It exists to remind the student of the great variety\nof activities that are included in college life, of the diversity that forms\na unity. The very word \"university\",\noriginally meaning \"totality\" or \"wholeness\", implicitly protests against the\nnarrow specialist and against the fanatic, either re-actionary or revolutionary.\nIt is my earnest hope that every\nreader of the Handbook may see in it\nthe embodiment of a high ideal: the\nharmony between unity and diversity,\nbetween the enthusiasm which is the\nessence of life and the mutual understanding which is the essence of civilization.\nL. The Alma\nMater Society extends to you the welcome of the student body and of the\nStudents'   Council.\nAs students of the University you\nare entering a routine different from\nthat to which you have been accustomed in High School. You should adjust yourself to the change as quickly\nas possible.\nYou are offered here every opportunity for a liberal education but what\nyou derive from these opportunities\ndepends upon the effort you are willing to make. No one will force you\nto work. Your success depends upon\nyourself.\nThe Student's Handbook has been\nissued to give the necessary information on all activities on the campus\nwhich are under the control of the\nAlma Mater Society. A certain number of non-academic activities are\nnecessary to obtain the greatest benefit from college. For this reason you\nshould thoroughly acquaint yourself\nwith the Handbook so that you can\nselect the clubs and societies which\nyou would like to join. UNIVERSITY OF B. C.\nAlthough the University of British\nColumbia is young in years her students have already established traditions ajid made achievements of\nwhich we are justly proud. It is up to\nyou Class of '39 to carry on these traditions and live up to the standards\nset by your predecessors.\nBERNARD BRYNELSEN\nSTUDENTS' HANDBOOK\nHistorical Sketch\nIn 1890 the Provincial Legislature\npassed an Act establishing a body\npolitic and corporate named \"The University of British Columbia\". No\nmaterial progress was made, however,\nuntil 1894, when an Act was passed\nwhich permitted the affiliation of\nhigh schools in the Province with\nrecognized  Canadian  Universities.\nIn 1899 Vancouver High School was\naffiliated with McGill University in\norder to provide first year work in\nArts, and took the name of Vancouver\nCollege. First year work in Arts was\noffered by Victoria High School when\nit became Victoria College by affiliating with McGill University in 1902.\nIn the same year Vancouver College\nundertook the second year in Arts.\nIn 1906 an Act was passed incorporating the Royal Institution for the\nAdvancement of Learning of British\nColumbia, which in the same year\nestablished at Vancouver the McGill\nUniversity College of Vancouver and\nVictoria College which was part of it\nceased to exist.\nDefinite steps to establish the University were taken by Dr. H. E.\nYoung, Minister of Education, in 1907.\nwhen he introduced a \"University En- UNIVERSITY OF B. C.\ndowment Act\". This Act was followed in 1908 by an Act establishing and\nincorporating the University of British Columbia and repealing the old\nAct of 1890-91. This Act with its\nsubsequent admendments, determines\nthe present constitution of the University.\nA site commission, appointed in\n1910, recommended the vicinity of\nVancouver and in the following year\nthe Point Grey site was granted to\nthe University. The grant now consists of 548 acres at the extremity of\nPoint Grey. The waters of the Gulf\nof Georgia form more than half the\nboundary of the University campus.\nA tract of some 3,000 acres of Government land immediately adjoining the\nsite and lying between it and the City\nof Vancouver has been set aside by\nthe Government in order that University revenue may be provided by\nsale or lease.\nThe first Convocation, held on August 1st, 1912, chose Mr. F. L. Carter-\nCotton as first chancellor of the University:' In March, 1913, the Lieuten-\nant~Governor-in-Council appointed as\nPresident of the University, F. F.\nWesbrook, M.A., M.D., CM., LLD. On\nApril 4th, 1918, Dr. R. E. McKechnie,\nthe  present  chancellor,  was  elected.\nOn the death of President Wesbrook,\nSTUDENTS' HANDBOOK 13\nOctober 20th, 1918, L. S. Klinck, Dean\nof the Faculty of Agriculture, was appointed Acting President, and on June\n1st, 1919, President.\nFrom its opening in 1915 till the\nsummer of 1925, the University carried on its work in temporary quarters on part of the site of the General\nHospital in Fairview.\nConstruction work was commenced\non the Science Building at the Point\nGrey site in 1914, but was interrupted\nbecause of war conditions. Work on\nthis building was resumed in 1923,\nshortly after the great Student Campaign. The Science Building and the\nLibrary, as well as nine other buildings, were completed and ready for\noccupancy in the fall of 1925.\nThe inauguration of the new buildings was held on October 15th and\n16th, 1925, on which occasion honorary degrees were granted by the University for the first time.\nIn 1931, due to the efforts of the\nstudents, largely, in their \"stadium\nCampaign\", an excellent playing field\nwas constructed on the campus and\nit is hoped that suitable seating accommodation will be provided in the\nnear future. UNIVERSITY OF B. C.\nFreshman Information\nBureau\nIn co-operation with Dean Buchanan and the faculty, the Students'\nCouncil have formed this year a\nFreshman Information Bureau.\nThe primary purpose of this bureau\nis to advise incoming Freshmen on\nproposed courses and extra-curricular\nactivities. Its suggestions are not\nnecessarily final to the Freshman but\nmerely advisory.\nThe duties of this Bureau will commence on September 20th, one week\nbefore the opening of the University,\nand will continue until September\n30th, three days after the opening\nThe personnel of this Bureau consists of eight members of the Alma\nMater Society, preferably Seniors.\nThe Junior Member, the President of\nthe W.U.S., the President of Men's\nAthletics, the President of the A.M.\nU.S., the President of the Sc.M.U.S.,\nand the President of the Ag.M.U.S.,\nall have permanent representation on\nthe Bureau. The other two members\nare to be appointed by Council before\nthe opening of the Bureau.\nThe office of the Bureau will be in\nthe  Administration  Building.    Fresh-\nSTUDENTS* HANDBOOK\nmen are requested to apply to the\nBureau for advice during the specified\ntime, although certain members will\nbe on call for a week following the\nopening of the University.\nThe W. U. S. will also have an information bureau, composed of the executive and committees, in the lower\nhall of the Arts Bldg. from the 25th\nto the 28th.\nFRESHMAN INITIATION\nFreshman   will   get   their   insignia\nat Room 303, Auditorium Bldg. UNIVERSITY OF B.  C.\nSTATUTE   OF   PROHIBITION\nApril 10th, 1935\nThe Senate of The University of\nBritish Columbia, under the powers\nconferred by the British Columbia\nUniversity Act and amending Acts,\nenacts as follows:\u2014\nWHEREAS students of one\nyear's standing in the University\nhave been wont heretofore to initiate new students by the practice\ncommonly called \"hazing\", at times\ninjurious, and students generally\nhave indulged in inter - faculty\nclashes and other activities which\nhad a tendency to cause injury\nto property and persons:\nAND WHEREAS it is desirable\nto prohibit all such practices and\nto preserve order and good government within the authority of the\nUniversity and the precincts of\nthe  Campus;\nBE IT THEREFORE RESOLVED\nAND ENACTED as follows:\u2014\n1. All forms of initiation or clash of\nstudents which in any way are or\ntend to become injurious to any\nperson or property, committed by\nany student anywhere or by any\nperson upon property under the\ncontrol of the University, are\nhereby absolutely prohibited.\nSTUDENTS' HANDBOOK\n17\n3.\nEvery student of the University\nand every person under the control in any way of the University\nis absolutely forbidden to at any\ntime commit any act, neglect or\ndefault which may cause or tend\nto cause injury to any person or\nproperty anywhere.\nEvery person within the confines\nof property under the control of\nthe University shall obey the rules\nand regulations of the Governing\nAuthorities and shall not commit\nany act, neglect or default which\nmay cause or tend to cause injury to any person or property. UNIVERSITY OF B.  C.\nGeneral Information\nLOST AND FOUND\u2014The Students'\nCouncil Room, 303 Auditorium, is the\nofficial Lost and Found Bureau.\nNOTICE BOARDS\u2014Notice boards\nare placed in every University building and in the space between the Arts\nand Auditorium Buildings. Students\nare at liberty to use them; care must\nbe taken, however, to see that the\nnotices are neat. The official Student Council Notice board is on the\nSouth stairway in the Auditorium\nBuilding.\nUBYSSEY\u2014The \"Ubyssey\", published on Tuesdays and Fridays, is\ndistributed in the halls of the Arts\nand Auditorium Bldgs.\nTELEPHONES\u2014Pay phones are installed in all the University buildings.\nToll is 5 cents to the city exchange.\nSCHOLARSHIPS \u2014 Information re\nScholarships, Medals, and Prizes will\nbe found in the calendar. Further\ninformation may be obtained from the\nRegistrar.\nMAIL\u2014Mail is received twice daily\non the campus. The letter-rack for\nclubs and societies is at the head of\nthe south stairway in the Auditorium\nSTUDENTS' HANDBOOK\n19\nBuilding. General Student Letter-\nracks are situated in the lower hall\nof the Arts Building. The official address is \"The University of British\nColumbia, West Point Grey, B. C\".\nUNIVERSITY EMPLOYMENT\nBUREAU\u2014fThe objects of the Employment Bureau are to provide students with summer employment, to\nprovide part-time work for students\nduring the Winter Session, and to\nhelp students to obtain positions after\ngraduation. This service is for employers seeking help and for students\ndesiring employment Those who\nknow of positions vacant are requested to notify the Bureau. All correspondence should be addressed to\n\"Employment Bureau, Registrar's\nOffice\".\nTHE BOOK STORE\u2014The Book\nStore, which occupies a room in the\nAuditorium Building, is prepared to\nsupply all the text books required for\nthe various courses offered In the\nUniversity, also such articles as notebooks, loose-leaf sheets, fountain pens,\ndrawing paper and instruments. During the Winter Session the Book Store\nis open Monday to Friday, from 9 to\n5 o'clock, and Saturday from 9 to 1. 20\nUNIVERSITY OF B.  C.\nREGULATIONS\nof the\nBOOK EXCHANGE\nBooks are only accepted for resale\non the following terms and on the understanding that the depositing of\nbooks by the student constitutes an\nacceptance by him of those terms:\n1. The Book Exchange will be open\nfor a period of three weeks at the beginning of each term for receiving\nbooks. Dates to appear on notice\nboard and in the Ubyssey.\n2. A Receipt will be given for all\nbooks received, but no guarantee is\nmade that all books can be disposed\nof.\nCare should be taken that this receipt is not lost.\n3. The Receipt Number will be\nplaced in the front page of each book\nand the students' name listed alphabetically in Index book provided\u2014Receipt Number to be shown against this\nname.\n4. At the end of advertised three\nweeks, Cash Vouchers will be made\nout for all books sold to date showing\namount received for each book. A deduction of ten per cent, within the\nnearest five cents will be made for\nthe   service   of   the   Book   Exchange.\nSTUDENTS' HANDBOOK\n21\nStudents may obtain these cash vouchees from the Book Exchange on presentation of the receipt, on a day to be\nspecified by notices on notice boards\nand in the Ubyssey.\n5. Cash Vouchers will be cashed on\npresentation at the General Office of\nthe Alma Mater Society. Care should\nbe taken that these Cash Vouchers\nare not lost as duplicates cannot be\nobtained.\n6. Books not sold during the fall\nterm can be left with the Book Exchange for sale during the spring\nterm.\n7. The Book Exchange will close\nfor the year on May fifteenth. All\nbooks not sold must be reclaimed by\nthat date, also all cash vouchers must\nhave been cashed by then, it being\nfully understood by the depositor at\nthe time of depositing, that all books\nand money unclaimed by May fifteenth\nshall become the property of the Alma\nMater Society.\nDO NOT LOSE RECEIPT OR CASH\nVOUCHER.\nTHE BOOK EXCHANGE\u2014The purpose of this bureau is to effect the exchange of second-hand books between\nstudents registered at the University UNIVERSITY OF B. C\nin a manner more convenient and\ncertain than the haphazard method\nof individual lists and notices. It\noperates under the supervision of\nStudents' Council, and is directed by\na manager appointed by Council. The\noffice of the exchange is located in\nthe basement of the Arts Building, in\nthe old \"Totem\" office. As the exchange was instituted for the benefit\nof the students, they are urged to\nmake full use of it; those with secondhand books for sale to place them in\nthe hands of the officers of the Exchange, and those seeking books to\nenquire here. Special concessions are\nmade to graduates, honor students and\nsenior pass students.\nDISCIPLINE\u2014\nLack   of   consideration  for  others\nwill be summarily dealt with.\nSTUDENTS' HANDBOOK\nUNIVERSITY    HEALTH    SERVICE\n(And First Aid Department)\nExists for the prevention of com-\ncunicable diseases, to render first aid\nin case of accident or sudden sickness,\nand for the general well-being of the\nstudent body, who are at liberty to\nseek advice about health matters. The\nUniversity Health Service Office is\nlocated at 306 Auditorium Building.\nStudents can help the service materially by observing the following:\nRules governing University Medical Examination: Students who have\nnot been examined by the University\nMedical Examiner within the last five\nyears will report, immediately on entrance, to the University Health Service and secure an appointment for\nexamination, which must be kept on\nthe date and at the hour assigned.\nStudents who do not conform to the\nahove regulations will be reported to\nthe University Health Committee.\n1.   Discovery of Infectious persons\n(a) All cases Of illness developing\non the campus in students,\nemployees, staff, etc. are to report for inspection at the University Health Service for decision as to possible infectiveness   (not   for   diagnosis). UNIVERSITY OF B.  C.\n(b) All cases of illness in the same\ngroup developing off the campus (during the academic\nyear) are to send word immediately, preferably by phone,\nto the University Health Service; and to report for Inspection, before re-admission to the\nUniversity, at the University\nHealth   Service.\n2, Disposal of Infectious persons.\n(a) All persons reasonably suspected of infectiveness are to be\nexcluded from contact with\nothers until shown to be non-\ninfective; hence infectives of\nClass 1(a) are to be sent home\nat once by the University\nHealth Service for further report, diagnosis by attending\nphysician, and isolation for the\nproper period of infectiveness;\ninfectives of both Classes 1(a),\nKb) are to return to the University not earlier than the actual termination of such infectiveness.\n3.   Disposal  of contacts  (I.e. persons\nexposed to infectives)\n(a) All University contacts of infectives are to report to the\nUniversity Health Service for\ndetermination of susceptibility\nto  the   particular  infection   in\nSTUDENTS' HANDBOOK\n27\nquestion. When insusceptibility\nis not established, contacts are\nto be excluded from the University during the period (potentially infective period) in which\nsaid contacts may become Infections as the result of developing the infection concerned.\n(b) In lieu of 3(a), and in order\nto minimize loss of claas attendance, susceptible contacts\nmay arrange for inspection by\nthe University Health Service\nbefore admission to the University dally during said period of\npotential infectiveness.\n(c) Susceptible contacts, with the\napproval of the University\nHealth Service, may arrange\nfor similar daily inspection by\ntheir own physician or properly qualified Public Health\nNurse; but proper certificates\nmust be furnished to the University Health Service by said\ninspector.\n(Circumstances rarely permit 3(c)\non a convenient or satisfactory basis\n\u2014hence  3(b)   is usually practiced).\n4. Vaccination against smallpox will\nbe performed free of charge, for students who cannot otherwise secure It.\nAll students are advised to be vaccinated. UNIVERSITY OE B. C\n5. C.\n(g) Subject to the provisions contained in Clause 10 of the Societies Act to\nborrow, raise and secure the payment of\nmoney in such manner as the Society\nsees fit, and in particular by the issue\nof debentures;\n3. The operations of the Society are\nto be chiefly carried on at the University of British Columbia, University Section, Point Grey, Province of British\nColumbia.\nBY-LAWS\nBy-Law No. 1\nThe Alma Mater Society of the University of British Columbia (hereinafter\nreferred to as \"the Society\") shall be\ncomposed of active members and honorary members.\n1. \"Active   Members\"   shall  comprise:\n(i)   all    registered    undergraduate\nstudents   of   the   University  of\nBritish Columbia;\n(ii) all  students  of  affiliated  colleges;\n(Hi) all  graduates  and  partial students;\nwho have paid the fees of the Society for\nthe current University Session.  An undergraduate  student  shall  mean  a  student who has not received a degree from\nthis   University,    taking   a    regular   full\ncourse in any faculty, or taking a course\npartly   in   one   year   and   partly   in   another year in any faculty or faculties and\na   graduate   student   doing   work   for   a\ndouble degree.\n2. \"Honorary Members\" shall comprise ail graduates of the University,\nmembers of the Faculty, and others upon\nwhom honorary membership may, from\ntime to time, be conferred.\nBy-Law No. 2\nThe Society shall hold two regular general  meetings   each  year,   one  of  which\nSTUDENTS' HANDBOOK\n31\nshall be heid within the first fifteen\ndays of the fall term, and shall be known\nas the \"Semi-annual Meeting\", and the\nother during the last week in March in\neach year, which shall be known as the\n\u2022\u2022Annual   Meeting\".\n1. At the said Semi-annuai Meeting\nthe Treasurer shail present a financial\nstatement for the preceding year ending\nJune 30th, duly certified by the auditors,\nand the Secretary shall outline the policy of the Society for the coming year. At\nthe Semi-annual Meeting any business\narising out of the activities of the Society may be discussed.   ...\n2. At the Annual Meeting the Treasurer shall make a financial report of\ncash receipts and disbursements to the\n15th day of March of the Calendar year\nin which the meeting is heid; the auditors shail be appointed; and the Secretary shall make a report upon the activities for the year.\n3. Special General Meetings of the Society may be convened at any time by\nthe President upon resolution of the Students' Council, or upon a request in\nwriting, duly signed by one hundred active members of the Society in good\nstanding. No business shall be transacted at any Special Meeting except that\nfor which the meeting has been convened.\n4. Active members only shall be entitled to vote at meetings of the Society\nand each active member in good standing shall be entitled to one vote only.\nHonorary members may take part In\ndiscussions, but shall not be entitled to\nvote. Voting by proxy at any meeting of\nthe Society shall not be allowed.\n5. Thirty-three and one-third per cent\nof the active members for the current\nsession,  present  in  person,  shail  const!- 32\nUNIVERSITY OF B. C.\ntute a quorum at any meeting of the\nSociety.\n6. No notice of the semi-annual or\nannual meetings shall require to be given.\nNot less than 24 hours notice of a special\ngeneral meeting, specifying the place, the\nday, and the hour of the meeting and the\ngeneral nature of the business to be\ntransacted at the meeting, shall be given by posting the same upon the students' notice board at the University of\nBritish Columbia, and such notice shall\nbe signed by the secretary, provided always that the Students' Council may by\nresolution provide, from time to time,\nsuch other manner of giving notice as it\nmay deem  good  and  sufficient.\nBy-Law No. 3\n1. The name of the Executive of the\nSociety shail be \"Students' Council\", and\nthe members of the Students' Council,\nfor the time being, shall be the Directors\nof the Society.\n2. The members of the Students'\nCouncil shall be elected annually in the\nmanner provided in the regulations of\nthe Society.\n3. The duties and powers of the members of the Students' Council shall be as\nprovided in the regulations of the Society.\n4. The officers of the Society shall be:\n(a) Honorary President,\n(b) Honorary   Vice-President,\n(c) President,\n(d) Vice-President,\n(e) Secretary,\n(f) Treasurer,\ntogether with such other officers as the\nSociety in General Meeting may by resolution determine. The duties of the active officers shall be as follows:\ni. The President shall preside at all\nmeetings of the Society and of the\nStudents'   Council.   He   shall   be\nSTUDENTS' HANDBOOK\n33\nan ex-officio member of all committees of the Society and the\nStudent's Council, and shall carry\nout all such other duties as usually fall to the office of a president of a society;\n11. The Vice-President shall assume\nand carry out the duties of the\nPresident during his absence;\niii. The Secretary shall prepare and\nkeep minutes of the meetings of\nthe Society and of Students'\nCouncil, and shall be responsible\nfor conducting all correspondence\nof the Students' Council and the\nSociety, and shall have such further duties as may, from time to\ntime, be prescribed by the regulations of the Society or by resolution of the Students' Council;\niv. The Treasurer shall take charge\nof and be responsible for the\nfunds of the Society, and shall\ncarry out all such other duties\nas usually fall to the office of\ntreasurer, or as may be prescribed, from time to time, by\nthe regulations of the Society\nor by resolution of the Students'\nCouncil.\nBy-Law No. 4\nSubject to the provisions contained in\nClause 10 of the Societies Act, the Students' Council may, for the purpose of\ncarrying out the objects of the Society,\nborrow, raise or secure the repayment of\nsuch sum or sums of money in such manner and upon such terms and conditions\nin all respects as the Students' Council\nmay by resolution prescribe, and in particular by the issue of bonds, perpetual\nor redeemable debentures, or any mortgage, charge or other security on the\nwhole or any part of the property or assets of the Society, both present and fu- UNIVERSITY OF B. C.\nture,   including   all   fees   or   membership\ndues now or hereafter due or payable.\nBy-Law No. 5\n1. The auditors of the Society shall\nbe appointed by the Society at the Annual General Meeting and shall be paid\nsuch remuneration as the Students' Council   shall   determine.\n2. The auditors of the Society shall\nhave a right of access at all times to all\nbooks and records cf the Society and all\nsubsidiary societies, and shall be entitled to require from any and all members or officers of the Society, or any\nsubsidiary society, and such information\nand explanation as may be necessary for\nthe performance of the duties of the auditors.\n3. The auditors Shall make an annual report for the preceding session ending\nJune thirtieth to the members of the\nSociety on the accounts examined by\n\"them and  the  report  shall  state:\n(a) whether or not they have obtained ali the information and explanations they have required:\n(b) whether in their opinion the\nbalance sheet referred to in the report\nis properly drawn up so as to exhibit a\ntrue and correct view of the Society's\naffairs according to the best of their information and explanations given to them\n\u2022and as shown by the books of the Society.\nBy-Law No. 6\nThe seal of the Society shall not be affixed to any instrument except by the\nauthority of a resolution of the Students'\nCouncii or of the Society, and in the\npresence of such officers of the Society\nas may be prescribed in and by any such\nresolution, or if no officers are prescribed\nby the resolution, in the presence of the\nPresident and the Secretary; and such of-\nSTUDENTS' HANDBOOK\n35\nficera shall sign every instrument to\nwhich the seal of the Society is so affixed in their presence. The seal of the Society shall be kept in the custody of the\nSecretary or such other person, firm or\ncorporation as the Students' Council may\nfrom time to time, appoint.\nBy-Law No. 7\n1. The By-Laws of the Society may\nbe amended only In accordance with Section 22, sub-section 2, of the \"Societies\nAct\" of the Province of British Columbia.\nThe amendments may be Initiated by the\nStudents' Council after an unanimous\nvote or by any member of the Society,\nprovided that the proposed amendment\nshail be submitted to the Secretary in\nwriting signed by not less than one hundred members of the Society entitled to\nvote.\n2. The manner in which an amendment or amendments to the Constitution takes place shall be as provided in\nthe regulations of the Society.\nBy-Law No. 8\nMinutes of all meetings of the Society\nand of the Students' Council shall be\nprepared by the Secretary of the Society,\nund of ail meetings of subsidiary organizations of the Society and their executives by the respective secretaries of\nsuch organizations, and all such minutes\nshall be kept at the offices of the Society,\nAuditorium Building, University of British Columbia,  Point Grey.\nBy-Law No. 9\nThe books and records of the Society\nmay be inspected by members in good\nstanding at the offices of the Society.\nUniversity of British Columbia. Point\nGrey, on any business day except Saturday, during the University term between\nthe hours of 10 a.  m. and 4.00 p.  m. 36\nUNIVERSITY OF B. C\nBy-Law No. 10\nThe Society shall have power to make\nsuch regulations from time to time as it\nmay deem necessary or advisable concerning the activities of any of its subsidiary societies or any other student\nsociety or organization, and to repeal,\nvary, alter and amend the same from\ntime to time as it sees fit, in such manner as may be provided in any regulations made by the Society or by the Students'  Council  on  its behalf.\nBy-Law No. 11\nThe Society shall have power to enact\nby  resolution  a code consisting of Articles  relative  to  the  conduct  of student\naffairs,   or  any  branch  or  part   thereof,\nand to alter, amend, vary, repeal or abrogate the same,  from time to time, as it\nmay see fit  in  such  manner as may be\nprovided   by   its   regulations   or  by   any\nregulations  made  from  time  to time  by\nresolution of the Students' Council.\n(Amended   By-Laws   fyied   with   the\nRegistrar    of    Companies,     Victoria,\nB.  C.  in accordance with the \"Societies Act\"  of British Columbia\t\n October.    1933.)\nSTUDENTS' HANDBOOK\n37\nCODE\nOF THE\nALMA   MATER   SOCIETY\nOF THE\nUNIVERSITY  OF   BRITISH  COLUMBIA\nArticle    I\u2014Definitions\n1. A \"Freshman\" shall be any student admitted to the first year in any\nFaculty.\n2. A \"Sophomore\" shall be any student admitted to the Second year in any\nI-'aculty.\n3 A \"Junior\" shall be any student\nwho has been admitted to the third year\nin any Faculty.\n4 A \"Senior\" shall be any student\nadmitted to the graduating year in any\nFaculty.\n5 \"The Society\" shall mean the Alma\nMater Society of the University of British Columbia.\nArticle   i I\u2014-Officers\nThe  officers  of the  Society shall  be:\n(a) The Honorary President\n(b) The   Honorary  Vice-President\n(c) The  President\n(d) The Vice-President who shall be\nthe President of the Women'3 Undergraduate Society. In the event of the President of the Alma Mater Society being a\nwoman, the Vice-President shall be the\nPresident of the Men's Undergraduate\nSociety.\n(e) The Secretary\n(f) The  Treasurer\nArticle III\u2014Students' Councii\n1. The name of the executive of the\nSociety shall be \"the Students' Council\",\nand the members of the Students' Council\nfor the time being shall be directors of\nthe Society.\n2. The members of the Students'\nCouncil shall be:\n(a) The Honorary President who\nshall be the President of the Univercity\nof British Columbia.\n(b) The Honorary Vice-President,\nwho shall be elected annually at a Joint\nmeeting of the incoming and outgoing\nStudents' Council.\n(c) The President, who shall be an\nundergraduate of a graduating class of\nany Facility and who has attended the\nUniversity of British Columbia for at\nleast two years. 38\nUNIVERSITY OF B. C.\n(d) The Secretary, who shall be an\nundergraduate in any Faculty who has\nacquired the standing of a Junior.\n(e) The Treasurer, who shall be an\nundergraduate who has acquired the\nstanding of a Junior and who is not in\nthe graduating year of any Faculty.\n(f) The President of Literary and\nScientific Executive, who shall be an\nundergraduate of any Faculty who has\nacquired the standing of a Junior.\n(g) The President of the Men's Athletic Association who shall be an undergraduate of any Faculty who has acquired the standing of a Junior.\n(h) The President of the Men's Undergraduate Society, who shall be an undergraduate member of the graduating\nyear of any Faculty.\n(1) The President of the Women's\nAthletic Association, who shall be an undergraduate of any Faculty who has acquired the standing of a Junior.\n(J) The President of the Women's\nUndergraduate Society, who shall be an\nundergraduate of the graduating year of\nany   Faculty.\n(k) The Junior Member, who shall\nhave acquired the standing of a Junior\nand shall not be in the graduating year\nof any Faculty.\n3.   The duties of the members  of the\nStudents'   Council  shall  be:\n(a) The Honorary President and the\nHonorary Vice-President shall act In an\nadvisory capacity and shall be mediums\nof good will between the Society and the\ngeneral   public:\n(b) The President shall preside at\nall meetings of the Society and of the\nStudents' Council. He shall be an ex-\nofficio member of all committees of the\nSociety and shall undertake all such other\nduties as usually fall  to the office of a\nSTUDENTS' HANDBOOK\n39\nresident Of a Society:\np(c) The Secretary shall take the\nminutes of all the meetings of the Students' Council and of the Society, and\nchall conduct all correspondence of the\nStudents' Council and keep on file copies\nof all letters written and received by the\nSociety or by the Secretary, which re-\ntate to the affairs of the Society. The\nSecretary shall read the annual reports\nof the subsidiary organizations at the\nannual meeting of the Society and shall\nkeep the minute books and secretarial\nrecords  of  the  Society:\n' (d) The Treasurer on assuming office shall at the expense of the Society\nprovide a fidelity bond in the sum of\n$2 000.00 in a company selected by the\nStudents' Council. The Treasurer shall\ntake charge of and be responsible for\nthe funds of the Society. He shall immediately upon receipt of any funds deposit the same in a chartered bank selected by the Students' Council. The\nTreasurer shali not disburse any funds\nexcept in payment of bills certified by\nthe Students' Council, and then only by\ncheque, signed by the Treasurer and\ncountersigned by the President of the\nSociety, or by the two signing officers\nappointed by the Students' Council. The\nTreasurer shall keep careful account of\nand be responsible for all moneys received and disbursed by him, and shall\nfile all bills, receipts and vouchers. He\nshall render a statement of the finances\nof the Society to the Students' Council\neach month, and at any other time on\nthe written request of the Council. The\nTreasurer shall obtain a financial report\nof eacb activity or function within\n14 days of the date of such activity\nor function, and shall present it to\nthe Students' Council. The Treasurer shall prepare the budget of the Society   from   the   estimates   of   the   pro- 40\nUNIVERSITY OF B. C.\nposed expenditures of the Undergraduate\nSocieties, and Literary and Scientific Executive, the Athletic Associations and the\nStudent Publications Board, and present\nIt in the fourth week of the fall term to\nthe Students' Council for adoption. The\nTreasurer shall also do such other work\nas is usually done by a Treasurer of a\nsociety:\n(e) The Junior Member shall be\nacting President of the Freshman Class\nduring the fall term. He shall be responsible for the assignment of rooms and box\noffices and shall be in charge of Homecoming activities and shall have such\nother duties as are assigned to him by\nthe   Students'   Council:\n(f) The President of the Literary\nand Scientific Executive shall be responsible to the Students' Council for ail\nstudent activities other than publications,\nathletics and social functions or activities.\n(g) The President of the Men's Athletic Association shall be responsible to\nthe Students' Councii for all men's athletic activities:\n(h) The President of the Men's Undergraduate Society shall be responsible\nfor the men's initiation, discipline, and\nall undergraduate social functions not\nunder the control of the Women's Undergraduate  Society:\n(i) The President of the Women's\nAthletic Association shall be responsible\nto the Students' Council for all women's\nathletic activities:\n(J) The President of the Women's\nUndergraduate Society shall be in charge\nof all women's social activities, including\nthe women's initiation, and shall act as\nVice-President of the Society and shall\ntake over and perform all the duties of\nthe President during his absence from or\ninability to attend at any meeting.\nSTUDENTS' HANDBOOK 41\n4     The  Students'   Council   shall:\n' (a)   Act as the Board of Directors of\nthe  Society:\n(b) Be the only recognized medium\nbetween the Society and (i.) the University authorities,  (ii.)  the general public:\n(c) Have control of all affiliated\nstudent activities, subject to the approval\nof the Society and the Faculty Committee\non Student Affairs:\n(d) Appoint two of its members to\nsit with the President of the Society on\nthe Joint Committee on Student Affairs:\n(e) Constitute itself a Court of Appeal from the decisions of the Discipline\nCommittee, and as such shall be empowered to ratify all the decisions of the\nsaid  Committee:\n(f) Meet regularly each week during the session and shall hold special\nmeetings as occasion may arise:\n(g) Have power to engage and pay\nsuch assistants as it may require or\ndeem necessary for the efficient carrying out of the work of the business office and of other activities of the Society:\n(h) Within one week after the last\nday of the spring term assume office at a\nJoint meeting with the retiring Students'\nCouncil:\n(1) Have full control of all activities\nunder the Society, and any rule made by\nit in connection with any such activity\nshall be considered as final and binding,\nprovided always that any such rule may\nbe annulled by the Faculty Committee\non Student Affairs, or by resolution of\nthe Society.\n5. The election of the members of the\nStudents' Council shall be conducted as\nfollows:\n(a) The President shall be elected\ntin the second Tuesday in March. All\nother members shall be elected on the\nthird Tuesday in March; 42\nUNIVERSITY OF B. C.\n(b) Nominations for all officers shall\nbe in the hands of the Secretary of the\nSociety by 5.00 p.m. on the Wednesday\npreceding election day;\n(c) Nomination shall be signed by\nnot less than ten active members in good\nstanding, and shall be delivered to the\nSecretary of the Society within the time\naforesaid, and shall forthwith be posted\nby him on the Students' Council bulletin\nboard;\n(d) No student shall sign the nomination list for more than one candidate\nfor each, office;\n: (eV   Active members only shall have\nthe privilege of voting at these elections;\n(f)   Voting   shall   be   by  ballot   and\nthe method shall be as follows:\nIf the number of candidates nominated\nfor any office exceeds one, then the\nnames of all candidates shail be placed\non the ballot paper in alphabetical order.\nEach voter shall write the number 1 upon\nthe ballot opposite the name of the candidate for whom he desires to vote, and\nif he so desires the number 2 opposite\nthe candidate of his second choice, the\nnumber 3 opposite the candidate of his\nthird choice and progressively until all\nthe candidates whose names appear on\nthe list are allotted choices. Each candidate shall be credited with the number\nof first choices marked opposite his\nname. The candidate who receives more\nthan 50 per cent, of the total number of\nfirst choices shall be declared elected.\nIf no candidate receives more than 50\nper cent, of the total number of first\nchoices then the candidate with the\nleast number of first choices shall be\nstruck off the list and the second choices marked on his ballots shall be credited to the candidates for whom they are\ncast. The candidates with the least number of first choices shall continue to be\nstruck off the list and the votes credited\nSTUDENTS' HANDBOOK\n\u00ab3\nto their names shall then be distributed\namong the remaining candidates on the\nUst in the manner aforesaid until\n(a) A candidate receives more than\n50 per cent, of the votes cast, or\n(b) Until two candidates remain on\nthe list, in which case the one with the\nlarger number of votes shall be declared\nelected.\n\u25a0\\Vhere by reason of choices of voters\nand by distribution of votes as aforesaid\na tie results between two or more candidates then the Election Committee\nshall determine in such manner as it\ndeems fit which of and in what order\nsuch candidates shall be struck off the\nlist.\nWhere a candidate whose name has\nbeen struck off the list as aforesaid is\nthe next choice on the ballot, then such\nballot shall be counted in favour of the\ncandidate next subsequent in choice to\nthe candidate whose name has been so\nstruck off.\n(g) No student shall hold more than\none office on the Students' Council during any one session;\n(h) After the ballots have been\ncounted, the returning officer shall place\nthem in a package, which package shall\nbe sealed in the presence of the scrutineers and preserved by the Returning\nOfficer until after the annual meeting of\nthe  Society:\n(i) Polling booths shall be open\nfrom 10.00 a.m. to 4.00 p.m. on election\nday;\n(j) All elections shall be in charge\nof the Election Committee which committee shall be appointed by the Students' Council, and the elections shail be\nconducted to comply with the aforesaid\nsections, and such further regulations\nas the said committee shall make, from\ntime to time, and which are not incon- '-UNIVERSITY OF  B. C.\nsistent with the said aforesaid sections.\nArticle  IV\u2014Funds\n1. The funds of the Society shall consist of the following:\n(a) The annual membership fee\nwhich shall be payable not later than the\nlast day for payment of the fall term\nUniversity fees, and which shall be collected by the Bursar of the University\nunder the authority of the Board of Governors, and which fee shall be $10.00, or\nsuch other sum as shall, from time to\ntime, be determined by the Society by\nresolution passed in the manner required\nby the \"Societies Act\" for the passing\nof an Extraordinary resolution.\n(b) Ail moneys received by student\norganizations under the Society. Such\nmoneys shall be remitted by the treasurer of such organization forthwith after\nreceipt of same to the business office\nof the Society.\n2. Any application for a refund of\nfees of the Society shall be made in\nwriting and delivered to the Secretary\nof the Society on or before the Thirty-\nfirst day of October of the current session.\n3. The budget of the Society shall be\nprepared by the Treasurer from the estimates of the proposed expenditures of\nthe Undergraduate Societies, the Literary and Scientific Executive, the Athletic Associations and the Student Publications, and presented in the fourth\nweek of the fall term to the Students'\nCouncil   for  adoption.\n4. The said estimates shall be in the\nhands of the Treasurer before the third\nweek  of  the  fall  term.\n5. Any student organization under the\nSociety may spend money for the purposes and up to the amount prescribed for\nIts use in the said budget, but shall not\nSTUDENTS' HANDBOOK 43\nonend moneys which art not prescribed\nIn the budget except by special permission in writing first had and obtained\nfrom   the   Students'   Council.\n6 All moneys raised by donations to\nthe Women's Union Building Fund and\nproceeds of special functions of the Women's Undergraduate Society shali be\ndeposited in a trust fund for the permanent Women's Union Building, and shall\nbe administered by the Women's Undergraduate Society subject to the approval\nof   the   Students'   Council.\nArticle   V\u2014Reports\n1. The annual report from the secretaries and finance managers of the Undergraduate Societies, the Literary and\nScientific Executives, the Publications'\nBoard, the Athletic Associations and\neach of their subsidiary organizations\nshall be in the hands of the Secretary\nof the Society within ten days from the\ndate of the election of the President of\nthe said  organization.\n2. A special report shali be submitted\nat any time at the request of the Students'  Council.\nArticle VI\u2014Faculty Committee\nThe Faculty Committee on Student\naffains shall subject to Article III Section\n4, Part (b), be the first medium between\nthe Student body and the University authorities. The Society or the Students'\nCouncil shall at ali times be entitled to\ncali upon the said committee to confirm\nthe activities of the Society by endorsing\nfrom time to time its proposals and resolutions.\nArticle   VII\u2014Joint   Committee\nAll   matters   concerning   which   a   conference is deemed advisable shall be referred to a Joint Committee on Student\nAffairs which shall be composed of three 46\nUNIVERSITY OF B. C\nrepresentative of the Faculty and three\nmembers of the Students' Council. Should\nthis Committee not endorse the proposals\nof he Society it may amend or annul\nthem and its decision shall be considered\nas the combined judgment of the Faculty\nand students. A minority of two members of this Committee with the consent\nof the Chairman of the Committee may\nappeal to the Senate on any decisions\nmade by the Committee. The office of\nChairman of the Committee shall be held\nby one of the Faculty members and he\nshall in the event of a tie vote on any\nquestion, be entitled to a casting vote.\nArticle   VIII\u2014Social    Functions\n1. A joint meeting of the executives\nof the Men's Undergraduate Society, and\nthe Women's Undergraduate Society, the\nMen's Athletic Association and the Women's Athletic Association shall arrange\na schedule of social functions and athletic activities under the jurisdiction of\nthe Society for the current year. This\nschedule shall be presented to the Students' Council for ratification not later\nthan the end of the third week in the\nfall  term.\n2. Ail organizations under the Jurisdiction of the Society desiring to hold a\nSocial function shall first secure permission by resolution of the Students' Council\n3. Attendance at University dances\nshall be restricted to members of the\nSociety and guests.  Guests shail be:\n(a) Honorary guests, who shail comprise such persons as the Alma Mater\nSociety  sees   fit   to  invite:\n(b) Such guests as may be invited\nby members of the Society, each member to be entitled to one guest. No couple\nconsisting of two persons neither of\nwhom are members of the Society shali\nSTUDENTS' HANDBOOK\n47\nhe oermitted to attend, The admission to\ndances shall be by ticket and invitation.\nThe arrangements for any social functions under the Jurisdiction of the Society\nmust be submitted for the approval of\nthe Students' Council at least two weeks\nbefore the date of the function.\n4 All functions under the jurisdiction\nof the Society shail end at or before 1.00\na. m.\nArticle    IX\u2014Gambling\nCard playing, except at University\nfunctions, and gambling in any form\nsuch as coin tossing or dice throwing\nfor money or any monetary equivalent\nwhatsoever is prohibited within the precincts of the University.\nArticle X\u2014Drinking\nDrinking of intoxicating liquors on the\nUniversity campus or at any University\nfunction is prohibited and no person shall\nbe permitted to appear on the University\ncampus or at any University function\nshowing any evidence of having consumed   intoxicating  liquor.\nArticle XI\u2014Price of Tickets\nA member of the Society who has purchased a ticket for any University function shail not sell such ticket to any\nother person for a price higher than\nthat set for such ticket by the Committee in  charge of such a function.\nArticle   XII\u2014Discipline\n1.   A standing Committee of Discipline\nshali be appointed annually by the Students'  Council and be responsible to it;\nthe members of the Committee shall be:\n(a) The President of the Men's Undergraduate  Society.\n(b) The President of the Arts Men's\nUndergraduate  Society.\n(c)(   The   President    of   the    Science 48\nUNIVERSITY OF B. C\nMen's  Undergraduate  Society.\n(d) The   President   of   the   Agricultural  Undergraduate Society.\n(e) The  President  of  the Women's\nUndergraduate   Society.\n(f) The Vice-President of the Junior\nYear.\n(g) The  Vice-President  of  the  Sophomore  Year.\nThe President of the Men's Undergraduate Society shall be Chairman of this\nCommittee and in his absence from any\nmeeting, the members of the Committee\npresent shall choose one of their members   to   be   Chairman   of   such   meeting.\n2. The Committee shall meet at least\nonce a month at the call of the Chairman or at any time at the request of\nthree members of the Committee.\n3. Every student or group of students\nwhether individually or as members of an\norganization under the Society or any\nother group of students using the University name and crest, or representing\nthe University in any way, shall be responsible to the Students' Council for the\nconduct of the individual, organization\nor group in any way in which it may\nbe held directly or indirectly to affect\nthe University.\n4. Subject to the approval of the Students' Council this Committee shall have\npower to levy and collect fines not exceeding $5.00 for the infraction of any\nBy-Law of the Society, and to levy such\nfines or impose such penalties as this\nCommittee may see fit for the breach of\nor non-compliance with any rule, regulation or decision of the Society or the\nStudents' Council or any article or provision of this Code.\nArticle   XIII\u2014injuries\nThe  Society shall  not  be  liable  for,\nnor assume any obligation in respect of\nSTUDENTS' HANDBOOK 49\n,., injury or damage sustained by any\nmember or other person participating in\n\u00abnv student activity, and a member shall\nnot be entitled to make any claim upon\nthe Society or any of its subsidiary organizations in respect thereof.\nArticle XIV\u2014Publications\nNo publications or advertisements\nwhatsoever shall be carried on or distributed and no member shall sell or attempt\nto sell or dispose of any publications or\nadvertisements on the University Campus without first having secured permission by resolution of the Students'\nCouncil.\nArticle XV\u2014Speakers\nIf any subsidiary organization of the\nSociety desires to invite a speaker other\nthan a member of the Society to address\nUniversity students it shall first apply in\nwriting to the Students' Council for permission so to do, and the Students' Council shall have absolute discretion as to\nthe granting or refusing of such permission.\nArticle   XVI\u2014Organizations\n1. All Student Organizations within\nthe University shall be classified as follows:\n(a) Literary   and   Scientific.\n(b) Undergraduate   Societies.\n(c) Athletic   Associations.\n(d) The Publications'   Board\n(e) Student  Organizations of affiliated Colleges.\n2. The said Organizations shall be\ncomposed of such Subsidiary Organizations and activities as their respective\nConstitutions may provide, and as are\napproved, from time to time, by the\nStudents'  Council.\n3. All of the said Organizations and\ntheir  Subsidiary  Organizations   shali  be 50\nUNIVERSITY OF B. C.\nSTUDENTS' HANDBOOK\n51\nresponsible to the Students' Council for\nthe proper conduct of their affairs in\naccordance with the By-laws, rules, regulations and decisions of the Students'\nCouncil or the Society, from time to time,\nin force, and of this Code.\nArticle XVII\u2014New Organizations\n1. Any proposed Student Organization\nfor any activity under the Society shall\nmake application to the Students' Council for permission to organize.\n2. Any Student Organization not subsidiary to the Society shall make application in writing to the Students' Council for permission to use the University\nname and crest. With the application the\nfollowing information regarding the Organization making application shall be\nsubmitted:\n(a) Name\n(b) Aims   and   objects\n(c) Conditions  of membership\n(d) Complete  list  of  all  members\n(e) Complete  list  of  officers\nThe Society shall hold student members of such organizations responsible to\nthe Society for the conduct of the organization in any way in which it may be\nheld directly or indirectly to affect the\nUniversity.\n3. Organizations not subsidiary to the\nSociety and not applying as in Section 2\nabove and not obtaining recognition by\nthe Society shall not use the University\nname, crest or notice boards.\nArticle   XVIII\u2014Office   Ranking\n1.   Student offices shall  be ranked as\nfollows:\n(a)    Class   \"A\"\ni.    All   members   of   the   Students\"\nCouncil:\nii.  The Editor-in-chief of the Publications' Board:\n(b) Class \"B\"\n1. All members of the Executives\nof major organizations, namely,\nexecutives of the Men's and\nWomen's Undergraduate Societies, the Men's and Women's\nAthletic Associations and the\nLiterary and Scientific Executive:\nii. The Senior Editors, the business manager of Publications,\nthe news and advertising managers of the Publications'\nBoard, the Editor of the \"Totem\" and the Sports Editor of\n\"the Ubyssey\".\n(c) Class \"C\"\nAll  other  student  offices.\n2.   Subject   to   exceptions   which   may\nbe allowed by the Eligibility Committee,\nthe foiiowing restrictions shall be placed\non students holding office:\n(a) Students   holding    \"A\"     offices\nshall  hold  no other offices:\n(b) Students   holding    \"B\"    offices\nmay also hold one  \"C\"  office.\n(c) No student shall hold more than\nthree  \"C\"  offices.\nArticle XIX\u2014Organization Minutes\nFive copies of the minutes of both executive and general meetings of the Men's\nUndergraduate Society, the Women's Undergraduate Society, the Men's Athletic\nAssociation, the Women's Athletic Association, the Literary and Scientific Executive, the Interfraternity Council, the\nPanhellenic Association shall be forwarded to the Students' Council immediately\nfollowing the said meetings to be considered and if thought fit approved by\nthe Students' Council before being posted. After approval by the Students' Council, four copies of these minutes shall be\nforwarded to the Faculty Committee on 52\n\u25a0 UNIVERSITY OF B. C\nStudent Affairs together with the Minutes of the Students' Council approving\nsame.\nArticle XX\nAll student organizations or groups of\nStudents who propose to organize or conduct any function in the name of the\nUniversity outside the precincts of the\nUniversity shall secure permission by\nresolution of the Students' Council before\norganizing  or  conducting  such   function.\nArticle XXI\u2014General\n. .1. The Students' Council shall have\npower to appoint Committees to control\nstudent activities or for any other purpose and in particular but without limiting the generality of the foregoing shall\nappoint the foiiowing committees.\n(a) The Discipline Committee referred to in Article XII hereof which\nshall be in charge of all matters of Student  discipline  within  the  University:\n(b) Elections Committee which shall\nbe in charge of all elections conducted\nby the Society or the Students' Council.\n(c) Homecoming Committee which\nshall consist of the presidents of each\nyear and which shall be in charge of all\nHomecoming activities. This Committee\nshall present to the Students' Council\nfor ratification a complete schedule of ali\nproposed Homecoming activities at least\ntwo weeks before Homecoming. The\nJunior Member shall be Chairman of this\nCommittee:\n(d) Initiation Committee which shali\nbe in charge of all initiation activities.\nThe President of the Men's Undergraduate Society shall be Chairman of this\nCommittee:\n(e) Eligibility Committee which\nshall subject to the approval of the Students' Council enact and enforce such\neligibility rules as it may deem advisable\nSTUDENTS' HANDBOOK\n53\n-rt shall be in charge of all matters per-\nffinine to eligibility in student activities.\nThe President of the Men's Athletic Association shall be Chairman of this Committee:\n\u2022 2 The Students' Council shall have\noower to make such other appointments\nJ; it deems necessary and in particular\nIhaii  make  the  following  appointments:\n(a) Editor-in-chief of the Publications Board. This officer shall be appointed by the Students' Council immediately following the election of the President  of  the   Society:\n(b) The business manager of the\nPublications Board, the Secretary of the\nLiterary and Scientific Executive and the\nSecretary of the Men's Undergraduate\nSociety shall be appointed by the Students' Council at the first Students'\nCouncii meeting following the election\nor appointment of the head of the department concerned, and shall be appointed in collaboration with representatives of the retiring executive of the\nsaid department:\n(c) The Senior Editors of Student\nPublications. These appointments shall\nbe made at the first Students' Council\nmeeting following the appointment of\nthe Editor-in-chief of the Publications\nBoard and shall be made in collaboration\nwith the Publications Board.\n(d) The Student members, from the\nStudents' Council, to act on the Joint\nCommittee  on   Student  affairs.\nThe Students' Council shall make the\nabove appointments in collaboration with\nand on the recommendation of the outgoing officers concerned.\n3. The Students' Council shall have\npower to make such further rules and\nregulations consistent with the constitution of the Society as it considers ad- 54\nUNIVERSITY OF B. T.\nSTUDENTS' HANDBOOK\n55\nvisable relating to any student activities,\nunder the control of the Society.\nArticle XXII\u2014Amendments to the\nBy-Laws\n1. Any proposed amendment or a-\nmendments to the By-laws of the Society shall be signed by at least one hundred members of the Society entitled to\nvote and shali be handed to the Secretary\nof the Society or submitted unanimously\nby the Students' Council, and shall be\ngoverned by Section 22, sub-section 2, of\nthe \"Societies Act\".\n2. The Secretary of the Society shall\nforthwith after receipt post at least three\ncopies of the proposed amendment or a-\nmendments in conspicuous places about\nthe University buildings and shall submit a copy of the same to the Students'\nCouncil at the first meeting of the Council held after the receipt of the same by\nhim.\n3. Not less than ten and not more\nthan thirty days after the posting of the\nproposed amendment or amendments the\nStudents' Council shall subcit the same\nto the Society at a general meeting.\nSuch meeting shall be convened by a notice specifying the intention to propose\nas an extraordinary resolution a resolution embodying such proposed amendment or amendments.\n4. C\nOrganization of the\nStudent Body\nThe Student's Council is the governing body, its nine members being\nelected by the students late in the\nSpring term. This body meets every\nMonday night during the term to discuss all motions for student welfare.\nThe Presidents of the Men's and Women's Undergraduate Societies, the\nPresidents of the Men's and Women's\nAthletic Societies and the President\nof the Literary and Scientific Executive, represent definite bodies of student opinion. These members bring\nup matters relative to their own subsidiaries, but are expected to know\nand discuss matters outside their own\nspheres.\nEach of the subsidiary clubs submits a budget early in the fall to its\nown governing body, which in turn\nsubmits it to the Council through the\nclub president Budgets are then\nallotted by Council. It\nappears every Tuesday and Friday\nnoon throughout the session, except\nin examination weeks.\nThe \"Ubyssey\" is the University\nnewspaper, dealing with the current\nevents of college life. It is managed\nentirely by the students, and new students are given trials as reporters\nduring the first months.\nA Literary Supplement published\ntwice a year is open to contributions.\nThe Publications Board is affiliated\nwith the Pacific Intercollegiate Press\nAssociation, and exchange news form\nother colleges in Canada and the United States is featured.\nThe \"Totem\" is the University Annual, the traditional publication to the\ngraduating class. A special staff prepares this annual, its editor being a\nmember of the Senior or Junior year\nof any faculty.\nThe 'Handbook\" is that interesting\nlittle document which now rests, in\nall probability, between the thumb and\nforefinger of your left hand. 60\nUNIVERSITY OF B. C.\nInter-University Exchange of\nUndergraduates\nThrough this scheme the National\nFederation of Canadian University\nStudents hopes to most effectively\nserve the fundamental purposes for\nwhich it was formed. The scheme offers an opportunity to Canadian University Students, without extra expense to themselves, to receive a\nyear's study at a university in another\npart of Canada.\nBriefly speaking, the Exchange\nScheme provides that each university, through its selection committee\nof a member of faculty and two students, shall nominate, on application,\nany number of students not exceeding\none per cent, of the enrolment. The\nonly prerequisites are that the student desiring to take advantage of the\nscheme must have completed at\/ least\ntwo years of study, with at least Second Class standing in the Second\nYear, shall be an undergraduate below the final year, and be representative in a general way of the student\nbody.\nThrough the co-operation of the various university authorities in promoting this scheme, it is provided that\nexchange students are exempt from\ntuition fees, which, except in extreme\nSTUDENTS' HANDBOOK 61\ncases, is more than sufficient compensation for the railway fee involved in\neffecting the exchange.\nThe President of the Students' Council is the representative of the N. F.\nC u S. and can give full information respecting the Exchange Scheme.\nCurator\nThe Curator is the keeper of all\nthe athletic equipment of the Alma\nMater Society. He is in his office in\nthe south-east corner of the Gymnasium at certain hours as posted and\nall equipment must be obtained from\nhim and returned to him at the end\nof the season. For those desirous of\nplaying Canadian Rugby, a system\nhas been introduced whereby a student may, after depositing a nominal\nsum with the Curator, obtain a complete outfit for the season. His deposit is refunded when he returns the\noutfit at the end of the season.\nRequisition System\nNo bills will be honoured by the\nStudents' Council unless they are covered by purchase order from the Business Secretary. The business houses\nof this city have been informed of this\nruling and it will be rigidly observed\nby Council. a\nUNIVERSITY OF B. C.\nSTUDENTS' HANDBOOK\n63\nUndergraduate Societies\nThe Undergraduate Societies comprise the Women's Undergraduate\nSociety, the Men's Undergraduate Society, and the subsidiary class organizations.\nMembership in the Undergraduate\nSocieties is conferred automatically on\nall students at the University. The\nWomen's Undergraduate Executive\nis composed of an Honorary President, President, Vice President, Secretary, Treasurer, President of Nursing,\nthe Vice Presidents of the undergraduate classes of Arts and of Education,\nthe Representative of Agriculture and\nthe President of Phrateres. There being also four standing committees on\nReception, Finance, Entertainment\nand Publicity.\nThe Men's Undergraduate executive\nis composed of President, Secretary-\nTreasurer, and Presidents of the Arts\nMen's, the Science and the Agriculture Undergraduate Societies. The\nclass presidents are members of the\nUndergraduate Society of the faculty\nto which they belong; thus the class\norganizations are connected with the\nUndergraduate Societies.\nThe duties of the Undergraduate\nSocieties are mainly social; also, the\npresident of each society is a member of a standing committee on discipline, see By-Law No. 31 of the\nAlma Mater Constitution).\nWOMEN'S   UNDERGRADUATE\nSOCIETY\nThe object of the Women's Undergraduate Society is to consider and advance the interests of the women\nstudents through the promotion of\nextra-curricular activities, all undergraduate women students and ail\ngraduate women students who have\npaid their Alma Mater fees for the\ncurrent session being active members\nand the honorary members being comprised of the women members of the\nfaculty.\nThe W. U. S. sponsors the Hi-Jinx,\nthe Co-Ed and a tea dance, the proceeds of these functions going to the\nStudents' Union Building Fund. For\nthe benefit of the Freshettes the society sponsors a \"Big and Little Sister\nProject\": every Freshette has a Big\nSister who is responsible for making\nher familiar with the Campus activities. They are situated near the western end of the main\nconcourse, but may also be viewed\nfrom the hallway below. Presented to\nthe University by an unknown donor,\nthe windows were unveiled on November 28, 1928, by the Honorable S. F.\nTolmie, Premier of British Columbia.\nWAR MEMORIAL\u2014Inside the main\ndoorway of the Science Building are\nerected two war memorials\u2014one \"to\ncommemorate the supreme sacrifices\nand willing services of the members\nof the 'D' Co'y, 196th Battalion, C.\nE. F., Western Universities, in the\nGreat War, 1914-1918;\" and the other\n\"in honour of the B. C. reinforcing\nplatoon, 196th Western Universities\nOverseas  Battalion,  C. E. F.\" 66\nUNIVERSITY OF B. C\n< THE SUN DIAL \u2014The Sun Dial,\nwith its oblong face and engraving of\nthe Cairn and the Lions, is a familiar\nobject to all visitors of, the Botanical\nGardens. It was presented to the University In 1926 by B. S. Hartley (Professor of Mathematics\u2014retired, 1931)\nwho designed it especially for the position in which it now stands.\nTHE BURNETT COLLECTION\u2014\nThe Library of the University contains a collection of curious relics,\nrated as the most complete representative Polynesian collection in the\nworld. The collection was made by\nDr. Frank Burnett, who, during a period of 35 years, sailed around the\ncannibal islands in the South Pacific\nAmong the exhibits are figures of\nPolynesian gods, native implements,\nseveral skulls, and samples of native\ndress. Bill Tansley superintends this\nmuseum of relics.\nSTAMP COLLECTION\u2014The University stamp collection comprises the\npostage stamps of Canada and the\nearly British North America colonies;\nit contains many interesting stamps,\ndating from the time of Queen Victoria to the present day. This collection is not yet complete, and all new\ncontributions will be welcomed. Those\ninterested may have access to the collection through the registrar.\nSTUDENTS' HANDBOOK\n67\nTOTEM POLES\u2014The Totem Poles\nnow situated in the Botanical Gardens, were presented in 1927 by the\nAlumni Association. They are from\nthe Musquiam Reserve, Point Grey,\nand are the last two of the tribe. The method of enforcing the eligibility rulings for athletics shall be:\n(a) The President of Men's Athletics and the President of\nWomen's Athletics shall obtain,\nfrom the managers of men's\nmajor sports and from the\npresidents of men's sports other\nthan major; and from the presidents of the Women's Athletic clubs, a list of all students turning out for the sports.\nThis list shall be handed in to\nthe Registrar for verification\nof the eligibility or non-eligibility of the players. A.\nExecutive and of the M. A. The executive of the body\ncomposed of the presidents of all\nbranches of sport, is responsible for\nthe organization, supervision and administration of athletics for men.\nSTUDENTS' HANDBOOK\nThe Association has been recognized\nas a local board of the Amateur Athletic Union of Canada. Any athlete\nintending to play on any outside team\nmust obtain written permission from\nMen's Athletics; if such is not done,\nthe athlete is liable for suspension\nfrom all amateur athletics.\nTo encourage a man to stick to the\nsport he is best suited for, we give\nour highest athletic award to an athlete who measures up to a certain\nstandard in that sport. However, most\nof the Big Blocks go to the Major\nSports, the small letters to the Minor\nSports, and the plain letters to the\nSub-Minor Sports. The second team\nin a Major Sport has rating of Minor\nSport, while the third team in a Major Sport and the second team of a\nMinor Sport have Sub-Minor rating.\nThe sports are classified into four\ngroups as follows, due to achievement\nand interest shown:\n(a) Major: Basketball, Canadian\nRugby, English Rugby, Track,\nSoccer.\n(b) Sub-Major:   Swimming.\n(c) Minor: Badminton, Golf, Grass\nHockey, Ice Hockey, Rowing.\n(d) Sub-Minor: Boxing, Fencing,\nGymnasium, Outdoors, Skating. 80\nUNIVERSITY   OF B.   C.\nBIG BLOCK CLUB\nThis Club is entirely separate from\nthe Awards Committee, membership\nbeing automatically conferred to holders of the U. B. C. Big Block Award.\nIts aims are to bring about a unity of\nspirit and effort for the furtherance of\nVarsity sport and to keep in touch\nwith preparatory schools in order to\nadvise prospective athletes for University sports. Members of the Club\noften handle the seat sale for athletic\nas well as home-coming activities.\nBASKETBALL\n(Geo. Crosson, Senior Manager)\nFour teams are fielded in City\nleagues by the Basketball Club. Occasionally trips are made to the East,\nto Vancouver Island, and to Seattle\nfor a game with the University of\nWashington. Other Coast teams visit\nour gymnasium for exhibition games.\nRegular practices and coaching are\navailable in the gymnasium. Watch\nthe Notice Board for dates. An Interclass League is sponsored by the club\nand all are invited to try out for their\nclass team. This is a competition for\nthe Governor's Cup.\nCANADIAN  RUGBY CLUB\n(Norm.  Martin,  Senior  Manager)\nOne team is fielded to take part in\nSTUDENTS' HANDBOOK\n87\ngames with colleges to the south, and\ntwo teams to play in City Leagues.\nThis year will be the first in which\nthe Senior team plays no Canadian\nRugby, but all American. A strong\nSenior City team is fielded and freshmen are advised to turn out for this\nteam, the stepping stone to the Senior\nteam. Dr. Burke, assisted by a professional, will coach the Seniors while\nmembers of the Senior squad usually\nsupervise Freshman training.\nENGLISH   RUGBY\n(T.   Madeley,   Senior   Manager)\nThe major events of the club's activities are the McKechnie Cup Series\nand the Miller Cup Series. Last season\nth Club won the Miller Cup. This year\nan extensive programme of inter-\nfaculty and freshman trial games will\nbe instituted, and it is hoped in this\nway to build up japd stimulate a\ngreater interest in English Rugby.\nThis year it is quite possible that a\ngame will be played against the touring New Zealand All-Black team,\nsometime in March 1936. It is also\nhoped that a series of games will be\nplayed in Southern California, against\nthe colleges who are members of that\nUnion. These are Stanford, U.C.LA.,\nand U.S.C, and possibly some of the\nmember clubs. UNIVERSITY  OF B.   C.\nHours of practice will be posted on\nthe Quad notice board and all freshmen are urged to turn out, and to\nkeep in touch with the managerial\nstaff.\nTRACK\nThe Track Club is looking forward\nto another successful year. The meet\nwith the College of Puget Sound,\nwhich was won last year by U.B.C,\nwill be held this year on our Campus.\nIndoor meets will be held this fall.\nOther competitions are the Varsity-\nFrosh meet, the Road race, inter-class\nmeets, the Cross Country, and the historic Arts '20 Relay.\nSOCCER\n(A. Stradiotti, Senior Manager)\nSoccer has regained its status as a\nmajor sport and will field teams in\nsenior competition and the Junior Alliance. Inter-class soccer remains on\nthe program and keen rivalry is predicted for this branch of competition\nfor the Governor's Cup. Meeting dates\nand times will be posted on the Notice\nBoard.\nSWIMMING\n(Magnus Lund)\nThe Swimming Club is an organization for men and women.    A tank is\nSTUDENTS' HANDBOOK\n89\nengaged two or three nights a week,\nand a small membership fee is charged\nto defray this expense. Competition\nis carried on with prominent Vancouver clubs and with the University of\nWashington. An inter-class meet is\nalso held, the winning teams gaining\npoints for the Governor's  Cup.\nFENCING\nThe Fencing Club is a men's and\nwomen's organization open to all interested. There is a cup for competition within the Club, coaching is\nprovided, and if enough talent is forthcoming there will be a meet with the\nUniversity of Washington.\nICE HOCKEY\n(Gordon Livingston)\nThe Ice Hockey Club enters two\nteams, an Intermediate and a Junior.\nAlthough no major titles have been\nwon recently, practices and games at\nthe Arena provide excellent training\nfor those interested.\nGRA8S  HOCKEY CLUB\n(Yoshio  Ono,  Captain)\nThe Club has entered two teams in\nthe Mainland League for the past four\nyears,  and  other games   have   been\nplayed at Victoria and Duncan.   The DO\nUNIVERSITY  OF  B.   C.\nClub is anxious to obtain new members, and all interested are asked to\nwatch for notice of meetings in the\n\"Ubyssey.\"\nOUTDOORS CLUB\nA Club for those students interested\nin mountain climbing and skiing.\nHikes are held nearly every week of\nthe fall term. During the spring term\nthe Club's cabins on Grouse Mountain\nare the headquarters for skiing activities on the Plateau and neighbouring\nridges. A triangular meet with University of Washington and College of\nPuget Sound is the outstanding event\nof the season.\nGOLF\nThe Golf Club is open to both men\nand women, and has gone ahead rapidly since the opening of a beautiful\n18-hole course on the campus. A\nhandicap tournament is held before\nChristmas, and an open tournament\nafter Christmas. In addition to this,\na yearly match with the University\nof Washington has been inaugurated,\nby purchasing membership cards in\nthe Club, students are afforded a\ncheaper rate at the course.\nSTUDENTS' HANDBOOK\nHI\nMEN'S  GYMNASIUM   CLUB\nThis Club is open to all men students of the University. It purposes\nto give all men organized physical\nframing. Classes which include floot\nwork and apparatus are held weekly\nin the gymnasium under an experienced instructor.\nROWING\n(Wilson McDuffee, President)\nThe Boat Club uses the premises of\nthe Vancouver Rowing Club. An in-\nterfaculty race is held in the Christmas term, and races with Brentwood\nCollege, Vancouver Rowing Club and\nthe University of Washington take\nplace in March.\nBADMINTON\nThe Badminton Club enters teams\nin the Vancouver and District League;\nintercollegiate games are arranged\nwhenever possible. An annual tournament is held in the spring for the\nchampionship of the University. Practices will be held in the gymnasium.\nTENNIS\nThe Tennis Club functions whenever\nweather permits. The Club tournament, matches with faculty members, 92\nUNIVERSITY  OF  B.   C.\nand inter-collegiate competition provide the members with ample workouts. Membership is open to men and\nwomen.\nBOXING CLUB\nThe purpose of this Club is to promote intercollegiate boxing and to\ncoach inexperienced men. A statement of physical fitness must be handed in by each applicant. There is also\na small fee for coaching expenses.\nBoxing is regulated and governed by\nintercollegiate rules; weights range\nfrom 112 pounds to 175 pounds and\nover.\nINTER-CLASS ATHLETICS\nThe Governor's Cup, donated for\ninter-class athletics, is competed for\nduring the entire year by the various\nclasses. Founded a\nfew weeks after the opening of the\nUniversity in 1915, it is today one of\nthe most active campus organizations,\nleading the way in dramatic activities.\nExcellent facilities for finished performances are available on the Auditorium stage, part of the equipment\nof which was contributed by the\nPlayers' Club.\nMembership is limited to 70, sixty\nof whom have passed competitive tryouts; the ten as a result of technical\nskill. A prize of $50 is offered to the\nstudent submitting the best play suitable for the Club's Annual Christmas\nPerformance.\nThe annual Spring Play has become\na feature entertainment in twenty\ntowns throughout British Columbia.\nSince 1915, more than 300 performances have been given. Meetings\nwill be held fortnightly and will be\nconducted according to British Parliamentary Procedure, with a Speaker\nand organized parties. Debates will\ncover topics of current events.\nTHE PHYSICS CLUB\n(Maurice Bloom, President)\nThe aim of this Club is to enable\nstudents of Physics to hear papers on\nthe latest developments in that subject, and to provide them with an opportunity to gain experience in the\npreparation and delivery of such\npapers. In order that these ends may\nbest be attained, three short papers\non different subjects are usually delivered at each meeting. An annual camp is held at\nVictoria during the Christmas vacation. McKeown, President)\nThe object of this Club is to create\nan interest in matters pertaining to\nchemistry, rather than to supplement\nthe knowledge of the class-room. It\naffords students an opportunity of\nreading and listening to papers on all\nphases of the science. Membership is\nlimited to those students taking Chemistry 3 or higher. However, open\nmeetings are held throughout the\nyear at which prominent outside\nspeakers and members of Faculty\nspeak; all interested are cordially invited to attend such meetings.\nFORE8T CLUB\nThe aim of the Forest Club is to\ncreate interest in forestry in all its\nphases.     Instructive   and   interesting UNIVERSITY OF B.   C.\nlectures are given by prominent members of the lumbering industry, forestry profession and the faculty.\nPapers are also read by the student\nmembers. Although intended primarily for Forest Engineering Students,\nthe Club is open to all interested in\nforestry.\nAGRICULTURE CLUB\n(Ralph Cudmore, President)\nThe object of this Club is to create\ninterest in the various phases of\nAgriculture. A series of noon-hour\nlectures is arranged, and evening\nmeetings are held every two weeks.\nPublic speaking is encouraged by an\nannual oratorical contest, and by\nminor debates throughout the year.\nInterest in livestock is stimulated by\nan annual judging competition taking\nplace at the Experimental Farm at\nAgassiz. C.\nFraternities\nEssentially, fraternities and sororities are merely groups of students,\nwith common ideals and a natural liking for one another, organized into\nsecret societies of from fifteen to forty\nmembers each, and they may be\n\"local\", \"national\", or \"international\".\nMen's and women's fraternities operate in similar ways.\nThe system whereby these organizations make contacts with prospective\nmembers is known as \"rushing\". It\nconsists of association by members of\nthe fraternity with the prospect\nthrough social affairs and other means\nin order to become acquainted with\nhim, and is carried on according to\ndefinite rules agreed to by all the\nfraternities. At the end of the rushing season the fraternity decides\nwhether or not it wants the person\nconcerned as a member, and if it does,\none of its members gives him a \"bid\"\u2014\nor invitation to join.\nFrom the Freshmans viewpoint the\nrushing season is an opportunity to\n\"size up\" the various fraternities. He\noften finds it very difficult to make up\nhis mind, particularly if a number of\nfraternities are rushing him. Thus\nthe best course for him is to get acquainted  with them as early in the\nSTUDENTS' HANDBOOK 119\nterm as possible so that he may form\nhis own impartial opinion of each of\nthem, and thus may not allow himself to be \"high-pressured\" into joining one which is not best suited to\nhim. It is extremely important to\nhim, if he joins a fraternity at all, to\njoin one whose members he really\nesteems as individuals, and at the\nsame time whose ideals are similar\nto his own, for under other conditions\nthan these fraternity life would be a\ntotal failure. Thus if he is not very\nenthusiastic about the fraternity or\nfraternities that may rush him, he\nwill be much wiser to refuse their\nbids. A more desirable one may rush\nhim later on in the same or a subsequent year, for sometimes students\nare bid as late as their fourth year.\nThe rushee should investigate thoroughly and impartially the fraternity\nquestion. A fraternity entails considerable financial obligations and he\nshould know exactly what these are\nbefore accepting a bid. One of the features is\nTheatre Night, at which each class\nputs on some short act.\nUNDERGRADUATE BALLS\u2014Each\nFaculty is allowed to give one\ngeneral dance during the year. Of\nlate the supply of tickets has been\nsomewhat limited and it is sometimes\ndifficult to obtain tickets for a dance\nunless you are a member of the Faculty in charge.\nCLASS PARTIES\u2014Each class of\neach Faculty Is allowed to hold one\nclass party during the year.
