(fh^JxjLrdh,      ^Vv^v^Z^*^\n-^L-^\n *\nI\n{y^^iAhuAxA^ayx' 4iJ^a^A-\/^c,  \/W^^v'-^A.\na. r k~^wvl\/^>\ni\n o\no\no\n26th August  1948.\nMinister of Fisheries,\nOttawa*\nDear Sir;-\nIn a recent issue of the Vancouver Province\"there\nwas an article re building a series of small dams across\ntributaries of the Fraser river with the apparent object\nof controlling f&ood waters (and incidently, I presume,\ncreating storages which might eventually be utilized in\nconnection with power installations.)\nOf course I need not tell you about the spawning\nhabits of salmon, but the thought may not have occurred to\nyou that as the depth of water in which sockeyes deposit\ntheir eggs is under 30 inches any dam construction that\nwould raise the stream or lake level above 30 inehes would\nprobably destroy its use for the breeding salmon.\nThe undertaking suggested is not a new idea*\nForty years ago it was proposed to erect dams across Naas\nriver tributaries to, by raising their levels, lessen the\ntoll bears and other predatory animals took of the salmon\nwhen spawning. I experienced considerable difficulty in\npersuading the Department of Fisheries to turn down the\nrequest.\nIt is to be hoped that the powers that be will\nrefuse permission for any damming og the Fraser or its\ntributaries for power purposes. There is no crying need\nfor such development to-day and the requirements of many\ndecades to come could be supplied by harnessing waters\nthat do not originate or carry runs of salmon.\nFood is a vital necessity and it would be nothing\nshort of criminal to risk destroying ohe of our greatest\nsources of food supply In order to create something else\nof much less use or national value.\nI have never heard what, if any, ill effects\nfollowed the raising of the level of Nimpkish Lake, but\nI certainly look for a detrimental result, although the\ndamage done to that spawning area may not be apparent for\na few years to come* I have seen the Sacramento river salmon JbzftEKfcsJE fishery destroyed by hydraulic mining operations burying its spawning beds under tons of sedimentary\ndeposits. I have seen the upper Columbia river salmon runs\ncompletely annihilated by the installation of irrigation\nsystems. I have seen the salmon runs of the Quesnel tributary of Fraser river eliminated by a dam built across that\nriver. xLLl these were of little worth compared to the value\nof Fraser river's vast sockeye fishery.
