Hon, Mayor and Council ol Grand Forks, B. C, Gentlemen :—I beg to enclose you herewith balance sheet and statement of assets and liabilities for the year ending January 31st, 1902. I also enclose you voucher No, 417, Nov. 19, 1901, and cheque for same, $136.76. You will note that $100.87 is tbe correct atnonnt which should have bren paid on these bills, and that tiie city is entitled to a refund of $35.- 89 on the same. The receipts from the water and light systems were $13,264.99, and the expenses of maintaining the game $8,630.61, showing a net profit for the year of $4,634.38, in addition to which the city had water for city buildings and fire protection, and street lighting free of charge. You will note that the liabilities of the city exceed tbe assets $15 707.11. I have, however, not taken into account as assets streets, and improvements and bridges. If these were taken into account tbe assets would exceed the liabilities by a large amount. Legal expenses, $2,623.19, include expenses of having the local improvement Validation bill passed at last session of parliament. Washington, D. C, March 26.-The house committee on foreign affairs completed the consideration yesterday, of the Chinese Exclusion bill, j and by a practically unanimous vote ordered that it be favorably reported to the house. The measure has been most carefully considered for more than a month, and it conies from the committee with quite a number of changes. Tbe committee finally restored the prohibitory clause recommended by the Pacific coast senators and mem- cers, and in addition the committee framed a new section specifically directing the Philippine commission to put the exclusion law into force. San Juan, Porto Rico, was struck out from the list of ports where Ghi- nese may enter, as it was feared there would be a Chinese influx at that point, owing to the lack ot sufficient official force to make careful inspection. The prohibition against Chinese sailors on American ships was struck out, thus permitting such Chinese sailors to be employed. C, March 25.—The redistribution bill passed its secoud reading last night after a lengthy dis- 1 mission, in which tbe bill generally ' was approved by the Opposition while criticising its details, the chief objection being taken to the remarkable configuration of Alberni, and to the carving of Revelstoke, whereby it is claimed that the Trout Lake district is taken from its natural salting with Revelstoke aud placed in Kaslo. The most ardent champion of the measure was Joseph Martin. Only three members voted against second reading, namely, Neill of Alberni, Hayward of Esquimalt (which loses one member), and Taylor of Revelstoke. It will be committed today, but will hardly get through the committee before the house rises for Easter recess. The government last night tabled the completed contract with the Edmonton, Yukon & Pacific Railway company for building a railroad from j Bute Inlet to Yellowhead Pass.
