GILES, f.r.a.i.c\nDeputy Minister of Public Works\n PUBLIC WORKS REPORT,   1974\/75\nE 9\nREPORT OF THE  DIRECTOR,  SAFETY  ENGINEERING\nSERVICES  DIVISION\nThe Safety Engineering Services Division has as its primary objective the provision of a safe environment for the citizens of British Columbia in the disciplines of\nboiler and pressure vessels, electricity, and gas.\nThe objectives of the Division are achieved through educational standards\ndevelopment and inspectional programming. Specific branch activities include\nsurvey of plans and designs to ensure conformance with adopted safety standards,\nexamination and certification of persons and equipment, investigations of accidents\nand fires, installation inspections, and educational functions which include standards\ndevelopment meetings, code seminars, and dissemination of information on new\nand amended safety requirements. In recognition of the changing needs of society\nand in response to the recommendations of a commissioned inquiry chaired by Dr.\nHugh Keenleyside, the staff within the branches devoted considerable effort during\nthe year toward updating service-oriented programming.\nTo ensure the services are delivered in the most efficient and effective manner,\ndecentralization was continued. The inspection staff complement in outlying areas\nwas increased by some 30 individuals. The groundwork was also laid for improving information services on safety for the industry and the general public. Lawson\nDirector\n E  10\nBRITISH COLUMBIA\nREPORT OF THE CHIEF  BOILER  INSPECTOR\nOur Branch has the responsibility to enforce the Boiler and Pressure Vessel\nAct, ensuring the safety of pressure plant equipment and the public.\nOur efforts for the year have been particularly directed at further developing\nconsistent and uniform application of the codes and standards embodied in our Act\nand regulations. In carrying out the task, we have attempted to serve all persons\nequally with fairness and in the most expeditious and economical way, and in the\ndeployment of staff we are planning some further decentralization.\nExperience during the past year, involving our investigations and meetings,\nshow where a number of changes in our approaches to the control of potential\nhazards and the elimination of hazards need to be considered. The considerations\nwill involve reorganization of our Branch, include new roles for personnel, new\nsystems, methods, and procedures. Undoubtedly we will need to develop new\napproaches to evolve an efficient effective service to the public. In addition there\nwill likely be new tasks and activities with the continuous expansion of plants and\nequipment.\nThe demands for our services have taxed all members of our staff many times\nbeyond reasonable limits, especially the supervisors. It would be an act of omission not to include a sincere thank you to all of the staff for the way they have performed their duties.\nDuring the year, many meetings of review and standardization boards were held,\nmainly to develop an effective way to meet with as broad a representation of the\neffected community as possible and afford a means for complete communication\nwith them in restructuring of our Act and regulations. These efforts are also continuing and will be complemented, we hope, by a flow of related information to\nthe public.\nActivity graphs are attached.\nWe made 26 investigations into the more serious incidents and have full reports on file. The inspection service has also been\nupgraded and made more effective with a decentralizing of the activities within the\nBranch and providing a Regional Inspector for seven general areas covering the\nwhole of the Province.\nThe offices where the inspection staff has been increased by one more inspector\nare as follows: Kamloops, Nelson, Kelowna, Abbotsford, New Westminster, Williams Lake (new office), and Vancouver.\nThere were no changes to the Gas Act or to the regulations this past year, but\nchanges to both the Act and regulations are contemplated for next year.\nGas service will be extended into the municipalities of Salmo, Fruitvale, and\nMontrose sometime this summer.\nThe Gas Inspection Branch investigated 18 fires, which were generally of a\nminor nature, although one fire that was investigated had caused one fatality, but\nnatural gas was not the cause.\nThere were three explosions to equipment that were investigated, one of which\nwas a result of tampering with the equipment and the other two by failure of controls to function safely.\nIn most of the activities of the Branch there was an increase over the work\nload of the previous year; however, the number of permits issued for the current\nyear was down about 8 per cent over the past year as a result of the downturn in\nnew construction.\nSummary of Work, 1974\/75\nNew designs checked     2,890\nAppliance certifications     1,750\nGas permits (all municipalities)   30,340\nGas-fitter examinations         380\nGas-fitter licences issued         268\nGas-fitter licences renewed      2,491\nGas contractor licences issued        106\nGas contractor licences renewed        785\nInspections (all types)   72,000\nSpecial investigations   48\nNumber of meetings conducted (including regional meetings) ___ 16\nW. Certificates of competency for electrical contractors issued\nthroughout the year totalled 2,739, a statistically insignificant decrease of 1 per cent\nover the previous year.   Distribution of these certificates was as follows:\nA\u2014249\nB\u2014388\nC\u2014414\nPA\u2014312\nPB\u2014446\nPC\u2014688\nRA\u2014 11\nRB\u2014 18\nRC\u2014213\nThe number of electrical permits issued by the Branch totalled 92,452, a decrease of 14 per cent over the previous year. In view of the increase in total dollar\nvalue of building permits issued, an increase in the average value per installation\nis indicated. An increase in the inspectional staff during the year permitted an\nincrease in the number of inspections carried out to 83,752, an increase of 17 per\ncent over the previous fiscal year.\nTreasury Board approval for a staff increase of 20 electrical inspectors was\nreceived in November 1974. Competitions were held and 14 new inspectors were\nhired before the end of the fiscal year.\nThrough a change in emphasis the number of applications for certification of\nequipment increased to 1,446, an increase of 26 per cent over the previous year.\nThe number of individual items decreased to 3,371 from 4,464 during the previous\nyear.\nA.
