The effect of their attacks has\nbeen simply to compel Mr. Slfton and\nWs supporters to discuss the whole sub-\nject of administration of public lands,\ntimber, etc., and as each point has heen\ntaken up the utter lack of foundation for\ncharges levelled against the department\nhas been exposed and opposition speakers bave been compelled either to retract or. at least, to change the topic\nwtth remarkable haste and unanimity.\nSo futile have been the assaults upon\nthe department of the interior and Mr.\nSlfton, and the shafls of the enemy have\nbeen aimed partialiarly at the ex-minister, that even news papers opposed to\nthe government have been forced to recognize the weakness of this campaign\nof slander. We find so bitter a critic of\nthe liberal government as the Toronto\nNews, a paper that has been relentless\nfn its pusutt of Mr. Slfton, at this stage\nof the game compelled by the irresist-\nable evidence of the facts to express an\nentirely new appreciation of Mr, Slfton\nand of his work as minister of the Interior. The\nhospitals are filled with wounded, but it\nis impossible to ascertain the correct\nnumber of casualties, as many of the injured are hidden In private houses.\nAll the Jews' shops on the four principal strets were sacked.\nMilitary and police patrols now guard\n.the streets, and no civilians are allowed to leave their houses. A sort of\narmed truce has been established pending the complete restoration of order.\nWhen the Associated Press correspondent arrived here at 4 o'clock this\nmorning tbe city was lu possession of\nsoldiers of the Vladimir regiment. The\nstreets and railroad stations were occupied by the military, and entrance\ninto the town was prohibited. The population was greatly excited, and the\nJews were terror-stricken, but there was\nno resumption of fighting up to noon.\nAccording to the information obtainable, the attacks on the Jews were provoked by tbe throwing of a bomb into a\nreligious procession yesterday, which\nwounded a priest who was at the head of\nthe procession and several of his assistants. This aroused the Christians, and\nalthough the perpetrators of the outrage\nwere unknown, the responsibility was\npromptly placed on the Jews. A mob\nwas soon formed, aud for several hours\nravaged the Jewish quarters, pillaging\nthe shops and hunting down and beat-\nlag the occupants. About 20 persons\nwere killed and 80 were woumled. The agitation ov.er the white\nooal ot Niagara has set the western\nmind thinking, and Wlnnlpeggere\nwant to harness the waterpowere ot the\nlakes and rivers of the region about them\nand to manufacture for tbe vast population of the plains beyond. Allowing the\nfeasibility of tbe proposition, the danger\nto the east is still happily somewhat\nremote, for It will tax alt the manufacturers of the country for years lo come\nto keep pace with the ever-increasing\ndemand of the people of the prairie.\nTaking the transportation problem\nflrat, let us look for a moment, at tne\nrailway propositions that are now before\ntbe -public so far as they affect tlie region between Winnipeg and tbe mountains. But a year or two age, it seems,\nthe Canadian Pacific was absolutely\nalone here, save for an occasional challenge from the lines over the border.\n\u25a0Now the Canadian Northern, wltb its\nconnections, has almost duplicated the\nformer transportation facilities and is\ntttlll building In every direction; the\nGrand Trunk Pacific promises immediately a third transpralrle railway, with\nbranches In every direction as quickly\naa they can be built, and, finally, Mr.\nHIU springs in with hla sensational announcement of a fourth railway that\nshall traverse this wonderful wheat belt\nof Canada, and that Bhall also be constructed Immediately. The announcement of the new Hill road has been received generally with extreme satisfaction, tempered wtth a feeling of regret\nthat the new line may seek Its affiliations over the border and carry the\ngrain out of the country by an American port But even this prospect or possibility does not seriously lessen the general welcome extended to Mr. HIU. Finally, It need hardly be added that the\nC. P. R. as befits the pioneer railway,la\ncontinuing   to thrown   out   branches,\ngreat and small, and to serve the population within its reach.\nTbe summer program of the different\nrailways represents several thousand\nmiles of construction and over one hundred millions of expenditure. Probably\nnot all of it will be accomplished, but\nif promises of the most solemn character are to count, there wlll be not less\nthan five thousand miles of new railway\ncompleted before next, winter within tbe\nregion bounded roughly by Winnipeg,\nHiince Alber , K .iiu-utm. Lethtr.dgeaud\nRegina. \u25a0 Estimating the cost of construction at the figure given for tbe construction of the (.rami Trunk Pacific\nprairie section, |1!0,000 to $25,000 per\nmile, and taking the minimum of $20,000\nwe find tbe expenditure a round hundred\nmillions.\nAnd It must be remembered this ls to\nbe only one summer's work. There\nmay be no further through lines after\nthis, but, the building of branch lines\nmust, proceed ns rapidly as ever while\nthe development of the country continues. The program of the moment Is, of\ncourse, abnormal because of the Incoming of two great new lines, but a couple\nof thousand miles of new railway each\nsummer would do no more than keep\npace with the new districts that are\nhelng continually opened up. If we divide by two the amount above estimated\nas a possible expenditure on railway construction during the present season, It\nstill represent the huge total of fifty\nmillions, and It is hardly possible to\noverestimate the effect of this great addition to the ordinary revenue of a\ncountry whose population Is yet probably within the million mark, despite the\nrapid growth of recent years. Money\ncirculates plentifully and easily, there\nis an abundance of capital for nil the\nnumerous enterprises necessitated by\nextraordinary expansion, and tbe settlement of the country proceeds without\nJie evidences of hardship and distress\ntbat were a feature of pioneering In the\nearlier days of the west, and equally of\npioneering In Ontario.
