The attack commenced in\nthe early morning, the Infantry being\nsupported by artillery and armored\ntrainB. Five attempts were made but\nall  were  unsuccessful.\nFierce bayonet fights were an Incident of the battle. The carnage was\ngreat. There was\na bombardment by the Germans\nwith violent rifle fire.\nAn artillery duel occurred on the\nAisne.\nIn the Argonne cannonading is reported on all sides.\nIn Alsace to tke northwest of Am-\nmerzweiler 'our troops maintained\ntheir positions despite heavy bombardment during the day. The fighting was for territory which had been\ngained by our troops. He has, to the best of his\njudgment, following the lines laid\ndown by the Muniplcal Act, to decide\nwhat valuations should be put upon\n\u00b0ach lot in the who.e city. This\nduty has always been most difficult,\ntj perfi tn in such a way as to give\nsatisfaction  to  all  ratepayers.\nAn assessor may, in some municipalities, at some time, find himself\nmeeting -inflated values on account of\nwhat is commonly known as a boom,\nand a level-headed assessor does the\nDest he can to meet that condition,\nnot always successfully.\nAt the present time in the city of\nPrince Rupert, and all over tlritish\nColumbia, the very opposite of a\nboom exists, and the Assessor ln this\nor In any other municipality, If he!made,\nwished to make a reasonable assess-,     ia)\na    report equalities and  practically joined   in sessment to stand for this year. As\nment, will be met, not with the\n'rouble of a boom, but with ihe\ntrouble of a panic.\nIn the case of a boom bis object\nshould be, and no doubt would be,\nto keon himself cool ami not put on\nao high values^ but in the case of\nI i panic such as we have existing at\nj the  present  time  it will  be   doubly\nthe request that they should be corrected, and this was done.\nIf, therefore, we start with the\nproposition that we have tbe Assessment Roll of 1914, which, although'\nIt may not be absolutely perfect\nfund I might say no assessment roll\nwas ever perfect), nevertheless it\nappeared to be satisfactory to the\nratepayers  ot  large.\nThe Municipal Act, Section 205,\nSub-section 2, gives to the Council\npower as follows:\n\"If It thinks fit, by resolution\nadopt for any year the assessment\nroll of the previous year, with such\namendments and alterations as are\nby this section made permissible.\"\nThe section further provides what\nthese amendments and alterations\nare to be, and they are fully set out\nin tbe section under heads (a), (b),\nand (c). The amendments are to be\nmade by the Assessor before the passing uf the final resolution adopting\nthe old list; the alterations to be\nput shortly, are:\nChanges  of ownership.\nth) Correction of manifest errors\nin the name of the as ^ssod owner\nor !    tho description of the property.\nfc) Alterations with regard lo Improvements made on the land since\nlast  assessed.\nI understand the question of assessing land, the great point is to see\nthat all parties are assessed on an\nequal basis, and no person is really\nhurt even If the assessment on his\npiece of property is too high, provided his neighbors are assessed at a\nproportionate rate.\nIt appears to me that Sub-section\n2, Section 205, for whatever reason\nit was passed, is well calculated to\nmeet the present emergency, and\nshould be taken advantage of.\nWith regard to the procedure to\nbe adopted, I think the first thing\nIs that the Council should pass a resolution proposing that the Assessment Roll for last year be adppted.\nThis resolution should be sent to\nthe City Assessor, who should then\nbe Instructed to examine the assessment roll of 1914 and make the\namendments pointed out by Sub-sec-\n(Continued  on   Puee  Two I\nmembers of the Council will leave\nthis evening for the south by the\nPrincess May and will be at liberty\nto proceed east if they deem it necessary in connection with the finances\nof the city.\nLast night Aid. McClymont called\nattention to the fact that he had left\nCouncil last Monday before this came\nup. He said he did not approve of\ntwo going. While the situation might\nbe critical it was not intricate. Having *in view criticisms on a former\noccasion when representatives went\non a financial tour he did not want\nthe Council to become open to such\ncriticism again. There were complaints made then about hauling a\nsecond man at.o*,s ttifc cc.itinent.\nThere might be the same in this\ncase.\nThe mayor said he was perfectly\nwilling to have the matter brought\nup. He had talked it over with\nevery member before taking the\nstep.\n\"With one exception,\" interjected\nAid.  Montgomery.\nThe mayor said he might be allowed to finish. He was going to say\nwith the exception of Aid. Montgomery. He had not taken it up with\nthe latter, believing it would be a\nhopeless case to secure his co-operation. He might have been wrong on\nthat point, but he had so decided.\nHe had sought to have the assistance\nof Aid. Morrissey, who was, perhaps,\nmore conversant with the financial\nside than  the city solicitor.\nThe mayor added that if only one\nwere sent there was the danger in\nthese days of graft of fixing up a\ndeal. He did not want any such\nsuspicion to be aroused.\nAid. There-\nwas only 2,400 acres in the town-\nsite. In the near future the G.T.P.\nlots now held at a nominal assessment would come into an increased\nvalue.\nThe  mayor  said   that    he    agreed\na I with much  that had  been said. Morrissey said that as a member of the finance committee he was\nprepared to endorse Aid. Montgomery's motion to adopt the assessment\nroll  of last year.\nAid. Maitland felt that this year\nthe assessment might be lowered\nconsiderably. He had not gone into\nthis report of the solicitor. He presumed, however, that if the assessment of last year was adopted the\nrate of taxation should be much\nlower.\nAid, McClymont, referring to his\nminority report brought in at a\nprevious meeting, said that be understood that the Council could not\ninstruct the Assessor. The latter was\nan independent official. He though!\nthat perhaps a recommendation\nmight be made to the Assessor. Mr. Lorenzen\nwas willing to make an explanation\nbefore the Council.\nThe city solicitor explained that\nthe Assessor told him that last year\nin the making of the assessment he\nhad the result of a number of sales\nthroughout the city to be guided by.\nThis year he was not in a position io\nget at the values as there were practically no sales being made. To demonstrate this, two\nfarms were established, and the results of the first year's crop have\nbeen encouraging.\nOn the height of a rolling plateau\nheld in reserve as a pasture commonage in Nicola, about four miles\nsouth from Quilchena; and in the\nmidst of the big interior plateau of\nCentral British Columbia, two farms\nwere established at comparatively\nhigh elevations\u2014the Quilchena farm\nis 3,800 feet above the sea, where\nthe annual precipitation does not\nreach a total of eleven inches. These\nexperimental dry-land farms established by tlle Hon. the Minister of\nLands, which are attracting wide attention, plainly indicate the possibilities of successful agriculture by\ndry farming processes in the drier\nparts of British Columbia, and will\ndoubtless tend toward great development; to the bringing of millions of\nacres in the Dry Belt, now considered utilable only as range, under the\nplough.\nThe two farms, each tilled by two\nmen skilled in dry-farming, are divided into numerous plats and the\nexperimental work is carried on in a\nthorough manner, not only to show\nthe general possibilities of dry-\nfarming, but also to indicate the\ncrops which grow to the best advantage under prevalent conditions. We must remember, of\ncourse, that this is only the result\nof one year's work, but we are certainly encouraged to continue tbe\ninvestigations  already  begun.\"\nAt the Quilchena farm on the\nCommonage in Nicola, grasshoppers\ndid much damage, the whole locality\nsuffering, and in consequence, the\nfinal results there were not what was\nhoped for. \"However,\" the report\nsays, \"there Is much that would lead\nus to expect that the results on the\nCommonage would have been, to say\nthe least, almost equal to those at\n105-Mile House.
