A letter has been received in Edmonton from Fort St. John on Peace River  from one of the Fresno party, who are  wintering up there. It states that the  journey from St. John to the Nelson  River is practicable by horses and flat  sleighs, and is about 200 miles long.  Horses are no use-after the Nelson is  reached, but the journey by boat  down the river is comparatively easy.  Very encouraging reports have been  received of prospects on the Liard.  __* new time table will go inlo force  on the C. & E. railway nest month.  Trains will leave Calgary for Edmonton three times a week on Mondays,  Wednesdays and Fridays, returning  Tuesdays, Thursdays, and Saturdays.  Three trains a week will make the  round trip between Calgary and Macleod on Tuesdays, Thursdays and Saturdays.  The Chinese must go.   It seems pos-  sible however lo . accept this  p_nlit.ical  axiom and at the same time accept  Chin \"si* hospitality at their New Year  festival. There have been plenty of  men this past week, who have been  quite ready and willing to drink their  whiskey anel smoke their cigars, who  would be among the first to protest  against the admission of a Chinaman  into the Lardeau or Slocan. John's  hospitality appears to be unbounded,  bul his opinion of some of his self invited guests wo'ild doubtless make  interesting reading.  fuse to employ Canadian miners on  their properties. And there is very  little doubt that there arc instances,  in wliich this is the case. To this our  correspondent adds a further count  against the entire development of the  country by foreign capital. Tin* Herald is free to admit that it would be  much more satisfactory lo see Kootenay opened up hy Canadian capital  and Canadian labour. But il must be  remembered that while mining is not  a new industry in Canada exictly, it  is not one, which has as yet been carried on iu lhe Dominion to any very  large extent, and it is not one, of  which capital in Canada has much  expericr.ee. There is not, it must be  acknowledged, any very large class of  working men in Canada who can be*  placed nuclei' the head of \"miners.\"  One province alone, Nova Scotia, can  furnish men in any considerable number, who have become experienced in  underground work by following that  occupation as a me.'ins of. living.  Quartz tinning has been caniedon in  the States now for half a _ century. It  is ,-i channel lo which home capital  naturally turns. It is an occupation  which 'men have followed for two  generations. It took time \"to reach  this stage of affairs in the States and  it will take time in Canada.' When  that time comes, there vvill ho no lack  of Canadian capital to develope Canadian mines, and no lack of occupation  for Canadian miners eit of Canadian  miners to take hold of il. It-  is owned' by the Canadian-American  Gold Mining and Development Co.,  which owns some free lulling claims  near tliere. The town is to be irun on  semi-cooperative lines, and the plans  of civic government by commission  anil civic insurance* will be tried in it,  and also the Gottenberg system of  handling the liquor trailic by the corporation. The experiment will be  watched with interest.though whether  -a .-milling- cainp-atfeirds-a-very-favor-  able subject for it, is perhaps open to  doubt. Tbe  first baby born in'f erguson.        >\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd '\"'  The communication, which will be  found in another column under the  head of Rights of Citizens raises a  question, which certainly demands  consideration just at present, but  which is to tell the truth a great deal  easier raised than settled. -The complaint is not so much against foreigners coming in as individuals to engage  in prospecting or mining ou their own  account. This is a feature of all mining countries, for wliich no really  effectual remedy has ever been devised, or for that matter has it been  thought wise to attempt to prevent it.  It is true that before any foreigner can  take up a claim in the States he has to  declare his intention of becoming a  citizen. But this does nol make him  any less a foreigner or more of .in  American. As long 'as.it suits him he  uses his declaration for his own benefit. If he decides to take up his permanent abode in the States he may or  may not go on to take the oath of allegiance. If he feels like going back to  his own country his declaration will  not slop him. Itis impossible to see  any benefit, wliich Canada would gain  by adopting this policy either in Kootenay or the Yukon. But the real  complaint is this. He is bringing the Conservatives bark to power, as though  by deliberate design. He is making  liis own government short-lived. By-  elections prove nothing. Any government in power can always secure  by-elections, especially if it possesses  the means which this present government has not hesitated to use. But  we have probably.the most intelligent  electorate in the world* Here and  there we may notice, gusts of passion  wliich obscure the judgment, hut upon  the whole I elo not believe any country can show so high a degree of  intelligence on the part of the electorate. The issue, in iny judgment,  simply requires to be put plainly to  the people at the first opportunity to  reverse the catch vote which placed  the Liberals in power. I have just  come from the west and I know something of the revulsion of feeling there.  I have given some, attention to the  genera] feeling of the people, and I  am confident that if the government  lives out its five years' term it will not  exceed it.\"  Through the Worst of it.  A. H. MacNeill tells a good story of  a party of BosUmians who outfitted in  the east to go to the Klondike overland from Ashcroft. After the horses,  wagons, sleds, provisions, tents, Man  kets, etc., etc., were unloaded from  the cars one of the leaders of the party  straightened up and with a sigh exclaimed : \"Thank God, the worst  part of tha journey is done with.\"\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd  Rossland Record. .   ' \ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd  UNEXPLORED^ COUNTRY  Which May Turn Out as Good as the  Yukon.  In the opinion of Mr. J. H. McFarlane, who has been some time in the  Cassiar country there is a vast extent  of country lying around the beaten  routes in that part of the province,  which is just as likely to repay the  prospector as any in the Yukon. The  Cassiar country, in which the big  strikt*s were made in the seventies, is  only a vei y small portion of the whole.  Difliculties of transportation, which  the present rush to Klondike will induce capital to overcome, have hither-  lo kept prospectors from spreading  out, and exploring the country along  the headwaters of the tributaries of  the main streams. The country lying  northwest from Dease River towards  the head of the* Big and Little Salmon  rivers has never been touched and  should prove a rich district. Experienced prospectors will find, it a great  ileal more to their advantage to lei  the ru-ih pass on to Klondike and  strike off into these bye districts for  themselves. 'By taking time they can  satisfy themselves that they are not  leaving good ground behind them and.  if they do not strike anything, can  ilways drop dovvn stream to the Yukon and will probably find that by  that time the horde of inexperienced  gold seekei's has retreated, leaving  plenty, of good claims behind them.  Olf the trodden routes little or nothing  is known about the country even  quite close to the coast, and I have  known good pay taken in coarse gold  not more than 65 miles from the coast  on the Unack river, which empties into the ht*ad of Behm's channel, 00 miles  south of Wrangel. Ithink^th'e^ Liard  i'ivei'\"iyill also te weirth\" \"prospecting.  I lieard a trader called' Sylvester, who'  used to trade at a post on the Liard  named after him, say that S12S.0OO  hatl been taken off Bedrock Bar on  that river below the mouth of the  Deasv* river. In my opinion the  Stickeen route is the one to take. The  river is easily navigable by steamer or  boat, and I have sailed up the .whole  length of it to Telegraph Landing.  This will no doubt prove the favorite  route next summer, but I would advise men, who know what they are  about, to let the rush go on hy Teslin  Lake and take in for themselves the  coiintry-indicated-above-in-between. They are doing  improvement work on the Cariboo  road, clearing trees away from the  sides and fixing it up in preparation  for the i ush.  ]\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd_., of Van-  new map of  British Columbia. It is in seven colors  and shews the various mining recorders' divisions, each in a different  tint, which looks very pretty. But  the topography of the map is not up\"  to the mark at all. It vvill be news for  instance to the thousands of tourists  who have spent a, few days at the  Glacier, lo learn that Mount Sir  Donald lies about 30 miles north of  the main line of the C. P. R. at the  head of Carnes Creek, and to property  owners in tbe famous townsite of Lardeau Lo note that it is situated opposite Arrowhead on'the west bank of  the. Columbia. Onr readers will be  pleased to hear that a large and important town known as Evansport has  sprung np on Galena Bay, at least so  the map says, while the boom at Trout  Luke City has apparently lifted the  whole shooting match from the head  of Trout Lake to a point about half  way down [on the north shore, The  map is stated to be up to date but, the  new mining recording district  Arrowlake is not shewn.  of  Gold on the Lardeau.  The Tront Lake Topic's reports on  the placer digging on the Lardeau are  highly satisfactory. McCarter appeared for the appellant. In his evidence* Mr. Griffith  stated that he. had received complaint*\"  about gambling in the Kootenay  House. One party, McKay, reported  that ho had lose $St>0 there. He got  back S\"~l) from S. Adler. the proprietor, next day, although Adler said  that bo h.id lost it gambling. S. Adler  was called to give evidence in support  of the appeal, and after Mr. Spragge  had examined him the court slopped  the case. The judge said that after  Adler's own testimony, which shewed  that he sat down with a.half drunken  man in his own house and saw him  lose. $600 in a game, hi which he himself took a hand, and on a Sunday at  that, no further evidence was required.
