C.  Japanese attaches of the pence envoys, accompanied by H. M. Dennison,  the American legal adviser of the Japanese government., passed through  Spokane on their' way home. Mr.  Dennison, for the first time since leaving New York, discussed the treaty,  the feeling in Japan and the reasons  for the remarkable success of the  Japanese arms. One of the Japanese  m em hers of the party was left at the  Great Northern station and had to  overtake his train on a hand-car. '  Inferences from Mr. Dennison's interview are that the Japanese government was none too sure of continued  victories or of their ability to drive the  Russians further north.  \"Nothing- was conceded by the Japanese representatives that they were  not authorized to concede before they  left home,\" said Mr. Dennison. \"-The  Japanese had a just claim for indemnity, but they were not in a position  to insist upon it or to force its collection. If the army of Oyauia had been  in St. Petersburg or Moscow it would  have been in a. position to force an indemnity. As it was, it had no way of  doing that. It could demand, but not  collect. The government felt it had a  right to the money payment, but before the envoys left home they knew it  would be difficult to secure this.  Sakhalin's* is Important.  \"The indemnity was not the serious  trouble between the envoys. lb was  made to appear so by the reports. The  question of the island of Sakhalien wa.s  more important. Tlie Russians hoped  to recover by the treaty what they  had lost in battle.  \" If the Japanese people could have  known the conditions .before the envoys left home, - they would not have  been so bitterly disappointed. The  government could not say we intend to  ask an indemnity, but are not in position to insist on it or to force it.  Made No Mistake.  \"Members of the party who are now  en route home have no feeling whatever that any mistake was made, nor  do they regret anything except that  their countrymen are sorely disappointed.'  \" President Roosevelt did not ask  the Japanese to make any concessions  which were unreasonable. I think  the president, as well as others, felt  that an indemnity would be difficult  to secure.  Japanese Army Far From Base.  \"Japan wanted peace. It had pushed  its army far to the north. Every additional foot gained was taken with  great exertion. An army of 500,000  men was far from its supplies and had  a front SO miles long. It would have  required great efforts to have pushed  it farther. This is one reason why the  government wanted peace.  \"Organization and preparedness are  the secret of the success of the Japanese arms. It was not so much Japan's  generalship. The campaign wa.s mapped out in advance, and orders were  issued by the authorities in charge  and these orders were carried out. The  Japanese went into the war confident  of victory. They felt sure of their  army.  \"Russia was much the stronger on  the water. She had 12 battleships to  Japan's six in oriental waters during  the war. At Port Arthur the Russians  had eight battleships to the Japanese-  six. Togo lost only two during the  war, and these not in battle, but by  mines.  Not Committing Suicide.  \"The Japanese will be better satis-  lied when they more fully understand  the entire situation. There is absolutely no truth in the story that Ko-  liiurii is committing slow suicide in  New York.   He is sick.  \"The Japanese, army will immediately be returned to peace pursuits. The  men are. like American volunteers,  except that all had military training  before they were called into the pres-  A good house greeted the first concert of the season, given in Fraser's  Hall by the Hedley Orchestra, who  demonstrated their ability to entertain.  It was the first concert given in the  new hall, and was a fitting commencement; serving to illustrate both the excellent acoustic properties of the hall  and.the superior class of music which  the orchestra are prepared to give.'  Mr.'A. H. Brown, as president of the  orchestra, occupied the chair, and the  programme began with a march and  two-step, \"Sergeant at Arms,\" by the  orchestra, which received a hearty encore and was followed by an overture,  \"Heyday.\"  \"   The orchestra was made up of II. A.  Wright, cornet, leader; Mrs. Lyon, 1st  violin; C. H. Chapman and J. Gibbon,  violins; G. E. French,  trombone, .and  Mrs. W. J. Forbes, piano accompanist.  A male quartette,   \"Soldier's Farewell,\"   by   Messrs.   Skerving,   Clark,  Rolls   and  Dickinson,   was the next  number, which brought an  encore  to  whicli they responded by giving \" Old  Kentucky Home.\"    \"Bohemian Girl\"  was the next piece by  the orchestra,  and was indeed a treat,  showing as it  did the excellent progress made  as a  result of the last few months' faithful  practice, and training. In this the violin  solos taken by Mrs. Lyon were a notable feature, the richness and purity of  tone of her fine violin being admired by  all.    A vocal solo, \"Rowing,\" by Miss  Mattie Stott, was next given  and received a hearty encore to which response was made by singing  \" Loch  Lomond.\" The orchestra's next piece,  andante and -waltz, \"Life is a Dream,\"  was followed by a baritone solo,   \"Anchored,\" by Mr. T. H. Dickinson, given  in good voice, and to a. hearty encore  he responded  by singing  \"True Till  Death,\" which Avas thoroughly  appreciated by the audience. The orchestra's  selection \"William Tell\" might perhaps  he considered, with the Bohemian Girl,  the piece de resistance and was given  in excellent form,   the violin  solos by  Mrs.   Lyon,   being   admirably   taken.  Mr. Skerving's vocal solo, \"Behind the  Times,\" Avas one of those unfortunate  instances Avher'eiu the vocalist suffers  for-the sins  of  the song  writer and  composer.    It was given in good voice  but the song itself contained .\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd'.'maudlin  sentiment that only the most morbid  of composers Avould choose at all for  the theme of a song. The sailor's horn-  Intention of C. P. Ii. to Push  on from Nicola to Midway  INTO SPOKANE NEXT YEAR.  Sir Thos. Shaughnessy, President of  the C. P..R., has been making his annual tour of inspection accompanied by  Messrs. R. B. Angus, E. B. Osier,YV. D.  Matthews. L. J. Forget, Win. Whyte,  C. R. Hosmer and J. Redmond.    Mr.  Angus is one of the trustees of the old  Granville   townsite,   the other being  Lord Strathcona.   Mr. Osier is general  counsel of the C. P. R.    Mr. Matthews  is a millionaire operator on  the  To- -  ronto and Montreal Boards of Trade.  Mr'. L. J: Forget is also  a  millionaire  interested in stock movements and  in  a hundred industrial enterprises scattered throughout  the country.     Mr.  Whyte   is second  vice-president and  general manager of western lines of the  C. P. R., Avith headquarters at Winnipeg. Mr. Hosmer is another director of  the great Canadian railway,  and he is  also heavily interested in manufacturing enterprises, the principal one being \ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd  the Ogih-ie Milling Company.  When on the coast Sir Thomas Avas -  interviewed by reporters for coast papers and Avas more communicative than  usual. P. R. is making plans with the  ultimate intention of running the line  from Spence's Bridge to Nicola Lake  right through to Midway; that next  year the C. P. R. Avill be running trains  into Spokane from Yak on the line of  the Crow's Nest Pass; that when destiny has Avorked out Vancouver will  be a great shipping point for flour produced in Alberta and in British Columbia\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffd\ufffdsoft wheat flour will find a ready  market in Japan and China.' Into Spokane Next Year.  \"With respect to our entrance into  Spokane, I think that\/we shall be running trains in there next year over the  line now being built by Mr. D. C. Oor-  bin between Spokane and a connection  Avith the Crow's Nest Pass branch at  Yak. The C. P. R. does not own the  line, but will run trains over it on a  traffic arrangement.\"  Masonic  Function.  ON THE V. V. & E.  Jottings From the Construction Camps.  ent Avar.  Camps are scattered along the route;  at intervals of about a mile, and an  average of 150 men in each camp.  The steel is laid to a point half-way  between Curlew and Midway, and scarcity of steel is cause of the delay.  Laborers are coming into Midway at  the rate of 40 per day, and distributing  themselves among the various construction camps between Midway and  Oroville. Contractor Shields says that  2000 men are now at work a ml that in  November he expects to have all the  laborers he will require.  On Thursday night last Fraser's new  Hall was the scene of an important  gathering in that it marked the first-  official step for the foundation of Free  Masonry in Hedley. All the resident,  members of the craft who haA'e joined  in the petition for the formation of a,  lodge, as well as visitors Avithin the  Masonic gate, were present to meet  with W. Bro. .J. F. Burne, of Ivelowna,  Avho was the representative of the  Grand Master. Ever jealous of the  honor and traditions of the order, that  high functionary must be satisfied with  the honor, knowledge, integrity and  skill of those seeking permission to ply  the ancient craft, before recognition is  given, and his representative on this  occasion true to the trust reposed in  him probed deeply.  When labors within the duly tyled  door had ended, there Avas a sudden  transformation in the appearance of  the hall, for in a twinkling tables Avere  laid and on a snowy-white cloth were  spread out the good things provided  by the ladies who preside over the  homes of local Masons. The supper  being ended, toasts to the King and  the craft and visiting brethren Avere  proposed and heartily drunk and called  out excellent speeches from past masters, W. Bros. J. F. Burne and E. P.  FleAvelling, also from W. R. Pooley,.  of Ivelowna.  A vote of thanks to the ladies, which  the. secretary of the proposed Hedley  lodge, Mr. A. H. Kirby and Hans Richtev went  through last week with a party from  Keremeos on their Avay to the Dominion Fair, going out by Avay of the  Hope trail. Fowlie held service in  Fraser's hall on Sunday evening last.  This was Mr. Fowlie's last service here,  as he has notified the Presbytery that  it is his intention to seek a less arduous field of labor. About twenty enthusiastic riflemen were present and all were  in favor of., organizing. A. Megraw  was appointed chairman of tlie meeting, and T.D.  Pickard secretary.  After discussion of the benefits to  be derived from affiliation witha. central organization, it,was decided to organize along the lihOsl'olloAved by the  Dominion and Provincial Associations  but to defer full affiliation until later.  One of tlie principal reasons for deciding to defer was that the regular supply of regulation rifles usually given  out for the use of local associations  were not obtainable at present as the-.  Government are just now considering  the adoption of a new arm for the  service.  Amotion was passed fixing the name  of the Club as the Hedley Rifle Association, after which the following  officers were elected:  President, A. Megraw,  Secretary, T.   D.
