A letter from the President was read, announcing that the Very Reverend Cecil Swanson, D.D., would be the Speaker at the Autumn Congregation on October 27th, 1943- From the Board of Governors Provision of two extra Scholarships from the Special Bursaries Fund for candidates of equal standing on the University Entrance Examinations - Approved Course in Beginners' Spanish - Approved Outline of first two years of course leading to a degree in Home Economics - Approved Correspondence Courses for members of the Armed Forces as approved by Senate on February 17th, 1943, to be made available as Directed Reading Courses for the Session 1945-44 - Approved Proposed Establishment of a Department of Physical Medicine - A memorandum was received from the President with reference to the offer of Sir Victor Sassoon, Bart., to donate £5,000 towards establishing a Department of Physical Medicine in the University of British Columbia, should this proposal be favourably received by the Government and the University. A letter was received from the Board of Governors stating that at the meeting on August 30th, 1943, the proposed establishment of a Department of Physical Medicine had been considered by the Board and referred to the University Senate. v 981 Wednesday, October 20th, 1943. Carried Re Proposed Spring Session In regard to the letter from Dr. G. M. Weir, Acting- Director of Training, Department of Pensions and National Health, requesting information as to the effect of different systems of organization on the maximum student capacity of the University, the following recommendations of the Heads of Departments had been approved by the Faculties and forwarded to Senate: "That we accept the principle that the University should utilize its equipment twelve months in the year during the demobilization period; that with this in view a Spring Session be provided in addition to the regular Winter and Summer Sessions; and that if the requisite number of students should be available, the University be prepared to arrange such a Spring Session in 1944. "That the Chair be empowered to appoint a small sub-committee to work out the details of the Spring Session in relation to the usual Summer Session." Dean Buchanan, as Chairman of this sub-committee, presented a memorandum giving details of the proposed Spring Session including a list of suggested courses. Dean Buchanan) Dean Clement ) That the establishment of a Spring Session be approved in principle on 983 Wednesday, October 20th, 1943- the basis of the memorandum submitted and that this proposal be forwarded to the Board of Governors. Carried Re Wartime Bureau of Technical Personnel With reference to the letter from Dean D.S. Ellis, Representative of the Universities on the Wartime Bureau of Technical Personnel, which was referred to the Faculties by Senate, the Faculties in each case had referred the matter to a Committee with power to act. The following recommendations were received from the Faculties of Arts and Science and Applied Science: "That no objection could be offered if the Government should take over the operation of the Bureau with the control of the professional groups for the duration of the war and a reasonable period after the war. "That the National Conference of Canadian Universities should be represented directly on the Advisory Board of the Wartime Bureau of Technical Personnel and thus continue to co-operate with the Bureau." On behalf of the Faculty of Agriculture, Dean Clement reported concurrence in the action of the other Faculties. Dean Buchanan ) Dean Finlayson) That the recommendations of the Faculties be approved. Carried From the Faculty of Arts and Science The following recommendations of the Faculty of Arts and Science regarding changes in curriculum for the Session 1943-44 were received: Change in Courses: Social Work 1 reduced in value from two units to one unit. 984 Wednesday, October 20th, 1943. Social Work 13 increased in value from one unit to two units Nursing B27 waived for the Session 1943-44. Courses dropped because of inability to provide instructors: Commerce 4 All courses in Government. Course dropped because of insufficient enrolment: French 4(b) Dean Buchanan) Dr. Grauer ) That these changes in curriculum be approved. Carried From the Faculty of Applied Science A letter was received from the Faculty of Applied Science stating that the Faculty had agreed to offer the course in General Engineering as a correspondence course through the Canadian Legion War Services, Incorporated. Dean Finlayson) Mr. Forward ) That this correspondence course be approved. Carried A recommendation was received from the Faculty of Applied Science that the following changes in curriculum, necessitated by the leave of absence of Mr. T.G. Wright, be approved: "F.E.2b (Timber Cruising) and F.E.2c (Mensuration) substituted for F.E.16 (Forest Economics) in Fourth Year, on the understanding that F.E.16 will be given jointly to Fourth and Fifth Years in the Session 1944-45." From the Faculty of Agriculture A letter was received from the Faculty of Agriculture recommending that Agriculture 1, lecture part only, be offered as a Correspondence Course through the Canadian Legion War Services, Incorporated. Dean Clement) Dr. Berry ) That the recommendation of the Faculty be approved. Carried A recommendation that the following changes be made in the electives of the Second Year courses was received from the Faculty of Agriculture: "That Electives A of the Second Year be amended to read Dairying 1 and 2 o_r 3 instead of Dairying 3. "That Beginners' Spanish be added to the Electives C of the Second Year of the course leading to the degree of B.S.A." Dean Clement) Dr. Harris ) That these changes in courses be approved. Carried Prizes, Scholarships and Bursaries Autumn Awards and Postponements Mr. Gage, Chairman, presented the report of the Joint Faculty Committee on Prizes, Scholarships and Bursaries on the Autumn Awards as recommended by the Committee and approved by the Chairman of Senate in conformity with the resolution of Senate passed December l8th, 1929. This report included also postponements for one year of the following Scholarships because of War Service as 986 Wednesday, October 20th, 1943. recommended by the Committee and approved by the Faculties concerned: Faculty of Arts and Science 1. Oliver, Walter J. - David Thorn Scholarship (From Session 1943-44). Report on Special Bursaries and Dominion-Provincial Bursaries For the information of Senate, Mr. Gage gave a summary of the awards under the different bursary funds administered by the Joint Faculty Committee on Prizes, Scholarships and Bursaries. Altogether $26,040.50 had been placed at the disposal of the Committee and a total of 197 students had been given assistance. Mr. Gage then presented the reports of the Committee with reference to the award of Special Bursaries and 987 Wednesday, October 20th, 1943. Dominion-Provincial Bursaries. From the sum of $5,500.00 made available through the Special Bursary Fund, $4,985.00 had been awarded by the Committee and 56 students assisted. The Dominion-Provincial bursaries were awarded on the same conditions as applied during the previous year. The sum of $18,975.00 was available and awards to 127 students, totalling $18,775.00 were made. Mr. Gage ) Dean Mawdsley) That the reports of the Joint Faculty Committee on Prizes, Scholarships and Bursaries on Autumn Awards and Postponements, Special Bursaries and Dominion-Provincial Bursaries, be adopted. Carried Dr. Warren) Dr. Wright) That Senate record its appreciation of the work undertaken by Mr. Gage and the members of his Committee in awarding these bursaries, and of the excellent reports submitted. Carried A letter was received from the Faculty of Applied Science recommending that the offer of three prizes by the Timber Preservers' Limited be accepted in accordance with the following terms: "The Timber Preservers' Limited Prizes Prizes of the value of $60.00, $25.00 and $15.00 given by the Timber Preservers' Limited will be awarded to the students registered in the Fifth Year of the Civil Engineering Course in the Faculty of Applied Science who submit plans and specifications judged to be the best of a structure of treated timber. The awards will be made upon the recommendation of the Dean of the Faculty of Applied Science in collaboration with the instructor in charge of the course ana with the donors." 988 Wednesday, October 20th, I943. The Faculty of Applied Science also recommended the acceptance of the offer by Mr. J.M. Taylor of a bursary in Metallurgy of the value of $150.00, available in the present session, and that the following notice be inserted in the Calendar for 1944-45: "The J. M. Taylor Bursary in Metallurgy A bursary of $150.00, given by Mr. J. M. Taylor, Vancouver, for research work on cobalt ore, was awarded in the Session 1943-44, open to a student or students registered in the Fifth Year of the Department of Metallurgy in the Faculty of Applied Science. The topic of research was chosen after consultation with the donor and the Department of Metallurgy of the University. The award was made by the Senate on the recommendation of the Head of the Department of Mining and Metallurgy." Dean Finlayson) Mr. Forward ) That the offer of these prizes and bursary be approved and their acceptance recommended to the Board of Governors. Carried Reports of Committees Library Committee The fourteenth Report of the Library Committee covering the period from April 1st, 1942, to March 31st, 1943, was received. Mr. A.E. Lord) Dr. Warren ) That the report of the Library Committee be received and a vote of thanks extended to the Library staff who have carried on most acceptably under difficult circumstances. Carried On Degree in Home Economics Mr. A. R. Lord, Chairman of the Committee, presented 989 Wednesday, October 20th, I943. a progress report. Reference was made by Dean Buchanan to the difficulties being experienced by the students in the First Year in Home Economics because of their inadequate high school preparation for Chemistry 1. Mr. Logan ) Mr. A.E.Lord) That this matter be referred to the Committee appointed previously to consider the Course in Home Economics with power to change the course in Chemistry, if necessary, on the understanding that any change would be confined to the students in Home Economics and that this Committee report to Senate at the next meeting. Carried After further discussion of the need for an adjustment between the high school and first year University courses in Chemistry and Physics: Mr. A.E.Lord) Mr. A.R.Lord) That this matter be referred to the Faculties to bring in a report to Senate as to how far they are prepared to go to modify the courses in Chemistry and the Physics sciences to meet the difficulty. Lost Mr. Logan ) Dr. Grauer) That the question of the gap between the high school and University teaching of the sciences be referred to the Committee which has already been asked to deal with the matter of the course in Home Economics, and that it be given power to co-opt other members, if necessary. Carried On Housing of Students For the information of Senate a letter from Dean 990 Wednesday, October 20th, 1943. Mawdsley was read, in which she reported that, after the publication in suburban papers of advertisements indicating the serious need of further housing accommodation for University students, the response received was such as to meet the housing requirements of women students satisfactorily. On War Decorations and Distinctions Mr. A. E. Lord, Chairman of the Committee for the past session, presented a report of Decorations and Distinctions awarded to students and graduates on Active Service. This report was received for information. A letter was received from Col. G.G.D. Kilpatrick, Director of Army Education, expressing his appreciation of the action of Senate with respect to credit for the No.2 Canadian Army University Course. For the information of Senate a letter was received from Dr. G. M. Weir, Assistant-Director of Training, Department of Pensions and National Health in further reference to the maximum student capacity of the University. This matter had already been dealt with by Senate earlier in the meeting in approving the proposed Spring Session for returned men. A letter was received from Mr. Jeffree A. Cunningham, Registrar of Victoria College, expressing the thanks of Principal Elliott for the message sent by the Secretary on behalf of the members of Senate during his illness. 991 Wednesday, October 20th, 1943. Dean Buchanan referred to the death since the last meeting of Senate of Principal Elliott who had been closely associated with the educational work of the province and who had served continuously as a member of Senate since 1927. Reference was made by the Chair to the passing of the late Judge F. W. Howay who had served on the Senate since 1915 with the exception of less than two terms. In memory of each the members of Senate stood in silent tribute. The Chair was requested to have suitable statements prepared and spread on the minutes, and copies sent to the bereaved families. In accordance with this request the following minutes have been prepared: The Senate regrets to record the death of two men who have given long and valuable service as members of this body. Percy Harris Elliott was one of the earliest members of the University staff, and for many years he had been, first, Assistant Professor and then Principal of Victoria College. The value of his work and personal influence as head of that fine institution cannot be measured in any form of words nor can it be recorded on any monument that is adequate; but it has passed into the lives of many men and women of whom this University is justly proud. It is a mere platitude to say that His Honour Judge Frederick William Howay was a leading citizen of this Province. For a generation he administered justice in its Courts; and for a far longer time he devoted the whole energy of heart and mind to its history and to the preservation of Its best traditions.
