RUDGE RECEIVES  ROYAL\nSOCIETY MEDAL\nPraentation Made on Board Princ\nRupert By William Manaon\u2014Co.\nMorrow Repliea on Behalf of the\nRecipient.\nIhe interesting little function which\nlook place before the sailing of the Prince\nRupert last night, that of presenting\nto a woman the Royal Humane Society's\nmedal for bravery and life saving, is\na memorable event in the youth of\nPrince Rupert, as such a world famous\nrecognition of one of her citizens inures\nto the honor of the city itself. That\nJeannette D. Rudge may long live to\nwear the medal was the wish expressed\nby all the speakers and echoed in the\nhearts of all present.\nWilliam Manson, M. P. P., was chosen\nto make the presentation in the observation parlor of the steamer, and in\naddition to the many ladies present\nwere Mayor Stork, F. B. Deacon, Lionel\nCrippen, J. H. McMullin, George W.\nMorrow, C. D. Newton, Judge Young,\nM. P. McCaffery, J. A. Kirkpatrick, J.\nY. Rochester, E. C. Gibbons, C. W.\nPeck and others.\nMr. Manson said he had been requested by the representative of the\nRoyal Humane Society to perform a\nvery pleasant duty, that of presenting\none ol the society's medals and a\ncertificate to Mrs. Jeannette D. Rudge,\nol Port Essington, for having saved the\nlife ol her young nephew, Jack Berriman,\nfrom drowning.\nThis noble society, he said, had been\nin existence for one hundred and fifty-\nsis years, having been organized in\n1774, and during those many years\nhad carried on a great work in disseminating literature inculcating deeds\noi heroism and practical suggestions for\nlite saving and resuscitation; also in\npresenting medals to noteworthy life\nsavers.\nThese medals were not prized for their\nJntrJnaie value, but were prized very\nhighly indeed as an international recognition of personal merit by those who\nreceived them. These medals were\nalways bestowed only after searching\nenquiry and to those whose bravery\nhad really earned them. In the case of\nMrs. Rudge it was for a deed of heroism\n*hich all had admired and aplauded,\nand it was extremely fitting it should\n\"\u00ab\u00abt with this high reward.\nThey all knew the details of this\nhav'n8 of lif\u201e, therefore it was only\nnecessary to refer to them briefly. W. and Y. railway,\nand construction will begin shortly.\nArchitect Barker early this morning\nstarted the transformation of the Morrow residence, on the Grand Trunk\nPacific reserve, near to the Premier\nhotel, into commodious and comfortable\nclub rooms which will be taken over by\nthe Wanderers Club. Big Deal\nMr. Angus Stewart, railway contractor of Prince Rupert, who recently\ncleaned up $38,000 by the sale of 110\nacres adjacent to Port Mann, is in the\nmarket again. He has just bought\nten acres on the Hjorth road, immediately south of the townsite, the purchase\nprice being $700 an acre. Mr. Stewart\nis also a member of a syndicate 'which\nowns a whole section in that vicinity.\u2014\nVancouwr Province.\nLondon, Oct. 10.\u2014Hon. Rudolphe Le-\nmieux, addressing the Spinx club announced that Hon. W. S. Fielding's\nsurplus would be six million pounds\nsterling, the main cause being the\nabounding prosperity of Canada.\nTouching on the maintenance of the\nBritish preference against all comers,\nMr. Lemieux said: \"We ask nothing\nin return. We do it with loyalty and\nfriendship and because it has been a\ncontributory cause to the prosperity of\nthe Dominion. He advocated further efforts on the part of Great Britain to\ndevelop the trade with Canada.\nChampionship Ball Game.\nPhiladelphia, Oct. 14.\u2014(Special)\u2014The\ndemand for seats for the world championship ball games has beaten all records.\nIt is stated officially that $70,000 has been\nreturned to disappointed ticket seekers.\nHon. Mr. Templeman at Capital\nOttawa, Oct. 10\u2014Hon. W. Templeman, minister of inland revenue, who\nhas been away from the capital since\nearly summer, has returned and will\nremain till the House openB. in November.\nRover Launch Return.\nCaptain Babington haa returned with\nthe Rover launch from Alice Arm with\nMr. Naden and a large party including\nMr. Dennison of Goose Bay who went\nsouth on the Prince Rupert.\nThe case of the \"Prince Rupert Sheet\nMetal Works vs. Artaud & Besner came\nbefore Judge Young in the County\nCourt this morning. Mr. Bennett\nrepresented the plaintiffs and Mr. Patmore the defendant. The case is one\nfor the recovery of a sum due on account\nof work done in the installation of\nheating plant in defendants' hotel. An\naccount was rendered, and alleged to\nhave been disputed by Mr. Besner on\nthe gound of its being overcharged.\nJ. G. Rowe of the metal works said\nat the time that all the work done had\nnot been charged for. A small charge\nof about $14 had been apparently overlooked, and this is the amount now\nsued for.\nMr. Rowe was subjected to a long\ncross examination by Mr. Patmore\nthis morning. There was some discrepancy in regard to the date of the\naccount's entry in Rowe's books and\nthat on the account itself. The work\nwas done in February, the account\ndated March. Plaintiff was prepared\nto enter into an explanation of his\nsystem of book keeping but Judge\nYoung did not require him to do so.\nPlaintiff was not aware that there was\nany necessity for being very particular\nas to dates.\nHe was shown a cheque. Mr. Patmoro\nwaved it before him asking if he knew\nwhat it was. Witness said in surprised\ntones that he believed it. looked uncommonly like a cheque. He had seen\nit before. It was Besner's cheque in\npayment of the account. But witness\ndid not know anything about the\nphrase \"payment in full\" written on the\ncheque. He had not written it there.\nHe would not swear to its having been\nthere when he received the cheque.\nJudge Young emphasized the principle that a man is entitled to recover\nmoney under charged in an acccout\nin mistake even if the account has been\npaid as charged and the cheque marked\n\"paid in full\". AND SEVENTH STREET\nPrinee Rupert, B.C. 7o,tf i\nThe principal item of the city's business before last night's city council was\nthe preliminary and in a measure informal, discussion of the probabilities\nand prospective decisions regarding the\ncity sewage system.\nThe subject came up under the Streets\ncommittee's report which included an\nitem to the effect that the portion of\nsewer yet to be completed between Fraser\nand Eighth streets should be gone on\nwith as this work could be more economically done before the Third avenue\ngrading fill was begun. It was recommended that the city engineer should\npurchse the necessary 320 feet of sewer\npipe required at the most advantageous\nprice and in the readiest market, and\nAid. Mobley moved that these recommendations be acted upon.\nAid. Pattullo then suggested that as\nthis matter of the sewers was an important one and likely to be argued\nat considerable length, discussion should\nbe deferred until the aldermen had had\ntime to give it personal consideration.\nSome minor matters in the Streets\ncommittee's report were passed without\ndiscussion, among them being the recommendation that buildings in the way of\nstreets and lanes should be ordered to\nbe removed on information before a\njustice of the peace under summary\nconvictions, and that the jury's recommendation regarding the death of Charles\nDaly be acted upon.\nUnder new business in the order of\nbusiness Aid. Lynch then itnroduced\nthe preliminary discussion of the sewerage\nquestion.\nAid. Barrow then contributed a very\nclearly put and illuminative summary\nof a scheme he had been studying lately\ndevised by a Mr.Snow, the city engineer\nof Brocton, Mass., who, Aid. Barrow\nsaid, was the first man to hit upon a\nmethod of getting rental from sewers\nproportionate to the use of them. According to this plan the benefit from\nthe sewers was distributed first to the\nman using them directly, second to the\npeople adjoining the property first\nbenefitted, and third, to the whole\ncommunity. In the apportionment of\nrental for the sewers Mr. Snow's scheme\nput the first man's share at one half\nthe benefit to be paid for, the degree of\nbebefit derived by the user being calculated as proportionate to the amount\nof the water used (rom the city. The\namount of water used was taken as\nabout the amount sent through the\nsewer daily, two exceptions, viz., factory and garden hose usere being\nallowed for by a 70 per cent and 20 per\ncent rebate respectively. Of the remaining half share of the burden Mr.\nSnow's calculation placed one quarter\nshare upon adjoining property owners\nby a tax based on six tenths in proportion to area and four tenths to\nfrontage. The final quarter share came\non the general fund borne by the general\npublic.\nAid. Hilditch after expressing considerable interest in and appreciation\nof Aid. Barrow's contribution of information, said that he thought the\ncouncil would give more attention to\nthis sewer matter than they had done\nto the grading question at first. The\nquestion would come up no doubt on\nMonday night after they had had time\nto think it over. There were a good\nmany aides to it.\nAid. Lynch agreed with Aid. Hilditch\nthat the question would be better discussed on Monday night as they were\nhardly prepared to tackle it right away,\nand it had many important aspects.\nHe spoke at considerable length\ngiving an outline of his own general\nideas on the sewer question, and said\nthat he fancied more citizens might not\nj care for the coming sewer scheme being\ni done by general fund on the ground\n' that they already had a sewer system\n! in for which they had paid themselves.\nHe pointed out that city sewers may be\n! a profitable investment for a city as\n! well as a safeguard for the public health.\nBut he said further that last winter the\ncitizens had held a number of gatherings\nto consider the question of doing the\nwork of installing a sewer system with\nmoney got from the government. The\ngeneral trend of the discussions in which\nAid. Lynch said he had not taken part,\nwas towards general fund principles.\nThe sum of $25,000 had been received\nfrom the government and devoted by\na citizens' commission appointed to\nlay out the money to the installation of\nsewers behind the Optimist Block serving\nthree blocks or so. No doubt this was\nconsidered the best method of outlay\nof the funds at the time, but no doubt\nthe owners of the property there had\ngot the best of the bargain. Opinion\namong the citizens had at that time been\nin favor of a general fund system of\npaying for sewers, but they were not\nbound to any actions of the past and\nmight change their policy. He saw\nnothing unjust in making the owner\nof a vacant lot pay his share for sewers\nwith a house owner. The sewers benefitted vacant property indirectly.\nAid. Pattullo thought that after all\nthe question of local improvement tax\nor general fund did not greatly concern\nthem at this stage of the matter.\nAid. Hilditch was of the opinion that\nhis colleagues would be more of one\nmind over this sewerage question than\never they had been over the streets. He\ngave a rough idea of his news on the\nsewer question saying that he believed\nin the sewers being put in strictly from\nthe general fund, and maintained from\nrentals. It would not, he thought, be\nthrowing too great a burden on the man\nholding a lot for speculative purposes,\nas these lots so held would increase in\nvalue as the sewers were put in. He\nbelieved this would come cheaper than\nthe present scavenger system, on the\nowners.\nAid. Barrow said he had expecteed\nmore argument, had Aid. Hilditch\nfavored local improvement in view of\nAid. Lynch's views on general fund. He\ndid not anticipate any difficulty arising\nover the views of the people who had\nput in the first system of sewers, and\nthe government loan of $25,000 would\ntend to help either general fund or\nlocal improvement tax.\nAid. Pattullo merely to suggest another point of view put forward the idea\nof a sewerage tax upon property benefitted by the sewers.\nThe Mayor drew attention to Prince\nRupert's peculiarly advatnageous situation typographically for the installation\nof an economical sewer system. It\nmight be possible he fancied to divide\nthe city into sewer districts.\nAid. Lynch said no doubt it would\nbe a financial impossibility to build\nall the sewers at one time. The whole\nburden would not require to be handled\nall at once. He suggested half jocularly\nthat the streets committee might consider and report on the whole question.\nAid. Pattullo thought it quite a\ngood idea as it would give the council\na report to hinge their discussions\non to, whereupon Aid. Lynch proposed\nthat the Finance conmmittee should\nrather have it, but Aid. Lynch is backing down from his theory o\nsewers on general tax and streets on frontage tax. At last night's council discussion on sewers he endeavored to throw the blame for general tax sewers on the\ncitizens who talked sewers before the city was incorporated. The Alderman intimated that he was simply taking their expressed opinion. Aid. Lynch, however,\ndoes not make allowance for the conditions existing at that time. The city was not\nincorporated. There was no machinery for passing a frontage tax by-law. The\ncity had to appeal to the government for the money and make it a gneeral charge\nagainst the city. That was certainly no indication that the citizens wanted general\ntax sewers or that general tax sewers give equitable returns. However, AltL Lynch's\nturn towards conversion should be accepted as a sincere change of faith and a\nbenefit to the city.\nAid. Barrow, too, comes out with the reiteration of the Snow theory which\ntaxes those who use sewers. This plan fixes the city's interest at 25 per cent, and\nin accepting that as a basis it is apparent to anyone that the adjacent property\nhaving 75 per cent interest should control the sewer rather than the 25 per cent\nheld by the public.\nAid. Hilditch proclaimed himself for general tax sewers but whether his stand\nwas only transitory opposition or that he really hopes to put a sewer in section seven\nat the public expense, is a problem in deduction.\nThe other members of the council are not prepared to commit themsevles.\nPossibly they fear to rush into trouble as they have in the past, but at least they\nmust be given credit for exhibiting a trace of diplomacy in the autumn time when\nthe days draw nigh when they shall be no more.\nThe West continues to produce fighting politicians and though Joe Martin\nis no longer one of us his influence and combative precedents still exist. The latest\nbattle was between Jardine, the Liberal opposition leader in the Provincial House\nand Hon. Wm. Templeman, the British Columbia Liberal leader and minister\nin the Dominion cabinet. Incidentally he is a member for this constituency but\njudging from the high telegraph rates, poor mail service, and lack of public buildings,\nhis interest ended in the ballot box. The scrap as told in the papers took place at\nEsquimalt and the minister was knocked down and out. So\nfar as can be ascertained the lump is\nthe largest ever found, the next in size\nbeing one weighing 182 pounds, found\nin the Bahamas. Hilditch Saw at the Wharf\nthe Other Day\nAid.'Mobley enquired at Wednesday\nnight's council meeting where Ald.Hilditch\ngot his authority for saying that there\nwas a lot of dynamite on the wharf.\nIf there had been dynamite there, he\nthought it a very serious matter, and\nhad accordingly made very careful\nenquiries at the wharf but had found\nno trace of explosives. There had been\ngasoline there though.\nAid. Hilditch said that he had seen\nthe word \"Dynamite\" marked on the\nboxes which were next the gasoline\nlanded.\nAid. Mobley said that he had asked\nthe wharfmen and had been told there\nwas no dynamite there. He hoped he\nwas not being deceived. He believed\nthat the boxes seen by Aid. Hilditch\nmight have been those containing boiled\noil for Kelly's stores.\nAid. Hilditch said he had seen those\nboiled oil boxes, too, also boxes of\nother kinds of oil, and the gasoline, but\nthere were boxes there too independent\nof the oil which were marked dynamite.\nHe beilieved they contained explosives.\nThe Mayor asked Mr. McNeil, the\nbuilding inspector who was present,\nwhether he had investigated this matter,\nand Mr. McNeil reported that he had,\nand had found no trace of dynamite.\nHe had warned Mr. Kelly about the\ngasoline and Kelly had said he would\nshift it to storage as soon as possible.\nThe reason it was left there was because\nthere had been so big a consignment\nit could not all be shifted at once.\nPITY  THE   POOR   PLUMBER\nEven Judge Young Shares the General Scare at Plumbing Price*\nSide lights on the plumbing trade\nwere thrown here and there during the\ncase of Brownley vs. Rowe before Judge\nYoung in the County Court Wednesday\nMr. Williams appeared for the plaintiff\nand Mr. Bennett for the defendant.\nThe case is one to recover wages and\nvalue of material supplied or transferred\nby plaintiff to defendant on an understanding that plaintiff was to have\nreceived shares or a partnership in\ndefendant's company and to have been\nput in charge of the plumbing department which understanding does not\nappear to have been implemented.\n.Plaintiff was cross examined by Mr.\nBennett on his ideas regarding the\nplumbing trade in various particular\napplications to work done by him on\nthe Helgerson and Manson blocks. He\nalleged that defendant had on one\noccasion run off water standing for\ntesting purposes in the pipes before the\narchitect had passed the work. Evidence regarding prices for plumbing\nwork led to the remark by Judge Young\nto Mr. Bennett that there seemed to be\nmore money in the plumbing trade than\nin the legal profession.\n~ Witness was a little inclined to be\nvague and general in his statements\nunder cross examination. Asked point\nblank by the Judge if he had enquired\ninto the financial standing of the defendant's company he said, \"No,\" but\nhe knew that Rowe had lots of money\nor was backed by moneyed people.\nHe had been asked to attend a certain\nmeeting by Rowe, but had not been able\nto And Rowe on the afternoon appointed and did not know where the\nmeeting was held or when.
