It\nshows silver sulphides, galena,\nzinc and iron pyrites, in a gangue\nof quartz-porphyry such as forms\ntests, but no regular shipments I the vein filling of the B.C. It is of small use\nto collect a fine of $900 or $1000 unless\nthe public, in whose interests the action\nis taken, has the opportunity to see, and\nis made to realize, its full significance.\"\nUnder sections 16 and 17 of the Act\nabove referred to, a company is required\nto submit its prospectus for endorsation\nof the Government Resident Mining Engineer in the district in which the company\nproposes to operate, in order that he may\ncheck up the statements therein made,\nand pass on their authenticity. While it\nfs realized that it is impossible for him to\nsay definitely exactly what will be found\nunderground on the property, yet he is able\nto verify or otherwise the salient features\nof the undertaking, particularly as to its\nlocation, extent of surface showings and\ntheir values.\nIn this manner the Government has\nprotected the public as far as it is humanly\npossible for it to do so. The rest is up to\nthe public themselves. They have te do\ntheir part if the fullest possible protection\nis to be given.\nIt is an extraordinary thing about\nmining, that the average man seldom\nthinks for one moment of applying even\nthe most rudimentary principles of business before investing in a mining undertaking; for instance, be seldom if ever\ninquires as tc to the organization of the\ncompany, its management, or transportation possibilities, neither does he ascertain how much of the money which he is\ninvesting goes into actual development.\nThe Department of Mines of this Province is doing its utmost to protect the\npublic from unscrupulous mining promoters, but this is not sufficient protection.\nNo laws can protect a man from his own\nfoolishness. The public must learn to\ncarry some of the burden, and the sooner\nthey do so, the sooner will the pure stock-\nselling promotions be eliminated.\nTo every reader of the Portland Canal\nNews we would say, remember the following points, and when approached to buy\nstock, apply them. Investigate the organization of the company; if you are not in a\nposition to do this for yourself, get advice\non this point from someone in whom you\nhave confidence. Second, investigate the\nmanagement\ufffd\ufffd\ufffdis it experienced and practical? Third, how much of your money\ngoes into actual development; to guide\nyou in this, the Hon.
