Ottawa.���������In connection with the statement that a special meeting of the Council is ordered for Wednesday, to receive a deputation of miners and others having interests in tbe Kloi.- dyke who wish to protest against the Governmenfmining regulations, first published by the Star yesterday, it ^ is learned that at a meeting of the miners of Dawson City a Chamber of Mining and Commerce was formrd and this petition was adopted an J printed : "To. His Excellency, the Governor- GeneraJ-in-Council: "Whereas the Government lias so amended the mining regulations governing the placers of the Yukon district of the North-West Territories, that a heavy royalty is imposed, based on the gross output of the gold fields, and that 'creek' and 'river' claims are limited in length to one hundred each, rather than five hundred feet as heretofore, and that every alter ative ch im is reserved from locations ; RICHES EXAGGERATED. ' "Believing that the government has heen misinformed as to the Yukon placers, and having profound faith in - the justice of the representatives of the Crown and tlie people, we represent as true these propositions : "Grossly exaggerated reports Have been" published through the newspapers of this Dominion and the United- States concerning the wealth of the Klondyke and Indian divisions of the Yukon district. Men of this destrict who have gone hence .to the centres of population in this country aud the United States are quoted by the press . as authority for assertions either wholly false c grievously misleading. Tho impression has been given, apparently, that enormously rich claims are the rule and tnat g������ld may be mined with profit even now, almost anywhere in the region about the village of Dawson. That impression is not justified. , "Of the three thousand claims thus recorded iR this district, not more than two score have been demonstrated to be remarkably rich. A letter from Inspector Woad, at Bkagway, dated December IS, was received at official headquarterslast cven- ���������ing. The hotel men there, he says, are hard put to find accommodation for the people crowding into Skagway. The weather there is described as "awful." Words will not describe the state of the White Pass trail. Heavy frost and thawsalternating -have/.made'it- one glare of ice whieh the snow, covered to the depth of a foot or more. Six constables started to take over some forty pound toboggans to Bennett. They would with greatlabor reach the v top of one of the numerous hills' on this trail, only to slide back at a breakneck pace to the bottom again. Finally the inspector left the trail, and took to the ice on the Skagway River but found it very dangerous, open water in many places, and thin ice in others, and very reugh where the ice was safe. Constable MacNair went through hito the icy water. .Creepers were procured next day; and the toboggans taken to the summit. On December 18 it was raining in torrents' in Skagway. , ;,' .- . A Montreal dispatch says: .The Canadian Pacific railwav has completed arrangements for the construction of six light .draught stern wheel steamers to apply on Alaskan waters in conjunction with the two ocean steamers which they have purchased in Scotland. The London Hill Mining;& Developing Co. bus elected the following officers for the ensuing year : President, ���������l.G. Proctor; vice-president, Hamil- %ers; secretary-treasurer, C. W. The British Canadian Gold Fields Company will erect a concentrator near the Lemon Creek townaite early in the spring, the machinery for which will be taken in on the snow. The company is taking this stop in order- to be in position to handle the ore from their two properties -the Howard Fraction and the Golden Wedge. The mill and tram of the Montezuma mine near Kaslo are now in full operation and giving good satisfaction to the owners. Lucky Jim near Bear Lake continues ��������� a heavy shipper, sending out about 3 cars a day to the concentrator, where it turns out five so one. Though th" ore is not as rich in silver as some other mines it ranks well in lead, turning out obout 70 per cent. The sale of the Great Western to the British American corporation, Hon. C. tl. Mackintosh's syndicate, was completed at a special meeting of the company held last evening in the office ol Hon. T. Mayne Daly, the solicitor' for " the British American. It was a stockholders' meeting, and some 909,000 shares, out ofa total of 1,000,000 were represented. Louis Bertonneau. the president of the company, was present, as was alio J. B. Jones, the secretary who brought' up the company's seal from Spokane with which to legalize the documents.General Charles S.Warren, Ross Thompson, C. O'Brien Red- din, R. E. M. The Goodenough mine has discontinued operations for the present, and the principal owner, Mr. Whittier. is going to the Klondyke. The .Good- enough is a gore property sandwiched in between two sections of the Reco property. So far it has declared dividends to the. extent, of'-some S35,000, and is generally considered, though a small property, a very good one. The Reco, as wc have intimated, uwns the lead above and below it, and is finding its richest mineral - at present on the Goodenough lead above that property. It was on the Goodenough property, or rather on the line between it and the Reco that the lend was first discovered, and from it has followed the name given the celebrated hotel in Sandon. For some time but little attention had been given to mining and less to development of the Goodenough property, sis a result there were but five or six men at work'when the suspension took place. No doubt very shortly new. capital will be put into the work by some one, and it will be found much more profitable than ever before. The position of first mayor of a town like Sandon can be no sinecure. By-laws in many respects such as no other place in the country possesses will be required, street grading will have to be done, sidewalks overhauled, a basis of revenue collection on many sources other than taxation arrived at, school facilities provided with the co-operation of school trustees, and many- other matters that even at the outset cannot be foreseen. These will all take the time.and attention of the mayor, who like tlie aldermen, should be there without salary or remuneration. The position, therefore, we repeat is no sinecure, and the man who takes it will have to do'infinitely more for the place than the place-outside of its mark of appreciation will possibly do for him. The proper thing then,' we repeat, is to call a meeting of electors at an early day that the whole situation may be fully gone into, so that on nomination day the entire board may be chosen by acclamation., There are none too many good men in the place for the positions; and'it is very desirable that the best available should be chosen in a friendly spirit without the contest What more eloquent lesson' than this do capitalists and mining men require ?
