McKenzie, Esq., Superintendent of Education:\nSia(\u2014We, tho undersigned parents and guardians, beg to append our names, together with the number of children of each, who attend, or would attend, the Public\nSchool at Wellington, with the following object, viz.: to protest against the present\nstate of the school house, the insufficiency of the means of teaching, and the niggardly\namount of money spent for educational purposes at Wellington; also to ask that the\nschool house be improved and enlarged, its grounds enclosed, and an additional teacher\nbe provided.\nWe say that we are shamefully neglected. We say that the whole concern is a\ndisgrace to the Province, a disgrace to the Government, a disgrace to the place, and a\ndisgrace to the educational system and management of any country.\nWe put the matter thus strongly, because all former representations have been\ncompletely ignored, and we feel it necessary for the same reason to publish this petition.\nThe school house is 29 feet long, 19 feet wide, and 13 feet high. There are 79\nscholars on the school roll, and there would be more were it not for the disgusting,\nunhealthy, and\u2014if the inculcation of cleanliness and decency be a branch of moral\ntraining\u2014immoral state of the buildings.\nThere are two small water-closets within a few feet and in full view of each other,\nfor boys  and girls of all ages, and there is no partition.   You are aware of these facts. 44 Vic\nCorrespondence\u2014Wellington School.\n463\nYou, as the head of education in the Province, must see the absurd incapacity of\nthe house, and the impossibility that one teacher can do justice to himself or his scholars\nin their mental or moral training. We are of opinion that the present teacher, a most\nefficient, hard-working gentleman, is over-worked and under-paid.\nWe think that for the present it would be more consistent with judicious economy\nto enlarge the present building, and to add a teacher for the younger children, than to\nbuild a second school house, which, however, will be necessary in another year or two.\nWe conclude with this: It is now over a year and a half since Wellington, with its\n79 scholars, and a school population of 229, and being 70 miles distant from the Capital,\nhas been visited by the Superintendent of Education.\nWe are, Sir,\nYour obedient servants,\nNames.\n[Geo. Wearn\t\nWilliam Noye\t\nZebulem Crane\t\nNo. op\nChildren.\nThe Superintendent of Education to the Trustees.\nEducation Office,\nVictoria, 17th January, 1881.\nSir,\u2014I acknowledge the receipt of a communication signed by your trustee board\nand others the parents of the children attending the Wellington school.\nI have to take exception to your assertion that all your former representations have\nbeen completely ignored.    You have made none.\nThe water-closets of your school should have been attended to by your board from\nthe time they were first put up until now, and by your board alone. Instead of doing\nso last year, you allowed to lapse and failed to expend the sum of $32.50, the uncalled\nfor balance of the incidental expense money allowed by vote of the Legislative Assembly\nfor Wellington school to 30th June, 1880.\nMy object in writing now, however, is scarcely to defend myself from attack but to\nrequest you to place the needs and requirements of your district in such a business-like\nshape that they may be intelligently considered\u2014as for instance, the nature of the\nrecommended addition to the school building, with probable cost; also the amount you\nwill require beyond the usual $40 for incidental expenses, &c.\nShould a second or assistant teacher be considered necessary, please to state the\ngrounds for such necessity. An enrolment of 79 in the school register is no guide;\naverage attendance alone can be so considered.\nI have, &c.\n(Signed)        C. C. McKenzie,\nSuperintendent of Education. 464 Correspondence\u2014Wellington School. 1881\nStatistical remarks on the statements contained in the letter sent to the Superintendent of Education by the parents of the children attending Wellington School, and\npublished in the Colonist newspaper:\n1879-80.\n24 of those who signed the letter sent no children to school.\n*i \u00bb \u00bb \u00bb      40 \u201e \u201e\nOf these 40 children,    1 was under age;\n5 attended between 1 and 7 days;\n2 attended 13 days or less;\n3 attended less than 30 days;\n3 attended less than 45 days, &e.\nOf the 79 children enrolled on the register,\n9 have left Wellington for stated places;\n4 have left for parts unknown;\n2 left school to go to work.\nThirty-six is the average daily attendance of the school.\nThe size of the school room is said to be 29 feet long, 19 feet wide, and 13 feet high,\nor contains 7163 cubic feet.\nThe following is an extract from the compendium of school law and regulations,\nEducation Department, Ontario:\n\" Thus, for instance, a room for 50 children would require space for 6,000 cubic feet\nof air, and this would be equal to a cube of the following or equivalent dimensions in\nfeet, viz.: 30 feet by 20 feet by 10 feet, which is equivalent to a room 30 feet long by 20\nfeet wide by 10 feet high.\"\nC.
