O 15\nSCHEDULE D.\nSummary of Findings of Commission where Commission has acted on its own\nMotion or upon Request of the Attorney-General.\nWhile the Commission has instituted inquiries of its own motion in order to obtain information regarding certain public utilities, these inquiries have, in general, been of an informal\nnature and have not led to any specific findings. Local sittings have been held at different\nplaces as a result of applications and complaints, and are noted elsewhere in this report in\nthe appropriate schedules. Where the inquiries have shown that improvement should be\nmade the utilities concerned have, in general, undertaken them without being required to do\nso by order of the Commission. An appraisal of the property of British Columbia Electric\nRailway Company, Ltd., and its associated and subsidiary companies was commenced in 1939\nand completed in 1941.\nBritish Columbia Electric Appraisal.\nBy an order dated August 15th, 1939, the Commission commenced an inquiry into the\nrates of British Columbia Electric Railway Company, Ltd., and associated and subsidiary\ncompanies. The associated and subsidiary companies include, among others, Bridge River\nPower Company, Ltd.; British Columbia Electric Power and Gas Company, Ltd.; Burrard\nPower Company, Ltd.; National Utilities Corporation, Ltd.; Royston Light and Power Company, Ltd.; the Cumberland and Union Waterworks Company, Limited Liability; Vancouver\nPower Company, Ltd.; Vancouver Island Power Company, Ltd.; Victoria Gas Company,\nLtd.; and Western Power Company of Canada, Ltd. The order also provided for an\nappraisal of the value of the properties of the companies, to be undertaken by the Chief\nEngineer of the Commission, Mr. S. R. Weston, the costs to be borne by the companies and\namortized over a period of ten years. On September 20th, 1939, the firm of George A. Touche\n& Company was appointed to assist in accounting matters connected with the appraisal.\nThe Commission held preliminary hearings in Vancouver, Victoria, and Port Alberni in\nthe spring of 1941, when all interested parties were given an opportunity to present their\nproblems in connection with the British Columbia Electric Railway Company, Ltd. The\ninvestigational reports, which consisted of an appraisal by the Chief Engineer of the Commission and an accounting survey by George A. Touche & Company, were completed and\nmade available to interested parties on and after November 1st, 1941.\nAs soon as the interested parties have had an opportunity to examine the reports, public\nhearings will be held in the matter of the proper rates to be charged by the B.C. Electric\nand its associated and subsidiary companies.\nGeneral Utility Company, Ltd.\nAs a result of numerous complaints as mentioned in other schedules in this report, the\nChief Engineer of the Commission was required by an order dated October 16th, 1941, and\napproved by Order in Council No. 1504, on October 27th, 1941, to make an appraisal and\ninvestigation of the General Utility Company, Ltd., the company supplying water to Princeton, B.C.    Work on this report is in progress and will be completed by January, 1942.\nWest Canadian Hydro Electric Corporation, Ltd.\nBy an order dated October 31st, 1941, and approved by Order in Council No. 1526, on\nNovember 4th, 1941, the Chief Engineer of the Commission was instructed to make an\nappraisal and investigation of the West Canadian Hydro Electric Corporation, Ltd. Preliminary work on this investigation has been done and the report should be completed in 1942.\nBritish Columbia Electric Railway Company, Ltd.\nIn order to keep the number of standing passengers within the required margin of safety\non buses operated by the British Columbia Electric Railway Company, Ltd., connected with\nthe street-railway system in Victoria, an order, dated December 10th, 1941, was made setting\nforth the requirements in respect of standing passengers on British Columbia Electric Railway Company, Ltd., buses on Vancouver Island.\nIn order to bring the information obtained by the Commission's engineers and accountants\nup to date, the British Columbia Electric Railway Company, Ltd., was, by an order dated\nOctober 10th, 1941, required to submit, for the six months ended December 31st, 1939, and\nfor the year ended December 31st, 1940, details of additions and retirements under the same\nclassifications as used by the Chief Engineer in his appraisal report, and details of operating-\nresults under the same classifications as used by George A.
