Weir, B.A., M.A., D.Paed.,\nProvincial Secretary, Victoria, B.C.\nSib,\u2014I have the honour to lay before you the Report of the business done in pursuance of\nthe \" Teachers' Pensions Act\" during the fiscal year 1933-34.\nI have the honour to be,\nSir,\nYour obedient servant,\nNORMAN BAKER,\nSuperannuation Commissioner, TEACHERS1 PENSIONS ACT.\nANNUAL REPORT, 1933-34.\nREPORT OP THE BUSINESS DONE IN PURSUANCE OP THE \" TEACHERS' PENSIONS\nACT \" DURING THE FISCAL YEAR, 1933-34.\nSection 3.\u2014The total number of teachers contributing to the Teachers' Pensions Fund on\nMarch 31st, 1934, was 3,845. In addition, 318 teachers who were temporarily unemployed on\nMarch 31st, 1934, and therefore not actually contributors, still had amounts in the Teachers'\nPensions Fund.\nSection lt.\u2014On March 31st, 1934, 200 teachers throughout the Province were contributing at\na rate greater than 4 per cent, pursuant to the provisions of this section.\nSection 6.\u2014There were 12 contributors making special voluntary contributions as at March\n31st, 1934.\nSection 8.\u2014Applications were considered by the Teachers' Pensions Board and Orders made\nfor 8 contributors, under the provisions of this section.\nSection 14 (a), (b).\u2014During the period April 1st, 1933, to March 31st, 1934, pensions were\ngranted by the Teachers' Pensions Board to 30 teachers.\nSection 17.\u2014Three teachers died, and allowances were granted to the widows in accordance\nwith the provisions of this section.\nSection 21.\u2014Six teachers died during the year, and refunds were made to the legal\nrepresentatives.\nSection 22.\u2014Refunds amounting to $35,918.31 were made to 240 teachers, who renounced\ntheir rights pursuant to the provisions of this section.\nSection 36 (3).\u2014One employee of the Department of Education in the Provincial Government was granted a superannuation allowance under the \" Superannuation Act,\" and was also\ngranted a further allowance from the Teachers' Pensions Fund pursuant to the provisions of\nthis section.\nIn the presentation of this the Fifth Annual Report of the business done in pursuance of\nthe \" Teachers' Pensions Act,\" we again draw attention to the increase in the number of active\npensioners, there now being 148 persons in receipt of pensions. This number does not include\none contributor whose pension has been suspended owing to his re-employment in the teaching\nservice in the Province.\nThere is again a reduction in the amount contributed to the Reserve Account pursuant to\nthe provisions contained in section 8, and the total of ordinary contributions received from\nactive contributors is less than last year to the extent of $25,000. The total amount paid out\nin pensions for this fiscal year ended March 31st, 1934, was $73,271.93, an increase of $16,000\nover the previous year.\nIt is obvious, of course, from these figures, that the Reserve Account in the Teachers'\nPensions Fund is under heavy strain, and I am of the opinion that it is more than likely that\nadditional contributions will have to be made for the credit of the Reserve Account before very\nlong. In this connection it is pleasing to recall the authority contained in the \" Teachers'\nPensions Act,\" section 38a, for an actuarial valuation of the assets and liabilities of the Teachers'\nPensions Fund at the end of a period of five years from the 1st day of January, 1930. Advantage\nof this section will no doubt be taken at the proper moment.\nFor the benefit of those contributors who may still be unaware of the provisions of section\n8, that section is again quoted:\u2014\n\" Sec. 8. All contributions from each contributor who is employed as a teacher at the time\nof the commencement of this Act arising from the first five prescribed monthly deductions from X 6 BRITISH COLUMBIA.\nhis salary, and all contributions from each teacher who is not so employed but who is subsequently employed and becomes a contributor arising from the first ten prescribed monthly\ndeductions from his salary, shall be placed to the credit of an account in the Teachers' Pensions\nFund to be known as the ' Reserve Account': Provided that where a teacher has been employed\nin the Province prior to the commencement of this Act and has not permanently retired from\nthe teaching service, but is temporarily unemployed as a teacher at the time of the commencement of this Act by reason of ill-health, failure to secure employment, absence for purposes of\nstudy or travel, or for other necessary cause, then, if the teacher is subsequently employed and\nbecomes a contributor, and if the Teachers' Pensions Board on application of the teacher is\nsatisfied as to the bona fides of the applicant and as to the sufficiency of the reason for the\ntemporary unemployment, the Board may make an order giving that teacher the status of a\nteacher who is employed at the time of the commencement of this Act, and thereupon that\nteacher shall, for the purposes of this section, be deemed to be a teacher who was employed at\nthe time of the commencement of this Act.\"\nFor the further information of the large number of contributors to the Teachers' Pensions\nFund, we wish to emphasize that the Commission has not the authority to approve a refund of\nvoluntary contributions which may have beep made by or on behalf of a contributor, neither is\nthere authority to approve of any request which may be made for.a loan to be charged against\nthe total contributions which are held for the credit of the contributor in the Teachers' Pensions\nFund. A refund of all contributions which have been made, over and above the required\ncontributions to the Reserve Account, may be approved when the contributor resigns from the\nteaching service and completes the necessary disclaimer forms.\nThe completion by the contributor of the disclaimer forms does not necessarily mean that\nthe teacher may not be re-employed at some future date, and again come under the provisions\nof the \" Teachers' Pensions Act,\" but it does mean that the benefits which may have accrued\nto the date of resignation from the teaching service would be cancelled.\nNORMAN BAKER,\nSuperannuation Commissioner.
