It is tt pleasure to chronicle the marriage of such\na worthy young couple and this paper wafts to them (ts warmest congratulations.\nMenace to Frank\nThe report of the royal commission appointed hy the federal government to investigate into the stability of Turlc mountain whlcb has for\nyears heen considered a menace to\nthe town of Frank, hns at last heen\npublished nnd the results nre (Ar\nfrom reassuring to the citizens of\nthe  little  mountain   colliery  town.\nThe report is to the effort bhat cun-\ntinuod mining operations inside Turtle mountain are making more and\nmore Imminent the danger of a pepe-\ntltlon of the disaster which overtook\ntbe town of Frank in 1903 when Poetically the larger portion of the\nwhole town was wiped out hy n landslide and scores perished.\nIn spite of the commissioners findings tbo people of Frank have not become unduly excited and, on account\nof the pecuniary loss entailed, It is\nexpected that no one will think of\nmoving until the Dominion authorities step tn nnd order that the town\nbe removed. The townsite Ahould be abandoned.\nRailway Projected\nAnother Important telegraphic announcement from Winnipeg ia that\nMr. 0. J. Bury, vice-president of tbe\nC.F.R., stated to a deputatln of\nManitobans, headed by Premier Roh-\nlin, that his company would shortly\nspend \u00a560,000,000 on an entirely new\nline of railway from the prairie to\ntbe coast. He stated that such a\nline was necessary, owing to the congested state of the present freight\nlines, and also in view of the great\npossibilities of the future necessitated\nby the shipment of grain to the Pacific and tbe opening of the Panama\nCanal. Things are moving so rapidly in tbe West these days that one\ncan.hardly keep pace with them. And\nnothing tends more effectively to\nmark the flight of time and the\nchanged conditions of the country\nthan that the very railway company\nwhich thirty years ago was struggling\nto raise a few million dollars to\ncomplete a single track to the coast,\nshould now make nothing of the\nraising of $60,000,000 for a second\nline, and that the announcement\nshould hardy cause ft thrill of interest. The growth of the West is \"the\ntrue romance\" of the twentieth century. It is a new world that ts opening up, a world that is absorbing\nhundreds of millions for public works\nand building thousands of miles of\nrailways where only a few years ago\nit was declared that a railway would\nnever pay for axle grease. Apart from\nthe general reflections which' may occur to any one familiar with conditions wost of Winnipeg there will\nwith this important announcement\ncome a very definite idea of what\nanother C.P.R. transcontinental line\nwill mean. It means inevitable reaching the coast by way of Butte inlet, and as inevitably connection\nwith the E. & N. to Victoria by an\nall-rail route across Seymour Narrows. Tndeed, It is not too much to\nsuggest tbat tho announcement of\ntbe C.P.R. will be the determining\nfactor in the settlement of the Seymour Narrows question. A bridge\nat thnt point was always inevitable\nit was not until six months ago that\nft looked to be within range of the\nnear future: today it appears imminent. Caven, elected on Thursday by\nacclamation, as member of the provincial legislature, addressed a large\naudience at the Auditorium on Wednesday evening.\nMr. T. T. McVittie, of Fort Steele\nwas chairman; and on the platform\nwith the legislative party, Mr. Otis\nStaple* of Wycliffe, and Judge Ryan\nof Cranbrook.\nThe first speaker was Mayor A. O.\nBowness who cordially welcomed the\nministerial Party to Oranbrook. He\nsaid: \"That while there might be a\ndiversity of opinions, politically,\nthat, it gave him great pleasure In\nextending to Premier McBrlde, and\nMr. Bowser, a hearty welcome to tho\ncity of Cranhrook.\nMr. Thoma\u00bb Caven, the newly elected member for Cranbrook waa the\nnext speaker, nnd said: \"Mr. Chairman, Ladies and Gentlemen. It is\nIndeed \u201e pleasure to nee such a large\naudience assembled to welcome and\nhear the Hon. Premier, and Mr. Bowser, define the railway policy of the\ngovernment. A policy that is meeting the approval of the electorate of\nthe entire province. He referred to\nthe benefits to be derived from tlu\nbuilding of transcontinental railways\nthrough the province, their bearing\non the immediate settlement and tlic\nfuture prosperity of British Columbia; that white labor, und standard\nwage was a predominating feature of\nthese railway contracts, He nlso referred to the large appropriations\ngranted by the government for public Improvements nnd school purposes\nfor and in Cranhrook district. That\nif he was returned he would do his\nutmost to further the best interest\nof the Cranbrook district.\nMr. Otis Staples, of Wycllfte was\nthe next speaker, he said: \"One thing\nthat I have always been in favor of\nwaa a strict business government,\nsuch as has been given by the McBride administration. I also approve\nof the railway policy of Mr. McBrlde\nalso of the expenditures now being\nmade by tbe government to develope\nand settle up this province, for I have\nalways found that an expenditure of\nlarge sums, became an asset, and\ncreated a wealth three times as large\nas the sum expended. That every\nsettler coming into this province\nshould realize conditions, pnd come\nprepared to l>e satisfied with present\nconditions, and determined to make\na permanent home wherever he might\nlocate.\nTHK PREMIER.\nHon. Mr. McBride was Introduced\nby the chairman. He was received\nwith considerable applause, and said:\n\"Tbat he was pleased to be again\nin CrnnorooK where he had many\nfriends, and that the welcome that\nhe had received indicated thnt he had\nstill retained the friendship of\na large number of the electorate. He\ncongratulated tbe citizens of Cranbrook on their selection of Mr. Bowness as Mayor, that as a business\nmnn, he might he relied upon to conduct municipal business is a most\nprogressive manner, nnd for the best\ninterests of the city.\n\"That ho had received a wire today\nthat indicated that in a majority of\nthe ridings there would be no content\n\"He stated that his mission here,\ntonight, was to say something in regard to the railway policy of the\npresent government, which was nlso\nan explanation of why the govern\nment was appealing to the electorate\nIt wns a little more than two years\nago since the government submitted\nitself for endorsation to the electors,\nand that now he wns appenling to\nthe most exacting critics, for some\ndemonstration of the confidence the\nGovernment has, thnt. it hnd the support of the people, nnd proof that we\nhave fnlth In the cause we advocate.\n\"I feel now that as we submit\nanother instalment of our railway\npolicy to the people of thia country,\nwe may feel quite satisfied in the\nlight of past experience that we shall\nbe returned to the treasury benches\nagain.\n\"You know the story of our early\nexperience, a depleted treasury, and\nlu nine years we have turned a deficit Into a surplus, and the afiairs of\nprovince to a stability. McVittie. of Kort\nSteele, president, uf the Cranhrook\nDistrict association, who stated thHt'\nthe convention was called (or tbe pur- j\npose of nominating a candidate to\nrepresent Cranbrook district.\nThe first business was Uio election\nof a permanent chairman and secretary.\nOn motion of Messrs. W. A. Rollins and D. J. Elmer, Mr. T. T. McVittie was elected as Chairman, nnd\nA. B.
