The Government was on the\nhlted Kingdom model, the Cabinet\npig dependent on the Legislature.\nMinisters had complete control of\n'matteri affecting Internal admin-\nition in Burma proper, subject to\nsafeguards which the Governor\nId exercise in emergency. Defence,\ntal affairs and monetary policy\nj ln the personal control of the Gov-\nt>r and not subject to the Leglsla-\n\u00bb, though they could be discussed\nDuring the five years from 1937 to\nJapanese invasion in 1942, the Bur-\nInn Ministers discharged their respon-\nIbllitios with considerable success. -\nf The Conititution, under the 1935\nlet, admittedly did^not satisfy Burman\nsolitical aspirations, all political partiei being united in desiring further\npttstitutional advance. They now are, firstly,\nthe establishment of an Interim government with full powers and with the\nGovernor u constitutional head. Secondly, the coming general election\nshould be held not for the restoration\nof the 1935 Act, but to elect a Constituent Assembly for all Burma.\nThirdly, an immediate declaration by\nthe United Kingdom Government that\nBurma would secure complete independence by January 1948.\nThe events in India, the Dutch East\nIndies and Indo China have not been\nlost on the Burmese.
