Norman Baker, who had been Superannuation Commissioner since April 1st,\n1931.\nIncluded in this Report are financial statements and statistics covering the period\nMay 1st, 1947, to March 31st, 1948, of the Retirement Fund, which, by amendment to\nthe \" Civil Service Superannuation Act,\" was created in 1947 in order to provide retirement allowances for persons in the service of the Crown whose duties are of a part-\ntime nature or who are employed on an hourly- or daily-wage basis.\nI have the honour to be,\nSir,\nYour obedient servant,\nR. SUPERANNUATION REPORT, 1947-48.\nREPORT OF THE BUSINESS DONE IN PURSUANCE OF THE \"CIVIL SERVICE\nSUPERANNUATION ACT\" DURING THE FISCAL YEAR 1947-48.\nPart I.\u2014Civil Service Superannuation Fund.\nSections 6, 7, and 8.\u2014Regular contributions received from employees amounted to\n$754,037.88. The Minister of Finance provided an equal amount as a contribution\nfrom the employer to the Fund. As at March 31st, 1948, there were 5,688 contributors\nto the Fund.\nSection 10.\u2014Special voluntary contributions received from employees amounted to\n$109,705.57. As at March 31st, 1948, there were 841 employees making special voluntary contributions.\nSection 12.\u2014As at March 31st, 1948, deposits with the Treasury at credit of the\nCivil Service Superannuation Fund amounted to $18,906,338.15.\nSection 13.\u2014Interest in the amount of $853,358.66 was received from the Minister\nof Finance, calculated at the rate of 5 per cent, per annum, based on the credit balances\nin the Fund on April 1st, 1947, and October 1st, 1947, and credited as at September\n30th, 1947, and March 31st, 1948, respectively.\nSection lb.\u2014 (1) (a) A total of $156,640.73 was transferred from the Employer's\nAccount to the Special Reserve Account pursuant to various sections of the Act.\n(1) (6) A total of $221,405.37 was received from the Minister of Finance for\ncredit of the Special Reserve Account, being 2 per cent, of the pay-roll of contributing\nemployees.\nPrior service pension payments chargeable to the Special Reserve Account amounted\nto $103,741.63.\nSection 15.\u2014Former employees who were reinstated in the service of the Government made payments toward the reinstatement of their superannuation accounts\namounting to $6,340.18.\nSection 16.\u2014A statement of all moneys received and paid out under the provisions\nof this Act and the assets and liabilities appertaining to the granting of superannuation\nallowances under its provisions is given in the statement of revenue and expenditure\nand the balance-sheet appended hereto.\nSection 17.\u2014 (1) Superannuation allowances were granted to 81 contributors\npursuant to this subsection. For analysis see statements of comparative statistics\nappended hereto.\n(5) and (6) Regular contributions received from employees of a Board of School\nTrustees to whom these subsections apply amounted to $480.70. An equal amount was\nreceived from the appropriation provided by \" Special Assistance in the Cost of Education Act, Amendment Act, 1946,\" as a contribution from the employer to the Fund.\n(7) An amount of $30,931.46 was expended in supplementing pensions pursuant\nto sections 17 (7), 18 (6), and 20 (la). The Minister of Finance reimbursed the Fund\nfor this amount out of Consolidated Revenue.\nSection 18.\u2014(16). The Minister of Finance provided an amount of $5,091.02 in\naccordance with the provisions of this subsection as an employer contribution in respect\nof female contributors whose superannuation classifications have been changed by\nreason of the reduction of their retirement age under the \" Civil Service Act.\"\n(6) Refer to section 17 (7) above. T 6 BRITISH COLUMBIA.\nSection 20.\u2014(1) Superannuation allowances were granted to dependents of 8\nemployees who died while in service.\n(la) Refer to section 17 (7) above.\nSection 22.\u2014Refunds totalling $4,810.01 were made to the widow or estate in the\ncase of 10 contributors who died while in service.\nSection 23.\u2014Refunds totalling $151,482.75 were made to 561 contributors who left\nthe service of the Government. An amount of $8,075.51 was transferred to the contributors' credit in Employees' Suspense Account in respect of 20 former employees\nwho were out of the service of the Government for more than three years.\nSection 35.\u2014An amount of $2,824.50 was paid over to the Minister of Finance in\naccordance with the provisions of this section.\nSection 38 (3).\u2014An amount of $15,408.12 was transferred to the British Columbia\nPower Commission Superannuation Fund in respect of 3 former contributors who\nentered the service of the British Columbia Power Commission.\nPart II.\u2014Retirement Fund.\nSection 41.\u2014Contributions received from employees amounted to $142,071.48. The\nMinister of Finance provided an equal amount as a contribution from the employer to\nthe Fund.    As at March 31st, 1948, there were 1,575 contributors to the Fund.\nSection 4.2.\u2014Interest in the amount of $2,964.93 was received from the Minister of\nFinance, calculated at the rate of 5 per cent, per annum, in the same manner as under\nPart I of the Act.\nSection 45.\u2014(2) Superannuation allowances were granted to 7 contributors pursuant to this subsection.\n(3) An amount of $947.31 was expended to supplement pension payments granted\nin accordance with Schedule C of the Act.
