Captain Tatlow\nmakes his points so clearly and succinctly that it is needless to attempt\na surnmury of them, and therefore,\nfor particulars of what he said, we\nrefer our readers to the speech itseli\n8peaking of it generally, it must be\npronounced highly satisfactory. He\nwas able to congratulate tbe province upon its expanding revenue and\nto show that this is likely to be permanent. He was in a position to\ndraw a very interesting picture of\ntbe conditions of provincial industries and business generally and to\nmention matters which are full of\npromise for the future.\nIn Captain Tatlow tbe province is\nvery fortunate in possessing n minister who aims at results, and is\nable tu accomplish them. As the\nyears go on his duties become more\nonerous because the problems to be\ndealt with become more serious and\nthe sums involved larger, but he dis*\nplays an aptitude for his tusk that\nhas rarely been equalled and never\nbeen surpassed by nuy one who has\nheld his portfolio. He exhibits n\ndevotion to his work that is worthy\nof the highest praise. His industry,\nhis fairness, and his grasp of the de\ntails of tlie provincial li nances are\nreadily conceded by all, und by mine\nmore so than by his political opponents,\nThe province is very much to be\ncongratulated upon the showing\nwhich the Finance Minister was able\nto make. It spoke volumes for tin1\ncapable manner in which the affairs\nof the country have been curried on.\nThe contrast between conditions us\nthey were when the present administration took ollice is remarkable,\nThen the province was financially\nembarrassed and the banks were\npressing it. Now it. has an ovor\n(lowing treasury and is able uot only\nto payoff its debts as they mature\nbut to retire loans in advance of\nmaturity, aud yet there is plenty of\nmoney for necessnry public works.\nCaptain Tetlow's remarks in regard\nto business conditions und the progress of the province generally make\ninteresting reading nt a time when\nin so many parts of the continent\ndoubt and uncertainty prevail.
