A sj-stematic search for the supposed Russian monuments, set on the boundary line between Great Britain and Canada, is being made by Lieut. Emmons. He is now in Taku Inlet searching its head, aud as he will go through Bennett it is more than piobable that he will come through Atlin, via the Slok- lahene aud south end of Atlin Lake. Work is steadilj* going on at the Imperial Mine, Monro Mountain, "and the ore being obtained is still maintaining the high values referred to in otir last issues- In the new workings recently opened up the ledge is over four feet wide and at ten feet from the outcrop some very rich rock is being exposed, the vein is compact and well defined with smooth solid foolwall and shows every indication of carrying down to the No.i, Tunnel too feet below where it will strike the rich chute discovered at that level. The ore now being raised is much more mineralized than iu the former workings and although high values are visible in fiee gold it has been demonstrated by local tests that the ore also contains values that cannot" be ^entirely recovered by any free milling process. .Oie is now being sacked, nnd /several-tons will be skipped'out^ next week to some metallurgical works for complete treatment, and thus ascertain the full values present and also the best process adapted for further operations, . - NARROW ESCAPE. C., Sir, 'I ani.inslructed by the Board ' of Trade to inform you thai al a recent meeting the matter of a thorough examination of the District of Atlin was brought up and vigorously discussed. The only official report made of the Atlin Distiict, is one compiled by Mr. W. F. Robertson iu 1900 after a stay of a . few days'in the in the District. This report has been proved not only erroneous but utterly valueless to those to whom such reports are ii.dispensable.- ��� We therefore deem that iu justice to the District and the Dominion at large, thai owing to the extensive developments made and pros- peeling done iu the District since the report of the- Mineralogist in 1900, a new and exhaustive report should be made by a competent Mineralogist appointed by the P10- riucial Government for that purpose. We would therefore respectfully urge upon you the justice cf the claim, aud ask that immediate steps be taken to rectify the present misleading report \vh,ich you have in your Department. What we, in Atlin, require is reliable and authentic information respecting the possibilities and actualities of our District, we fear nothing, k.-.owing as we do that our deposits are rich aud only need properly advertising without booming or colouring; hence the immediate neccessity of an exhaustive report by a competent mineralogist and the dissemination of such report by the Government. We may add that Ihe report 0:1 Aliin, in the Annual Report of the Minister of Mines, is insufficient and does not :lo justice to our District. It is understood-from press reports thai the act is of a restrictive nature, based upon the Natal A.ct, and having regard to the general principles on which the British North America Act is ' based, it would appear thai such a measure is ultra vires for any - legislative body in Canada other than the Dominion Parliament. "3 The whole scheme of the British North America Act implies the exclusive 'jurisdiction :of the Dominion of all "national" powers, and though the power to legislate for the promotion and encouragement of immigration into the provinces may have been properly given'to the provincial legislatures, the right of entry into Canada of persons 'voluntarily seeking such entry is obviously a purely national matter, affecting as it does directly the relations of the Empire with foreign states.
