COMMERCIAL VALUE OF COURTESY Thero is no retail store, whether at -ome country cross road or occupy- in-t a desirable city coiner lot, but claims within its circle of trade one or more customers whose decided wbvs of trading are scarcely inclined to "lend briefness to the hours ot duty, or brilliancy to its calling. They are readily distinguished and as readily remembered. One "deeming teatur. of their presence, however, is tin. tact that thev are not of '-various kinds but rawer seem to have acquired their porcuoine natures at some lount- ain wnere diversity played no part. Neither are they, ever found among the reailv poor. That would be incompatible wilh their natures. At the 'counter nothing at first pleased them. K they are being waited on bv an assistant, they want to see the o-Wnor or the manager, in order to be given the article in question at so niucn a vard or a pound less. It is difficult to reason with them because the same disposition which impels them to haggle ovor the price of an article, aided by their daily encounters of a similar nature, creates a harshness or perverseness in their conversation which is at times wont to baffle the most congenial spirit m the effort to please or pacify. Herein lies the commercial value of courtesy Being taught to believe there is a better side to every nature .it is a most Interesting task'to r4 bring it to view, There la no tiie, place or occasion in *which this task can be practicen so opportunelj as when serving at the retail counter. Being aware ot what is on the customers' mind, and knowing the dis- posiion to be encountered theie is no reason why that caller should not S made a-iriecd of thc store There inhere a two fold object to be desired: the custom of this individual, and the result of the test of tii art to please in an exceptional case. It has been sometimes been heard said bv a retail merchant. "I'd rather not have that person's trade, for it is productive of more harm than good."' But in reality such'callers are necessarv to establish iu one's mind _ the_deDt'h_oLaatiencejii .tlieir.Pssess- ion when brought to tlie" lest. "Such- customers not only display the opposite side of business life, but show the necessity for calm judgment and quick perception. To please and hold such trade and gradually improve their way of dealing is to become accomplished in the art of readily pleasing all. In. addition to the interesting features it exhibits, it causes the time pass more spedily, pleasantly, and with greater profit to the store. has been decidedly favorable. The Russians do not care, thoir views being llxcd on Asia; the Germans see their way tn some sort of compensation, and are delighted that France should waste lier strength; and while those in Fiance who understand the question exult in the magnitude of thoir India, the ordinary Frenchman heaves a deep sigh of relief. The advantages that Franco rwaps from tint founding off of her great Kmpire, lhe? solution which lias been carried out, without being ideal, has certain distinct and unmistakable merits. The bt.st thing that both countries have secured i.s unquestionably the amelioration of jealousies and animosities ind thc consequent lightening 01* the burden which all imperialists have been bearing. Lord Kitchener's Iteply. Despatches were published on Wednesday from the Sirdar and Lord Cromer denying the charges made by Mr. Bennett in The Conlemporar-, 'is to the treatment of tlie Dervishes- wounded at Omdurman. Lord Kitchener denies positively that he was ordered, or lefl It to be understood, that the Dervish wounded were to be massacred, and stales lhat no completely disabled Dervishes wore killed by any of the troops under his command. Ho denies also that thn cill tvas looted for three days after ils capture, and that the gunboats openui lire on mixed masses of fugitives in the streets during tbo British advance. As lo the wounded, their number was unnianagely largo, bin all wtis done for them that could be? done. As to tho _la.hdi's tomb, n .'.as destroyed partly because it might have become dangerous as a place of pilgrimage, partly because it was a dangerous structure. But only the skull was preserved, the bones were thrown inlo thc Nile, and there was no coffin; consequently lhe allegation that certain oiricials have bits of ihe remains as relics ' arc baseless. This surely, will finally settle for all lime lhe mischievous reports made from time lo time of undue cruelty in llio conduct of iho campaign. In regard to the selling of liquor by unlicensed persons there appears to be. quite a respect for the law in the matter. The; practice does not seem to obtain anywhere. At .Medicine Hat llie-ro is but the faintest suspicion t>C-such .1 practice, while-the. .possibility of; it on the dining car at Maple Creek is but hinted at*. There uru equally faint suspicions at Olds, Alberta, Anthracite, Alberta, and Este- van, Ass-. From nil other points ionic a "No" more or less emphatic. Lhough hero and there, where thero are wholesale licenses,- a retail tradei is carried on, but as one of the reports says, -'It is difficult to nail them." There had'been some illicit selling al Pincher Creek, but' the report says the police were active, got convictions and put 11 stop to it. The abovo is gratifying. Not so however, the replies to the question: 'Is there any. selling during prohibited hours?" Tlio answers show that breaches of the law in .this respect are llie ;riilp and not the exception. Even at places where the evidence is not positive the suspicion is strong. 'Tha reports of such are "frequent," says. Olds: "it is almost unan.niiqiis.li-. .believed nnd reported that tliere-Is" says Mcohc -Taw and Regina; "have reason to believe there : is," says Oxbow, Assa.: "circumstances would lead lo thai conclusion" i.s the report' from Smith Edmonton; "it is understood" so," comes from Pincher * Creek, Yorkton, Fleming, Wapelia, Estevan and other places. An emphatic*"yes" conies from by far Ihe majority of places, including Sinfaluta. Prince Albert, Calgary, Whltewood, Medicine Hat. L'arnduff, Lethbridge, while Ijiinff reports that "no hours seom to he? prohibited." ' Tt is pleasing to turn to a different picture. At Crescent Lake there are no complaints of any lapses Inl this respect, while nt Olden. Assa.. Saltcoats and Klnistino. Busk., similarly favorable reports come lo hand. Cottonwood, near Regina. seems to bo a model place. No liquor goes into tho place, no man Ih r-vc-r seen drunk: the temperance organization is strong and they have no complaints of uny lcind to make, they thank God thiit il is so. and fire willing to do all they can to make other localities like unto their own. Another pleasing feature is that 110 liquor is sold to minors, and..the utmost complaint is that at one place 11 minor is a bar tender. As to th.( Interdicting Sections of tlie ordinance, lhey do nol seem lo be very widely availed of. In many places their existence is not known, and as to the success of , them, thu cpinions pro and con are ubont-equal. All, however, who have said anything rq all ,on .the subject lament llio.dlf-. "Acuity nf obaining a conviction for procuring liquor for an interdicted person on account of the almost impossibility of proving guilty know- lodge; The answers on the interdict- ins sections discover great ignorance of law, an instance ol" which " is tho statement that' the interdiction of a man "was withdrawn too soon to say what the result what miphl have been." This was at Indian'Head and it will puzzle both Premier Hauitain and his able deputy, Mr. .Hugh Hobson, lo fathom the procedure ln thu case referred to. The answers as to the prevalence of visible drunkenness are disheartening, because only 20 out of the _4 report that there is a great deal, and 22 report not much, yet seven of. the latter places are feir removed from any liquor shops, and only see drunkenness when persons return from thu nearest towns. The great fact, is lhat wherever liquor Is sold there* visible drunkenness is sadly too common. 1* 4Ji -ii-iJ'iSJS' As to the means taken or to be taken to cope with the evil, as inquired for by sections i> and Si, the matter Is ono that demands much consieleratlon. First, as to the means at present in cDeration. There is an almost unanimous opinion that proper persons arc. noi appointed license inspectors. It Is reported that they are cither Incompetent, or they have no sympathy with the work lhey are expected to do. Whitewood and Medicine Hat report that they "try" to get the inspectors to get a move on...- Calgary saj*s "it we had a better inspeeitor atmething might be done;" in Indian .Head the Inspector "never sees anything;" at Wolseley, "the giiardians of the law are invisible when they are wanted;" "the license inspector has not done his duty" flatly declares -a second report from Calgary; at Moose Jaw there is an inspector "who look's alter the matter somewhat;" from Prince Albert conies thc strange report that the officers themselves aro In league with the liquor traffic, and it is left to the preachers to lay Informations; whilo .-is to Medicine lint tell it not in Oath, publich it not In the streets of Askolonit. is ileclared that the license inspector - scorns to favor liquor. Police Are Vigilant. It is appropriate to mention here that the answers returned show that wherever there is a police, especially a N. W. M. P., tliere the law is as ii rule carried out and the stato of the locality from a temperance point of view is comparatively satisfactory. There are exceptions to this rule, but generally speaking, all the Information that weas received on this head eoes to show that what is rr-ally wanted Is more general police supervision.
