This will be his first visit\nto Prince Rupert.\nSpeaking at Winnipeg a few days ago\nMr. Smithers stated that the general\nfeeling among the directors was one of\nfelief that the recent strike trouble\nhad been adjusted, the more so as they\nhad entirely supported President Hays\nin his stand, which they regarded as\nfair to both sides. Mr. Smithers, however, considered that such difficulties\nwere likely to prove injurious to the\nDominion, arid destroy the confidence\namong capitalists which had made\nCanada of late a pet subject for investment at easy rates.\nhere and there with color effects. It\nwiped out a whole block of business\nbuildings and turned two thousand\nterrified families into the street.\nThe fire broke out in a cork warehouse\nand the flaming cork being carried by\nthe winds made the fire spread rapidly.\nThere was a large fire-fighting force\non hand but the best that could be done\nwith the aid of water towers and every\nother appliance was to confine the\nflames to the one block.\nThe people got out of the burning\nbuildings with marvellous alacrity, none\nso far as know, being injured. But in\nthe rescue work one fireman was killed\nand another badly hurt.\nCandidate   was   Jailed\nCordova, Alaska, Aug. 11.\ufffd\ufffd\ufffdWilliam O'Connor, Labor candidate for\ndelegate to congress in Tuesday's\nelection, is out on bail today awaiting\ntrial for fighting with Nick Welsh, a\nlocal contractor. They quarreled over\npolitical questions,and though defeated at the polls, O'Connor won the\nphysical contest with ease.\nTHEIR   NEW    UNIFORMS\nSaturday Will Be a Proud Day For\nPrince  Rupert  Policemen\nPRINCE RUPERT\nMAN ARRESTED\nARTHUR SILLS TO ANSWER TO\nCHARGE OF FORGERY\nBrought Before Police Court in\nVancouver.\ufffd\ufffd\ufffdDrew a Cheque on\nBank Of Commerce Here and\nAsked   Mr.   Christie   to   Cash   it.\nThe whole of the police force of Prince\nRupert will don their new uniforms\nearly on Saturday morning, and Chief\nMcCarvell will hold special drill to instruct them how to dress up on parade\nand military tactics in handling large\ncrowds. The uniform is a neat army blue,\nwith narrow scarlet stripe down the seam\nof the trousers and gilt buttons. But\nthe whole force today is as fussy and\nnervous as a girl on the eve of her first\nball, for the helmets have not arrived.\nMany Indians in Town\nOver two hundred Indians are visiting\nPrince Rupert. They come from the\nSkeena river canneries and will remain\nhere until Sunday, when they will go\nto their homes on the islands.\nVancouver, August 14.\ufffd\ufffd\ufffdCharged with\nforging a cheque for $26 on July 26,\nArthur Sills again appeared in the police\ncourt this morning, and was again remanded for a week for more evidence.\nThe teller at the Bank of Commerce\ngave evidence of the cheque being\ndrawn by Sills. He did not remember\nhim calling in on July 19 and asking\nthe manager to wire Prince Rupert\nabout his banking account.\nA man named Hicks, in whose favor\nthe cheque was drawn, said he drove\nSills about to several places during the\nday of July 20. Sills paid him cash,\nbut returned in the evening with the\ncheque which he wanted cashed. Hicks\nhad only $16 on him which he handed\nto Sills retaining the cheque, against\nwhich he understood Sills to say there\nwas $75 in the bank.\nSills who went into the witness box\nswore that he was interested in some\nland on the Skeena river, and that a\nMrs. McDonald had paid him a cheque\nfor $200 for staking and advertising\nit for her. He came to Prince Rupert\non a Sunday morning and asked Mr.\nChristie the bank manager there to\ncash it, but he could not do so. Thinking the money would be placed to his\ncredit by July 20, he drew the cheque\nfully confident that it would be met.\nHe came to Vancouver because he had\nanother deal on here.\nSills was crossexamined by Mr. Kennedy to show that he was aware Mrs.\nMcDonald had no account, but this he\ndenied. He admitted having served\nterms of imprisonment in Bellingham,\nVictoria and Kamloops, one of the\nsentences being for forgery.\nSills agreed to the adjournment and\nsaid he wanted to give every facility\nto have the matter cleared up.\nSUPPLY GAS\nBY DECEMBER\nTSIMPSEAN   POWER    CO    WILL\nSTART WORK IMMEDIATELY\nR. Brutinel Here to Secure a Site for\nThe Plant and Start Things Going.\ufffd\ufffd\ufffdOther Schemes Will Be Advanced Alto.\nR. Brutinel, of Edmonton representing the Tsimpsean Light and Power Co.,\narrived in the city yesterday and will\nremain here for some time.. It is the\nintention of the company to commence\noperations upon their gas plant at once\nand Mr. Brutinel is here for the purpose\nof securing the site and getting the work\nunder way. They will have the gas gong\nthrough their mains to the consumersiby\nthe end of November or the first of\nDecember. At the same time the company will advance their power, street\nrailway and other schemes. Their policy\nthroughout will be one of harmony with\nthe people as outlined by Mr. Brutinel\nlast winter when he was here. Further\nparticulars of the plans of the company\nwill appear in tomorrow's issue.\nPolice   Court   Items\nIn the police court items yesterday\n'the name of the man Storck who is\ncharged with frequenting Comox avenue\nresorts was slightly misspelled which\nmight have confused his identity with\nthat of a prominent citizen were the\ncharge not so disgusting. Storck came to\ntown some months ago to work as a\nprinter but has not been employed at\nthe trade for some time.\nNeil McKay charged A. S. Levine\nin the police court this morning with\nassault. The assault is alleged to have\ntaken place in front of the Premier hotel\non Tuesday evening last. The case was\nadjourned until Friday.\nJos. Le Blanche, who was charged\nwith selling liquor without a license\nhas jumped the town when he did not\nanswer when called yesterday a warrant\nwas issued for his arrest, but he has gone.\nLost His Way\nA prominent G. T. P. official whose\noffice is on the wharf got lost in the forest\non Centre Sound last night and was seen\ngoing into one of the steamship offices\nwhere he enquired his way home.\nNo Council Meeting\nThe council adjourmed last night\nuntil next week as the balance of this\nweek is taken up with various duties.\nCan Be Installed and the Town\nLighted by Middle of December.\ufffd\ufffd\ufffd\nCompany Will Build Their Own\nWharf\ufffd\ufffd\ufffdMr.   Waller   Coming.\nThe electric light proposition which\nMr. Durant submitted to the council\na couple of nights ago was practically\nthe same as he laid before the Board\nof Trade last fall. Since then he has\nput a great deal of work on it, along\nwith Mr. Waller and they have now\ngot the thing in good shape and ready\nfor the financial men to take up. As\nwas stated in these columns before Mr.\nWaller, of Vancouver, will be here in a\nfew days and he will interview the\ncouncil and lay before them the full\ndetails. It is expected that Mr. Waller\nwill furnish the capital necessary for\ndeveloping the power.\nThe scheme is simply to instal a gas\nproducer plant for generating electricity.\nThe company propose to supply the\npower to the city at a cost which will\ne.iable the council to distribute it to\nthe consumers and cover all their expenses and still give it to the consumers\nat a reasonable price. Mr. Waller has\na site on this island where he can establish his plant and also have a wharfage on the water front for receiving coal\nand other supplies.\nThe company is taking all the chances\nas they propose to give the city a price\non the power delivered at the end of a\ndistributing line. The company will\nstart at that work and the building\nfor their plant immediately the council\ngives them a contract. Nearly all their\nmachinery can be had on short notice\nas much of it is stocked. Thus there will\nbe no delay. Tbe biggest job will be\nbuilding the wharf and the house for\nthe plant.\nMr. Durant told the Optimist yesterday that they could be ready to supply\nelectric light to the whole town by\nDecember 15, providing their plans are\naccepted at once. The council will have\nto hustle some to have their sub-station\nerected and pole lines in by that time,\nand it is doubtful if the temporary\nsteam plant spoken of can be installed\nany sooner as the plant has to be ordered and shipped in the same as any\nother plant. After Mr. Waller arrives\nfurther particulars will be given.\nTHE  WARD   BY-LAW\nFulton Street is Taken as the Dividing Line of the Town\nVancouver Fails to Score\nVancouver, August 18.\ufffd\ufffd\ufffd(Special)\ufffd\ufffd\ufffd\nThe league baseball games played yesterday resulted as follows:-\nSeattle three, Vancouver nil\nSpokane six, Tacoma one.\nFire Started by Lightning\n(Special to the Optimist)\nPortland, Ore., August 18.\ufffd\ufffd\ufffdThe Cascade Forest Reserve for miles is a mass\nof flame today. The fire was started by\nlightning and made such headway that\nit was soon beyond control, although\nthe troops were called out to fight it.\nThe ward by-law was introduced\nby Aid. Pattullo at last night's council\nmeeting. It was given two readings and\nis now in the hands of the committee\nof the whole. The by-law divides the\ntown into two wards, with Fulton street\nas the dividing line. The wards will be\nknown as east of Fulton and west of\nFulton. The reason Fulton street was\nchosen as the dividing line is that it\nis almost a natural divisional line and\ngives as near an equal division of the\nassessment as possible. Some of the\naldermen suggested McBride street,\nbut that would throw all the heavy\nassessment of the business district in\nthe west ward, and it would also give\nthc west the majority of representatives\nin the council. The act calls for the wards\nto be made according to the assessment.\nAid. Pattullo informed the Optimist\nthat the aldermen would be glad to\nreceive any suggestions from the citizens\nif they can figure out any better scheme. The city engineer bid $2.00 per yard for rock\nand 60c per yard for earth while Swanson's bid was $2.25 per yard for rock and one\ndollar per yard for earth. On the estimated measurements the city engineer's tender\nwas several hundred dollars cheaper than Swanson's although his bulk tender,\nwhich included a large percentage for contingencies, was nearly $200 more. The\nprice per yard for excavating is a very live topic among contractors and property\nowners just now and it would have been very interesting to see what the city could\nmake it under day labor. It was probably wise for the council not to tie the city\nengineer up to a small contract just now when he has many other more important\nmatters requiring his attention, but being the lowest tenderer per yard in this\ninstance and not getting the contract may cause a squabble later when the city\ncouncil may want him to take over a larger contract if he should be the lowest\nagain. A contractor would have a reasonable complaint.\nThe city council should announce their policy in having the city engineer\ntender. If he is not to be awarded the contract except under special circumstances\nthe fact should be announced in fairness to the contractors.\nTHE DAUGHTERS OF THE EMPIRE\nThe ladies of the city are to be congratulated upon the formation of a local\nchapter of the Daughters of the Empire. It was from the provincial\ngovernment and represented the governments claim against the current revenue\nof this town for this year. The council\nalso received a report from the M. H. O.\ndealing with the bad meat problem.\nAll the members were present at last\nnight's session with the mayor in the\nchair.\nA communication was received by\nthe council from the Minister of Finance\nof B. C, enclosing the claim of the province against the city. The claim amounted to $15,334.04. This did not\ninclude the amount already advanced\nfor the electric light. The bill included\nthe first assessment made for the city\namounting to $905.55 and the portion\nof realty taxes due to the government,\namounting to $14,428.48.\nThis sum should all be paid out of\nthis years current revenue.\nThe communication   was   referred to\nthe Finance committee.\nBad  Meat\nThe M. H. O. reported that he had\ninvestigated the bad meat question and\nfound that the quality of meat being\nsent here was very inferior. He recommended also that butchers be requested to furnish cold storage on board\nship or bring in live cattle and slaughter\nthem here.\nAid. Hilditch moved that the clerk\nwrite the M. H. O. informing him that\nthe council requires him to enforce the\nby-law referring to tainted meat and\nthat the council has nothing to do with\ncold storage on boats.\nAid. The\nTimes was exceedingly fortunate in\nsecuring the services of Mr. Cook as\neditor of the work. Although his name\nis not found in its pages he is known\nthroughout the Dominion and probably\nis acquainted or knows of every Canadian\nof prominence for a generation or two.\nHe was twice Mayor Cook of Ottawa\nand for many years up to the present\nhas occupied a seat in the press gallery\nat the house of commons.\nBut even with such editorial excellence at its head the collection of such\ncyclopoedic information in a new country\nwith no such previous records for reference, must have been a work of\nextreme difficulty in the first place,\nand in the second the exercise of nice\njudgment in discriminating who was\nentitled to be a who is such a publication.\nMany of such directories of celebrities have been attempted, and many\nif not all on this continent have been\nworse then worseless in that they are\nmisleading. The publishers started at\nthe wrong end. Instead of attempting\nthe publication of a work of substantial\nvalue as a book of reference for all,\nthey tried to make it a book of profit\nfor the publishers only. The representatives of one of such enterprises is in\nPrince Rupert today. He called upon\na business man, writes out the biography and at the close of the interview\nmentions what it will cost for the biography to appear in the book.\nThe London Times, on the contrary,\nwent to a very large expense in securing\nthe data for'The Canadian Who's\nWho.\" and published it without asking\nor receiving any monetary consideration from those whose names find a place\nin it. The editor does say in his foreward\nthat perchance the name of some prominent Canadian has been omitted, but\nthis might happen because those gentlemen failed to answer the circulars sent\nto them. This independent impartiabil-\nity makes the work of value.
