Thompson, on behalf of the' city band of which he is a prominent membr.r, moved that the band authorities be empowered to purchase sufficient lamps and chain for their use while giving concerts in the park band stand. This was seconded by Aid. Cope land and carried, although Aid. Sutherland protested against the expenditure. With reference to the question of atreet name boards which next arose, some discussion took place as to whether these should be of wood or metal. Aid. Taylor urged the use of the latter for their duri- bility while it was contended that the black and white painted boards were more visible. An estimate had been made by.the Boa.J of Works, represented by Aid. Copeland, that not leas than 113 signs would be needed ae a start, and these would be placed at the corners of the principal street intersections as reported last week. Aid. Copeland was requested to go further into the matter and find out which material would be the most suitable and upon a decision being arrived at, the council would call for tenders in the matter of supplying the signs. Aid. Calder next brought the attention of the council to the fact that when Eli Avenue was so- named it did not extend east beyond Pendoxi St. and that the extension from Eli Avenue to Ethel St, was called Harvey Ave. He suggested therefore that one or the other of the names Eli or Harvey be adopted for the whole street. It was pointed out that there were more residents on Harvey Avenue than on Eli Avenue, but that the minority might object to a change to the name of the majority who were on a newer street. Aid. Sutherland therefore suggested an entire change to one and the same name, and requested Aid. Calder to make enquiries of the residents concerned to obtain their views. The next order of business waa the second reading of by-laws 132 and 133 aa quoted in last week's issue. This waa on the motion of Aid. Taylor and Calder. The date of the poll was set for June 6th next in the council chamber. The only correspondence received was a batch of circulars requiring no diacussion ; the council therefore adjourned until the 23rd inst. Selling Agency to be in Operation by June 1 Representatives Appointed For This District At last Saturday's meeting called in the interests of the Cential Selling Agency, Messrs. A. W. Bowser, J. E. Reekie, W. Gay. J. Woolsey, Buck and N. D. McTavish were appointed representatives from the district to provisionally hold stock in the Okanagan United Growers, Ltd., being embowered to appoint two directors from their number. Mr. R. Robertson who has shown not only a tremendous energy but a wonderful gift for organization in handling of the complex problem which has faced the valley, was present and addressed the meeting. He expressed the utmost confidence in the movement, and eaid that if the growers stood solid he had no doubt at all but that it would be a great success. The government was heartily n favor of the scheme, and would put into circulation for the assistance of the various local organizations in the Okanagan Valley a sum of $130,000 to $200,000 in cash. \" I am confident that it will work ill right,\" said Mr. Robertson, \"and will bring better days for Kelowna and the valley. Mistakes have been made in the past, but let us wipe them out and start with a clean sheet under the new organization.\" With proper support the new company meant the dawn of a new era for the fruitgrower. In answer to a question, Mr. Robertson stated amidst applause that it was fully expected that the newly formed association would be in first class working by the first of June next. Regular Meeting of Board of Trade Decide to Proceed with New Office Building $1.50 Per Annum. Arrangements are complete for a big day's sport on Saturday, the 24th, and the committees who have the affair in hand are sparing no pains to make the event a great success. The Musical & Dramatic Society are working unusually hard to get \" San Toy \" ready for June 18th. We had the privilege of being^pre- sent at the last rehearsal and the members are certainly sparing no pains to make this the finest production in th j history ofthe society and their efforts deserve the heartiest support of the theatre-going public who cannot fail to appreciate the high ambition responsible for such a gorgeous production. Lacrosse Schedule The annual meeting of the O. V. L A. waa held at Vernon last Thursday May 15th for the purpose of drawing up a schedule for the coming season. A large number of members attended the meeting from the various towns and it looks as if it will be a good year for lacrosse in the Okanagan. July 23-Vernon at Armstrong. Farmers' Institute . Spring Lectures Notice has been sent out by the deputy Minister of Agriculture of the arrangements made for the series of spring lectures in connection with the Farmers' Institutes. Mr. R. C Ashby, B.S., Professor of Animal Husbandry of Pullman, Washington, and Mr. H. Reid, a poultry expert of Victoria B.C. will visit this district lecturing as follows : Oyama, Thursday June 5, 8 p.m. Okanagan Mission, Friday June 6th, 2 p.m. Ellison, Friday June 6, 8 p.m. Westbank, Saturday June 7th at 8 p.m. Royal Commission on Agriculture The Royal Commission on Agriculture will hold a session tit Kelowna on Monday and Tuesday, the 2nd and 3rd of June. The commissioners are Messrs. W. H, Haywood, M.P.P., chairman, Alex. Lucas. M.P.P., S. Shannon, Wm. Duncan, J. J. Campbell and J. Kid- ston. The Board of Trade have been requested to take such steps as may be deemed conducive to bringing the fullest and most representative evidence before the commission, and an opportunity will be afforded any who are interested to be present at the meetings, The sessions will commence at 10 a.m. each morning. Mr. and Mrs. R. Reed left for Edmonton this morning. Tuesday was the regular meeting of the Board of Trade and there was a large attendance, Mr. A. W. Bowser presiding. The new secretary and publicity commissioner, Mr. W. Beaver Jones, was present for the first time. Several important matters, mostly arising out of the correspondence, were dealt with. The Dominion Express Co. replied to a communication trom the Board asking for a belter delivery service of express parcels, with a letter in which they asserted that they were about to place a delivery system of their own in Kelowna which would be thoroughly up-to- date. Mr. Beaver Jones stated that he had obtained permission from the Kelowna Aquatic Association to place a board over the grand stand bearing the name \" Kelowna.\" At present there was nothing to indicate to travellers up nnd down the lake what place they were passing. Mention was made of the correspondence which had been going on with the government and the Kettle Valley Railway Co., and the contractors in their new line to the south-east relative to the danger of forest fire caused by leaving the clearings of their camp trails lying around. There was a number of replies from\" the various people written to, all promising to give the matter attention. It was also stated that the Chief of the Provincial Forestry branch, and the Chief Fire Warden had been down to Kelowna during the week and had | visited the locality in question. They had thoroughly realized the gravity of the situation and Lad warned contractors that all brush must be cleared at once or the government would take action against them. He had assured the president of the Board that some thing would be done within a week to remove the danger. The Couitenay, B.C., Board of Trade wrote asking the Board to endorse a resolution condemning the action of the government in allowing Asiatics to buy or lease land in the province. There was not, however, sufficient unity of opinion in the meeting to allow it to be endorsed, and the resolution was laid aside. The secretary announced that lie had been in correspondence with Mr. J. J. Warren, the president of the Kettle Valley line relative to putting in a spur to connect with Kelowna. Mr. Warren had promised to do everything in his power to assist in the matter. An invitation had been sent to Mr. Warren to attend the present meeting, the president stated, but he had been unable to do so. He had, however, undertaken to meet the executive committee, and arrangements were being made to bring about this meeting, when the matter could be thoroughly gone into. ' A. letter from the Winnipeg Board of Trade aaked the Kelowna Board to assist in urging upon the government to see that if any aid were granted to the Canadian Northern Railway, one of the conditions be that freight rates be reduced, Although it was agreed that a reduction of freight rates was very desirable it was not considered feasible to ask the government to discriminate between the different railway companies or to seek to compel the G.N.R. to give a lower rate than the rest. No action was therefore taken. A lengthy communication was read from the Board of Railway Commissioners relative to the charge made by the C.P.R. to firms for \" spotting cars \" on the tracks. Or. the request of several interested who had considered the charge an injustice and an unnecessary imposition, the Board had approached the Railway Commissioners. From the communication of the latter, however, it appeared that the trackage at Kelowna was not really a part of the C.P.R. system and therefore they had no jurisdiction. The charge made was in accord ance with the special agreement under which the trackage was put in, and they therefore could not support the claim of the Board for its removal. Discussion turned upon the statement that the tracks were not a part of the regular system, and it was suggested that steps be taken to have it recognized as under the jurisdiction of the Railway Commissioners. Eventually the matter was turned over to the Trans- Saskatchewan Premier in Town The Hon. Walter Scott, premier of Saskatchewan, was in Kelowna this morning, leaving for Regina. He had been on a visit of inspection to his fruit ranch at Naramata. He stated investigation A communication from the Postmaster-General conveyed the gratifying intelligence that the allowance made to the local Postmaster would be raised from $3050 to $3408 and the rent allowance fiom $656 to $750 starting from April Ist. This increase was with the view of allowing the employment of further help and consequently an improved service. Mr. L. E. Taylor reported the result of his visit to the city coun-' cil chiefly on matters concerning the cleaning up of the streets and lanes, an account of which has already appeared in these columns. Mr. S. T. Elliott, as chairman of the special committee on Mission Creek and its dangerous condition in view of floods, reported that the members of the committee had visited the creek in company with the Hon. Price Ellison and a government engineer, the result of which inspection had been that a wire was sent immediately to Victoria for $3000 and with this money a cut of 1100 feet had been made which had straightened the creek at a 'particularly dangerous point. Protective work had also been put in in various places. Mr. R. S. Hall, while expressing satisfaction wilh what had been done advocated taking action to get an annual grant for Mission creek. In the past the money was always given in an emergency, and could not be used to advantage yv.hen the water was rising. A reg- ulnr annual grant could be expended in the fall when the water waa low and the best work could be done. The creek was not yet safe and a great deal of permanent work required to be done. Mr. M. Hereron spoke in support of this. Mr. Curtis, a new member, brought forward a proposal that the local papers should be urged\ufffd\ufffd\ufffd or required\ufffd\ufffd\ufffdto include a column of hints to farmers or aids to agriculture in their make-up. President Bowser made an announcement respecting the concession granted by Mr. Bury of the C. P. R. to allow the Board to use a portion of their land near the wharf for the erection of an office building. The executive committee had obtained plans for a building which would include a secretary's office and lobby in front with a board room for meetings at the rear. The estimated expenditure on this was totbe about $750 to $ 1,000. Tenders had been called for but the executive were not yet in a position to make a more definite statement to the Board. A resolution was passed endorsing the action of the executive and giving them authority to proceed with the scheme. A list of no fewer than 21 new members was submitted and on being read over were elected by vote of the meeting. The list was result of the energies of Mr. H. F. Rees and called for some complimentary remarks from the charr- man. Mr. Rees said it had been quite an easy matter to obtain the list which had all been got in one day. He advised the appointing of a committee to look up new members, feeling sure that the cost of the new building could easily be raised by new membership fees. This suggestion was adopted. Before the meeting adjourned a vote of thanks was heartily passed to Mr. G. A. Kelowna, he remarked, was a charming centre from a tourist point of view. School Trustees' Meeting At a meeting of the School Trustees held on May 20th Messrs. Lawson, McKenzie, Trench and Biggar were present. Vfter the last meeting's minutes were read two accounts amounting to $5.50 were passed. It was then decided to advertise in the Vancouver Daily Province and the Manitoba Daily Free Press to fill forthcoming appointments, the advertisements to remain in force for two weeks. The Kelowna Furniture Co. was then authorised to procure 50 each of Nos. I and 2, plus and minus single desks at prices and terms to be arranged with ,'tlie committee. Discussion on various minor points ensued and the meeting adjourned Sawing Contest One of the famous E. C. Atkins hand saw contests for the benefit of the carpenters of Kelowna and district was held at the store of Dalgleish & Hardings' Saturday last. Two high grade hand saws were given away as prizes to two of the boys who came close to the B.C. record for fast sawing. The firat prize -.rat'one of the $4 class and the highest grade silver steel saw made in the world, the second was the famous No. 53, without a rival for quality. The object of the contest was to afford the boys a little amusement and to bring to their notice the only branded silver steel saw made. A very large crowd gathered and at 8 p.m. the contestants were in place. Each one had his booster and had the foot or baseball rooter backed off the map. Mr. R. Archibald won first prize, cutting four cuts from a 4 x 8 in I min, 30 sec. Mr. F. Bird took second prize by making four similar cuts in 1 min. 31 sec. Other competitors were Messrs. E. Holmes, J. Bradshaw, W. Burn- side, J. P. Bangness, G. Smith, W. J. Davis, E. J. Pettigrew, H. Dee, A. Garron, G. Oliver, J. Wardlaw. Messrs. T. B. Buson, C. Rudd and L. D. Stephenson acted as time keepers. Corporation of the City of Kelowna BY-LAW No. 133 A By-Law for raising the turn of $10,- , 000.00 for the purpose of extending the Electric Light System of the City of Kelowna. Whereas it haa been found necessary to raise sufficient meney for the purpose of extending the Electric .Light ..system of the City of Kelowna; And Whereas it is necessary for the said purpose to raise by way of loan upon the credit of the said city the sum of Ten thousand dollars, payable an the First day of July. AD. 1930, bearing interest in tha meantime, payable half-yearly, at the rate of Six (6) per cent, per annum, the principal of such loan when raised to be applied for the purpose aforesaid; And Whereas for the payment of the said principal and interest it is necessary to raise the sum of $340.12 in each and every year; And Whereas the whole rateable land or improvements or real property of the City of Kelowna, according to the last revised assessment roll is $3,034,623.00; And Whereas the amount of the existing debenture debt of the said Gty is $331,500.00; Now Therefore, the Mayor and Council of the City of Kelowna. in open meeting assembled, enact as follows: I. It shall be lawful for the Mayor and Council of the Gty of Kelowna to raise by way of loan from any person or persons, body or bodies corporate, who may be willing to advance the aame upon the credit of the said city, by way of the debentures hereinafter mentioned, a sum of money not exeeeding in the whole the sum of Seven Thousand Dollars, and to cause all such sums so raised and received to be paid into the hands of the Treasurer of the said city for the purpose and with the objects hereinbefore recited. * 2, It shall be lawful for the aaid mayor to cause any number of the said debentures to be made for the ium of One Thou- sand Dollars, bearing interest at the rate of Six (6) per cent, per annum, not exceeding in the whole the sum of Ten Thousand Dollars, and all such debentures shall be sealed with the seal of the City of Kelowna, signed by the Mayor and countersigned by the Treasure, of the said city. 3- The said debentures shall bear date the First day of July, A.D. 1913, and shall be payable in twenty-live (23) years from the date hereinafter named for the . By- Law to take affect, at the Bank of Montreal, in the Gty of Kelowna. 4. A rate on the dollar shall ba levied Several changes have been made by the delegates to the Methodist convention held last week at the coast with regard to the stations allotted to the various clergy of this province. Amongst others the Rev. J. W. Davidson has been transferred to the charge of Revelstoke, while his place will be filled here by the Rev. J. C. Switzer. The Joyce Hostel on Park Ave. will shortly undergo extensive alterations. The building, which was until lately occupied by Mrs. Hud- dlestone. is designed to accommodate lady immigrants until such time as they obtain work in this country. The enlargements to be carried out consist of a verandah, 5 or 6 bedrooms.a summer kitchen etc. Since the hostel was opened two parties have been received and arrivals occur at the rate of about two a month. The sum of $600.00 shall be raised and levied annually by a rate on all the rateable landa or improvements or real property in the City or Kelowna, in addition to all other rates, for tha purpose of paying the interest on the said debenturea. 7. The sum of $240.12 shall be raiaed and levied annually by a rate on all the rateable lands or improvements or real property in the City of Kelowna, in addition to all other rates, for tha payment of the debt hereby created when due. 6. It shall be lawful for the Gty of Kelowna from time to time to repurchase any of the said debentures at such price or prices aa may be mutually agreed upon, and all such debentures so repurchased shall forthwith be cancelled and no reissue of any such debenture or debentures shall be made in consequence of such repurchase. 9. This By.law shall, before the final passage thereof, receive the aaaent of the electors of the City of Kelowna in the manner provided for in the Municipal Act, 1911, and amending Acts. 10. This By.law shall come into force and take effect on the First day of July, 1913. 11. Friday evening last the band gave its first concert in the park, but comparatively few people attending to encourage the volunteer musicians. This perhaps, was in part accountable to the cold wind which sprang up towards evening and a counter attraction at the Opera House. However, it is to be hoped that a better turnout will attend as the weather improves and the long evenings come round. An interesting item of the programme was the original march \" Kelowna,\" composed by the conductor Mr. Bornholdt, which was much appreciated. Cheap Stumping Powder The Giant Powder Co. of Vancouver is receiving numerous orders (or Stumping Powder through the Farmers' Institutes at a reduced freight rate by special arrangement of the Government with the C.P.R There has hitherto been some mis. understanding about this rate, and wa wish to make the freight rates clear to members of the local institute. The first-class rate from Vancouver to Kelowna is $ 1.5 7 per 100 lbs. Stumping powder is carried at double this rate on the C. P. R. under ordinary conditions, but by the government's arrangement this amount is reduced one half so that the special rate to institute members is half the double rate, that is $1.57 per 100 lbs. The application of the Grand Trunk Pacific railroad to place a station on the eastern part of the Indian reserve located at tho junction of the Fraser and Neohaoo rivers in Central British Columbia, and to name the station Prinoo George, waa refused. Tho application of the Natural Resources Security Co. and Geo. Hammond, of Vancouver, for a station on the western part of the reserve, adjoining the Fort George townsite, and for the station to be named Fort George was successful. The decision orders tho Grand Trunk to place its station in the western part of the reserve, three thousand feet east of the townsite.
