WEDNESDAY, FEBRUARY 12, 190 Year Advance Come and See t*404[4r04(4f**- Below is the despatch which called forth Archdeacon Pentreath's protest: "An official of the Hotel Dieu says the patient was brought there in a most distressing rendition early in January. lie refused to giv any information concerning himself or relatives, hut talked about everything else freely. A short linie'bel'ore death ho embraced the Roman Catholic faithj hut it was not'until atter his hody had heen removed to the cemetery ;that his identity was discovered. This was through a "package addressed to .11 brother w th whom lhe hospital authorities had placed the'mselves in .communication. How he"got to. Montreal'and what he did before his discovery in tho woods, ti early dead^is'a mystery." A special despatch from Montreal to the Winnipeg Telegram gives the following account of the circumstances surrounding his death. .Some time ago it was announced from Rossland lhat Rev. Henry trwin. better known as "Fathei Pat,'~ a prominent English church clergyman, had died. Il seems that there was considerable mystery about his death, and it was noi generally known that he had died at the Hotel Dieu hospital, in this cily. In fact, information only leaked out today throughdelectives having, been employed on ihe case. Mr. Irwin, i* seems was found- early in January lying on lhu snow in a hush at Saull aux Reeollest, near th's city. lie was in a pitiable condition when carried to avleigh, on which he waa drawn to the Hotel Dieu hospital. Both leg*-. and feet were frozen and he was quite unconscious. On recovering somewhat he penciled a letter to Rev. Edmund Wood, of St*. J_cihn_the Evangelist's church, wb0111 Jie had known yeais ago, and aske"d, that gentleman to call on him. This was on January 10. Mr. Wood paid him a visit and two days afterwards was surprised to learn of his death. A surgical operation was performed on one of his legs and blood-poisoning followed from which he died without saying a word as to how he came to lhe neighborhood in which he was found. It was thought well to have detectives sent out, and some of tbe best procurable were, soon put in touch with what tacts were known. They *coured the country in all directions, but nothing whatever could he learned except from the farmer, wbo found lhe unfortunate man. No one saw him at any hotel or residence. In the city the same story was lold. There is absolutely not a man or woman lhat can be found that saw Mr. Irwin in or near Montreal just previous lo his death." Fiiends in the West have written that he left to come East, intending to go home to England, and that is while on his way to this city he must have been lost. Whether or not he was walking into the city or whethe.ihe came here by train and walked oiit to his death, will probably never be known. His remains which are now in the Hotel Dieu vaults will be sent west for interment. Death of Jas. T. Guerin. The ;death occurred on Sunday at one o'clock in the afternoon of James T. Guerin, partner of W. M. Brown in the Victoria hotel. The deceased was seized with au attack, of pneumonia little more than a week before and the reports of his condition were serious from the beginning and there was very little expectation that he would .tide over the critical period ofthe 'illness. The greatest sympathy is felt In Revelstoke with Mrs. Gu.rin and her three sons in their great bereavement and the whole town feels tho loss of an honorable and high minded citizen. The funeral rites took place at St. Peter's church - and tho cemetery yesterday afternoon. The deceased was a member of tho Roval Arch degree and a Knight Templ'tr and the. A. 1*'. and A. To tho Editor of the Herald: - Sir, will you favor with space that I may respectfully remind Aid. Law and Aid. McMahon that they are not stnt to the city council for the purpose of voting, the taxpayers' hard earned money to pay for pleasure trips of Liberal Association and Board of Trade delegates. In explaining his course Aid. Law statedthe delegates' should "not bo expected to put their .hands in-vtheir own pockets." In view of the fact, Mr. Editor, that the city has not - asked these delegates to act for, it, they - certainly have no. right to put their hands in the city's pocket. ' r Aid. Law must learn - not * to '.mis- - appropriate other people's money" in tbis manner, the fact that the amount' ' asked was "very.reasonable'.' does' not ' alter the principle involved. An alder- , man that does'nt protect small amounts of money cannot be entrusted with the care of larger sums. ; In also approving of the grant Ald.- McMahon said: "The opening up of the Big Bend was of importance."' This is getting to be the stock argument to be advanced by any clique or- corporation that may have an eye on the public money, and these times if a maiils_n_iqney ba stolen from him, he is. . "expected to cheerfully submit if it be explained to him that it is done for "the benefit of tho - country," or to open up the Big Bend. I beg to tell Aid.' McMahon that its not the city's business to .pay for opening up outlying districts, nor to spend its money in forwarding schemes. ' of river improvements these_ depart- * ments,- I believe, concerning tho government. '__ Ward 3 alderman may well take a lesson from the practicaljand businesslike manner in which Aid. Hume and others deal with thc question, particularly as they will doubtless be again approached in similar manner during their tarm, when it is to be hoped, tliey will not again prove to he o "easy." Yours Respectfully. . WAKD 3 T.\Xl*A.YER. [It is needless for the Hekald to remark that it does not agree in tha least with the above remarks of'Ward 3 Ratepayer." I" our opinion Aid. Law and McMahon in voting as they did for the grant to assist the delegation to Ottawa simply did their 'duty to this city and did it in a businesslike way. It certainly is very much this city's business to open- up the Big Bend. The whole future progress of . Revelstoke simply^ depends on the development of that district.' Is Ward 3 Ratepayer desirous of seeing Revelstoke stick at its present stage of a. little 2x4 town. If not and we do not suppose he is really as foolish as all that, who does he propose to build it up except the people who are in it? All natural advantages are _ useless unless people havo the enterprise and energy to use them. Where "would Winnipeg he today, if when it was at the lO.CKJO stage of population, its people had not had the courage and enterprise to put their hands in their pockets and build the railway bridge across the river ? The C. P. R. would have gone to Selkirk as they intended, Selkirk would have been the big distributing centre for western Canada and Winnipeg would have dropped back to a little farmers* town. Its the men in a town who are not scared to spend a few hundreds in order to reach out after the thousands that make cities out of villages. These are the kind of men we want in our' ciS-y council and the Hekald is glad to sea that we have got them there.] ' t it- [!*' 1 (i 1 l t tarn era I k m w % t\i- The Revelsloke Herald Publishing Co. In a letter written last October and which- appealed in tho December Tyickn'ien'.s Advocate Vice President. A. IJ. Lowe, of the B. R. T. of A., Inn something to s,;iy "about government methods of running the I. C. R., owr which iyi.luin'he.was making a tour. It is apparent that-the infernal, buii'auci'atii: idea of-sacriiicing everything in order to make a good showing on paper i-s dominant in the Dominion department of railways. Common sense, economy, efficiency, every feature wliich appeals to a btisines.*. man K cast to the winds so long as the returns look all right. Here is how Mr. Lowe, an old trackman, says the men, 'who have the business of the Dominion in their charge, run our only government railway. No wonder trains cannot make time and freight is. falling oil' and hoth endu don't meet except in the hanky panky cooked accounts dished out to parliament and the public in order to make a big showing. "The 1. U. Hy. is a well built road; good road bed. solid masonry and steel or iron bridges. It is being relaid with heavier steel to meat the increasing weight of engines and cars and fat traffic, both freight and passenger. It is very free from accidents caused by hud track, showing here as elsewhere that we trackmen know our work and do it well. But one of the things which amazed me was to find all hands from St. John to Halifax and Xciv Glassgow putting in ties and surfacing at this lat date (October) and to learn that it was the rule of thc road and that they were not allowed to put in ties till after the fust [of July. Just think of the tolly of it! Whilst all other roads try ta give us our ties in the fall before, so u to I'U.h them in just as soon as the fio".t leaves the ground, our brother* on the l.C. Ry. must wait till July 1. - A*, all trackmen know, nothing is liniahe-d until the ties go in and Inputting in the ties early in May and June all olher* work follows in it* proper season: surfacing is all finished by the last of September or very early in October and the gravel is solid and firm to curry off the water" which comes with October "and November Thus a dry roadbed prevents heaving . of the trackn.nd tbe necessary, slumming, which means useless expense and gi'eati'is.k to fawt train*. Cutting weeds . , grass' and brush coma in their proper l urn'ns well as ditching. By itai-lingin properly with the tie*, all other work is done in season, whereas, in the present case, all work is rushed into the last few months of the year. Gravel is all loose, the October and November rains put it into a muss of , mortar, the, track rides . rough ._and shimming has to be done, destroying hiilf the natural life of the tie, wasting spikes, 'damaging rolling stock and - causing run oils.
