Meryl Campbell, Commissioner, commenced pre-retirement leave.\n\u2022 The Essondale office was closed after 21 years of service.\n\u2022 The Burnaby office was relocated into more spacious accommodation and\ncombined with the former Essondale staff.\n\u2022 The Personal Placements section placed 179 clients in regular positions and a\ntotal of 55 disabled students were placed in summer jobs.\n\u2022 Staff Development Appropriation Fund provided $172,176 to 1,567 employees\nfor training assistance.\n\u2022 Diplomas in Public Administration were awarded to 22 employees.\n\u2022 There were six work-related fatalities in 1979.\n\u2022 Over 80 Defensive Driver Training courses were held during 1979.\n10\n ADMINISTRATION AND EMPLOYEE RELATIONS\nThis Division is responsible for the statutory and regulatory provisions of Part\n1 of the Public Service Act, and provides services to the Public Service Commission and ministeries through three sections \u2014 Documentation and Appointment\nImplementation, Administration and Records, and Information Services. The\nDivision also provides services of registration and investigation of appeals to the\nCommission.\nCommission policies continued to be introduced and\/or amended. Included\nwere Oaths-of-Office for non-Public Service employees who are attached to the\nPublic Service; posting coverage; and appeals procedures dealing with competitions. Chapter 10 was issued, completing the Public Service Commission Operations Manual, and the Regulations Manual was amended on a continuing basis.\nWith assistance from a law student, appeal records have been summarized, catalogued, and indexed.\nThe Division Director represented the Commission on the Personnel Appraisal Review Committee and Personnel Policy Advisory Committee, and other staff\nmembers participated in a variety of committees, including the Screening Committee.\nThere was a turn-over rate of 12.9 per cent of staff appointed by the Commission with a total of 3,814 staff leaving positions in the Public Service, compared to\na turn-over rate of 14.8 per cent in 1978. (See table on page 33.)\nA total of 91 requests was received from public servants seeking approval to\nengage in remunerative employment with other employers or receive remuneration\nfrom public funds. Pursuant to sections 50 and 51 of the Public Service Act, 84\nrequests were approved and seven were refused.\nUnder the provisions of section 49 (1) of the Public Service Act, the effective\ndate of retirement was extended for seven employees who had attained the age of 65\nyears.\nDuring 1979, in accordance with section 49 (2) of the Public Service Act, a\ntotal of $1,080,827.69 was paid in retiring allowances to 263 employees. Death\nbenefit payments, as provided in section 53 of the Public Service Act, totalled\n$552,601. Sixty-two payments were made. The Superannuation Branch administers sections 49 (2) and 53 of the Public Service Act under authority delegated by\nthe Commission.\nAt the end of the year, Commission establishment totalled 102 permanent\npositions.\nLEGISLATION\nSection 3 of the Public Service Act was amended in order that the Commission\nmay, in writing signed by all its members, authorize one or more of the members to\nsit as the Commission with respect to any matter. This was necessary to expedite\ncompetition appeal hearings.\nil\n AWARDS FOR LONG SERVICE\nHis Honour Lieutenant-Governor Henry P. Bell-Irving and Mrs. Bell-Irving\nagain hosted ceremonies at Government House for Public Service employees with\n25 and 35 years of continuous services with the Provincial Government. The\nHonourable William R. Bennett, Premier, presented certificates to 212 employees\nwith 25 years of continuous service, and watches to 30 employees with 35 years of\nservice. Master of Ceremonies was the Honourable Evan M. Wolfe. After the\nceremonies, recipients and their guests enjoyed a reception and dinner where they\nwere joined by their ministers and deputy ministers.\nAPPEALS\nExclusive of appeals redirected to ministries and resolved there, 166 competition and policy appeals were filed with the Division Director as the Commission's\nAppeals Officer, reflecting an 8.5-per-cent increase over 1978. The number of\ncases appealed to the Commission from the Appeals Officer's decisions rose by 13\nper cent.\nINFORMATION SERVICES\nVarious forms and pamphlets were updated and printed during the year, the\nrating guide for appraising employee performance was amended and the Annual\nReport for 1978 prepared.\nThe Commission published its final issue of Contact. This information bulletin for Public Service employees began as the Civil Service Newsletter in 1960.\nFollowing the resignation of the Public Information Officer in August 1979,\nthis position was transferred as a matter of ministerial policy from the Commission\nto Central Information Services, General Administration of the Ministry of Provincial Secretary and Government Services.\nIMPLEMENTATION\nAppointment Action forms processed between December 1, 1978 and\nNovember 30, 1979 totalled 30,117, a decrease of 11.1 per cent from the previous\nperiod. March 1979 was the heaviest month with 4,841 forms processed, while the\nlowest was in January 1979 with 1,803 forms.\nDuring the same time period, 554 employees had salary increments withheld,\nprobationary periods were extended for 123 employees, and 23 employees were\nrejected on probation.\nSCREENING COMMITTEE\nThe Screening Committee continued to meet monthly to consider cases of\nemployees who no longer can perform the duties of their positions for health\nreasons. The Committee is chaired by Dr. L. D. Kornder, Director of Occupational\nHealth, and includes four other members \u2014 two who represent the unions and two\nwho represent the employer. A total of 213 cases was considered, of which 98 were\nresolved. The Commission provides secretarial and administrative services to the\ncommittee, and the Director of Recruitment and Selection is a key member.\n12\n RECRUITMENT AND SELECTION\nRecruitment and selection offices are now established at six locations throughout the Province. The six offices are located in Vancouver, Burnaby, Nelson,\nKamloops, Prince George, and Victoria. Due to operational requirements, the\nEssondale office was closed after completing 21 years of service. At the same time,\nthe Burnaby office was relocated and enlarged to accommodate the staff and\nfunctions of the Essondale office.\nThe tempo in regional offices has increased considerably, particularly in the\nKamloops and Prince George area. Apart from chairing selection panels, the\nregional representatives spent considerable time discussing job prospects with the\npublic as well as counselling employees of the Public Service.\nThe Victoria Direct Recruiting office is responsible for recruiting, testing, and\nreferring of applicants to beginning level entry vacancies, and continues to be very\nbusy. Lorna Vinden retained responsibility for that office in addition to her duties\nas Senior Personal Placement Officer.\nIn the 12 months ending November 30, 1979, the number of employees hired\non staff under the authority delegated to the various ministries was approximately\n9,500, excluding the Liquor Distribution Branch. Regular and auxiliary appointments made through the Commission numbered 12,760, an increase of approximately 3 per cent over those made in 1978. The number of competitions closing\nincreased by 6 per cent to 3,296.\nDuring the year resources were allocated to provide training sessions to\nCommission and ministry personnel staff in order to improve the quality of the\nselection process. By year's end this effort was showing results. Expert consulting\nservice was provided to ministries through training and education programs.\nThere is still a shortage of applicants for certain professional positions such as\naccountants and certain types of engineers. Special advertising campaigns were\nconducted to obtain applicants in these positions, which were only partially successful. As well, registered nurses, speech therapists, and audiologists are still in\nshort supply.\nPERSONAL PLACEMENT\nThe case load handled by this section exceeded 1,400 persons by year-end.\nThis was an increase of 70 per cent over last year. The Division representatives\nhave visited the various ministers, ministries and government agencies to promote\nthe hiring of disabled and disadvantaged applicants. During the year, 179 were\nplaced in regular positions in the Public Service. A new responsibility was assumed\nby this division to place summer students who are handicapped. Fifty-five placements were made.\nPRIORITY PLACEMENT\nThe placements of redundant staff, Screening Committee referrals and red-\ncircled employees is one responsibility of this section. During the year, 131 priority\nlist employees were placed. Over 500 persons remain on the priority placement list.\n13\n STAFF COMPLEMENT\nThe table on page 34 in the Appendix indicates the staff complement in the\nvarious ministries as at December 31, 1979, compared to that as at December 31,\n1978. Direct comparisons within ministries are not possible due to organizational\nchanges made in December 1978. These changes include some of the following\nprogram transfers:\n\u2022 Energy programs moved from former Ministry of Energy, Transport and\nCommunications to Energy, Mines and Petroleum Resources.\n\u2022 Programs from the former Ministry of Recreation and Conservation were\nmoved to the Ministry of Provincial Secretary and Government Services.\n\u2022 The Government Employee Relations Bureau moved from the Ministry of\nFinance to the Ministry of Provincial Secretary and Government Services.\n\u2022 Programs from the Ministry of Environment and the entire Department of\nHousing moved to the Ministry of Lands, Parks and Housing.\n\u2022 The Safety Engineering Division moved from the Ministry of Highways\nand Public Works to the Ministry of Labour.\n\u2022 The Travel Division moved to the Ministry of Tourism and Small Business\nDevelopment.\nThe program reorganization of ministries announced by the Premier on December 1979 is not reflected in the December 1979 totals.\nThe decreases in the November 30 Liquor Distribution Branch figures reflect a\nchange in the reporting of temporary employees from the \"number of people\nemployed on a temporary basis\" to the \"number of full-time equivalent employees\".\nOverall, the number of persons employed increased in 1979 by 517 persons,\nor about 1.25 per cent.\n14\n STAFF DEVELOPMENT DIVISION\nIn carrying out its mandate of \"sponsoring, encouraging, administering, and\nparticipating in programs of employee training,\" the Staff Development Division\nhas experienced several changes over the past year.\nThe number of offices and training rooms at headquarters in Victoria was\nincreased and the daily operation has been reorganized. The facilities were in\nconstant use and on some occasions additional training accommodation was rented.\nTRAINING MANAGERS' STUDY CONFERENCE\nThis event was introduced in October 1978 as a replacement for the monthly\nInter-Ministry Training Representative Meetings. As a result, several Task Forces\nwere appointed to study and prepare:\n(1) a policy statement on staff development and training;\n(2) a statement defining the division of reponsibilities between the\nPublic Service Commission (Staff Development Division) and the\nministries; and\n(3) a recommendation regarding a standardized data reporting system\nfor staff training\/development records.\nThree Study Conferences were held during 1979 to discuss and resolve issues\nor problems and to review existing as well as future proposals for training and\ndevelopment in the Public Service.\nCATALOGUE\nThe catalogue sets out the policies and procedures and describes the training or\ndevelopment programs scheduled during the year The calendar is issued as a\nlooseleaf insert at three separate times \u2014 fall, winter, and spring. In this way,\nmanagers\/supervisors and prospective participants have advance notice of the\ntraining calendar.\nSTAFF DEVELOPMENT APPROPRIATION FUND\nFinancial assistance was given to individual employees to enrol in a wide\nvariety of training, development, and educational programs. The largely academic\nand technical courses ranged from one-day seminars to specialized subjects leading\nto advanced academic degrees.\nThere were 1,567 applications approved which involved a total disbursement\nof $172,175.75. This was an increase of some $25,000 in the amount of assistance,\nwith 24 fewer participants than the previous year.\n15\n EXECUTIVE DEVELOPMENT TRAINING PROGRAM (EDTP)\nThis is a three-year in-service course comprising lectures and assignments,\nconducted by the faculty of the School of Public Administration, University of\nVictoria. The purpose is to broaden knowledge and capacity for problem-solving as\nwell as to develop a pool of qualified personnel from which middle and senior\nmanagement may be selected. Successful completion leads to the award of a\ndiploma in Public Administration.\n(1) Class XXI\u2014 Twenty-two employees completed their studies and\ngraduated on September 14, 1979, with an assembly at the University of Victoria.\n(2) Class XXII \u2014 Twenty-six employees are continuing with their third\nyear of studies which will lead to graduation in September 1980.\n(3) Class XXIII \u2014 Twenty-four employees entered the second year of\nstudy in September 1979.\n(4) Class XXIV \u2014 Thirty-seven employees entered the first year of the\nprogram with a one-week lecture session commencing on September\n17, 1979.\nClass XXI\u2014 Graduates of Executive Development Training Program\nBack row from left to right \u2014 D. Raven, Attorney-General.\n16\n CORRESPONDENCE COURSE IN PUBLIC ADMINISTRATION (CCPA)\nThis is a seven-month in-service course, comprised of 24 assignments and a\nfour-day residential workshop, conducted by Staff Development Officers. The\npurpose is to familiarize employees with the structure of government and other\nfunctions of the Public Service of British Columbia, to improve ability in written\ncommunications, and to develop skills in managing and supervising staff.\nNinety employees are selected and are divided into two classes each year. Modules I\nand III, given by staff from the Division, contain material specific to staff management policies, procedures, and practices within the Public Service. Modules II and\nIV have been developed from the former course, Principles of Supervision, and\nexpanded to cover the human relations dimension of staff management. These\nlatter modules are offered by selected independent trainers and involve experiential\nlearning in a workshop setting.\nModule I \u2014 Staff Management in the Public Service was presented by the\nstaff of the Division on 19 different occasions during the year. A total of 143\nemployees attended this four-day program at six separate locations throughout the\nProvince.\n18\n Module II \u2014 Basic Staff Management Workshop was delivered by selected\nindependent trainers on 16 different occasions during the year. A total of 237\nemployees attended this workshop at six separate locations throughout the Province.\nA variety of additional training programs were offered through this Division\nand details are provided in the last table on page 37.\nPROFESSIONAL DEVELOPMENT AND IN-HOUSE PROGRAMS\nIn the past year the Staff Development Division has assisted groups of\nemployees within a ministry or agency of the Public Service by sponsoring a\ndesignated number of seats or a specific training\/development event. During 1979\nthe following group events were sponsored:\nIndustrial Power Systems \u2014 Ministry of Labour.\nDesigning a Curriculum (Dacum) \u2014 Ministry of Environment.\nSmall Group Training Skills \u2014 personnel from four ministries attended.\nInterview Skills Training \u2014 Ministry of Provincial Secretary and Government Services.\nManagement of Training Program \u2014 joint sponsorship with Ministry of\nForests.\nManagement Practices Workshop \u2014 personnel from several ministries\nattended.\nACCIDENT PREVENTION DIVISION\nDuring 1979, requests for services from ministries with specialized needs\nincreased significantly and assistance was provided on an individual basis by\nDivisional staff.\nA safety officer, representing the Provincial Government, participated in the\nrevision of the Workers' Compensation Board First Aid Regulations. The new\nregulations have clarified statutory obligations.\n19\n The Division participated in the training of first aid attendants through both\ntuitional and instructional support. Special assistance was provided to Highways,\nTerrace Region, to prepare and deliver training courses in Survival First Aid and\nCardio-Pulmonary Resuscitation.\nA training program has been developed with assistance from the Education\nDivision of the Workers' Compensation Board to provide instruction to members\nof local Occupational Health and Safety Committees.\nMore than 71 million hours were worked by employees within the 21 ministries and branches included in the Division's Accident Summary Report.\nTragically, there were six work-related fatalities during 1979. In May an\nemployee of Highways was killed near Dawson Creek when crushed between two\ntrucks. A member of the Forest Service died in August as a result of severe burns\nreceived after the plane in which he was travelling crashed in the East Kootenays.\nIn September there were three fatalities involving separate ministries \u2014 a Forest\nRanger at Barriere died following the crash of the helicopter in which he was\ntravelling; a recreational consultant with the Ministry of Provincial Secretary and\nGovernment Services died in an aircraft crash near Beaver Cove on Vancouver\nIsland; and a Highways flag person was struck and killed by a car on the highway\nsouth of Williams Lake. In December an employee with the Ministry of Human\nResources was killed when the car in which she was a passenger was in a collision at\nCoquitlam.\nDivisional staff were involved in a number of special projects during the year:\nWilderness Survival Training\nTraining for employees was conducted in three strategic locations \u2014 Fort St.\nJohn, Smithers, and Vancouver Island. All courses were conducted during winter\nenvironment conditions.\nChartered Aircraft\nThe Inter-ministry Air Transportation Committee continued to evaluate the\nuse of chartered aircraft by public servants. A number of documented incidents\ninvolving government workers, as well as an apparent increase in the number of\nnonfatal and fatal crashes of chartered aircraft, were major issues. Policies were\nrecommended to provide guidelines on appropriate procedures for selecting a\ncharter contract.\nUnderwater Diving\nDue to an increase in scuba and skin-diving operations, special seminars were\nconducted in underwater diving. Procedural rules were established for the emergent evacuation of a diver in life-threatening circumstances.\nHazardous Chemicals\nSpecial training was provided for the use of hazardous chemicals and procedures are being established.\n20\n Meetings and Conferences\nDivisional staff participated in a number of special conferences and symposiums on health and safety, including those held by the Industrial Accident Prevention Association of Ontario, the Canadian Standards Association, the Canadian\nSociety of Safety Engineers and the B.C. Workers' Compensation Board.\nThe annual inter-ministry workshop held in Campbell River attracted 60\nrepresentatives. Emphasis was placed on the establishment of Ministry Health and\nSafety Committees and guest speakers representing industry, labour, and the\nWorkers' Compensation Board participated.\nDefensive Driver Training\nOver 80 Defensive Driver Courses were presented to 1,600 employees during\n1979. An additional 11 instructors were trained increasing the number of active\nvolunteer Defensive Driving Course instructors to 54.\nSafety Awards\nThe Premier's Annual Safety Awards were presented at a luncheon on\nNovember 29. The Honourable William R. Bennett, Premier, presented the\nawards. The Honourable Evan M. Wolfe, Provincial Secretary and Minister of\nGovernment Services was Master of Ceremonies and gave special recognition to\nthe Prevention Services Division of the Workers' Compensation Board, acknowledging the continued support given to the Provincial Government Safety Program.\nTarget zero awards for smaller ministries and branches with a low hazard\nrating acknowledges employees working at least two successive years without a\ntime loss injury. Winners were:\nMinistry of Economic Development\nSuperannuation Branch, Ministry of Provincial Secretary and Government Services\nHospital Programs, Ministry of Health.\nTarget awards for larger ministries with low hazard ratings whose employees\nachieved an accident severity rate of less than 200 days lost per million hours\nworked, were presented to:\nMinistry of Attorney-General \u2014 Court Services\nMinistry of Consumer and Corporate Affairs\nMinistry of Education\nMinistry of Energy, Mines and Petroleum Resources\nMinistry of Environment\nMinistry of Finance\nMinistry of Labour.\nThe Premier's Award for Safety Achievement is presented to the higher\nhazard ministry with the greatest improvement over its previous accident severity\nrecord.
