C. NOV. 26. 1910.
NO 16
PORT ALBERNI BOARD OF TRADE
MOVES TO INCORPORATE
THE TOWN.
Even the Alberni Land company has
come to realize the necessity of, and
the advantages to be derived from,
municipal incorporation, and there is
now a good prospect that the unorganized town of Port Alberni will, by next
Spring, be converted into a real city,
with a mayor, a board of aldermen, a
city clerk and a great seal, together
with various other officials and accessories.
The question of incorporation was
discussed at the regular meeting of the
Port Alberni Board of Trade, held last
Monday night, when it was shown by
I, -the secretary that, with the assistance
„»f the Land company, an area of town-
jite embracing assessment values
I amounting to $800,000, could be brought
into the scheme.
Alfred Carmichael, representing the
Land company, said his company were
willing to do what they could to assist
incorporation if the Local Improvement
or some other plan that would be just
to them were adopted.
A committee composed of A. E.
Waterhouse, R. F. Blandy, A. D.
Cooper, Dr. Hilton and A. Carmichael,
was appointed to take proceedings.
FREE SEEDS
FOR FARMERS
Dentistry.
D. E. Kerr, D. D. Details
incorporating the syndicate and
jiancing a water works were discussed
jid"the proposition was advanced to a
(age from which it must, in the course
1 a month, go through to completion
or fall down altogether. Mr. Murray
left on Tuesday for Seattle where he
will confer again with his cypitalistic
associates.
Asked if it was the intention of his
company to inaugurate and gold dredging work on China Creek this winter
Mr. Murray said it was not likely "that
much would be done as he did not see
his way clear to obtaining satisfactory
claim to the ground proposed to be
worked. There was no trouble in connection with securing leases from the
Provincial government, but it was
found that E. & N. Railway company
and other private interests might have
to be dealt with also. In the meantime his company would endeavor to
hold what rights it could, and would
have some further prospecting work
done.
James Gibson and M. Enter, two
well known placer miners who came into this district with Mr. Murray about
a year ago, left on Monday for the
scene of the proposed mining operations. They are camped in the Duke
of York cabin and will spend a couple
of months prospecting.
Amateur Performers
Give a Good Show
"Dearest Mamma," the comedy
sketch given by the Alberni Amateur
Dramatic society in Whyte's hall on
Thursday night, returned full value in
laugh provocation to the two hundred
or more people who attended the performance.
The characters were most fittingly
cast, and the company was splendidly
balanced.
The leading lady's part was taken by
Mrs. Seale, who appeared for the first
time before a local audience, and met
with marked favor. Mrs. Seale is perfectly at home on the stage, and sust
tained her part with a naturalness of
manner and a dramatic intelligence that
would do credit to many a professional
actress.
Mrs. Haslam, who was in the title
role, gave a creditable interpretation of
the objectionable and meddlesome
mother-in-law, while Mrs. Guilliod
gracefully and winsomely presented the
character of an interesting widow who
had her eyes and mind on a possible
second husband.
Leslie Withers, in the role of Uncle
Browser, did all that was expected of
him, and that, by the way, is saying a
great deal, for he has a reputation as a
comedian that none but a real artist
could sustain. He was a whole show
in himself, and the risibilities of the
audience had no chance for a rest while
he was on the stage.
M. Stevens, thoroughly rehearsed in
his part of a woman dodger, appeared
to better advantage than he has ever
been seen in Alberni, where he meritoriously acquired the. title of local
comedian.
C. Blandy, as an indulgent husband,
and a champion of matrimonial life, did
the thing smoothly. He has a fine stage
presence, a striking manner and a well
cultivated voice. .
George Roff, the butler, with only a
small part to play, was so good as to
make the audience regret that more
work had not been provided for him.
Prior to the presentation of "Dearest mamma," George Roff, C. Blandy,
C. M. Pineo and M. Stevens produced a
laughable farce entitled "A Kiss in the
Dark," Mr. Pineo and Mr. Stevens
taking feminine parts with an ability
that showed that they were well acquainted with the working of the hearts
and minds of the fair sex. It might
also be said that Mr. Pineo looked lovely in a handsome gown of pink satin
and a well groomed wig of blond hair.
Before and after the farce Sid Bennett entertained the audience with songs
that won him repeated encores.
It was announced in Victoria on
Tuesday that tenders for the construction of the first section- of the Canadian
Northern on Vancouver Island would
be called for this week. The necessary location surveys are now well advanced towards completion, and the
contract will be awarded almost immediately.
By instruction of the Hon. Minister
of Agriculture a distribution is being
made this season of samples of superior sorts of grain and potatoes to Canadian farmers for the improvement of
seed. The stock for distribution has
been secured mainly from the experi-
I mental farms at Indian Head, Sask.,
I Brandon, Man., and Ottawa, Ont. The
j samples consist of oats, spring wheat,
j barley, field peas, Indian corn (for en-
I silage only), and potatoes. A quantity
I of each of the following varieties has
I been secured for this distribution:
Oats—Banner, Abundance, Danish
i Island, Wide Awake, Thousand Dollar,
| Improved Ligowo—all white varieties.
Wheat—red varities—Marquis and
Early Red Fife (early beardless sorts
of high baking strength), Red Fife
(beardless), Preston and Huron (early,
bearded). Medium to
late varieties—Gold Coin, Carman No.
1 and Money Maker. The later varieties are, as a rule, more productive
than the earlier kinds.
Only one sample will be sent to each
applicant, hence if an individual receives a sample of oats he cannot also
receive one of wheat, barley, peas, Indian corn or potatoes. Applications on
printed cards or sheets, or lists of
names from one individual, or applications for more than one sample for one
household, cannot be entertained. The
samples will be sent free of charge
through the mail.
Amplications should he addressed to
the Dominion Cerealist, Experimental
Farm, Ottawa, and may be sent in any
time from the 1st of December to the
15th of February, after which the lists
will be closed so that the samples
asked for may be sent out in good
time. Applicants should mention the
variety they prefer with a second sort
as an alternative. Applications will be
filled in the order in which they are received so long as the supply of seed
lasts. Farmers are advised to apply
early to avoid possible disappointment.
Those applying for Indian corn or potatoes should bear in mind that the
corn is not usually distributed until
April, and that potatoes cannot be
mailed until danger from frost in
transit is over.
No postage is required on mail matter addressed to the Experimental
Farm, Ottawa.
WOULD IMPROVE SYSTEM
ON THE WEST COAST
To the Editor of Pioneer News:
Dear Sir, — May I encroach sufficiently on your space to attract attention and support to the following resolution which I propose to move at the
next meeting of the Alberni Board of
Trade. The resolution explains itself
and should commend itself to everyone
familiar with conditions on the West
Coast. This is now the season when
shipping disasters may be anticipated
at any time. We have been remarkably free of such for the last two years
but experience tells us that history
will repeat itself and that we should
be prepared for any emergency.
The improvement called for by the
resolution will cost practically nothing,
will injure no one, and may be the
means of saving hundreds of lives.
Allow me to emphasize that the
resolution contains not the slightest reflection on the present operators. With
the exception of two or three at the
southern end of the island, below Port i
Renfrew, I'know them all and respect I
them all, and am sure they would, one
and all do their utmost to assist if they
knew of any wreck or person in distress, but they cannot act unless there
is some method of notifying them in
case of emergency at all hours.
A. W. Neill.
"Whereas the government has spent
large sums for the protection of shipping approaching the west coast of
Vancouver Island by the erection of
light houses, fog stations, wireless telegraph and lifeboat stations, the making of the West Coast trail and maintaining patrol men on it during the
winter months.
"And whereas there is a telegraph
and telephone line from Victoria to
Clayoquot, following the shore line for
some two hundred miles, with about
twenty calling stations on it, which
was installed largely on account of its
benefit in reporting shipping and
wrecks.
"And whereas the hours of the operators are from 8 a. m. until 8 p. m.,
and whereas it is during the night that
there is most danger of a wreck occurring, involving heavy loss of life from
a steamer mistaking or failing to make
the entrance to the straits, such as in
the case of the Valencia, and whereas
in every instance the telegraphic instruments and telephones are in the
residences of the operators;
"Therefore we respectfully ask the
government to establish an "Emergency Call" to which every operator
would be expected to give attention to,
if within hearing, after hours.
"This would not entail any extra
hours attendance on the . operators
whose hours are long enough already,
but merely require them to answer an
"Emergency Call" at any time after
hours when they heard it. This would
not restrict an operator from spending
the evening or the night away from
home, but merely on his return home
he would reply to the call as soon as he
heard it. As each operator sleeps in
house where his instruments are it
would only very seldom happen that
the call would go unanswered all night.
The only equipment expense would be
that of installing an extension bell to
the bedroom.
"Among the settlements of the West
Coast, some of them isolated, it would
sometimes happen that the general
public would want to send a message
through after hours such as in the case
of needing a doctor or, in case of a
breakdown in the machinery of a sawmill or cannery. To provide for such
and ensure that the operators would
not be imposed upon, we would suggest that each commercial message
sent after hours on an "Emergency
Call" should be charged $2.50 in addition to ordinary rates, and that the
$2.50 be divided as a bonus between the
sending and receiving operators. This
bonus to be increased to $5.00 in the
case of reporting wrecks and in the latter instance to be paid by the department.
Therefore we urge the government to
favourably consider the establishment
of such a system which could be
done at a triflng cost, at no hardship to
the operators, and providing an opportunity of sending messages in an emergency at all hours, an opportunity which
might some day prove of the most vital
importance in the saving of many lives.
And further be it resolved that copies
of this resolution be forwarded asking
for their endorsement and suppo™t to
the following boUico und poisons: The
Port Alberni Board of Trade, the Victoria Board of Trade, the Development
Leagues of Ucluelet, Clayoquot aid
Port Renfrew, the Hon. SPENCER'S CONCEIT.
The Ivy.
Vancouver, B. C. Nov. 16, 1910.
To the Editor Alberni Pioneer News:
Dear Sir:—Some time ago you issued a stricture on our Local Option work,
and especially upon myself. In your issue of Nov. 12th, you have a short
leader criticizing the position taken by our League. The adjectives you are so
graceful in using may read very prettily to liquor advocates, and you rightly
state that our principal aim is to let the people settle the liquor question for
themselves by a vote at the polls. You may call this "cunning bluff" if you
like, but you are not in line with that purpose as your paper shows.
However, the people of your district are evidently not led by the statements
you make as they did elect the Temperance candidate at the last election. It is
not a question with us what political party a man belongs to. What we do desire and aim to accomplish is the election of temperance men on both sides of
the House and I am glad to inform you that our 90 Leagues are made up of
both sides of politics and the larger number of them are Conservatives. So
that it is not a question of politics with us, but of giving the people their inherent right. That we provoke criticism is a causa for thankfulness even though
you describe us as narrow-minded and probably think yourself liberal-minded.
While we give the people their right, you deny them that right. Keep on firing
away, Mr. Editor, and you will help us in the Alberni district.
I am, Yours truly,
D. Spencer, Supt.
The letter printed above is quite characteristic of D. (Rev. Dr.) Spencer,
and rather than "Yours Truly," he could more fittingly have subscribed himself
"Yours Rashly," "Yours Superficially," or "Yours Superciliously."
Dr. Spencer writes with the manner of one who believes that he needs only
touch the escape valve of his intellectual fountain and his opponent will be
sorely squelched by a burst of effective sarcasm and unanswerable argument.
It is only because thoughtful people seldom take him seriously that Dr.
Spencer is permitted to rant, unchallenged, on the platform, and through the
columns of newspapers, and create the impression in some quarters, perhaps,
that he is the master mind of the arena.
It is not the intention of the editor, whether he be of the thoughtful or
other mental class, in making this reply, to take the superintendent of the [
Local Option League seriously, but merely to show his superficiality
and endeavor to puncture his personal conceit.
It can be seen, by the date line of Dr. Spencer's letter, that he must have
been quick about making his reply to the editor of this paper. It can be easily
observed, also, by anyone who will take the trouble to read the leader he refers
to, that he did not use even ordinary precaution to find out what he was attempting to demolish.
There is not in the Pioneer Naws of Nov. 12, a leader short or long, narrow
or wide, or any other article of any kind, criticizing the position taken by "our
League." There is in that issue a short leader wholly confined to comment on
Dr. Spencer, the Local Option and Scott Act man, without any mantion of, or
reference to, "our League," or any other league. It deals with remarks in
which he used the first personal pronoun "I," and purported to tell what he,
himself, did not want.
The editor of this paper did not state, rightly or wrongly, that "our principal aim is to let the people settle the liquor question for themselves by a vote at
the polls." In a nsws item, in anithar part of tha papar, Dr. Sp.ncir's own
statement of something to that effect was given with quotation marks properly
placed.
In the last sentence of the first paragraph of Dr. Spencer's letter the editor
is told that he is not in line with the purpose of "cunning bluff" as his paper
shows. Probably that is not what the reverend doctor meant to say, but, in
his haste, accidentally slipped into that one truth.
Dr. Spencer's statement that the people of this district "did elect the Temperance candidate at the last election," is something new. It should sound
strange to Mr. Brewster, who was the successful candidate, and startling to
those liquor vendors whose support both he and his agents canvassed and secured. Neither of the candidates, in their campaign addresses, appealed to the
electorate either in favor of or against the Temperance question. Even supposing that Dr. Spencer's statement, in this connection, be true, it is beyond
human power to understand how a leader in this paper of Nov. 12, 1910, or one
in the issue of Aug. 6, 1910, which is the "some time ago" mentioned in the
opening sentence of his letter, could have affected the voting on Nov. 25, 1909.
This rash, superficial and supercilious preacher might better have withheld
that sly insinuation about pleasing liquor advocates until he became more
familiar with the policy of this paper on the liquor question. That policy, as
regular readers know, has brought about marked reforms in the liquor business,
and has for its aim nothing short of a restriction that will remove all the foolish evils for which the traffic can be held responsible. That policy has been commended by prominent and earnest Prohibition workers in this district who have
seen and appreciated the results of it. It has never aimed to please liquor advocates or liquor dealers and there can be no reason shown why liquor interests
should be pleased with it any more than Dr. Spencer should be.
It is quite apparent that one who does not agree with and accept the methods of Dr. Spencer is, from his point of view, a friend of the liquor advocates.
Therein is one evidence that he is narrow-minded.
Whene'er a human life we see
Like some scarred forest oak,
Then may we as the ivy be,
And seek its wounds to cloak.
Our words be as the ivy vines
The soul's rough scars to hide,
That like the oak the ivy twines
Its beauty may abide.
For words a neighbor's heart doth bare,
And hidden wounds uncloak,
Are like the wanton hands that tear
The ivy from the oak.
But words of love and charity
These wounds would seek to screen,
As ivy doth the scarred oak tree
'Neath its soft robe of green.
Dudley H.
