We bid fair to be soon in the' midst of an'orgy of building.* It will have to come sooner or later, and at present the. bugbear of 'high ' material costs seems to' be about the only thing that is holding up a lot1 of important construction projects. "''■ ■> When the" armistice was signed a few long-headed owners went ahead immediately. Some merely went into' print, telling the country of their firm conviction that prices were due to'advance and not to recede, and that construction on the cost basis'.of late 1918" and' early 1919 was low as compared to what w,e jmight expect for many years'thereafter.- Others" wisely backed that belief by-construction.-- .' Yet the action of owners and of contractors serving them has upset the nfarket and sent prices for some materials to the highest levels on record. There was an effort to cover, not only for legitimate buildirtgs which ' owners actually had funds to build, but for an immense amount of work not yet designed and '.without hope of financing., 'The volume of orders resulting was wholly beyond the ability of material manufacturers' in some lines,' .noticeably steel and cement in eastern supply circles to cover.
