Situation, Environments and General Re^oi trees. The Oity of Columbia la 'situated near the junction of the North Forks of the Kettle river with the main Kettle river, and is distant about 300 miles east of Tanoouver. The natural situation of the city for beauty is not excelled in Ameriea. A verdure-clad and flower-bespangled rolling prairie/traversed by a river of bright, sparkling water, fringed with forest trees and surrounded by mountains, fortfiing a charming combination of pieturesquesness and grandeur The Columbia A Western railway, which was constructed by the Canadian Pacific Railway company, has its station, freight warehouse and yards in the center of Columbia, and the Vanoouver, Tictora A Eastern Railway company, has located its depot, freight sheds and yards along the east line of the.(corporation, thus giving the city connections with two transcontinental lines. The Canadian Pacific railway com- Eany has large interests in the city, aving selected the site on account of the superior natural advantages as a railway centre, The climate, taken all the year around,'is the best in Canadn—part of the summer is rather hot and dry, but the rest of the year is enjoyable. Throughout the Kettle River valley there is an extent of fertile agricultural land, part of which is now being cultivated.) Apples, plums, pears, prunes, cherries and all the small fruits gnw abundantly. The valley surrounding Columbia, divided into small fruit and vegetable farms, will sustain a large population. Building material is plentiful in the, district. Lumber can be procured at fair prices, and briok lime and stone of good quality can always be obtained when required. The mining interests are of the first importance to this country, and will do much to build up Columbia. Large mineral lodes have been discovered throngh the mountains adjacent to the city, and what were mere prospects a short time sinoe are now large paying mines. Water is supplied the oity by pumping from a beautiful spring of excep tional purity, capable of supplying a city of 50,000 inhabitants. The Granby smelter and converter —the most modern and perfect plant of the kind in America—employing hundreds of men, is contiguous to the city, Owing to the fine climate, the central situation, the beautible environments, the bright prospeots for future growth and prosperity, Columbia will be an educational centre, a city of homes, as well as a wholesale distributing point; and when finally allied and wedded to her sister sister, will be the best and largest city in the interior. GOVERNMENT OWNERSHIP New Yerk, March 14,—Martin A, Knapp, chairman of tht interstate commerce commission, delivered a lecture in Cooper Union, in which he advocated tbe government ownership ot railroads. In part, Mr. Knapp said: "As I vitw this matter.tiie state hasa-i much right to farm out the business of collecting its levctiues or preserving the peace, and allow tbe parties intrusted w.th these duties 10 vary the rate of taxation according to their own nterests or to sell personal prottction to the highestbidder, as it has to permit great functions of public carriage to be the subject of special bargains or secret dicker to be made unequal by favoritism, or oppressive extortion." Mr. Knapp went on to say that the highways from the earliest period of mankind were considered as public property, and that it was no more than just and proper that all railroads should be under government control. As long as the railroads were owned by private corporations, be said, those railroads would be taking unto themselves civil rights which belonged only to tbe government. ROSSLANDERS EMIGRATING.
