the number\nlicensed last year was 27,737 or 14 per cent, a total of 225,327 motor-vehicles (other\nthan motor-cycles) being licensed, while an increase in the number of drivers being\nlicensed this year over the number of drivers licensed last year was 23,781 or 8.6 per\ncent, a total of 299,833 drivers' licences being issued. Of the 36,042 motor-vehicles\nbeing licensed for the first time in this Province, 26,858 were of the private passenger\ntype and 9,184 were commercial type motor-vehicles. Included in this number were\n4,889 used private passenger type motor-vehicles and 958 used commercial type motor-\nvehicles which had been licensed in other places and brought into this Province for use\nhere. In the number of notices of transfer\nreceived upon changes taking place in the ownership of motor-vehicles, motor-cycles, or\ntrailers, all issuing offices with the exception of 3 showed an increase, and of these 3, REPORT OF SUPERINTENDENT OF MOTOR-VEHICLES,  1949 CC 9\n2 showed a decrease and 1 did not handle any such notices either last year or this year.\nIn the issuing of the chauffeurs' licences, 33 of the issuing offices showed an increase this\nyear, while the remaining 8 offices showed a decrease, the most marked of which was\nat Barkerville and Stewart. All issuing offices with the exception of 4 showed an increase\nin the number of drivers' licences issued, but in the issuing of permits to minor, 14 issuing\noffices showed an increase and 26 issuing offices showed a decrease, while 1 issuing office\ndid not issue any permits to minor this year or last year. This was an increase of $7,233.40 or 22.8 per cent over the\namount collected from this source during the calendar year 1948.\nA sharp increase of 42.8 per cent was registered in the number of refunds made this\nyear, these totalling 2,643, as compared with 1,851 last year. These refunds amounted\nto $22,683.66, an increase of $6,391.42 or 33.1 per cent over the amount so refunded\nduring the preceding year. The number of these convictions\nwas 15,034, an increase of 3,780 over the number reported last year. This decrease was registered in the\nowner's policy certificates for public and limited vehicles, there being 2,737 of these filed\nthis year as compared with 3,164 last year, a decrease of 427 or 13.49 per cent. Owner's\npolicy certificates and garage and sales agencies policy certificates filed during the year\ntotalled 4,700, an increase of 198 or 4.39 per cent over the number so filed last year,\nwhile a slight increase of 0.37 per cent was registered in the number of drivers' policy\ncertificates filed, there being 1,066 filed this year as compared with 1,062 last year.\nOut of a total of 11,424 British Columbia financial responsibility insurance certificates received during the year, 2,921 or 25.57 per cent were rejected and returned to\nthe insurance companies concerned as incorrect. While this number of rejections is\nstill much too high, it does show a slight decrease under the number which were rejected\nin 1948, when 25.6 per cent of the certificates received were not acceptable.\nThe number of British Columbia financial responsibility insurance certificates which\nwere cancelled during the year amounted to 7,423. This was a decrease of 4,214 or 36.2\nper cent under the number cancelled during the previous year. However, it is felt that,\ndue to the number of enquiries from insurance companies during the year in connection\nwith their responsibility when such certificates are not cancelled, a substantial increase in\nthe number of cancellations may be anticipated in the future.\nFinancial responsibility cards issued during the year to corporations who had filed\nbonds, or who had been issued with a certificate from the Superintendent of Insurance\nthat they maintain sufficient funds to satisfy third-party liability claims, totalled 500 and\none such card was issued to a private individual who deposited security for $11,000.\nAs it is necessary to screen all new registrations of motor-vehicles as well as transfers\nof the same, and all applications for original drivers' licences, approximately 301,500\nindividual checks were made this year as compared with approximately 255,100 made\nlast year, an increase of 18.1 per cent.\nDuring the year, 3,691 drivers' licences and 2,808 motor-vehicle licences were\nsuspended under the financial responsibility sections of the \" Motor-vehicle Act.\" This\nwas an increase of 433 or 13.3 per cent in the number of drivers' licences suspended and\nan increase of 484 or 20.8 per cent in the number of motor-vehicle licences suspended\nas compared with last year.\nHowever, 2,587 drivers' licences and 2,121 motor-vehicle licences were reinstated\nduring the year upon compliance with the requirements of such financial responsibility\nsections of the Act or the bona-fide sale of the motor-vehicles concerned to other persons.\nThis was an increase of 658 or 34.3 per cent in the number of drivers' licences reinstated\nand an increase of 774 or 57.5 per cent in the number of motor-vehicle licences reinstated\nin this connection as compared with last year. This was an increase of 33.6 per cent over the number so suspended\nduring the corresponding period last year. Of these, 102 were released, as\none year had elapsed since the date of the motor-vehicle accident as a result of which\nthey were required to give such proof and they had not been named as defendant in an\naction in connection with damages and had neither paid nor agreed to pay any sum for\ndamages; or as a result of judgment in an action for damages being given in their favour,\nand 306 were released by submitting the necessary proof that during a period of at least\nthree years immediately preceding their application for release they had not been convicted of any offence which would bring them under the financial responsibility legislation,\nthat they had no judgment in an action for damages as a result of a motor-vehicle accident\noutstanding against them, and that they had not been involved in any motor-vehicle\naccident.\nAt the beginning of the year, 351 motor-vehicles were still impounded as a result\nof being involved in a motor-vehicle accident, and during the year, 1,554 were impounded\nfor this reason, making a total of 1,905. During the year, 1,505 motor-vehicles were\nreleased from impoundment, leaving 400 motor-vehicles still impounded on December\n31st, 1949. The 1,505 motor-vehicles were released from impoundment under the\nfollowing circumstances:\u2014\n(a) By the owners giving security sufficient to satisfy any judgment that might\nthereafter be recovered against them as a result of the accident and fifing\nproof of financial responsibility for future operation, 73.\n(b) By the owners producing satisfactory proof that all claims for damages\nresulting from the accident had been satisfied and filing proof of financial\nresponsibility for future operation, 647.\n(c) By the production of a motor-vehicle liability insurance card or a financial\nresponsibility card in respect to the motor-vehicle which was in full force\nat the time of the accident, 46.\n(d) By satisfactory proof being given that the only damage resulting from the\naccident was to the person or property of the owner or the driver, 97.\n(e) By satisfactory proof being given that, at the time of the accident, the\nmotor-vehicle was a stolen motor-vehicle, 8.\n(\/) By satisfactory proof being given that the motor-vehicle impounded was\nso damaged that it would be impractical to repair it so that it could be\ndriven on the highway, 56.\n(g) By satisfactory proof being given that the driver, owner, or other person\nin charge of the motor-vehicle was the holder of a valid existing motor-\nvehicle liability policy in full force at the time of the accident, 242.\n(h) By the owner or driver of the motor-vehicle producing satisfactory proof\nof satisfaction of claims for damages (non-residents), 67.\n(i) By warrant of execution, 1.\n(\/') By judgment in action for damages having been given in favour of the\nowner of the impounded motor-vehicle, 2.\n(\/c) On expiration of six months after accident and no action for damages\ntaken against owner of impounded motor-vehicle, 247.\n(I) By satisfactory proof being given that, at the time of the accident, the\nmotor-vehicle was properly parked, 19.\nMOTOR-VEHICLE ACCIDENTS\nAlthough there was an increase of 13.49 per cent in the number of motor-vehicles\nlicensed within the Province during 1949, I am very pleased to be able to report that CC 38 BRITISH COLUMBIA\nthere was a decrease of 1.12 per cent in the number of motor-vehicle accidents resulting\nin personal injuries and a decrease of 1.89 per cent in the number of motor-vehicle\naccidents resulting in fatalities, motor-vehicle accidents resulting in personal injuries\ntotalling 3,633 this year as compared with 3,674 last year, and fatal motor-vehicle\naccidents totalling 156 as compared with 159 last year.\nThe total number of reportable motor-vehicle accidents .this year was 19,061 as\ncompared with 17,565 last year, an increase of 1,496 or 8.52 per cent, while 5,194\npersons received non-fatal personal injuries this year as compared with 5,133 last year,\nan increase of 61 or 1.19 per cent, and 184 persons lost their lives as compared with 182\nlast year, an increase of 2 or 1.1 per cent. Property damage caused in reportable motor-\nvehicle accidents this year amounted to $3,769,821.29, an increase of $602,711.76 or\n19.03 per cent over the amount caused during last year. However, it would seem that\nsome of this increase in the amount of property damage can be attributed to the increased\ncost of repairs.\nFrom the brief summary given in Appendix I of the motor-vehicle accidents\noccurring in this Province during the past ten years, it will be noted that during that\nperiod there has been 95,447 accidents, which have resulted in 1,424 fatalities, 35,144\npersons receiving non-fatal injuries, and property damage of $14,550,244.97 being\ncaused, such acidents involving 158,680 motor-vehicles.\nThis year, 13,651 or 71.6 per cent of all motor-vehicle accidents resulted from\ncollision between motor-vehicles. This is an increase in this type of accident of 2.7 per\ncent over last year, when 68.9 per cent of the motor-vehicle accidents resulted from this\ncause. As a result of this type of accident, 2,322 persons were injured and 32 persons\ndied, this being 44.7 per cent of the persons receiving non-fatal injuries and 17.3 per cent\nof the persons receiving fatal injuries in motor-vehicle accidents.\nThe next largest group was the non-collision accidents, which amounted to 1,889\nor 9.9 per cent of the total accidents. This type of accident resulted in 923 persons\nreceiving non-fatal injuries and 72 person losing their lives, which was 17.7 per cent of\nthe total number of persons injured and 39.1 per cent of the total fatalities. This is\na sharp increase over last year in the number of fatalities in this type of accident, when\n25.2 per cent of the fatalities occurred from this source.\nMotor-vehicles striking fixed objects was the third largest group, these totalling\n1,293 or 6.7 per cent of the total accidents and caused non-fatal injuries to 397 or 7.6\nper cent of the persons receiving such injuries and 11 or 5.9 per cent of the fatalities.\nThis type of accident shows a decrease in the number of persons injured and killed this\nyear as compared with last year, when 464 persons were injured and 16 persons killed.\nAlthough there were 91 less accidents this year with pedestrians being struck by\nmotor-vehicles, resulting in a decrease of 78 in the number of persons receiving non-fatal\ninjuries and a decrease of 7 in the number of persons losing their lives in such accidents\nas compared with last year, this still remains the most fatal type, as in 949 or 4.9 per cent\nof the total number of motor-vehicle accidents, 939 or 18 per cent of the number of\npersons receiving non-fatal injuries were caused as well as 48 or 26 per cent of the\nfatalities.\nThere was no change in the peak hours of motor-vehicle accidents, which still\nremains from 4 to 6 p.m., 3,229 or 16.9 per cent of the accidents taking place at this\ntime, while Saturday was again the day on which most accidents occurred, 4,139 or\n21.7 per cent of the total accidents taking place on that day.\nOf the 32,970 motor-vehicles involved in reportable motor-vehicle accidents this\nyear, 23,271 or 70.5 per cent were private passenger type motor-vehicles, 4,056 or 12.3\nper cent were trucks, 3,233 or 9.8 per cent were deliveries, and 963 or 2.9 per cent were\ntaxis. This was a percentage increase of 1.5 per cent in the number of private passenger\ntype motor-vehicles and a percentage increase of 2 per cent irt the number of deliveries REPORT OF SUPERINTENDENT OF MOTOR-VEHICLES,   1949 CC 39\ninvolved, over last year, while a percentage decrease of 2.6 per cent in the number of\ntrucks and 0.9 per cent in the number of taxis involved, under last year, was registered.\nPrivate passenger type motor-vehicles were involved in 59.2 per cent of the fatal\naccidents, an increase of 7.6 per cent over last year; 68.7 per cent of the accidents\nresulting in non-fatal injuries, an increase of 1 per cent over last year; and 71 per cent\nof the accidents resulting in property damage only, an increase of 1.3 per cent over last\nyear. Trucks were involved in 23.2 per cent of the fatal accidents, a decrease of 4.5\nper cent under last year; 9.2 per cent of the accidents resulting in non-fatal injuries,\na decrease of 3.7 per cent under last year; and 12.8 per cent of the accidents resulting\nin property damage only, a decrease of 2.5 per cent under last year. Deliveries were\ninvolved in 9 per cent of the fatal accidents, an increase of 1.6 per cent over last year;\n10.1 per cent of the accidents resulting in non-fatal injuries, a decrease of 1.3 per cent\nunder last year; and 9.7 per cent of the accidents resulting in property damage only,\na decrease of 4.2 per cent under last year. Taxis were involved in 0.5 per cent of the\nfatal accidents, a decrease of 2.7 per cent under last year; 2.6 per cent of the accidents\nresulting in non-fatal injuries, a decrease of 0.8 per cent under last year; and 3 per cent of\nthe accidents resulting in property damage only, a decrease of 0.9 per cent under last year.\nAccidents occurring at railroad crossings increased by 17.6 per cent this year,\n83.7 per cent taking place at unguarded crossings, resulting in 80 per cent of the fatalities,\n94.7 per cent of the accidents resulting in non-fatal personal injuries, and 80.3 per cent\nof the accidents resulting in property damage only from this source.\nOf the 32,970 motor-vehicle drivers involved in accidents, 94.7 per cent were male\ndrivers. Drivers under 25 years of age comprised 22.5 per cent of the drivers involved\nin motor-vehicle accidents, and this group was involved in accidents which caused 27.6\nper cent of the fatalities, 25.1 per cent of the non-fatal injuries, and 22 per cent of the\nproperty damage. The largest age-group of the drivers involved were those between\n25 and 40 years of age, this group being involved in 45.6 per cent of the total accidents,\nresulting in 40.7 per cent of the fatalities, 44.6 per cent of the non-fatal injuries, and\n45.8 per cent of the property damage.\nOf the drivers involved in accidents, 75.7 per cent had a driving experience of five\nyears and over, and these were involved in accidents causing 56.1 per cent of the fatalities,\n72.5 per cent of the personal injuries, and 76.4 per cent of the property damage. However, 2.5 per cent of the drivers involved had a driving experience of not more than twelve\nmonths, and these drivers were involved in accidents resulting in 6.9 per cent of the\nfatalities, those drivers having less than three months' experience being involved in\naccidents resulting in 3.7 per cent of the fatalities.\nWhile 89.9 per cent of the drivers involved were apparently in a normal condition,\n0.3 per cent were intoxicated, and this group was involved in accidents resulting in\n2.6 per cent of the fatalities. Non-resident drivers involved in accidents comprised\n1.4 per cent of the total drivers involved, and this group was involved in accidents\nresulting in 5 per cent of the fatalities. Last year there were 243 drivers who did not\nhave a driver's licence involved in accidents, and these drivers were involved in accidents\nin which 6 fatalities and 86 non-fatal personal injuries were caused. This year there\nwere only 24 persons not having drivers' licences involved in accidents, these resulting\nin 1 fatality and 5 non-fatal injuries.\nIn those accidents in which there was no doubt but that the action of the driver\ncontributed to the accident, the largest group (18.3 per cent) were those who left their\ncars standing in the roadway, followed closely by the group (18.1 per cent) who drove off\nthe highway, while the practice resulting in the most fatal accidents were those who\nexceeded the speed-limit who, while they comprised but 1.2 per cent of the drivers in\nthis group, were involved in 6 per cent of the fatalities caused by such group. CC 40 BRITISH COLUMBIA\nAgain this year, there has been a decrease in the number of pedestrians who have\nbeen killed or injured as a result of being involved in motor-vehicle accidents, 4.8 per\ncent of the pedestrians so involved receiving fatal injuries and 95.2 per cent receiving\nnon-fatal injuries. This is a decrease of 13.5 per cent in the number receiving fatal\ninjuries and 7.4 per cent in the number receiving non-fatal injuries. Of the pedestrians\nreceiving fatal injuries, 22.9 per cent were under 15 years of age. This is an increase of\n1 in this age-group over last year. However, there was a decrease of 6 in the number\nof pedestrians between the ages of 50 and 64 and a decrease of 8 in the number of\npedestrians of 65 years and over who were fatally injured, as compared with last year.\nThe largest group of pedestrians who were fatally injured were those who were walking\non or along a highway.\nOf those who lost their lives or received non-fatal injuries from motor-vehicle accidents, the largest group was again passengers, of whom 72 received fatal injuries and\n2,638 non-fatal injuries. This was an increase of 18 per cent in the number of those\nreceiving fatal injuries and an increase of 9.4 per cent in the number receiving non-fatal\ninjuries, as compared with last year. Drivers wer,e the next largest group, of whom 55\nreceived fatal injuries and 1,229 non-fatal injuries. This was an increase of 37.5 per\ncent in the number of drivers who lost their lives and 10.5 per cent of the number receiving non-fatal injuries, as compared with last year.\nAgain this year, accidents occurring during darkness were more than twice as fatal\nas those occurring during daylight, there being 21.5 per cent of the accidents resulting in\n39.7 per cent of the fatalities occurring during darkness as compared with 56.2 per cent\nof the accidents occurring during daylight resulting in 36.6 per cent of the fatalities.\nBrakes were found to be defective in 1.4 per cent of the motor-vehicles involved in\naccidents and these motor-vehicles were involved in 4.8 per cent of the fatalities, while\n5.9 per cent of the motor-vehicles involved were operating on slippery roads without\nchains and these motor-vehicles were involved in 3.2 per cent of the fatalities. Of the\nmotor-vehicles involved in accidents, 81.2 per cent were apparently in good condition\nand this group of motor-vehicles was involved in 73.6 per cent of the fatalities.\nReportable motor-vehicle accidents occurring in cities in the Province this year\ntotalled 11,673 or 61.2 per cent of the total accidents. While this was an actual increase\nof 6 per cent in the number of accidents occurring in cities this year as compared with\nlast year, it is a decrease of 1.4 per cent in the over-all picture of motor-vehicle accidents\noccurring throughout the Province. These motor-vehicle accidents in cities resulted in\n57 persons receiving fatal injuries, an increase of 11.8 per cent over last year; 2,656\npersons receiving non-fatal injuries, a decrease of 0.1 per cent under last year; and\nproperty damage of $1,845,832.27, an increase of 16.1 per cent over last year. The\nnumber of motor-vehicles involved showed an increase of 13.4 per cent over last year.\nThe greatest percentage increase in motor-vehicle accidents in cities was at Rossland,\naccidents in that city increasing 255.6 per cent over last year, while the greatest percentage decrease was registered at Grand Forks, where the accidents showed a decrease of\n38.1 per cent under last year.\nIn district municipalities, there were 3,254 reportable motor-vehicle accidents this\nyear, an increase of 6.5 per cent over last year. This was 17 per cent of the total accidents in the Province, which was a decrease in the over-all picture of 0.3 per cent under\nlast year. These accidents in the district municipalities resulted in 43 persons receiving\nfatal injuries, a decrease of 32.8 per cent under last year; 1,086 persons receiving nonfatal injuries, a decrease of 6.9 per cent under last year; and $753,137.62 property\ndamage being caused, an increase of 9.3 per cent over last year: the number of motor-\nvehicles involved showing an increase of 7.9 per cent. The heaviest percentage increase\nwas registered in Fraser Mills, where an increase of 700 per cent was registered, and the\nlargest percentage decrease took place in Glenmore, where a decrease of 66.7 per cent\nwas shown. In all instances, these defects were corrected\nimmediately. It was also found necessary to suspend the operation of one school bus,\nas it was considered to be in too poor a condition to be transporting school children to\nand from school. This school bus was subsequently replaced by a new piece of equipment.\nThe Mechanical Inspectors of the Motor Carrier Branch carried out 131 inspections\nof school buses during the year, and in 33 cases steering was found to be defective, while\nin 8 cases brakes were found defective. In each case, the defects were immediately\nremedied.\nA total of 80 new school buses were put into operation for the transporting of school\nchildren during the year, an increase of 20 or 33.33 per cent over the number of new\nschool buses put into operation last year.
