perhaps the most Important matter, at least as regards this constituency, which tlie new Liberal
Government had to deal with.

there would be no chance of having that railway built. Bul lhis,
like all others of the predictions
of evil that was to follow if the
Liberals got into power, had
been abundantly shown to be
untrue. The railway will bo
built to Fort Steele within a few
monihs (loud cheers), and built
under such favorable conditions
that the Gvernnient are empowered to control the passenger
and freight rates in the interests
of the people (renewed cheering). Tlie Liberal party was a
parly of action, not of words or
of promises made to be broken.
In the past it hud been charged
that the C. P. Railway Company
had controlled the Dominion
Government. That charge could
no longer be made, for the Government were now iii absolute
contra if their whole functions.
In the case of tbe coal lands of
the Crow's Nest lhe Government
had taken such action as would
prevent any possible monopoly,
because Ihey kept control of the
price that should be charged for
coal (applause). These achievements were, lie believed, but lhe
entering of the thin edge of the
wedge by llie Government to obtain control of railways everywhere and their operation in Hie
interests of the people, In the
past the practice had been to
give Hie country's resources

Shorn of His Dues.
It has been iy:ause of perplexity to.mmr/'who read the metal

the distinction between "brokers" price for silver and "ex-
chango" priee in the daily quotations. J. A. Finch, the West
Kootenay mining man, recently
said to a Spokesman-Review reporter: "Tho exchange iiuota-
tion is the real price. The brokers have got together and tixeil
up a method of naming a 'brokers' price,' which is really no
price at all. If you ask a broker
about it he will lell you it is the
price for a largo quantity. If
you offer to buy at that price he
will tell you it is not the carload
figure, but the price for large
lots, and if lie is pinned down
closely he will refuse to sell at
lho price quoted. The exchange
price tells the true state of the
market,"
,). li. MoArlhor, in the Kalso
Kootenaian, commenting on the
above, says: "The discrepancy
between the broker's price and
the exchange price now is nearly $10 per ton. The smelters
pay the mine owner for his lead
on the basis of the broker's
price, which, according to Mr.
Finch is a "fake" price. In view
of the increasing price for lead
and its lessened production it
seems to me the time has arrived
when the mine owners of West
Kootenay ought to get together
and insist that in all contracts
made for their ores the 'exchange' price for lead should
govern and not the 'brokers'
price. And while they are on
the subject of revision the deductions of 10 per cent on lead
and 5 per cent on silver for
smelting should be adjusted t.
the new conditions. Many years
ago, when these deductions were
fixed upon, these percentages
represented actually the loss
sustained. Since then, however,
owing to Improved machinery
and methods used in .smelting,
the loss on lead is oven less than
5 per cent and for silver less
than _•! per cent, but the mine
owner gets no benefit from these
Improvements in smelting. Why
should he pay for a loss which
is not iu truth and iu fact a loss
at all? England is now a buyer
on our market for our silver-lead
ores and is offering us oxcood-
ly good terms, Why would not
this be a very favorable time to
consider' -and settle these matter's? ' The mine owner alone
should not bear the loss in all
these things as well as the decreased price in silver."
Two Pilot Bay men were recently prospecting on Crawford
j Creek, about four miles from
Crawford Bay, they came in contact with a large cinnamon bear.
One of the men mado for a tree,
the bear followed and caught
him by the log and inflicted a
suvoro wound. The other used
his pick oil the hoar's neck, hut
without any serious harm to old
bruin, who turned ou him, and a
badly lacerated arm was the result, The man and bear rolled

making the deviation of tbe line
in order to avoid building tlie
branch as well as tbe more efficiently lo furnish all possible
facilities for handling tbe large
output of ore which would be
shipped from this point. What
was needed was llial the Government and railway authorities
should be made lully alive lo all
the advantages that would bo obtained by bringing Ibe line directly to this city. The survey
tliat bad been made was nol the
location survey, but only tbe
preliminary one whicli might be
changed at any time, and lhe
board desired Mr. Bostock lo
look into the matter und if he
agreed with the Port Steele people regarding it, lo urge upon

no existing vested interests, and
as the railway was being built

Various members of llie delegation sel forth the necessity of
improving the conditions for
navigation on Kootenay River
so as to lengthen the period
each year during which thai
stream was available as a means
of transportation. The building
of the railway next year would
increase the demand for these
improvements. The general business of this district was sure to
receive an immense impetus next
year, anil tliere were many points

Messrs. Ross and Harvey, lawyers, said tlie presenl arrangement for holding courts in the
distrlel were wholly inadequate

court judge of Koolonay advertized tlie holding of courts at

failed to put in au appearance.

Wesl Kootenay, so that a resident county court judge should
be appointed in ibis district. As
matters were now, citizens had to
submit to injustice mid hardship
f various kinds, in bulb civil and
criminal cases.
Mr. Bostock said he had already been made awaie of lhe
matter to which reference had
just been made and would take
the necessary steps to have the
deficiency as far as possible supplied, lie Hianked the gentlemen presenl for information
