F.
Office of Inspector of Dykes,
Lands and Works Department,
Victoria, B.C., December 31st, 1907
J. Fulton, E.G.,
Chief Commissioner of Lauds and Works,
Victm-ia, B. C. ;
Sir,—I have the honour to submit herewith the following report relative to the maintenance and management of the Chilliwhack, Matsqui, Maple Ridge, Coquitlam and Pitt
Meadows Dyking Districts for the period extending from October 1st, 1906, to September
30th, 1907.
On account of the heavy snow fall last winter and the continuance of cool weather until
late in the spring, fears were entertained by the land-owners in the Dyked Districts of an
unusually high freshet in the Fraser River this year. But owing to the fact that the different
districts comprising the watershed of the Fraser were not subjected to the effect of hot
weather at the same time, a condition necessary to cause an excessive flood, the snow went off
gradually, and although the water in the river was maintained at a high stage for a longer
period than usual, it did not rise beyond the ordinary high-water mark, as may be seen by
reference to the following comparative statement showing the maximum freshet heights of the
Fraser River for the eight years, from 1900 to 1907 inclusive, as observed at Chilliwhack,
Matsqui and Pitt River :—
Year,
1900
1901
1902
(
ISO.1.
1
1904
1905
1906 /
1907
I
Chilliwhack.
Date.
June
27.
2.
June 2}
July 5/
June 18.
9.
„ 11.
9.
13.
July
June
H. This work could best be done under a local
improvement system by which each of the land-owners benefited would contribute proportionately towards the cost of the work. Chilliwhack District has already taken steps in that
direction, and some of the other districts are contemplating taking similar action.
Under existing conditions a considerable area in the dyked districts is unproductive, for
the want of drainage facilities, and yields no return for the money paid out to cover dyking
assessments; whereas, if a proper! j organised system of drainage were carried out the lands
affected would be in a position to yield a revenue which would pay off the cost of the necessary
improvements in one or two years and thereafter afford profitable returns.
Respectfully submitted,
E.
