A letter was read (rom the Kelowna Creamery requesting that the street at the side of their building be put into better shape. Rubbish from the Raymer fire had been dumped over the surface and this besides making conditions bad for traffic caused a lot of dust. It was stated that the Board of Works already had the work in hand. J. W. B. Browne applied for permission to move the gasoline tank from the Imperial Oil Co."�� premises on Water Street to a point opposite the small shop behind the Oak Hall, or if unable to make satisfactory arrangements with Mr Bulman for the removal of the present one, to give permission to install a similar apparatus of his own. The request was granted provided auch action did not have the effect of increasing fire insurance rates, and that all the work was done to the satisfaction of the Public Works and Fire Protection committees. A letter was read from the secretary of tbe Good Roads League announcing that the first annual convention of the League would be held on Tuesday. October 9th, at Duncan, B.C., and extending an invitation to the council to send delegates to represent Kelowna. The Industrial Committee of Vancouver, alio wrote urging the coun cil to lend every support to the work of the Good Roads League. Intimation waa received also of the coming convention of the Union of B.C. Municipalitiea which was also to be held at Duncani, on October I Ith and 12th. City clerk C. H. Dunn waa appointed delegate to attend both conventions. The chief constable submitted hia report for the month of September, shoving a total of four cases brought before the magistrate with fines amounting to $20 paid in. The usual monthly milk tests of the different local dairymen were also included in the report as follows :��� John Birch - - 5.0 D. C. Middleion - 4.2 Norman Day* - 4.1 R. Ritchie - - 4.0 . Aid. Harvey drew attention to the fact that the contract with.Dillon & Son for street watering expired on September 30th and he would like to know what the council proposed to do for the remain' der of the season. It waa decided to leave the matter in the hands of the committee to continue the watering for a while,, or not ai found desirable. A contract with the Okanagan Telephone Co. for a phone in the house of Chief Thomas was alao approved. ���o ��� Silver Crosses For Kelowna Blown Into Present Position by French Artillery Fire German machine-gun emplacement, made of concrete, which had been placed in front of the church, French official photo. Some publicity has been given during the week to a deal made by two Yakima sheep men, Ren- nie ,Bros., who it was aaid had rented 1200 acres of land near Kelowna for sheep raising purposes.'There is a remarkable chain of events and disasters connected with this deal which might be interesting to relate. The story in question has reference to the leasing by Mr. F. M. Buckland, of his ranch at Shingle Creek to Robt. and Tom Rennie, twin brothers who are well known on both sides of the boundary/ aa sheep men. The deal was practically closed a week ago last Mon day when the Rennie Broa. returned to Penticton to attend a littli banquet to which they had invited a few friends. In the middle of the dinner a telephone message came to aay that Mrs. Rennie, mother of the two men, had died suddenly and asked for their immediate return to their home at North Yakima. Jumping into an auto. they set out for home. This was tragedy number one. - An hour or two after the report was spread around that the hotel was on fire and not long after it waa a complete wreck. People in Kelowna, of course, are aware of the great loss sustained by Mr. Buckland, the other party to the deal, in the loaa of his only daughter laat week. This however, does not complete the tale of disaster for a couple of day* ago word reached Mr. Buck- land that the motoring party on their way to Yakima had gone over a bank, killing one brother and severely injuring the other. There ia some mystery concerned with this latter accident, for it has been impossible to secure any confirmation or denial of the story up to the present. Business Men Opposed to Reduced Service Died From Kick of Horse The Boy Scouts Association announces that His Excellency the Duke of Devonshire, as chief scout for Canada, haa been pleaaed to award silver crosses to troop leader Philip A. DuMoulin, patrol leader Godfrey F. Groves, second Leonard DuMoulin and scout John D. Groyes, all of Kelowna, B.C., for rescuing a boy who had broken through the ice on Okanagan lake, on March 2nd, 1917. The rescue waa effected with imminent risk to all four boya who showed remarkable resource and intelligence. On. The Wolf Cubs are to meet again on Friday evening, October 5th, at 7 P-m., in the old school. BIRTHS DERRICKSON-On Wedneaday, October 3rd, to the wife of E. Derrickaon, a boy. GORDON-On Wedneaday, Sept. 26th, to the wife of Michael Gordon, a boy. May Fix Flour and Sugar Prices Plans for an international control of sugar prices and distribution have been announced by the food administration. The aim ia to stabilize trade through an international augar committee which will arrange for refiners' prices in the West Indies and in the American insular possessions. The prices fixed for flout by the Western Canadian millers, it is stated, may be upset by the food controller's department which advises that the question of flour and mill feed prices is under consideration and that the prices set by the millers will have no effect upon whatever action it is deemed expedient to take in setting prices. Change, of Boat Service will be Met by Strong Protests A number of local business men gathered together Tuesday morning in the Board of Trade room for the purpose of considering what action to take in view of the rumored intention of the C.P.R. to reduce the boat and train service in the valley. Mr. H. F. Rees, president of the Board of Trade, took the chair. Some little difficulty waa felt in discussing the matter owing to the absence of definite announcement on the part of the company, but it was plain that any such action would meet with decided opposition from the business men, many of whom urged the immediate circulating of a petition against the proposal, and the enlisting of the support of other places in the valley, who it was felt would equally resent such a step. The report which had been reproduced in the press, it was suggested, had been put out more in the nature of a feeler, in order to find out just how the reduction of service would be received. This seemed to be borne out by the fact that the new time tables issued October 1st still continued to show the daily service, though it had been pointed out that this could be changed at any time by a supplementary time table. It was finally decided that inquiry should be made at Vancouver and Revelstoke as to the precise intentions of the company, and that the executive committee be empowered to take action on the receipt of a reply. It is certain that should the C.P.R. persist in its intention an organized effort will be made to prevent any interruption in the mail service. Fiom the effects of a kick from a horse received two weeks ago, Blanche Trousdale, a twelve year girl of Okanagan Mission, died in the Kelowna Hospital in the early hours of last Friday morning. The accident took place at the ranch of Mr. W. Ludlow, which Mr. Trousdale is engaged in looking after. In playing around near the horses the unfortunate little girl received a kick from one of them, the blow striking her in the of; .Vr'.-en. After a couple of .days as she still seemed to be in some pain she was brought in to the hospital. After a day or two as she seemed to have recovered a little, she returned home again. > Last week,however, she became worse, and had to be taken back to hospital where examination showed that serious internal it jury had been caused. She died Friday morning, the funeral taking place Saturday afternoon. The sad affair has called forth general sympathy throughout the district. Kelowna Will Send Carload of Apples Fruit will be Welcome Gift for Boys at the Front ,, Following the public meeting in the Board of Trade room Tuesday morning Mr. J. W. Jones, M.P.P., took the opportunity of making mention of the appeal which had been sent out by the Red Cross for apples for the boys at the front. The matter had been in lhe hands of a provisional committee, but so far little had been done, and as the time was getting on he would like to see some'organiz-d effort made to secure the fruit which would no doubt be greatly appreciated by the boys. A gift of �� lew boxes at Christmas time for each regiment is a small thing in itself, but when it comes from their homeland as a special remembrance frum their fellow citizens, at that season o( the year it touches.a spot jn their hearts that brightens somewhat their days of hardship and danger with the thought of remembrance. Only winter apples could be shipped as other varieties would spoil before they could be got to their destination Mr. Jones read a letter giving the arrangements which were being made for transporting the fruit as far as St. John where it would be loaded on to the steamer and placed in charge of the Red Cross The Okanagan United Growers, Gellatly Water Case Will Be Appealed Presents Many Points of Interest to Water Users A case which presented many interesting features and some points of law of great importance to the district, came up for bearing 'ast Friday before Magistrate Weddell after having been adjourned from September 17th. The case was one in which D. Gellatly, while admin jig lhe cutting uf lhe dam, contended that as holder of a prior recoid on lhe creek he was entitled to the water which he alleged the company was holding back. Mr. E. C. Weddell appeared for the prosecution, while Mr. R. B. Kerr defended. Owing to the water shortage this year the Westbank Irrigation Co. had gone back to the headquarters of (he creek and released a supply of water fror. Horse Shoe Lake to enable them to use which, they had, acting under permission from the district water engineer, built a dam across the creek, Mr. Gellatly who takes his irrigation water out of the same creek but 'own down was asked to join in Fined for Damaging Government Roads of Vernon, had undertaken to re- this undertaking but refused claim- ceive and assemble the shipments and to make up the cars. It was suggested that if the growers were prorjerly canvassed possibly a straight carload could be shipped from Kelowna and this idea seemed to meet with general approval. The different shipping firms had undertaker, to look after the packing of the apples, and no doubt some arrangement could be made for the loading of the car. Several of those present volunteered to give time to the canvassing of the growers in the various districts, and it is understood have already met with very gratifying success: It was also mentioned that the different grocery stores would receive smaller lots or orders from people in town and see that they were placed in the right hands. It was understood that there should be no cost to the grower for packing costs; all he had to do was to signify his willingness to set aside so much of his fruit to be devoted to this purpose. Sir Wilfrid Laurier has definitely resigned owing to illhealth. and he will take no pari in the forthcoming election. Miss Blomfieid, of Victoria, sis* ter of Mrs. Weddell, is on a few weeks' visit to Kelowna. W. E. W. Mitchell, of South Okanagan,- is reported to have received a slight gunshot wound in the neck. Messrs. Trench At Currie are moving this afternoon to the new store next to Lawsons, Ltd,, which they have leased. M. A. Alsgard and E. Lawley had a successful hunting trip last week-end bringing home a couple of fine deer. Mr. A. W. Cooke had the misfortune to lose at the Fair grounds an envelope containing a communication from the Hon. Miniater of Finance addressed to the Secretary Benvoulin Local United Farmers of B.C. If anyone has picked this up will they kindly return it to the Record office or to Mr. R. L. Dalglish. A case was heard Inst Fi iday before Magistrate Weddell in �� Kiel > T. J. McAlpine, district road foreman, of Summerland, brought a charge against James Michel, of Peachland, and a former road foreman, of obstructing and dams ling the government roads by drac ting logs over them. It was stated that Michel had been getting out logs on the hillside and had been dragging I hem across the road to the lake. While thia is forbidden by the law, Mr. McAlpine intimated that he would have overlooked this had not Michel refused to keep the accumulation of earth removed from the roadway. Michel was fined $5 and costs. Presentation to Former Fire Chief Former Fire Chief Max Jenkins was honored last week-end by the members of the Fire Brigade, when he was presented with a handsome illuminated address in recognition of his long service at the head of the local fire fighfers. It had been the intention to entertain the ex- chief at a little dinner, but this part of the programme was abandoned owing to the death of Miss Buckland, daughter of the new chief. Claimed That They Were Poor Shots Two Indians from over the lake were summoned last Thursday for shooting grouse out of season. The presence of two unmistakable grouse feathers brought this trouble upon them, but though they admitted they had shot at grouse, they denied having killed any. They also disclaimed any knowledge of the new regulations prohibiting the killing of grouse thia season. After being cautioned they were allowed to go. ' _�� Thanksgiving services will be held both morning and evening on Sunday next in the United Church. In the evening the choir will render a service of song. C. P. R. is Adopting New Timing System The decision has been arrived at by the Canadian Pacific Railway Co. that in future railway time on the road shall not be computed from I to 24 o'clock, but that instead the system in vogue elsewhere on the continent, that is, fratn I to 12 noon, and from I to 12 p.m., shall be in operation. The change is covered in the new time tables effective October 1st. ing that as his reccrd was a prior one he had the first right to the water anyway. When the extra water began to come down he went up to the company's dam and cut a way through it, allowing the water to come down to his own ditches. The break was closed by tbe company's bailiff, but defying all warning notices Mr. Gellatly cut it through again. A charge was then brought against him under the Summary Convictions Act. The previous adjournment of the case had been in order to secure, if possible, the presence of vVater Comptroller Young in order to clear up certain claims made by both sides. Mr. Young was unable to be present but Mr. E. Davis was there representing lhe Water Rights Branch. He was, however, not examined, though a mass of evidence was submitted by other witnesses. Amongst these were Washington Brown, secretary of the company, Cecil Clarke, water bailiff, Ernest Smith and L. L. Lake, of Westbank. F. W. Groves, district engineer, and E. D. Sismey, assistant engineer. While Gellatly s record was for 300 inches, it was claimed he was not entitled to all of this unless he had 300 acres under crop. Evidence was also submitted based upon measurements by the district engineers, to show lhat Gellatly was getting more than his proportion of the water even before the extra supply was tapped. A good deal of the interest of the public in the case hinges upon the right of Gellatly as holder of a -rior record to water specially procured by the company by tapping a lake. After a lengthy hearing it was decided that Mr. Gellatly had offended by taking Ihe law into his own hands and breaking th*e dam in spite of posted warnings. He was fined $50 and $74.45 costs. When the decision was given defendant withdrew counter charges he had made against E. h Smith and Cecil Clarke of interfering with hia water supply. Mr. Gellatly has" announced his intention to appeal the case to a higher court. PARADES-The combined troop will parade at the club room on Tuesday, lhe 9th of October, at 7.15 p.m. The combined troop will parade at the club room on Saturday, the I3lh of October, at 2.30 p.m. in full uniform with haversacks containing supper. We propose to have our annual game of scout meets scout, and will afterwards have our supper on the mountain by Lake Kathleen. 1 his gau.e always provides some good fun and we hope that there will not be anv absentees. Uniform must be worn and an additional sweater or coat carried. It would also be advisable to carry water bottles. . . . At the patrol leaders' meeting on Saturday last, Tuesday evening was decided on as the night for the weekly troop meeting, from 7.15 to 8.30. Leaders will be allotted time at these meetings for attention to their own patrols , rriery be necessary. We hope that this year patrols will specialize in one or two badges so that they will be entitled to carry these badges on tbeir patrol flags. Patrol Leader R. F. Parkinson passed his Naturalist Badge before Mrs. Kerr on the 27 th. of September. . . We are glad to welcome Troop Leader Allan Harriss of the Summerland Troop as a visitor to Kelowna. He is a member of the staff of the Bank of Montreal at Summerland and is relieving at Kelowna for a week or two. It is good for us all to mingle with members from different troops, and we only wish that we were able to do so oftener. Summerland is the oldest troop in the valley, and we hope that they will have a very successful season's work ahead .of them. In the spring they did a splendid "Troop Good Turn " by collecting various rubbish, old tins, rubber, old clothes, &c, from the sale-of which their local Red Cross and Y.M.C.A. fund realized considerably over $100. . . . Mr. DuMoulin, president of the local Association, has called the annual meeting for Thursday, the 18th inst., at 8 o'clock. The meeting will be held at the club room and we do hope that all parents and friends of the scouts will show their interest, if they have any, by attending. Officers will be elected for the ensuing year, and any other business dealt with. Hanna, Canadian food controller, lias received a report from the chairman ot the fruit commiltee recommending that potatoes in Octario and Quebec for the production of these two provinces be sold at no higher than $1.25 a bag after October 1st. "There must be no hoarding of potatoes this year," declared Mr Hanna. "We must hear no more of spccnl rtors hoarding carloads of potatoes on railway hidings to freeze so as to reduce tlie supply of food in the country nnd enhance the market value of the remaining supply. Such an act should be made a ciiminal offence." Mr. Hanna went on to say that the Canadian potato crop probably would be twenty million bushels greater than last year, and that there probably will be a surplus of about ten million bushels. The problem, lie says, is not how to economize the supply of potatoes but how to increase the consumption so that none will be wasted Further retirement of the German forces holding out against the British in German East Africa is reported in an official statement A bill is being prepared in Berlin authorizing the German Government, in view of the scarcity of foodstuffs, to remove from th country al) foreigners not employed in war industries. Penalties additional to those imposed in the Criminal Code are lo be provided to punish anyone found guilty of attempting improp erly to influence any medical board or examination tridunal appointed under the Military Service Act.
