The\nabsence of a general fire alarm and the\ninadequacy of the water service for fire\nfighting purposes, were two of the defects demonstrated and which will very\nshortly be remedied.\nThe fire broke out in the Scottish\nbakery, on Second avenue opposite the\nOptimist office, just before five o'clock\nthis morning. H. Hamblin, proprietor\nof the bakery, was starting to ignite his\ngasoline arrangement under the dough\ntrough when one of the pipes broke\nand the stream of gasoline ignited.\nHamblin had both hands and arms badly\nburned.\nSome one ran all the way to the fire\nstation and the department was out\nin reasonably quick time. Three lines\nof hose were laid on, one from Second\navenue and two from Third. By the\ntime they began to play it was seen\nnothing could save the bakery and attention was directed to the protection\nof the adjoining property. Soon the\nStockhold hotel was on fire and burned\nrapidly. Then the new theatre on the\nother side ignited and burned like a\nmatchbox.\nThe flames rose high and people were\nroused from their beds in every part\nof the city. There were plenty of volun-\nters to assist the fire laddies, too many,\nin fact. Along Second avenue and Third\npeople hurried to pack to get their\ntreasures into the streets. A cottage at\nthe rear of the bakery took fire and the\nThird avenue people thought the flames\nwould attack their building next. Miss\nGleeson's boarders hurriedly packed up,\nas did the people in the restaurant next\ndoor. But the firemen prevented the\nflames spreading any further in that\ndirection.\nChief of Police Carvell says he heard\nsomebody running up the street yelling\nfire. He donned his clothes and hurried\nto the fire. By the time he arrived at\nthe scene the bakery was a goner and\nthe Stockholme hotel starting. Streams\nwere alread playing on the fire, so the\nfire boys must have been pretty alert.\nThere was fortunately scarcely any wind\nor it would have been worse. Magistrate  Sandilands\nedwuy had previously given the Jap\nJ preliminary hearing and committed\n[m for trial.   Chief Wynn brought him\nr on Sal unlay night and sent him with\nW Campbell.\nCoror... J. H. Mc.Iallin and Chief\nWynn held an inquest in Jedway on\nFriday to inquire into the death of\nKawasaki, a Japanese. It seems that\nthe dead man got on a drunk at Rose\nHarbor and went up to the bunk house\nto look for trouble. That he found it is\nquite true. Kawasaki took an ax into\nthe bunk house and called for anyone\nto fight him. The ax was taken away\nfrom him. He then got a knife and a club\nand returned to the house. No one\nto fight so he went to Wadakabi's bunk\nand pulled him out of bed and hit him\nwith the club. Wadakabi was a smaller\nman but he was game He got up and\ntussled with the drunken Jap and finally\ngained possession of the knife and\nfloored Kawasaki. They rolled and tossed\nabout the floor until stopped, but not\nbefore Wadakabi had successfully used\nthe knife on his victim. When Dr.\nTremayne examined the body he found\ntwo small stabs on the left side of the\nabdomen, and one in the back an inch\nwide and about four inches long. The\nleft lung had been punctured from the\nback and that was the cause of death.\nAfter the fight the other Japanese\nin the bunk house did all they could\nto prolong Kawasaki's life but he died\non Sunday June 26th. \":\nThe coroner's jury brought in the\nfollowing verdict:-\n\"We the members of the coroner's\njury held at the court house in Jedway\non July 16th, 1910, find that the Japanese Kawasaki, came to his death at the\nhands of Wadakabi; we also find that\nthe said Wadakabi acted in self defence\nand was justified.\nSigned by L. In the former only one run was\nsecured, and that by the home team.\nIn the game at Spokane against Seattle\ndarkness stopped the game in the sixth\ninnings and neither side had scored.\nIn Sunday's game Vancouver was again\na winner, scoring three runs to Tacoma\nduck egg, and Spokane won a double-\nheader.\nESTIMATES   PASSED   COUNCIL\nRate of Fifteen Mills Was\nAdopted For This Year.\nTotal Revenue Will be Nearly Two\nHundred Thousand Dollars\ufffd\ufffd\ufffd\nThe Provincial Government Gets\na Big Slice\ufffd\ufffd\ufffdPermanent Work.\nPrince Rupert's first tax rate will be\n15 mills and that amount will cover\neverything. There will be no special\nfor schools or hospitals. Trade licenses\nwill be issued, but none of them are\nparticularly heavy. The land will be\ncharged up with practically the whole\namount.\nThe budget as submitted by the\nfinance committee, with Aid. Pattullo\nas chairman, was adopted with but one\namendment. Instead of an item \"Taking\nover Telephone System $25,000\" it\nwas changed to \"general contingencies\nand telephone fund $25,000.\"\nThe total receipts are estimated at\n$152,788,01 and the total expenditure\nat $148,870,00 leaving a surplus of\n$3,918.01.\nAid. G. R. Naden put up a very strong\nand earnest argument in favor of cutting\ndown the rate to about 10 mills. He\nurged that the telephone and city hall\nitems be struck out and debentures\nissued. He asked that the fire shief be\nmade building inspector also and save\nthe officials salary. Ail of these motions\nwere defeated. Aid. Barrow was the\nonly one who voted with Aid. Naden.\nAfter three futile attempts to strike\nitems out of the estimates and reduce\ntbe rate Aid. Naden said he would ask\nno further reductions. He intended to\nask that the sanitary inspector be dispensed with and that the police perform\nthose duties. A meeting\nto arrange for the details will be held in\nthe Masonic rooms on Tuesday evening.\nDESTROYED THE TURKEY\nMedical Health Officer Reddie Ha*\nStarted   to   Work\nAlthough only appointed medical\nhealth officer last week Dr. Reddie has\nbegun his duties and one uf the first\nthings he did was to examine a shipment\nof turkeys. There were two hundred and\nfifty pounds in the consignment and when\nthe M. H. O. looked them over he found\nthem so far gone that they were unfit\nfor human food. He therefore had them\ndestroyed. A few deals of this kind and\nthe local merchants will compel the\ntransportation companies to provide\nproper cold storage accommodation on\ntheir boats for handling meats and\nperishable goods.\nBoring   for   Oil\nMessrs. Leonard and Reid and M. M.\nStephens have become interested in an\noil company with a good claim in Kern\ncounty, California, and anticipate some\nbig profits within a few months. A\nsyndicate composed of these gentlemen,\nand five other Victoria and Vancouver\nmen have secured the controlling interest in the Maricopa Oil Company\ncapitalized at one million. They have a\n60 acre property right in the oil belt and\nnear a couple of gushers.. A well is now\nbeing put down and that they will strike\noil is almost certain.\nAdvertising   the   Province\nDuring the past few days the provincial bureau of information has\nshipped approximately thirty thousand\npamphlets and booklets to Winnipeg\nfor distributing at the exhibition there\nopening on the 13th instant, and at\nwhich Messrs. To sections five, six, seven and eight, this tax will not necessarily be\nburdensome although it is half as much again as the property owners anticipated.\nIn section one there is going to be a very heavy tax and one which may be em-\nembarrassing in many ways. One and a half per cent is apparently a reasonable\ntax in comparison with the taxes'of other cities but in Prince Rupert there is as\nyet absolutely nothing to show for it. The one an one half per cent will give us\nnothing but a city hall and the nucleus of a telephone system. The waterworks,\nthe electric light plant and the street improvements are all to come yet and to be\nadded to the present rate.\nFifteen mills establishes a precedent which later councils may add to but which\nwill never be lowered. Next year when the street improvements are charged up\nunder the frontage tax the rate of taxation will go the limit, probably 30 mills in\nsection one. This rate, with the business tax, is going to make section one an expensive place to hold property.. It will show also the error of the frontage tax principal applied to street improvements.\nIt has been suggested that the sum of $350,000 be raised by debentures chargable\nto section one for local improvements. The interest and sinking fund for 20 years on\na $3,000,000 assessment means an additional rate of 12 mills.\nAdd to this amount the tax rate for waterworks, electric light, sewers, schools\nand some other essentials and the section one property will be paying taxes as big\nas a rent. Section one will pay for the streets and everyone will use them.\nA fifteen mill general rate, a 12 mill improvement rate, and other rates to follow\nis not a very enticing proposition to put up to an investor who wants to buy business\nproperty. It is to be hoped for the sake of the business man that the local improvement tax does not start until next year.\nEXHIBITION FOR\nPRINCE RUPERT\nMR.  HALSEY  CHOSEN  PERMANENT   SECRETARY\nExhibition to Open September\nTwentieth and Remain Open Two\nFollowing Days\ufffd\ufffd\ufffdExhibit to be\nSent to New Westminster Fair\nIn October.\nA general meeting of the Skeena\nDistrict Agricultural and Industrial\nAssociation was held in the rooms of\nthe Board of Trade on Saturday night\nand fully discussed tne details for the\ncompletion of the organization and those\nof the exhibition to be held this first\nyear. G. D. Tite, who presided over the\nmeeting and has been the chairman of\nthe general committee that has brought\nthe project to its present progressive\nstate, was chosen president of the\nassociation, and Charles Halsey its\nsecretary, reported through its chairman,\nWm. Manson, M. P. P., the name of\nMr. Halsey only, with the statement that\nno other could be found as well qualified\nfor such a position of responsibility.\nThis statement was supported by other\nmembers of the committee, who pointed\nout that the whole success of the enterprise must rest on the man appointed\nto fill the position of secretary. The\nsalary recommended was $100 per month\nfor three months, to devote his whole\ntime to the work.\nMr. Halsey was acting secretary already but showed a disinclination to\naccepting the position offered. He did\nso, however, and the arrangements for\nthe holding of the exhibition were next\ndiscussed.\nIt is understood, in the first place,\nthat there to be no money prizes and\nno sports in connection with the exhibition. All hoped for, in fact, is\nto lay the foundation for a permanent\nexhibition, that visitors to the city may\nhave an object lesson of the vast resources, agricultural and mineral, the\ncity has behind it. The exhibits to be\nshown here are to be sent to the New\nWestminster annual fair, where they will\ndoubtless attract considerable attention\nand serve to advertise the city.\nThe .'air here is to open on September\n20th and to remain open the two following days, after which the exhibits will\nbe shipped to New Westminster.\nGRADING IN\nSECTION SEVEN\ncontinued from page 1\nstreets to sub-grade would cost an additional $20,000. All the land abutting\non this plank roadway^will be benefitted\nthereby and should be assessed according\nto frontage.\nAccording to the engineer's report\nthere are 2240 feet on Government\nproperty which is exempt and which\nwill be benefitted. For that reason the\nengineer considered it would be advisable for the city to assume a portion\nof the cost of the heavy cutting necessary.\nAid. Pattulll moved that the report\nbe referred to the streets committee to\nreport on.\nAid. Lynch said that if the committee\nwas to make a recommendation he would\ngo to the property owners in that district\nand ask them what they wanted\ufffd\ufffd\ufffdjust\na plank road or to have the road referred to be brought down to grade.\nIf they were willing to pay for the grading he would let the work  be done.\nAid. Hilditch took occasion to object\nto the grading being charged up to the\nfew property owners immediately benefited. He said that as section one had\nbeen made a local improvement district\nand the cost of all grading divided\nequally over the district, the same\npolicy should be pursued in section\nseven.\nAid. E. for Canada stating he\nhad just returned from New Westminster from a thirty days trip to the\ninterior, going as far as Winnipeg.\nDuring that time he visited twenty-\neight aeries. But for this more of the\nproperty would undoubtedly have been\nsaved.\nFire Chief Mclnnes says he heard\nsomeone shouting fire and he roused\nout the boys. They had just received\ntheir new night clothes so they were\nable to turn out quickly. Of course it\nhad taken time\" for the messenger to run\nup to the firehall and when they arrived\non  the scene  with  the chemical the\nbakery was a mass of flames and the fire\nhad already caught the hotel adjoining.\nThe chemical was turned on the Talbot\nhotel, the Optimist office and the fish\nmarket, and all the people turned on\ntheir small hose. He\ngot most of his belongings out. A\nthe barber in the Stockholem hotel\nalso saved his effects. The baker lost\neverything up to his cash register,' which\nwas dug out of the embers.
