\nStaff concerns about the\nstructural safety of the Main Library\nbuilding led to an inspection by the\nWorkers' Compensation Board\n(WCB). The inspectors found no\nstructural problems, but did identify\ncertain safety hazards. Many of\nthese had already been reported to\nPlant Operations for correction, and\nthe added emphasis of orders from\nthe WCB inspectors has helped to\nhave the hazards corrected quickly.\nPersuant to the resolution of Senate\nof April 1991, the stacks in the\nRidington Room and the Main\nLibrary have been tethered. Yet\nlong-term concerns about the safety\nof the Main Library building\nremain.\nFinal preparations were made\nfor the move of the St. Paul's\nHospital Library to new space in the\nnew addition to the hospital. The\nmove, slated for October, 1991,\nmarks the culmination of a long\nplanning process, delayed for a\nnumber of years because of budget\nproblems. The move should resolve\nmany of the complaints of staff\nmembers in the branch about\nsubstandard accommodation and a\npoor working environment. Space\nfor a new Education Library is being\nincluded in the first phase of the\nScarfe Building redevelopment,\nwhich is now under design.\nA pressing concern of many\nstaff members as determined from\nthe staff questionnaire was inadequate equipment and furniture.\nWithin the constraints of the budget,\nthe Library addressed those concerns by identifying the highest\npriorities, and purchasing the\nrequired items. Purchases included\nnew shelving for the Asian Library,\nadditional photocopiers, microcomputers and terminals, ergonomic\nchairs and workstations, typewriters, and curtains and blinds.\nTo reflect increasing building\nand faculties planning activities, the\nposition of Facilities and Preservation Manager reporting to the\nUniversity Librarian was established. The position was filled by\nthe reassignment of Suzanne\nDodson, Head, Government\nPublications and Microforms\nDivision, who was already acting as\nthe Library's part-time Preservation\nOfficer.\nIt is imperative, in\nour opinion, that\nthe university\nadministration\nand Board of\nGovernors move\ntowards the\ndevelopment of a\nPhase II for the\nLibrary to allow\nfor replacement of\nthe Main Library\nBuilding some\ntime in the 1990's\nSenate library\nCommittee The University of British Columbia Library Annual Report\nTo make the\nmost effective\nuse of the\nLibrary's\ncurrent budget,\nall services\noffered by the\nLibrary or\ndemanded by\nusers will\ncontinue to be\ncritically\nevaluated\nBUDGET\nDuring the reporting year, the\nLibrary's budget was affected by an\narbitrated salary award for general\nlibrarians as well as by the payments for a series of early retirements. These factors, in conjunction\nwith rising costs for many supply\nand expense items, forced the\nLibrary to curtail or postpone many\nneeded expenditures.\nTo make the most effective use\nof the Library's current budget, all\nservices offered by the Library or\ndemanded by users will continue to\nbe critically evaluated. Those\nservices which are assigned a low\npriority will be considered for\nelimination.\nDivision and Branch Heads\nare becoming actively involved in\nbudget control and development.\nThe provision of budget information\nto managers has led to the recovery\nof expenditures inappropriately\ncharged to the Library, and has\nmade managers aware of the\nlimitations of the Library's financial\nresources and the importance of\nliving within them.\nThe Library has actively\nsought grant funds and has increased its cost-recovery operations.\nGrant funds have supported the\nacquisition of additional materials\nfor the collection, new equipment,\nand project staff to make valuable\nresources available to the Library's\nusers. Photocopying operations are\nfully cost-recovered, including staff,\nequipment, and supply costs.\nAdditional fine revenue is expected\nas a result of an increase in fine\ncharges. Other revenue services are\nbeing considered.\nTo develop and provide\nfinancial and budget information to\nthe Library Administration and\nLibrary managers, the position of\nFinancial and Budget Manager,\nreporting to the University Librarian, was established. The position\nwas filled by Ann Turner, formerly\nHead of the Catalogue Records\nDivision. The University of British Columbia library Annual Report\nXI\nLIBRARY SERVICES\nCollaborative Projects\nCirculation and\nReference\nCirculation and reference\nactivity figures continue to be\namong the highest reported by\nacademic research libraries in North\nAmerica. General circulation of\nmaterials, including document\ndelivery to UBC health science\nbranches and interlibrary lending,\namounted to 2,097,962 transactions.\nWhile circulation transactions\ndeclined about 2%, use of material\nin the libraries, estimated by\ncounting trucks of material\nreshelved, increased substantially.\nLoans to other libraries were 28,210\nwhile UBC borrowed 14,879 items\nfrom other libraries. Overall, the\nLibrary's circulation transactions\naveraged 6,560 per working day.\nThe lending of materials between\nthe Library and the teaching\nhospital libraries increased 2.25%\nfrom 47,417 in 1989\/90 to 48,477 in\n1990\/91.\nLibrary staff answered well\nover 400,000 reference and information questions during 1990\/91, an\naverage of over 1300 per working\nday. Online searches of external\ndatabases decreased from 6,475 in\n1989\/90 to 5,775 in 1990\/91. This\ndecrease is a result of the increasing\nuse of CD-ROM databases within\nthe Library. The 13% increase in\ninstructional sessions throughout\nthe library system reflects the\ncontinuing need to train library\nusers to search the online catalogue\nand CD-ROM databases effectively.\nThe Library has been developing cost-sharing arrangements with\nfaculties or departments for many\nyears. These collaborative arrangements have increased recently to\nmeet the high cost of data in electronic formats. The Library has\ncollaborated with the Faculty of\nMedicine, the teaching hospitals, the\nNursing Departments at VGH and\nShaughnessy, the BC Office of\nHealth Technology Assessment\n(UBC), the Department of Health\nCare and Epidemiology, the Department of Mathematics, the Faculty of\nLaw, the Faculty of Education, the\nFaculty of Commerce and the\nDepartment of Political Science. To\ndecrease costs, the Data Library also\nbelongs to the Canadian Association\nof Research Libraries (CARL)\nConsortium which negotiates the\npurchase of major Canadian data\nsets from Statistics Canada. Asa\nresult, UBC acquired the 1986\nCanadian Census files and the\nGeneral Social Survey files at a\nfraction of the list cost.\nNew and Extended\nServices\nThe Library continued to add\nCD-ROM databases and workstations as they became available and\nas resources permitted. A search for\na product to support remote access\nto the MEDLINE database was\ncarried out and the Library expects\nto implement this service on campus\nand at the teaching hospitals. With\nfunding from the Canada British\nColumbia Sub-agreement on Science The University of British Columbia Library Annual Report\nThe first\nphase of the\nAutomated\nInterlibrary\nLoan System\n(UBCLINC)\nwas made\noperational\nand Technology Development, the\nLibrary produced a CD-ROM disk\nof recent Canadian patents and\nmade it available to other libraries.\nThe CJK (Chinese\/Japanese\/\nKorean) system on the RLIN\ndatabase of the Research Libraries\nGroup was purchased for the Asian\nLibrary and the Catalogue Records\nDivision. It will be used to produce\nan online catalogue of the Library's\nholdings in those languages and\nserve as a research tool for scholars.\nThe first phase of the Automated Interlibrary Loan System\n(UBCLINC) was made operational.\nFunded by a grant from the Ministry of Advanced Education,\nUBCLINC will reduce repetitive and\ntime-consuming tasks and provide a\ntracking system that eliminates most\npaper files.\nThe UBC Library was a key\nparticipant in the creation of two\nresearch tools, the Electronic Library\nNetwork OELN) Media Database and\nthe ELN Union Serials Database,\nwhich it developed using its Library\nDatabase Management System\nOPDMS) software. It contains the\nserials holdings of over 20 BC post-\nsecondary libraries including the three\nmajor university libraries and the\nVancouver Public Library.\nOver two-thirds of inter-\nlibrary loan requests in BC academic\nlibraries are for periodical articles.\nThe database is an invaluable\nresource for locating periodicals.\nThe Library also participated in the\ndevelopment of other ELN resource\nsharing initiatives, such as the ELN\nreference and document delivery\nstudy.\nOrganizational Changes\nThe Library continues to\nstreamline operations. The reserve\nbook service in the Main Library\nwas transferred to Sedgewick\nLibrary and the Woodward Reserve\nservice was integrated with\nWoodward circulation. These\nchanges are expected to reduce the\nstaff required to keep the libraries\nopen during evenings and weekends. The Library assumed the\nresponsibility for the collection of\nfines and replacement costs for\nunreturned books from the Department of Financial Services.\nThe Government Publications\nand Microforms Division now\nreports to the Head of the Humanities and Social Sciences Division.\nServices are being reviewed to\ndetermine the feasibility of integration of these units. The role and\nfunction of the Information and\nOrientation Division is also being\nreviewed and organizational\nchanges are being considered.\nThe central Film Library was\ndisbanded. Videotapes were\nintegrated into related subject\ncollections. All films and general\nhumanities arts and social science\nvideotapes were placed in\nSedgewick Library. These changes\nhave made the materials available\nover longer hours and have resulted\nin staff economies. A booking\nservice and viewing facilities are\nprovided in all branches with\nvideotapes.\n10 The University of British Columbia Library Annual Report\nCOLLECTIONS\nAcquisition of materials\nAlmost 73,000 monographs\nwere purchased during the fiscal\nyear, a slight increase over the\nprevious year. Paid serial subscriptions received during the year were\n17^69 with an additional 5,360 gifts\nor exchanges for a total of 22,729.\nThere were some problems with\nthe supply of materials from\nEastern Europe. Some vendors\nhave gone out of business, and the\nLibrary is trying to find alternate\nsources. New blanket orders for\nChinese & Indonesian materials\nare operating satisfactorily. The\nLibrary will continue to work on\ncollection policies for the larger\nlibrary units, and to review the\nmaterials needed to support new\nuniversity programs.\nCollections Costs and\nBudget\nSerial costs in many of the\nlibrary units increased significantly\nthis year due to inflation. Cost\nincreases ranged from 10.7% for the\nHumanities and Social Sciences\nDivision to about 14% for the\nScience units. There is every\nindication that cost increases for\n1991\/92 will be in the same range.\nIncreases to the collections\nbudget for the 1991 \/92 fiscal year\nwere 4% for inflation, 0.28% towards\nthe long-term impact of exchange\nrate changes, and 1.5% for new\nprograms. Binding costs have\nincreased also due to both inflation\nand a change in the method of\nbinding of serial volumes for\npreservation reasons.\nThe collections budget will be\nunder some stress in 1991\/92 and\nsubsequent years. In addition to the\neffect of inflation on serial and book\ncosts, the impact of the GST is\nreducing purchasing power by\n$140,000 to $150,000 a year. A\npriority for the year will be to code\nserial subscriptions by academic\ndepartment, and to start identifying\nserial titles which may be cancelled\nas necessary.\nOrganizational Changes\nDuring the course of the year\nthe organizational structure was\nchanged so that the Serials and\nAcquisitions Divisions reported to\nthe Assistant University Librarian\nfor Collections rather than the\nAssistant University Librarian for\nTechnical Services. The two divisions were reorganized to form a\nlarge Order Division with serials\nand monograph sections, and a\nsmaller Collections Accounting &\nBudget Division. Nadine Baldwin is\nhead of the Order Division and\nJoyce Davidson is head of the\nCollections Accounting & Budget\nDivision.\n\/\/ n\nThe University of British Columbia library Annual Report\nA donation\nfrom the\nRoger\nStanton\nMemorial\nFund\nenabled the\nSt. Paul's\nHospital\nLibrary to\npurchase\nbooks in\ngeneral\nsurgery,\nobstetrics,\nand\ngynaecology\ndonations\nGifts to the Special Collections\nand University Archives Division\nincluded the Keith Maillard papers,\nthe Arthur Mayse papers, the John\nMunro papers, and additional\ncollections of the papers of Ellen\nHarris and Howard White. Hugh\nPalmer and Jack Parnell donated\ncollections to the same division.\nDonors of special books and\ncollections to other parts of the\nLibrary included Edward Affleck,\nIvan Avakumovitch, Theodor\nBengel, Cyril Bryner, Rita\nButterfield, Raymond Cryderman,\nDorothy Davie, Ronald Hatch,\nHarry Hawthorn, Ronald Jobe,\nDerek Lukin Johnston, Hannibal\nNoce, Jan Solecki, Shirley Sullivan,\nNorman Watt, and the estate of\nKenneth Caple.\nA donation from the Roger\nStanton Memorial Fund enabled the\nSt. Paul's Hospital Library to\npurchase books in general surgery,\nobstetrics, and gynaecology. A\nspecial facsimile edition of the Book\nof Kells was purchased by a large\ngroup of donors from the Irish\ncommunity, and was presented to\nthe Library together with a custom\nmade case.\nDonors to other parts of the\nLibrary included Tung-king Ng,\nJoseph Gardner, Noel Owens, Vera\nPech, Robert Rothwell, Colleen Sim\nand Patricia Siu, as well as one\nanonymous donor. Donations were\nalso received from the estates of\nLesley Halliday and Anne Smith, as\nwell as from the Leon and Thea\nKoerner Foundation, McClelland\nand Stewart (in honour of William\nNew), and the Agricultural Sciences\nclasses of the 1960's.\nThe Social Sciences and\nHumanities Research Council\nprovided a grant of $40,000 to the\nMusic Library to purchase microfilms of early music manuscripts.\nDonors to the Crane Library\nincluded Katherine Block, Bill and\nShirley Read, Jim Phelps, John\nMacDonald, Paul and Judith\nThiele, Gertrude Zack, the Rotary\nClub of Vancouver, the Alma\nMater Society, and the Disabled\nStudents Association.\n12 The University of British Columbia Library annual Report\nXI\nUNIVERSITY ARCHIVES\nThroughout 1990, the resources of the University Archives\nwere utilized extensively for various\nevents associated with UBC's 75th\nanniversary. In addition to a large\nexhibit for Open House, the Archives mounted a major display of\nhistoric photographs and a slide\nshow for the Great Trekker dinner.\nDuring the year the Archives\nreceived approximately 65 meters of\nnew material. The uses of the\nrecords ranged from the provision\nof valuable administrative information for contemporary decisionmaking to source material for\nimportant historical research. Our\nmajor users are University administrators, faculty and researchers.\nThe University Archives\nreceived several outside grants\nwhich assisted in various processing\nprojects. A Koerner Foundation\ngrant allowed the publication of a\n\"Guide to the Literary, Performing\nand Visual Arts\".\nA pilot project was developed\nfor a new online database for a\ncollection of some 200,000 photographic images and in the future\naccess to the images themselves will\nbe provided through a computer-\nbased system.\ndeveloping a policy statement,\ndetermining appropriate levels of\nfunding for the Archives and\nproposing the most appropriate\nreporting structure.\nThe major objective of the\nCommittee was to improve the\noperation of the University Archives\nby encouraging the implementation\nof records management on campus.\nThe Committee met several times\nand also sponsored two general\ninformation sessions to solicit input\nfrom the University community\nregarding the implementation of a\npolicy governing university records\nand development of a records\nmanagement program. The Committee chose to adopt a decentralized model for the records management program. Record-creating\nunits themselves will collectively be\ngiven the responsibility for supporting a co-ordinated records management program.\nThe most significant event of\nthe past year was the establishment\nof the University Archives Advisory\nCommittee in March 1991. Composed of diverse campus interests,\nits mandate is to review and make\nrecommendations for the University\nArchives with particular focus on\n13 XI\nThe University of British Columbia Library Annual Report\nThe Library\nis a\nparticipant\nin the\nCanadian\nCooperative\nPreservation\nProject,\nfunded by a\ngrant from\nthe Andrew\nW. Mellon\nFoundation\nPRESERVATION\nThe Library is a participant in\nthe Canadian Cooperative Preservation Project, funded by a grant\nfrom the Andrew W. Mellon\nFoundation. The other members of\nthe Project include the University\nof Alberta, the University of\nToronto, McGill, Laval, and the\nNational Library of Canada. The\nfirst year of the project (April 1990-\nMarch 1991) has resulted in\nsignificant progress in most of the\ntasks which were outlined in the\nProject Implementation Plan.\nSuzanne Dodson chaired the\nProject's Mcrofilming Technical\nCommittee, which identified and\nrecommended the standards to be\nused in preservation nuo-ofilming,\nand which developed a model\nagreement between libraries and\nfilming agents. With these it is now\npossible to proceed in selecting\nmaterials to be microfilmed from the\nLibrary's collections, and also to\nselect the service bureau which will\ndo the micTofilming. The first\npreservation master microfilms\nshould be produced by the end of\nMarch 1992.\nThe Library re-organized its\nprocedures for book repair and\nestablished a Mendery, located in\nthe Main Library. The facility\n(which serves the entire Library\nsystem) is staffed by a Library\nAssistant 3, who has been specially\ntrained in proper conservation\nprocedures. This position reports to\nthe Facilities and Preservation\nManager.\n14 The University of British Columbia Library Annual Report\nUBC LIBRARY\nTECHNICAL SERVICES\nThe backlog of material\nawaiting cataloguing has continued\nto increase to the point where\nstorage space is about to be exhausted. There are 81,524 items in\nthis state at the end of the reporting\nyear, an increase of 24% over last\nyear's 65,675. Cataloguing output\nwas 63,979 titles; incoming\nworkload was 76,375 volumes.\nundertaking necessitated by the\nimpending closure of the Social\nWork Library is the transfer and\nwithdrawal of more than 20,000\nvolumes, a project that will continue\nuntil the spring of 1992.\nA great deal of time was\ninvested in planning for technological change as many staff members\nserved on task forces charged with\nscrutinizing the features of a\nnumber of systems marketed by\ncommercial vendors. TheRLIN\nsystem was introduced to support\ncataloguing in Oriental languages\nand has been functioning well for\nseveral months. Early indications\nare that the acquisition of a new\ncomputer has had a beneficial effect\non response time.\nThere has been a significant\ndecrease in the amount of pre-order\nbibliographic searching performed\nin the Catalogue Records Division,\n21,677 titles having been searched in\n1990\/91 as compared with 28,333 in\nthe previous year. This decline of\n25% is probably a reflection of the\nincreased ability of library units to\nperform this function remotely and\na high incidence of fully committed\nallocations in the book budget.\nThe rush trace continues to be\na popular service, with the average\nnumber of monthly requests to the\nprocessing divisions increasing from\n305 to 399 between 1989\/90 and\n1990\/91, a growth of 31%. A major\n15 XI\nThe University of British Columbia Library Annual Report\nThe Division\nis being\ntasked with\nmajor\nsystems\nprojects such\nas the\ndevelopment\nof a new\ncirculation\nsystem\nSYSTEMS\nSystems Change Control\nBoard\nThis Board was established to\nprovide an administrative forum for\nreviewing requests for changes or\nenhancements to existing Library\nsystems, establishing systems\npriorities, and monitoring the\noverall workload of the Systems\nDivision. The latter responsibility is\nespecially important while the\nDivision is being tasked with major\nsystems projects such as the development of a new circulation system.\nDuring the next two years, it may be\nnecessary to curtail or postpone\nchanges to any existing Library\nsystems unless they are absolutely\nessential.\nThe Board consists of the\nUniversity Librarian, the Assistant\nUniversity Librarians, the Systems\nManager, the Systems Division\nHead, and the chairs of the following committees: Public Catalogues\nTask Group, Committee on Computerized Reference Service,\nTechnical Services Task Group, and\nthe Circulation Liaison Committee.\nSystems division\nThe Systems Division completed a typical mix of major,\nmedium, and minor projects during\nthe year while also providing\nongoing operational support for all\nof the hardware and numerous\nmodules of the LDMS system. The\ntwo major projects were the Library\nAutomation Project (LAP) and the\nUBCLINC system. The LAP\nproject was a large scale review\nand evaluation of commercially\navailable automated library\nsystems and the local LDMS\nsystem and involved over sixty\nstaff from all parts of the Library.\nUBCLINC is an inter-Ubrary loan\n(ILL) management system developed in the LDMS environment\nand designed for use by both local\nUBC staff and ILL staff at other BC\npost-secondary libraries.\nMedium projects underway\nduring the year reflected the scope\nand variety of the local LDMS\nsystem. Some of the highlights are\nsummarized here. The BC Electronic Library Network contracted\nwith the UBC Library for the\ndevelopment and implementation\nof a Union Serials Database on the\nLDMS system. Serials records from\nover twenty BC post-secondary\nlibraries and Vancouver Public\nLibrary were loaded into the file.\nThe existing Rush Trace system was\nre-developed. More commercially\navailable databases such as the\nCanadian Education Index and the\nCanadian Statistics Index were\nloaded on the LDMS system.\nSystems support for print\/download workstations that would allow\nusers to save online searches during\na terminal session was developed.\nThe implementation of the\nGoods and Services Tax required\nmodifications to the Acquisitions\nand Invoice Processing systems.\nThe previously separate public and\nstaff inquiry modules on LDMS\nwere merged and some enhancements such as more keyword\nindexes were implemented.\n16 The University of British Columbia Library annual Report\nh ^L m\nTwo major hardware upgrades occurred during the year. In\nthe early Spring, the aging and\nfailing PDP mini computers were\nretired from active service and the\nSGI Unix servers took over the data\ncapture support for the circulation\nsystem. In August the overloaded\nHitachi mainframe was replaced by\nan IBM 3081 machine as part of a\nlarger equipment shuffle at University Computing Services. The larger\nmachine doubled our processing\ncapacity just in time for expected\nuser increase at the beginning of Fall\nTerm. The improvement in performance and response time was\nwelcomed.\nThe Systems Division will be\naddressing basic systems support\nissues such as the migration from\nthe present MTS operating system to\na distributed, and more cost-\neffective, computing platform. The\nrequired communications support\nfor all Library systems will be redeveloped in a manner that reflects\ncomputer communications trends\non campus.\nOrganizational Changes\nSystems management responsibilities were changed during the\nreporting year. The position of\nSystems Manager, reporting to the\nUniversity Librarian, was established. The position was filled by\nBrian Owen, Senior Librarian\/\nAnalyst in the Library's Systems\nDivision. The Head of the Systems\nDivision will now report to the\nSystems Manager. XI\nThe University of British Columbia Library Annual Report\nChanges in\nscholarship,\nscholarly\ncommunication,\nand\ninformation\ntechnology\nplace new\ndemands on the\nLibrary's staff\nHUMAN RESOURCES\nStaff Establishment\nThe Library's staff establishment totalled 359.16, including 99\nlibrarians, 6.17 management &\nprofessional (M&P) staff, and 253.99\nsupport staff at the end of the\nreporting year. The total included\n9.99 cost-recovery or grant-funded\npositions. This compares to an\nestablishment of 358.83 (including\n8.49 cost-recovery or grant-funded\npositions) at the end of the previous\nreporting year. The net increase\nresulted from the establishment of\nadditional cost-recovery and grant-\nfunded positions, the conversion of\na librarian's position into support\nstaff positions, and bridge funding\nto establish the position of a Science\nOutreach librarian, not yet filled.\nThroughout the year, each\nvacancy which occurred was\nreviewed by the Library Administration to see whether a replacement\nwas absolutely necessary, whether\nthe position could be left vacant\ntemporarily, or whether the position\ncould be eliminated. Funds resulting\nfrom positions eliminated or left\nvacant were used to meet the cost of\nsalary settlements, to fund early\nretirement payouts, or to supplement allocations for supplies,\nequipment, and other operating\nexpenses.\nStaff Development &\nTraining\nChanges in scholarship,\nscholarly communication, and\ninformation technology place new\ndemands on the Library's staff.\nThe evolution of an integrated\nelectronic library and information\nsystem will require the provision\nof training and development\nprograms to give staff the skills\nand knowledge they will need in\nthis changing work environment.\nA Staff Development and\nTraining Committee was established\nto develop a comprehensive training\nand development plan for all\nLibrary staff. Responding to\nsuggestions from staff that a senior\nLibrary administrator be responsible\nfor this area, the Committee is\nchaired by the Assistant University\nLibrarian for Administrative\nServices, and includes both librarians and support staff with an\ninterest in training and staff development. The Committee met a\nnumber of times and developed a\ntraining and development needs\nsurvey which was sent to all Library\nstaff in August, 1991. The results of\nthe survey are presently being\ntabulated and their analysis will\nform the basis for the Committee's\nfurther work.\nDuring the past fiscal year the\nLibrary allocated funds for specific\nstaff training programs, as well as\nadditional funds as part of staff\ndevelopment activities related to the\nstrategic planning process. This\nfunding enabled librarians and\nsupport staff to attend on- and off-\ncampus courses and workshops to\n18 The University of British Columbia Library Annual Report\nXI\nlearn new skills that will help them\nto contribute to the fullfilment of the\nLibrary's mission. Library-sponsored workshops included Planning\nfor Change, Myers-Briggs Personality Trait Assessment, and Developing Creativity.\nIn view of the importance of\nstaff training and development, the\nLibrary has allocated additional\nfinancial resources through increased cost recoveries and internal\nre-allocation and has established a\nseparate budget for this purpose. A\nlong-range goal is to increase\nfunding for staff training and\ndevelopment to a minimum of 1 %\nof the Library's salary budget. This\nwill ensure that the Library's staff\nare ready to meet the increasingly\nsophisticated information needs of\nthe Library's users.\nThe Librarians' Travel Grants\nCommittee allocates travel funds to\nlibrarians to permit attendance and\nparticipation at professional conferences and meetings of learned\nsocieties. Funds are limited, and\nonly partial travel, registration, and\naccommodation costs are covered.\nDuring the reporting year, the\nTravel Grants Committee was given\nan allocation of $25,000, including\n$13^00 of supplementary funds.\nForty-two librarians were able to\nattend 18 conferences or professional meetings.\nProfessional Staff\nA Librarians' Career Committee, including both general and\nadministrative librarians, was\nestablished to review career progression, promotion, and advancement, the status of librarians, ranks\nand classifications, compensation\npractices, and methods and conditions of appointment. Chaired by\nthe Assistant University Librarian\nfor Administrative Services, the\nCommittee is reviewing a large\namount of material obtained from\nother institutions and is obtaining\nthe opinions and ideas of UBC\nlibrarians. The Committee will\nmake its recommendations to the\nUniversity Librarian by the end of\nApril 1992. As some of the matters\nbeing discussed by the Committee\nare the subject of bargaining between the University and the\nFaculty Association, changes may\nnot necessarily occur quickly.\nFour librarians retired or took\nearly retirement during the reporting year. Eldo Neufeld retired as\nMusic Cataloguer at the end of\nSeptember, 1990. He had worked\nfor the Library since 1970. Three\nother long-service librarians took\nearly retirement at the end of June,\n1991. Doug Mclnnes, Head of the\nWoodward Library, and former\nUniversity Librarian, had worked\nfor the Library since 1963. Bill\nWatson, Assistant University\nLibrarian, Public Services (Central\nLibraries), and recently Acting\nUniversity Librarian, had completed 22 years of service at the\nLibrary. Chuck Forbes, Curator,\nColbeck Collection (Special Collections), left after serving 25 years.\nAnother four librarians\nresigned during the reporting year.\nDonna Carpenter, Acquisitions\nDivision, resigned in September,\n19 The University of British Columbia Library Annual Report\nUBC LIBRA\nOrganizational\nchanges meant\nincreased or\nadditional\nresponsibilities\nfor other\nlibrarians\n1990. Jim Henderson, Woodward\nLibrary, left in June, 1991, to become\nHead of the BC Medical Library\nService. Joan Sandilands, Head\nSedgewick Library, who had\nworked for the Library since 1968,\nleft at the end of July, 1991 to\nbecome Director of Public Services\nat the University of Victoria. Jane\nPrice, Coordinator of the Health\nSciences Network, left at the end of\nAugust, 1991 to become Department\nHead of the Nanaimo Regional\nHospital Library, having worked at\nthe Library since 1976.\nJim Henderson, Reference\nLibrarian, Woodward Library, was\non professional improvement leave\nfrom September, 1990 to April, 1991\nGeorge Freeman, Head, Biomedical\nBranch Library, was on extended\nsick leave during most of the\nreporting year.\nOther librarians were appointed to fill these vacancies either\non a permanent or short-term basis,\nto replace librarians taking on other\ntemporary assignments, or to fill\ngrant-funded and special project\npositions. Lynne Redenbach was\nappointed Circulation\/Extension\nLibrarian in September, 1990. Brian\nOwen, Technical Services Manager\nfor the Fraser Valley Regional\nLibrary and a former member of the\nLibrary's staff, was appointed Senior\nLibrarian\/Analyst in the Library's\nSystems Division in October, 1990.\nDavid Reimer, formerly Music\nCataloguer at the Metropolitan\nToronto Reference Library, was\nappointed as Music Cataloguer,\neffective November, 1990. Helen\nChow, formerly reference librarian\nfor MacDonald -Dettwiler was\nappointed as a Reference Librarian\nin the Woodward Library.\nPat Lysyk was appointed as\nActing Head, Hamber Library, in\nDecember, 1990, and Nancy Forbes\nwas appointed as Acting Head,\nBiomedical Branch Library, in May,\n1991. Theresa Iverson, Reference\nand Technical Processing Librarian,\nGovernment Publications, was\nassigned in May, 1991 on a part-time\nbasis to the Order Division, and\nSusan Mathew in Government\nPublications was given additional\nhours to replace Theresa. Elsie de\nBruijn served as Acting Head of the\nWoodward Library, and Margaret\nPrice in turn served as Acting\nAssociate Head during the period\nbetween Doug Mclnnes' retirement\nand the appointment of a new\nHead. Cindy Swoveland was\nappointed to a term position as a\nReference Librarian in the Humanities\/Social Sciences Division in July,\n1991.\nTwo new administrative\npositions were established through\ninternal re-allocation of funds. The\nposition of Financial and Budget\nManager was filled in June, 1991 by\nthe appointment of Ann Turner,\nformerly Head of the Catalogue\nRecords Division. That responsibility\nwas assumed on a one-year acting\nbasis by Nick Omelusik, in addition to\nhis responsibilities as Head, Catalogue\nProducts Division. The position of\nFacilities and Preservation Manager\nwas filled by Suzanne Dodson,\nformerly Head, Government Publications and Microforms Division. That\nadditional responsibility was assumed\nby Jocelyn Godolphin, Head,\nHumanities\/Social Sciences Division.\n20 The University of British Columbia Library annual Report\nOrganizational changes meant\nincreased or additional responsibilities for other librarians as well. The\nadministration of the new Order\nDivision, formed by the merger of\nthe former Acquisitions and Serials\nDivisions, was assigned to Nadine\nBaldwin. Joyce Davidson was given\nresponsibility for the Collections\nBudget and Accounting Division.\nHeather Keate, Assistant University\nLibrarian for Public Services, was\ngiven responsibility for those public\nservices units which had previously\nreported to Bill Watson, and Tony\nJeffreys, Assistant University\nLibrarian, Collections, assumed\nmanagement responsibility for the\nnew Order and Collections Budget\nand Accounting Divisions.\nFive librarians were recommended for confirmed appointments during the reporting year:\nBev Scott, Head, Marjorie Smith\nLibrary; Tim Ross, Map Library;\nLee-Ann Bryant, Curriculum\nLaboratory; Sheryl Adam, Information and Orientation Division;\nand Dan Heino, Woodward\nLibrary. The recommendations\nwere supported by the President's\nCommittee on Confirmed Appointments for Librarians, and\nthese librarians were granted\nconfirmed appointments by the\nBoard of Governors.\nUBC librarians continued to\nmaintain the tradition of instructional support for the University's\nSchool of Library, Archival, and\nInformation Studies. Suzanne\nDodson, Head, Government\nPublications and Microforms\nDivision; Allen Soroka, Reference\nLibrarian, Law Library; and Ann\nTurner, Financial and Budget\nManager; respectively, taught\ncourses in government publications, legal bibliography, and\nfinancial management. In addition,\nmany other librarians were called\nupon as guest lecturers throughout\nthe year.\nOne Management & Professional staff position was refilled\nduring the reporting year. Anthony Hardy was appointed as\nhalf-time Indonesian Language\nBibliographic Associate in the\nAsian Library effective November,\n1990. Two Management & Professional staff positions were reclassified during the reporting year.\nMiseli Jeon, the half-time Korean\nLanguage Bibliographic Associate\nin the Asian Library, completed\nher MLS this year, and her appointment was changed to that of\na hbrarian. Approval was also\nobtained to change the vacant\nposition of Financial and Budget\nManager to that of a librarian.\nSupport Staff\nThe support staff severance\nrate decreased to 17% from 22%\nduring the previous reporting\nyear. Of the severances which\noccurred, more than 84% were\nresignations. As well, there was a\nsubstantial decrease in the turnover rate (the percentage of\npositions which change hands\nduring the year compared to the\nestablishment), which declined to\n32% from-46%. There were fewer\ntemporary promotions and\ntransfers, and most of the sever-\n21 The University of British Columbia library Annual Report\nThe\nLibrary's\nregular\nstudent\nassistant\nand hourly\nstaff budget\namounts to\nmore than\n$1 million\nances were at the junior levels.\nForty-nine new employees were\nappointed, and six staff members\nwere recalled.\nThree members of the\nLibrary's support staff retired\nduring the reporting year. Nora\nWilliams, Library Assistant 3, Map\nLibrary, who had worked for the\nLibrary since 1966, retired at the end\nof September, 1990. Colin Banyard,\nLibrary Assistant 1, Circulation\nDivision, retired at the end of\nAugust, 1991. Lily Wilson, Administrative Clerk, Librarian's Office,\nresigned to take early retirement at\nthe end of June, 1991, after completing 30 years of service with the\nUniversity, mcluding 20 years\nwithin the Library. With her\ndeparture, the Librarian's Office lost\nalmost a generation of experience\nand familiarity with the University's\noperations.\nThe classifications of 4\nsupport staff positions were reviewed this year. Reclassifications\nincluded a Secretary 3 to 4\n(Librarian's Office), Library Assistant 4 to 5 (Order Division), Clerk 2\nto 3 (Collections Budget and\nAccounting), and Library Assistant\n1 to 2 (Sedgewick Library). In\naddition, a classification grievance\ninvolving eight employees in the\nCatalogue Records Division, which\nwas scheduled for arbitration, was\nresolved through a letter of understanding clarifying the work of\nlibrarians and support staff at no\ncost to the Library and without\nchanges to the classifications of the\nemployees concerned.\nStudent Employment\nThe Library's regular student\nassistant and hourly staff budget\namounts to more than $1 million,\nthe equivalent of almost 48 full-time\nequivalent positions. The bulk of\nthis money continues to be spent on\nstudent assistants working ten hours\nper week or less who perform basic\nlibrary and clerical functions. The\nremainder is used for temporary\nproject and replacement staff,\nsummer sessional staff, graduate\nacademic assistants, and to cover the\ndifference between the work study\nstudent rate authorized by the\nProvincial government, and the rate\nthe collective agreement requires the\nLibrary to pay such students.\nDuring the past year, nine\nvacancies for Graduate Academic\nAssistants were advertised and\nfilled with students enrolled in\nUBC's School of Library, Archival,\nand Information Studies (SLAIS), in\naddition to students carrying over\nfrom the previous year. These\nstudents perform professional\nduties including reference assistance, assistance with collection\ndevelopment, bibliographic searching, and evening or weekend\nsupervision. The use of Graduate\nAcademic Assistants supports the\neducational and training program of\nnew librarians at UBC, and enables\nthe Library to provide additional\nservices in a cost-effective manner.\nThe Library was allocated\n$12,895 for Challenge '91 summer\nprojects during the past year. Eleven\nprojects were developed by Division\nand Branch Heads, and five were\napproved\u2014 in Humanities\/Social\n22 The University of British Columbia Library Annual Report\n31\nSciences, in Special Collections, in\nthe Asian Library, in the Woodward\nLibrary, and in the Crane Library.\nIn addition, the Director of SLAIS\nmade available to the Library the\nmajor part of SLAIS's Challenge '91\nallocation, $4,655, so that two\nadditional projects in Information\nand Orientation and the Sedgewick\nLibrary could be approved.\nIn addition to the Library and\nSLAIS projects, the Special Collections Division gained the services of\nother students for projects sponsored by other academic departments. This was a substantial\nincrease from the previous year,\nwhen the Library used only $4,200\nand sponsored two projects. The\nLibrary provided an additional\n$17350 in matching funds to\nsupplement the Provincial government allocation, so that the students\nwho were hired could be paid at\n$10.00 per hour rather than at the\nminiinuin wage of $5.00 per hour\nprovided by the program.\nThe Library advertised 56\nwork study student assistant\npositions during the reporting year.\nOf these, 40 were filled, providing\n5,969 additional hours of assistance.\nThe Provincial government provided re-imbursement at $9.00 per\nhour, yielding an additional $53,721\nto the Library. However, the\nLibrary had to top-up this rate to\npay $11.10 per hour plus vacation\npay as mandated by the rate\nestablished for student assistants in\nthe CUTE 2950 Collective Agreement, and cover the employer's\nshare of compulsory benefits for a\ncost of $16334.\n23 The University of British Columbia Library Annual Report\nA variety\nof\ndevelopment\nand\ncommunity\nsupport\nactivities\nwere\nundertaken\nduring the\nreporting\nyear\nDEVELOPMENT AND\nCOMMUNITY SUPPORT\nA variety of development and\ncommunity support activities were\nundertaken during the reporting\nyear. Development work with the\nFriends of the Library continued,\nand two newsletters were produced\nfor the Friends in December 1990\nand June 1991. The Friends of the\nLibrary Advisory Council met twice\ndining the year to discuss the\nLibrary and to advise the President\non matters affecting the Library. An\ninaugural meeting of the Technology Advisory Subcommittee was\nheld in September 1990.\nThe First Annual Library\nSymposium focussing on scholarly\npublishing and the information\nexplosion was held in March, 1991.\nCo-sponsored by the Vice President,\nAcademic and the University\nLibrarian, the symposium was well-\nattended, and a successful first step\nin a continuing series of such\nsymposia which will address key\ntopics affecting academic libraries.\nThe Symposium was followed in\nApril 1991 by an equally successful\nAuthors' Reception. Sponsored in\nconjunction with the President's\nOffice, the reception recognized the\ncontribution to the advancement of\nknowledge made by the University's many faculty and staff\nauthors.\n1991. A Teaching & Learning Fund\nGrant Proposal was developed in\nJune 1991.\nThe Library continues to work\nclosely with the University's\nDevelopment Office in such activities as the Campus Campaign and\nthe Phase I Building project. For the\nlatter, major gifts were received\nfrom the Bank of Nova Scotia, BC\nHydro, Imperial Oil, Royal Bank of\nCanada, Dominion Pemberton\nSecurities, Toronto Dominion Bank,\nCanada Trust Company, Confederation Life, BC Gas, BC Sugar, Placer\nDome, Royal LePage, Shell Canada,\nCanada Life Assurance Company,\nand the Canadian Imperial Bank of\nCommerce.\nLibrary development activities are managed by a half-time\ngrant-funded Development\nManager reporting to the University Librarian.\nOther development activities\nincluded preparation for the Asian\nLibrary 30th Anniversary Reception,\nwhich was held in September 1990,\nand for a Science Division Open\nHouse, which was held in February\n24 The University of British Columbia Library Annual Report\nXI\nGOALS AND PLANS\nFOR 1991\/92\n1 Strategic Plan\n\u2666 To develop and publicize the\nLibrary's strategic plan through\nfull consultation with the\nUniversity community.\n\u2666 To review and evaluate the\nservices which the Library\ncurrently provides to determine\ntheir usefulness to Library\nusers.\n\u2666 To develop, evaluate, and seek\nconsensus on strategies for the\nimplementation of the Library's\nstrategic plan.\n\u2666 To implement strategies which\nwill lead to more effective\nLibrary operations and services.\n\u2666 To co-operate with other\nlibraries, external groups and\nagencies in the development\nand provision of Library\nservices.\n2.
