WE ARE THE GOVERNMENT The Turner - Pooley - Baker .Government Will Now Sit 'On Opposition Benches jiuieutenant-Governor Molnneas Has Dismissed the Turner Cabinet. We have on more than one occasion pointed out that the utter defeat of tlie Turner Government was au accomplished fact, and late dispatches from Victoria' aud Vancouver confirms all of the statements lriade by the Pkospectok, The following telegram, which was received ou the Ilth hist, fells its own story of the utter demoralization and fall of the Taruer-Pooley and Baker's Chinese Decoy Duck Government. Vancouver August 9—-To The Pho.si'rutou. Lieutenant-Governor A'lcluness has dismissed the Government ami called upon jfewens to form a new ministry, Beavens has accepted. House •wSl probably be dissolved immediately and a new general election held. Baillie. Consternation and dismay was written upon the countenances of the Baker contingents of this place when the above bulletin was posted at The Prospector affi.ce, announcing that the Turner Government was dismissed .fay* Lieutenant-Governor Mc Lmess, and that a new ministry was to be formed by the victorious Opposition. Plausible details to show that such a statement was not and could not be true were made by the subservient Bakor faction. It is a fake tliere ti nothing in it, says one. It is a Baillie hoax says another, Baker won't stand it, says a ibird, what will be the result of such a proceeding says a newly appointed official. Why you got it where the cbicken got the axe ■says an Opposition man, you can *.si1 on Opposition benches and see how it is for yourself says another Opposition voter, for we are the Government says a third Opposition elector. Many of those who supported the Government feel a sense of relief at its defeat. Tho system j\nd methods practised'by Baker and liis henchmen have created a feeling that is hostile to the old regime, and tho new government in returning to the counlry for its suffrage will Hnd ample ;upport from this riding, been bonded to BE B, GroaLs- dale, representing tlie Hall Smelting and Mining Co., of Nelson. The consideration is Sp20,000 iii four payments, Woik will commence at once, a contract having already beon let for a 50 foot tunnel, The Wasa group consists of two claims, the Wasa and Mammoth, and are owned, at present by Win, Thompson, Wm. Haupt, Peter Rosendale and "Eric Sauclon. Considerable work has been done on tho property, a tunnel is in now over 100 feet witli a vein of ore from li to ti feet in widtli. The ore is a grey copper, red oxide of copper; and galena; assaying 22 per cent copper,. 112 ozs. in silver, and §S to §10'in gold. The hanging wall i.s phorphyritic slate, the foot wall black slate. A Good Oompany. It is a fortunate thing for tho Port Sleele district', that a. number of strong companies are securing properties in the district.. Among the most enterprising aud pushing companies is the Hall Smelting and Mining Co,, of Nelson, this Company have secured at least five group of claims and are negotiating for several others. So far tlie representatives of the Company are well pleased with the showings of mineral on the different properties bonded, and work has already commenced on three groups, the Blue Grouse, Lone Star aud Equator, and the Big Throe: work on the Wasa and Mammoth Will commence at once. We learn that a strong rapid development will, bo done, as it is the intention of the company to ship ore as soon as circumstances will warrant, claim, Ou Perry Oreek. 'Tlie Little Mag mineral situated on the divide between the Moyie river and Perry creek, is owned by E. J. Walsh of Ottawa. A large amount of development work has been done; one tunnel is in 180 feet, a second 3,1 feet and a third 20, with a good .-showing of free milling gold itjuai'te, Annexation Group, This promising group of claims is situated on the South Pork [j .of the St, Mary's liver, about 4 I miles from the ford, The owners, Messrs. Dowar, Hassen and Murphy, have just performed the yearly assessment work, An open cut some 111) foot in length has boon run, cross-cutting tho ;li)iid, wliich is twenty-three foot in width.also 1(1 feet of u tunnel, Wasa Group Bonded, The Wasa group of mines, situated on Wasa crook, about 12 [jmiles north of Port Steele, bave| Perry Oreek Gold Fields. The Perry Creek Gold Fields will no doubt receive considerable attention during the remainder of the season. Mine owners in that vicinity are much elated with the showing that has been made during the past few months. At this time thore is no reason to doubt that Perry Creek will make a groat gold camp before the sea'sou ends. The Provincial Mineralogist has made a most searching and thorough examination of most of the properties in that section, and we learn that his report will be most Haltering. Weaver Oreek, . Several mine owners are working in the vicinity of Weaver Creek. A large amount of development work has been done; one outfit has boen at work continuously since last fall, and it is said has as line a showing of good ore as can be seen in any man's country. On I'liliiiili* Mountain. The Hamilton Bro's. are still working ou tho Bellview claim situated on Palmer mountain, the tunnel is now iu till) feet, with six feet of solid ore, a shaft is also down iiO feet with ore in the bottom of the shaft. The ore is galena with a high percentage of silver. The Ooronado Group. E. Mowbray has just; completed a contract on the Coronado. Tho tunnel is now in 50 feet. It is reported that work will be resumed at an early date, Matthew Oreok, Assessment work has been done on the Caledona and Ruth ininoral claims, The wagon road to Matthew creek will be completed in about ten days, R. T. Blythe of Bellwood, Ont,, is in Port Steele looking up some mining property in which he is Interested, GENERAL ADVANCE OF MILES' FORCES The Main Body of American In- vadors Is Moving* Towards San Juan With None to Stay Its Progress. TENSION EXTREME. British-Russian Discord Dangerously Clone to tho Fighting Point. London, Aug. 0.— That extreme dipl.oiiiii.tic tension exists between St. Petersburg and London is generally' admitted today, though officials deprecate alarmist reports which were, current yesterday. It is hoped that the Armor stand adopted by the Marquis oi Salisbury during the last* few days, which seems to have already created some misgivings at St. Petersburg, will have the desired effect of arresting Russian aggressiveness, As evidence of the fact that Great Britain appreciates the gravity of the situation the As sociatcd Press learns that the admiralty is preparing for all emergencies and that it will soon be ready to mobilize. Every officer and man on furlough or half pay has been assigned to a ship and instructed to be in readiness to join at the earliest moment. Therefore, practically every ship iu the British navy at the present moment has its full war complement ready to go to sea when the time arrives. According to the Paris advices Admiral Bedolliere, commanding the French China squadron, has cabled a demand for reinforcements and a large credit to be applied in erecting fortifications. There is some suspicion here the action of the French admiral is due to the intention to back up Russian designs. Canadian Bunk of Commerce. Mr. H. H. Morris, formerly manager of the Canadian Bank of Commerce at Barrie, Out., will have charge of the business al, Vancouver, and will bo the senior representative of the bank on the coast. Mr. T. R. Billet, at present accountant at Winnipeg, will assume iho responsibilities at Fernie, and Mr. J. W. H. Smyth, who has tlie position as accountant at Orangeville, will be at the head of the branch at Cranbrook. Late Telegraphic Reports. The Rev. Pather Coccola met with an accident on Wednesday that might have resulted seriously. His horses became tin- manageable while coming up the grade from the bridge, the Pather jumping out, and the team going over the bank. The only damage done was the breaking of the buggy and harness, Malcolm Mclnnes was thrown from his horse, slightly injuring his shoulder and face, R, M, Blythe, while engaged in Waning a lino on a new mineral location, severely cut his foot. Harvey ;Felix Rock. Su the matter of the St. Law-' •4-ence mineral claim and the Ssuau mineral claim, at Fort iStoele the 5th day of August 1898, tlie matter submitted to me its arbiter, is the validity of the location of the St, Lawrence ininoral claim, and that involves •a, decision ou validity of the Mid had mineral claim. 1. The first point which .claims my attention is the re (Cording of the Midland ; as sec tion lli states that uo claim of foil size shall be recorded with lontthe application being accompanied by an affidavit in form S. The affidavit filed in the mining .recorder's office under No, 4544, is attacked as being null and void in consequence of it not having been signed, by the officer who is claimed to have administered the oath. 1 hold that it has been proven tliat this was an act of omission on the pari of a Government official, as the acting mining recorder,in administering the oath, was acting as a Government ollieial, I therefore ac iW.pl, the affidavit lo the same extent as if it had been signed by .the acting mining recorder. 2. I have now to consider what weight is to be attached to llio notices now appearing on the posts. The evidence against ithese notices consist of;—Fill- lar's affidavit No. 4544; Mute -evidence that the claim was lo* «ate.d ou May 18th, ; McComb's evidence that on May 11 tli. 18118, l,ha posts wore datod May tilth, I8U7 ; Fuller's evidence that the fiasts were dated May 1.8th '1807. 1 havo myself examined the jiDs.ts and can understand that "bladf lead pencil marks on wood «an be easily altered; I therefore cannot accept thorn as sulllciotit {woof ol what was on the posts «« the tilth May ,1.8117, as against fclie evidence I. have mentioned, 3. The terms of the affidavit 4541 must therefore govorn my 'decision as to the validity of the record of the Midland, From the evidence of Rao and Fuller, it would appear that .sometime in April 18117, Rao dictated to Fuller somo forms of llS$?^5^S^^^R^ KIMBERL THE LEflDVILLE OF EAST KOOTENAY \'/i miles from the famous NORTH STAR mine, i'i miles from the SULLIVAN mine. Nearly 200 Mineral Cluims surround KIMBERLEY and depend on it for supplies The terminus of the North Star Railway Branch KIMBERLEY is not a boom town, for surrounded by the LARGEST SILVER-LEAD MINES IN THE WORLD it must necessarily become a large city For a safe aild profitable investment buy lots in Kimberley BOX 835 FORT STEELE notices; Puller swears that he followed the forms in writing the notices 011 the posts, that he dictated from the forms in preparing the affidavit, and on reading over the affidavit during his examinations he states the affidavit is correct; Rae corroborates Fuller's evidence as to Fuller having written the form in the memorandum book; Laidlaw states that when writing out the affidavit Puller read the information to him from a slip of paper or a book; the part of the affidavit relating to tho notices on the post being road to Rae, he swears that they are in accordance with the forms he gave to Fuller. The affidavit 4544 being thus established and the notices now on the posts being ruled out, the next question is, does the affidavit contain the particulars which Sec. 10 says shall be furnished to the mining recorder in writing, and shall form part of tho "record of the claim", aud which Sec. 20 declares shall be furnished, before' a free minor shall be entitled to a record. 4. No. I Post seems to have borne all the particulars required by tho act; the discovery post seems to have borne many unnecessary particulars, but as to the No. 2 Post the affidavit reads :— "I have written on post No. 2 the following words : "15011 in a northerly direction lo post No, I" What Sec. lli requires is that on post No. 2 shall be written tho name given to the mineral claim, the name of the locator, and tho date of lhe location. It is true that sub-section of Sec. Ill provides that the failure of the locator to comply with any of the provisions of the section, shall not be deemed to invalidate such location under certain circumstances, but one of tho conditions is that the locator shall havo mado a bona tide attempt to comply with the provisions of the act, that is, the requirements of the whole act. In this connection, section 24 is one of the most important sections of the act, and it requires the obtaining and recording ol! cortillcates of work. Puller, tho locator of the Midland, while claiming to have done tho assessment work, admits that he did not record it, bul has deliberately abandoned his claim and cannot obtain the benefits of sub-section 'd", Had a certificate of work in respect of the Midland claim CHAS. ESTMERE SOLE AGENT. been obtained and recorded, lam of the opinion that under the terms of section 28 it would have overcome the previous irregular ities, but the holders of the Swan mineral claim cannot avail themselves of any privileges or immunities to which the holder of the Midland mineral claim was entitled. Ti. My decision therefore is : (I) The record of the Midland is null and void. (?.) The record of the St Lawrence mineral claim is good and has priority over the Swan mineral claim, {■l) The record of tlie Swan mineral claim is good except as to so much of it as overlaps prior locations. J. F. Aumstuong. Gold Commissioner, V. S. Launched as a Nation. The Saturday Review, London, predicts a "war of extermination between the Americans and Cubans, six monihs after the conquest of the island," and adds: Cuba will corrupt the American governors, and the reign of the American boss is not likely to be exemplary. The cost of the whole proceeding will be more than two hundred and fifty millions, and the game is uot worth the candle. The new policy will necessitate great change in the American governmental system, the President and House of Representatives acquiring the powers, and Uie Senate losing them, The United Slates will speak in a more potent voice in all international affairs than any continental country. None of the latter could inflict serious injury upon the United States, in the event of war, while America, before long, will be able to sweep from the seas any continental navy. The time Is nol, very far distant when the United States will speak with an unequivocal, determined voice in the far east, While loth at lirst to meddle iu purely European affairs, such events as Armenian massacres will certainly lead the churches of the United States to raise a cry that such atrocities be endod, Auvortiniii|* Ciiiuutii. Agricultural shows and fairs will bo held during the noxt throe months in all parts of thu United Kingdom, and numerous requests for Canadian exhibits have boon received at tho high commissioner's office. The ex hibits usually consist of samples of grain uud other Canadian produce, minerals and a collection of photographic views. The views shown of British Columbia give a good idea of the chief industries of the province as they represent mining, lumbering, agricultural and fishing scenes. At each fair an ollieial from the office of lhe high commissioner or nearest Canadian government agent is present to furnish information regarding the Dominion, and it has been clearly proved thai these exhibits ;do much to attract emigration to Canada. Credit Where Credit is Hue. The P-'OSPEOTOB credits Col. laker with the statement thai; he was returning to Victoria to form a government with himself as premier. No man is foolish enough to make any such a remark, and Mr. Grace does not believe it. He has simply allow- ted his Nemesis, Mr. Baillie, lo impose upon him again.—Cranbrook Herald. The statement that Col. Baker was to form a coalition government with himself as premier was reported to this office by a henchman of Col. Baker; and, we can produce a dozen men in Fort Steele, that report the same as coming from the would-be premier, Tho following article from the Kamloops Sentinel would indicate thai the Colonel was talking through his hat at Victoria as well as Port Steele : "Hon. Col, Baker is another thoroughly discontent! politician, He has always believed that the party made a mistake in selecting Hon. .1. H. Turner for ils leader. Now he is convinced of that fact. Tho honorable aud gallant Colonel does not like the Idea of sitting on lhe Opposition benches. He has still a few townsltes to dispose of, and his plans lo boom them iu London, after the manner of the notorious Cranbrook estate transaction, have all boen knocked on the head. (lol. linker, upon Ins return to Victoria, intimated that two or throe Opposition members mighl be bought over, but greatly to his disappointment he found he had to deal wilh men of a different calibre lo the "machine majority" of (for him) happier days. SATGBDAY, AUGUST 18, 18118. LONDON NOT A GOOD LOCATION. For Meeting* of Spanish-American Peace Commission, New York, Aug, ii.—A dispatch to the Tribune from London says: Madrid rumors to the effect that; the final treaty of pence will be negotiated in London alter the preliminaries have been arranged in Washington cannot bo confirmed here. No intimations have been received to that effect at the American embassy. Apart from the difficulties that attend a commission at this time iiiLondon (hero are practical reasons for the selection of some other capital ns flu', place for conducting negotiations. The Spanish government will naturally desire to remove the commissioners from the influence of public opinion which favors American retention of the Philippines, The American government if it decides to give up those islands, under proper safeguard for securing a humane and reformed government, will do wisely to have the final negotiations take place elsewhere. Tho embassy hero ought not to be associated with any diplomatic settlement which will be unpop- 1 ulur hi England. Tliere is a conspicuous exception to the uniform practice, of the English press of inininiiziiij;* the difficulties and risks of permanent American occupation Of the Philippines. There is a column special from Madrid in the Times throwing much upon tlie situation there and treating of lhe character of Avtihuililo, Ordinarily England is content to be convinced of what; it wants it to believe. It desires the United States lo keep tho Philippines so us to keep Germany out and then co-operate with the English in i China. The press is generally confident j that the United States will have * ttle trouble in governing thoi islands; some, however, think that Aquiualdo will either have to be bought up at a high price or killed off in civil war and that the Germans aro ready enough to intrigue with him. The French are uot likely to make any trouble for the Americans in the Philippines, but tho German emperor might do so and Aquiualdo would be liis natural ally. He will not lie disposed to keep quiet when he is smarting from a rebuff, The emperor is only too anxious to divert the attention of his subjects to some fresh field. VICTIMS EXELRE IN STREETS. Awful Plight of Four Thousand Ke. concontmdos in Havana. New York, Aug. II.—Accounts of the condition of affairs in Havana, Matanzas and Cardenas have been given by passengers who arrived from Siigua on the steamer Fridtjord Manson. One passenger who reached Sagua by rail from Havana, said affairs in lho capital are deplorable and growing worse. He said :— "It is impossible lo got beef at any price and horseflesh is 81 per pound. Beans costs 28 cents a pound, and very bad at that. Eggs costs 35 cents each. The supply of condensed milk is practically exhausted, and the little left is sold for §3 per can such as you buy hero for lo cents. "On an average 10 fo 12 persons are found dead of starvation in. the streets every day. and this tithes no account of tho scores who daily die of hunger In the houses, "No words can. describe the horrors of Los Foeos, at the foot of the Prado, where the recoil- centrudos are horded together, I was told there was 40(H) of those miserable people in the place when I came away, and they are dying by hundreds, for of course, nothing is being done for them. The government lias uot enough food for its own soldiers. Worse than this, the offic- als beat and abuse them shame- ful,y-" ________ ANXIOUS FOE. PEACE. Madrid Government and People Aro Unanimous. New York, Aug. 3.—A dispatch to the Tribune from Madrid says: Not only tho court, cabinet and political men of the capital, but the Madrid public as well are unmistakably in favor of peace at any price. It is believed, that any apparent opposition to the terms arranged at Washington will merely be for tlie sake of appearance, nothing more. Grave anxiety is felt, however, as to the attituded df the army, and the feeling in the provinces, Several regiments in the Madrid garrison are known to be hostile to the government and the dy- dasty, but it. is hoped thai any open action can be restrained until after lho conclusion of peace. General Polavieja has so fur succeeded in curbing military jingoism by his strong personal influence, but thnt peace may be the signal for internal disorders is a peril .which Sagasta is now trying to avert.
