Sudden* ly there wus a crash and a mass of brilliant fire iscmeil to dart from the heavens, centering upon the chain carried by the railroad boys. All three were prostrated and it was some time before they lully recovered. Their bodies were burned in places and their system was filled with electricity. Each ou ecui'i'ied a watchaiid on examination later that day Mr. T.ite found that all of them had been highly magnetized liy the shock. The C. N. R. and the Trackmen. Grand President John T. Wilson, of the Brotherhood, of Railway Trackmen, -who is now adjusting the trouble wliich has existed.between the C.'P.'R. and trackmen, will 'very likely be in Winnipeg shortly, 'as trouble is saidto'exist between the trackmen of the C.'N.^R. and that company. A confidential cir.cu.lar has been, issued, from a committee * of tlie joint" protective-, board; stating that' they havo .been unable to get a satisfactory' answer from General Superintendent Hanna of the Canadian Northern to an official request for an interview. The committee were instructed by their fellow employes of maintenance of way men to get from Mr, Hanna au interview to arrange certain terms and conditions of employmont. After writing three times to thatgentlemun, an answer was leceived that he had had no complaint made to him and that any complaint made should be to the general roadmastor. As the road master had only been in charge for a month, and has no authority to deal with the question which tho men wished to lay before Mr. Hanna, another letter was sent to hiin, asking for an interview. Mr. Hanna returned word that no answer was coming. Mr. Hanna since then has left town, and two of the men on the committee C. Storey and A. A. Campbell, have been discharged. President Wilson has been notified and it is expected that ho will he in Winnipeg shortly to endeavor to readjust thepresentschedule on which the men work, and to have atn investigation made as to the dismissal cf Storey and Campbell. The scale of wages and terms of employment compose the ground for dissatisfaction among t.he men. Position ofthe C.P.R. Trackman The Canadian Pacific railway has practically granted the trackman's organization recognition and a set of rules governing the men employed by the company, which are mutually satisfactory. The only differe nee, which how remains to be settled is the scale of wages and this question will, ' hy the consent of hoth parties, be submitted to arbitration. Mr. Vantelet, who succeeded Mr. Peterson as chief engineer, has, it is said, been selected' by the company, and John T. Wilson, president of the Brotherhood of Railroad Trackman, will represent the men. . These two gentlemen will meet and go over the ground togo.ther. If they shall prove unable to agree on terms acceptable to their representative clients,' a third person will be chosen to make a final decision. ,**,-.- .The latest developments in the negotiations between the company and the men precludes all possibility of a strike, and were in accordance with an agreement -reached between Sir, Thomas Shaughnessy- and* the " committee.- .The schedule presented to the company asked for a minimum scale of $1.50 per day "fcr sectionmen' and $2 per day for foremen. There are 1.500 trackmen who are interested in the settlement which will probably lie definitely reachec. , some ,time this week. The cabinet has decided to refusea strongly worded request from the Boera for anarmistice pending negotiations. K.GKOOAX. Editor. "Wednesday, Arnn. 10,1002. THE MASTER* OF *-..;. w,^-'i THE PACIFIC ' ,'Says a new writer, A. B. Colquhoun iu a volume entitled the Masteryof the . Paui(jc, which has attracted considerable attention; "On the Pacific slope of Cauada, Britain has everything 'necessary for the creation of a fresh base for sea power and among the many duties, which devolve upon our iSmpire at this critical point in its career -none seems more important than the utilization ind development of lhat magnificent White Man's country, Canada, aud more especially British Columbia." The IIkiial.1) will go further than Mr. Colquhoun. In our opinion the paramount duty of the hour devolving "upon British statesmen is lo commence ut once to work out a plan ,for getting from fifteen to twenty live millions of people into the Canadian West and .more especially into Alberta and British Columbia within the next fifty years. The struggle for the supremaey of the world, which from the days o Greece and Carthage and Home, down to the close of the middle ages was carried on upon the waters of the Mediterranean and wliich four hundred year* ago was transferred to the broader field of tho Atlantic, will inevitably within the limits of the century, in which we are now living, be once more shifted and this time to the Pacific. This fact is being recog ui'ied by those to whose hands arc entrusted the destinies of the modern world powers. The race for a foothold in China is only a symptom of their recognition of the cominy change. - - Rut excludiijg for the, nonce Japan, which however must always he recognized, tliere are only two of the great (lowers with a natural base on the Pacific ocean and these are the British Empire and the United' States and it is, as Mr. Colijuhoiin remarks, on the "Pacific slope nfCanadathatthe Umpire finds hei**. Compared with thesuprome importance to the Empire of maintaining hor present leadership as the greatest mival and commericil power in tha world, all other questions sink intn unimportance. That once lost the Empire must fall to pieces. That retained all is well, But if il in to be retained, it will have to he done on the Pacific and from lhe Pacific coast of Canada. In Ihe.NorthwcM. and llritish Columbia the Empire possesses a country of vaslextentnnd unrivalled resources. It includes the finest cattlo ranges and tha most fertile grain producing iand.i in America. It has coal deposits of unlimited extent, its mines produce almost every mineral required for human luxury or use, its forests are immense in extent and value, itsclimate is the kind under which the Anglo .Saxon race flourishes most vigorously and doe.-s its best work. It is the. ideal land, in wliich agriculture and mami- factuie should combine to supply the wants of the teeming millions of the Orient. Its hundreds of miles of coast line abound with harbors of such capacity and security, as if nature herself had designed it to lie the seat espect in which the United States holds, the slightest natural ad.vantage'ih ' this contest for the supremacy"i;f the Pacilic. The. MuiiALP believes that taken item for item" it would rather he found that Canada is more richly endowed ine very particuliir. The only point in wliich wc are handicapped is in the matter of population. 11 i-> lhis deficiency which it is the paramount duty of the hour for those, to whom the destinies of the Empire aro entrusted, to work with the government of Canada to supply. Much has been done by the Dominion. In a very short, time there will be a population of lOD.ODO people settled and flourishing on the rich grain growing lands of the Saskatchewan valley alone. Population is streaming info Manitoba, Assiniboia and Alberta, lu another ten years the grain, whieh these proviiK.cs produce, will be enormous. Elevators already are going up by the score 'and every year the preparations made by the railway companies for handling if are increased and are as constantly outstripped by the harvest. The future outlet for this grain will be west, not east. But this is only one resource. If tha western states cannot begin to compete with western Canada in .the department of cereals, still less can they shew anything to compare wilh our oil fields! The' coal deposits of Alberta and British Columbia are of such immense extent and afl'oid such a variety of coals for every purpose domestic, steam, cokingas ;to inevitably recall one of the chief material sources cf England's groatness. Close to the coal arc found the ores of almost every staple metal known to commerce, iron, lead, copjier, silver, gold and a score of others of less nnniversal demand. Combine these resources with a vast extent of untouched forests and a coast line, the most broken and indented within the temperate zone of the continent, containing not one but scores of harbors, in, which whole I fleets could anchor in safety and one may well ask what more could nature have done to make the western portion of the Dominion the seat of a great commercial and manufacturingpeople. It is on the Pacific coast of .Canada that a new Venice will arise "to hold the gorgeous East in free." It is in this province that the future Jlirniing- haniK and ShefTlelds Birkenheads and Greenocks, Glasgows and Liverpools ofthe Empire will arise. Here and not at Tion Tain or Wui-hai-wei is the real Imperial base for the control of the P.ieiiic. Here and not in Herat or Cabul is the key of .India'. Here and not on the bloodstained veldt of South Africa is the question of the rise or fall ofthe Empire to be finally settled. "As seconder of the resolution now under debate I would like to add a few words, in corroboiutioii of what haa been already stated by the mover of' thi**, resolution. That the r_ue&tion of economical lead smelting and refining is a most 'serious "one goes without saying. Thnt the question of govern- monl aid or control in this direction is nne well worthy of every consideration is uNo unquestionable. This matter was In ought, up beforo this llonie at t lie last session of the legislature by the member for Slocan and myself anrl wo were promised by the government that the whole tpiestioii would lie fully gone into, iind I hope tlie'government will have Millieient data and evidence he lore, tlieni now to take this- question up in a most caicful and serious manner. "It is most unfortunate that the product of our lead mines for the past year shows a decrease in tonnage over the output of 1000 notwithstanding "that o'tlicr minerals show a considerable > ,- ** uicrease, particularly cr.pper, thc gross value of which has iucieased during 1001 by 200 per. cent over 1000. This .decrease in the lead product is due to the fact principally of the low price .obtainable in this province for our lead, which- precludes _ this* class of mining altogether unless when accompanied by good silver values, and it is most, discouraging to -note .that whilo lead is quoted on the "N'ew Ynvk market at $i.l0 per 100 pounds, the price paid us here is .oly 1.50 jier 100 pounds. Tt is therefore the duty of the government to look into the eaut-es which place I our ".lead product in this unenviable position andattenipt to devise some scheme for the encouragement of our leac producers, which will bring into active life again this fast decaying industry. A few of the smelters, however, on the other side, such as "the "Selby, of San Francisco, and tha Everett smelterand others, as well as our own smelters in British'Coluinbia, were not included in this combine, but the position is now the same as if they, had joined forces, for. wa find that it-costs-us now just the same to send our lead" ores to tha San Francisco smelter and-treat them that it docs to Trail, British Columbia, notwithstanding that it eosts* us only $2 per, ton freight to Trail, whereas the freight to San Francisco is in the neighborhood of SO per ton, so it is qnilc evident"that instead of having one combine w.e have two, each one together with thc, transportation coinpinics endeavoring to fleece our mine operation*! to the extreme limit. 'As to the question of refineries we are in 'a still worse position;'as all our lead bullion after smelting goes to New Jersey or elsewheio to the south of us for refining and manufacturing into pig lead; white "leads, red lead*, litharge, etc.,"and is subject to a duty of K cents per pound, going across ibe line in its raw shape and is subject to another duly when coming into this country again as the manufactured article..
